2004 Summary Report Uniform Crime Reporting (UCR) Program
Georgia Crime Information Center
CRIME DATA
Data collected on offenses reported to or investigated by law enforcement include counts for the crimes of murder and non-negligent manslaughter, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor-vehicle theft. Because of their seriousness, frequency of occurrence and likelihood of being reported, these crimes are regarded as an Index of Crime. The first four Index Crimes are violent crimes or crimes against persons. The remaining Index Crimes are serious property crimes.
The following table is a profile of reported Index Crimes for 2004 in Georgia . This table includes calculated crime rates per 100,000 people. The use of crime rates in making comparisons in crime trends helps to minimize problems with crime data interpretation. However, readers are cautioned that crime rates cited are reliable indications of crime only to the extent that population estimates are accurate, that victims report crimes and that Uniform Crime Reports are submitted to GCIC by law enforcement agencies.

REPORTED METROPOLITAN STATISTICAL AREA ( MSA ) INDEX CRIMES - 2004
The table on the following page reflects Index Crimes reported for each designated Metropolitan Statistical Area ( MSA ) in Georgia . Listed for each area are the counties encompassed in that MSA , corresponding county populations and the total Index Crimes reported. The number of crimes reported for the county is compiled from all law enforcement agencies operating in that county. This includes Sheriff's Offices, Police Departments, campus police, and any other agency designated as a law enforcement agency. The Office of Planning and Budget of the U.S. Census Bureau has increased the MSA table in size by adding 40 new counties that meet the definition of a MSA county in Georgia .

JUVENILE ARREST DATA
The following tables present juvenile arrest data. For the purposes of the FBI UCR program, offenders who are 18 years of age and older are considered adults while anyone under the age of 18 is considered a juvenile. The first table is a comparison of juvenile arrests made between 2000 and 2004 for all crimes (Index and Part II or non-serious crimes). As part of the juvenile arrest report, local agencies also are requested to indicate how the juvenile arrestee was handled. Possible dispositions include referrals to other courts or agencies or disposition by the local law enforcement agency. Dispositions of juveniles from 2000 - 2004 are presented in the second table.

Source : Juvenile Arrest Disposition for Part I (Index) and II Offenses are compiled from monthly Uniform Crime Reporting forms submitted to GCIC. Please keep in mind that these statistics only represent data that was submitted from Georgia's law enforcement agencies statewide.
CRIME AND ARREST COMPARISONS 2000-2004
The first table shows the number of incidents and arrests reported each year, based upon UCR criteria, between 2000 and 2004 for each of the seven Index Crimes. While comparisons of arrests to crimes reported could be useful measurements of law enforcement activity, caution must be exercised. Arrests reported in one year may be incidents that occurred in that same year or earlier. Since more than one individual can be arrested for a crime, or individuals can be arrested more than once during a given year, arrest statistics more accurately reflect the number of arrests made, rather than the number of crimes solved or the number of different persons taken into custody. Also, it is possible in the UCR program to "clear" an incident without making an arrest, if certain exceptions are met.
The second table shows a profile of arrests made, by age group, for each of the seven Index Crimes between 2000 and 2004.
