This is often the best place to start your international market research. This

very specialized research library has extensive printed and electronic

U.S. Department of Commerce - International Trade Administration The International Trade Administration of Commerce is headed by the Under Secretary for International Trade who oversees the operations of ITA's four units listed below. 1. The Commercial Service is your primary point of contact throughout the U.S. and the world. A global network of Commercial Officers can help you at every stage of the exporting process.
2. Trade Development is the government's link to American industry. Industry sector specialists can help you identify trade opportunities for specific products or services. Most importantly, it houses the Trade Information Center (see below).
3. Market Access and Compliance keeps world markets open to your products. Country specialists can help you benefit from trade agreements with other countries. The Trade Compliance Center is your point of contact regarding overseas trade barriers, or unfair trading practices.
4. Import Administration enforces trade laws on imported goods, ensuring that you face a level playing field in the domestic marketplace.

The increasing diversity of Georgia's farm products is opening new opportunities for expanding sales of the state's commodities. In order to help growers take advantage of these potential markets, the Marketing Division promotes demand for and sales of the state's agricultural commodities in the U.S. and abroad. These efforts are supported by the department's network of State Farmers' Markets, Commodity Promotion Programs, and an International Trade Office.
Georgia Department of Industry, Trade & Tourism overseas representatives (ref. 4: Marketing) can help you assess the market for your products in those countries where they maintain a presence: Canada, Mexico, Brazil, Germany (and Western Europe), Israel (and Turkey, Jordan), South Africa (and SubSaharan Africa), Korea, and Japan. In addition, the FAS offers several useful services for U.S. agricultural exporters, including:
Buyer Alert lets you target your advertising to foreign buyers, both online and in overseas newsletters.
Foreign Buyers List is a product- and country-specific listing of agricultural importers worldwide.
Trade Leads offer up-to-date information on requests for bids, from potential buyers from around the world, and is available online and via email.
U.S. Suppliers puts your company's name and product listings in a database that foreign buyers access online or through USDA/FAS overseas offices.
U.S. Department of Commerce overseas posts (ref. 4: Marketing) maintains offices or representatives in over 100 countries worldwide, and offers a range of research services to help you investigate foreign markets. The Flexible Market Research (FMR) service, available in some 18 countries, provides customized research for your specific product and target market. The Virtual Market Briefing (VMB) provides a live one-hour video conference briefing by trade specialists in the country of interest. Modest fees are charged for these services.
TRADEMARKS, PATENTS & STANDARDS

Many products must meet local performance, quality, and safety standards before they can be sold in other countries.

Financial issues can often make or break an international trade deal. In fact, some companies even pass up profitable overseas business because of concerns over financing and financial risk. Fortunately, there are a number of trade 5 finance and insurance programs designed to help you conduct international business deals with confidence.
Export Working Capitol Guarantees: Fulfilling an international order often requires substantial up-front working capital to purchase required components, install new production equipment, and even pay the workers. Export Working Capital Guarantees can help make available the funds needed cover these costs, while still meeting your regular operating expenses. These guarantees are available from both SBA and Ex-Im Bank.
Buyer Financing: Winning a lucrative overseas contract often hinges on the payment terms you can offer your customer. Ex-Im Bank provides both credit insurance and loan guarantees to qualified foreign buyers of U.S. goods and services. These programs are designed specifically to help U.S.firms compete in the global marketplace and win their share of the business.
Plant Expansion Financing: SBA has a special International Trade Loan Program designed to help cover the cost of plant expansions for new export business. Several other SBA programs are also available to facilitate foreign and domestic sales expansion.
Insurance: Export insurance is available from both private and public sources to protect you from loss due to customer default, or political risk (seizure or war). Generally, such insurance costs less than 0.8% of the value of the covered goods or services.

Ex-Im Bank's mission is to create jobs through exports. It provides guarantees of working capital loans for U.S. exporters, guarantees the repayment of loans or makes loans to foreign purchasers of U.S. goods and services. Ex-Im Bank also provides credit insurance that protects U.S. exporters against the risks of non-payment by foreign buyers for political or commercial reasons. Ex-Im Bank does not compete with commercial lenders, but assumes the risks they cannot accept. Ex-Im Bank provides a level playing field for U.S. exporters by countering the export credit subsidies of other governments. It also provides financing to creditworthy private and sovereign foreign buyers when private financing is unavailable. To qualify for Ex-Im Bank support, the product or service must have at least 50 percent U.S. content and must not affect the U.S. economy adversely.

SBA offers a number of financial programs designed to help U.S. firms obtain the resources and confidence to pursue overseas sales:
Export Working Capital Program (EWCP): The EWCP program encourages lenders to offer short-term working capital loans of up to one year for exporters by guaranteeing repayment of up to $1 million or 90 percent of a loan amount, whichever is less. You can finance a single export order or multiple sales under a revolving line of credit. For a single deal, the term of the loan is set to fit the transaction. The term for a revolving line is usually one year. The EWCP can help with all of your pre- and post-export financing needs.

International Trade Loan Program (ITL): This program helps small

businesses that are engaged or preparing to engage in international trade,

as well as small businesses adversely affected by competition from

imports. SBA can guarantee up to $1.25 million through a lending

institution to the borrower. The applicant must establish either that the

loan proceeds will significantly expand existing export markets, or develop

new export markets, or that the small business is adversely affected by import competition. Proceeds may be used for working capital and/or

facilities or equipment. Maturities of loans for facilities or equipment may

extend to a 25-year maximum.

SBA Export Express: The new SBA Export Express loan program helps small businesses by allowing lenders to use streamlined and expedited loan review and approval procedures to process SBA guaranteed loans of up to $150,000. Loan proceeds may be used for most business purposes, including: market development activity such as participation in a foreign trade mission; transaction-specific financing; general lines of credit for export purposes; and term loans for permanent working capital and fixedasset financing.

The Minority Business Development Agency provides one-on-one assistance in marketing, management and technical assistance and financial planning for minority-owned businesses that are considering exporting. MBDA's headquarters is in Washington, D.C. where all activities are planned, developed, coordinated and evaluated. There are five Regional Offices (Atlanta, Chicago, Dallas, New York and San Francisco) and four District Offices (Miami, Boston, Philadelphia, and Los Angeles) where staff members oversee assistance services in multistate regions. Assistance is provided to socially or economically disadvantage individuals who own or wish to start a business. Such persons include: Asian Pacific Americans, Asian Indians, Black Americans, Eskimos/Aleuts, Hasidic Jews, Native Americans, Spanish Speaking Americans, and Puerto Ricans.

The Georgia Tech Center for International Business Education and Research (GT CIBER), created in 1993, is one of the twenty seven national resource centers of excellence in international business funded by the U.S. Department of Education. It is administratively located in the DuPree College Of Management (DCOM), and also collaborates with the Ivan Allen College.

CIBER serves as a catalyst for the DuPree College to integrate and advance a number of diverse activities relating to international business education and research, language training, international student and faculty exchanges, and executive education for the business community.

Activities designed to broaden the international and comparative scope of law and policy at the University of Georgia include conferences, colloquia, visiting scholars, faculty exchanges, short courses, and the expansion of international collaborations. Two of the most established programs are the International Judicial Training Program, which supports reform efforts of national judiciaries, and the Brussels Seminar, an intensive program on law and institutions of the European Union. Since 1973, the Brussels Seminar has trained law students from the U.S., other NAFTA countries, and all the major world regions.

54 governments from throughout the world have consular offices and/or trade representation in Atlanta. Consular offices are established by foreign governments 1) to officially develop economic, commercial, scientific and cultural relations between the country they represent and the area in which they serve, and 2) to safeguard the interests of the sending country and its citizens traveling or residing in their consular district. Traditionally these duties include issuing and renewing passports and other official documents, helping travelers in distress, signing death certificates, legalizing or delivering official documents, and assisting travelers who have trouble with local law enforcement or immigration authorities.
The Atlanta Consular Corps is made up of 17 career and 34 honorary consular offices. Career officials are members of their country's foreign service while honorary officials are local residents appointed by foreign governments to perform consular duties. The Dean of the Consular Corps, currently the Honorable Natalio Jamer, Consul General for Argentina, is traditionally the career official with the longest tenure in Atlanta.
29 foreign governments have operations in Atlanta to promote trade between their countries/regions and Georgia and the Southeast U.S. In some cases the trade promotion work is handled from within the countries' consular offices (sometimes by the consular head of post), while others maintain independent trade offices.

There are several focal points of ILS activities at WIPO: WIPO's Standing Committee On Information Technologies (SCIT). ILS provides technical input and representation to SCIT Working Groups, principally the Working Group on Standards and Documentation. In the Standards and Documentation Working Group, ILS provides U.S. expertise and representation on the proposal and negotiation of Patent Document, Data and Information Standards, which are of key importance to USPTO operations. With their backgrounds in international patent standards development, ILS personnel are uniquely qualified for supporting USPTO goals in this technically demanding field. Within the USPTO, ILS serves as the USPTO's "resident expert" on foreign patent documentation and information matters. ILS personnel serve as consultants in establishing requirements, including capabilities and data content, for the USPTO's automated foreign patent search systems. They participate actively in the development of such systems to ensure that the 10 examiners' foreign patent search needs are met. ILS provides the resources when information is needed concerning the policies and procedures of foreign patent offices, concerning their documents, search practices, automation efforts, and foreign patenting statistics - current and historic.

The Georgia Ports Authority owns and operates the Port of Savannah, the Port of Brunswick, the Bainbridge Inland Barge Terminal and the Columbus Inland Barge Terminal.
