2003 Annual Report

The main drive into the Roosevelt Warm Springs Institute for Rehabilitation is a brief journey to serenity. Turn onto the Institute grounds off Roosevelt Highway and the park-like aspect of the Georgia Department of Labor facility is immediately evident.
Every weekday, nearly 500 people come to work up that road and countless others arrive as inpatients, outpatients, students, the families of "all of the above," vendors, special groups, invited guests, campers, conference attendees and even tourists.
As they bear right along Oak Road, the outline of the historic Quadrangle, including towering Roosevelt Hall, can be seen off to the right as the trees subside.
Georgia Hall is the obvious landmark that gets people's attention as they seek a place to park. Its 30-foot white columns supporting the front portico are a symbol of a famous facility more than three quarters of a century old.
Soon, another landmark will take its place alongside these famous predecessors. Soon all outpatient services at the comprehensive rehabilitation facility will be located under one roof. No longer will Rehabilitation Technology, the Diabetic Foot Center, Seating and Wheeled Mobility, Outpatient Therapy Clinic and Outpatient Physicians Clinic be housed in five different places on a 900-acre campus. Instead, a modern, 34,000-square-foot complex will garner attention as it conveniently combines all five inter-related programs and so much more. It will sit astride the slopping hillside at the rear of Roosevelt Hall, easily accessible to the rest of the medical unit, yet separate and distinct in its renewed commitment to a mission of "empowering individuals with disabilities to achieve personal independence". Named after Georgia Trend Georgian of the Year James Blanchard of Columbus, a staunch supporter, community leader and philanthropist, Blanchard Hall will be many things to many people, but primarily it will be about improving care and service, two objectives the Roosevelt Institute has always been about.
With the funding campaign complete, bids go out in December and construction will sta,t early next year.

The image of the Roosevelt Warm Springs Institute for Rehabilitation is changing. Although 76 years old in 2003, the last eight years have witnessed nearly as much change at the Institute as the other 68 combined.
With the opening of the Center for Therapeutic Recreation in 1996, the world came to Warm Springs in the form of interna-

tional training camps and competitions. With renovations to East Wing and Roosevelt Hall in 1999 and 2000, respectively, the opportunities fo r improved patient care skyrocketed through such things as interd isciplinary teamwork and modern techno logy.
Now, $5.6 million Blanchard Hall for rehabilitation technology, the result of yet

anot her public-private partnership, will put a new face on our historic campus and bring a new perspective to our ma ny outpatient services.
Like adding a front porch or a fresh coat of paint, the Roosevelt Institute is about to acquire "a new front door for technology."

Design Reflects
Progressive Care
"The design of the new facility is intended to reflect the progressive level of care in rehabilitation medicine at the Institute. Accordingly, it became the goal to design a timeless building that can complement the past while looking to the future . Similar to some of the more contemporary elements of the more recent buildings on campus, such as the Center for Therapeutic Recreation, Blanchard Hall transitions from a traditional brick and stucco facade into a modern glass and steel structure with an expressive outdoor colonnade. The colonnade represents a modern interpretation of the numerous colonnades that connect many of the older buildings on campus. The two-story entry lobby, or great hall, is also intended to relate strongly to several of the existing buildings on campus. Both Georgia Hall and Roosevelt Hall, for example, have a central grand salon adjacent to the main en tty and these spaces are often utilized for public functions. The architecture of the building and the landscape of the site will provide a healing environment for patients and visitors - A Celebration of Rehabilitation.
Scheduled for completion in early 2005, Blanchard Hall will represent a unique and progressive facility of its kind, focused on a special patient population and strengthened by the rich heritage of the Roosevelt Warm Springs Institute for Rehabilitation."

Dear Friends:
Jonas Salk, the world famous originator of the polio vaccine, once said, "The reward for a work well done, is the opportunity to do more," and as we stand on the threshold of so many new opportunities and new rewards at the Roosevelt Warm Springs Institute for Rehabilitation, it's good to reflect on recent accomplishments and future directions.
With Blanchard Hall now firmly on our horizon for 2004, we can look forward to a better consolidation of services and patient access; new and improved surroundings for many of our programs; increased research opportunities; a better environment for physician services and consultations; increased operational efficiency; and, certainly a better and more competitive image.
As we look back on the accomplishments of the past year, we take pride in such things as moving our Outpatient Clinics under our own Georgia Department of Labor umbrella; the campus-wide education and initiation of national (HIPPA) privacy policies; the expansion of our Physical Medicine and Rehabilitation physician staff; the continued development by our vocational unit of certificate training programs with West Georgia Technical College; the hosting of another international wheelchair athletics competition, the Roosevelt Invitational basketball tournament; and, the decision to fully implement a new, computerized medical treatment and billing system.
Future challenges await us, especially given an economy and healthcare climate in need of renewal. Nevertheless, we have faced challenges like these before and the spirit of Warm Springs remains an asset that guides our every action.
Our mission remains the same. We must continue to "empower persons with disabilities to achieve personal independence" and with facilities like our Center for Therapeutic Recreation , Camp Dream, recently renovated Roosevelt Hall and now Blanchard Hall, an expanding technology and vision should allow us to do that in exciting new ways not previously possible.
To our many supporters, we say thank you. To our patients and students, we promise the finest continued service and support, and to our staff, we offer sincere gratitude for a job well done. As we move forward , let us all continue to strive for the kind of uplifting environment that has been a hallmark of the Warm Springs experience since Franklin Roosevelt created this wonderful place in 1927.

Dear Supporters:
As the Roosevelt Institute moved beyond its 75-year milestone the past 12 months, our memories turned sentimental while reflecting on a legacy of care, compassion and sacrifice for people with disabilities. We remembered a President who gave his time, talent and treasure to establish a place that would help conquer polio. We fondly reminisced about the thousands of staff members who gave their hearts and hands to sustain a vision of serving others and empowering people to regain independence. And we recalled with gratitude the countless supporters who have enabled the Roosevelt Institute to build upon this humbling legacy.
Today, our Board of Trustees and leadership at the Institute are more determined than ever to deliver on the promise of this past and realize an even brighter and bolder future. We have a responsibility to find newer and more effective ways to serve people with disabilities. The recent completion of our Blanchard Hall campaign is one giant leap in that direction. This new facility will vastly improve our outpatient services, consolidating programs in one convenient location while providing the equipment and technology to help our professionals serve more people better.
Other successes that our supporters helped us to attain during the last year included an unforgettable, 15th annual Georgia Hall Society Ball in February, the international Roosevelt Invitational wheelchair basketba ll tournament in June and the initiation of an endowment to ensure the life of our chaplaincy program for decades to come.
The 76th year of service for our organization cannot be a rest stop; instead it must serve as a springboard for the next 75 years and beyond. Just as the individual donor base was crucial to the success of the March of Dimes and Warm Springs in the 1940s, so too is the lnstitute's potential today ultimately dependent on our ability to attract private and corporate donations. Although part of a glorious past, one can easily imagine an even grander and more significant future for this Roosevelt Institute, particularly if that future includes increased involvement from our public and private partners.
In President Roosevelt's last speech, he wrote, "The only limit to our realization of tomorrow will be our doubts of today. Let us move forward with strong and active faith. " With your continued support, we have no doubts about tomorrow for th is special place. Let us move forward with strong and active faith.
