ENGLISH LANGUAGE INSTRUCTION
Program Overview
The purpose of the Georgia State Refugee ELI program is to serve Refugees 18 years and older who have been in the United State for 5 years or less; teach English to a level that will permit effective communication through listening, speaking, reading and writing; with an emphasis on how it relates to obtaining and retaining a job and to provide evaluation and testing for client placement and advancement. Atlanta Technical College (ATC) and DeKalb Technical College (DTC) were the two contracted providers for this service.

Funding for this service is through the Office of Refugee Resettlement (ORR) Social Services Grant (SSG) and Targeted Assistance Grant (TAG). There is a defined cost per unit of service for ELI which is an hourly rate.

ATC expended its funding in the first 7 months of the contract year and DTC expended theirs in 11 months. Additionally - DTC provided two other services for civics and client transportation. There was only one budget amendment (line item transfer) for DTC, moving funding for Civics to ELI. ELI costs were 23.2% ($609,732) of the total funding amount available ($2,625,780).

The variable in the cost per client is affected by the number of hours or partial hours of class participation. The difference in cost between contractors is also due to the difference in ELI services they provide.

7,155 refugees were potentially eligible for ELI services. The unduplicated number of clients served for contract year 2009-2010 was 2028. Refugees from 44 countries were served by this program. The largest numbers of clients served were from Bhutan (622), Burma (522), Iraq (156), and Somalia (112). 96% of all clients served reside in DeKalb County. See Graph 3 and Table 3 See Attachment A for all clients served by country of origin and county of residence.
Monthly goals for each client are set at achievable levels on a monthly basis. The two providers for ELI services exceeded state requirements. See Table 4
Overall Analysis and Goals:
Funding expenditures were appropriate for services and achieved goals. Client records, goals and accomplishments were well documented. Educational guides, testing tools and placement levels met all client educational needs.
Recommendations
Should additional funding become available, consideration should be given to adding more units of ELI to ATC. This would supply additional sites and times for clients to attend the ELI program and could alleviate some of the over crowding at DTC. Client numbers indicate that additional service slots are needed. Should ELI providers reach the point of over capacity, they must resort to existing policy regarding priority registration and placement of Refugee clients. 524 clients not included in the client numbers served, whose application, testing, placement and individual forms were completed and processed, never attended class. In these cases, contractors are not able to collect fees for this work at a loss of $6,288. Clients can not be submitted for payment unless they attend class. Consideration should be given to requiring all Voluntary Agencies to provide ELI services, as it relates to getting and keeping a job, at the lowest levels, for new arrivals in their first 90 days from their date of arrival. It is these clients who make up the largest part of the 524 clients who sign up for ELI classes at the Technical Colleges and then do not show up for class. Depending on the type of assistance received, employable Refugees are required to sign up for ELI while they are trying to get employed. No-showing for classes costs the Technical colleges thousands of dollars they are not reimbursed for as well as taking up class room space that could be given to refugees wishing to attend class full time.
