To Hi,s Excellency, Thomas W. Hardwick,
Governor of Georgia.
Sir:
I hereby respectfully submit my report as Keeper of Pub-
/
lie Buildings and Grounds for the year of July 1st, 1921, t o July 1st, 1922:
During the year I have kept the buildings in the best physical condition possible, in view of the fact bhat my appropriation was decreased and I had quite a deficit to take care of from the former administration. I have been advised by the insurance company to put in new boilers at the Capitol, which will cost approximately $.,000.00. The State hais two pumps in the engineer's room that have not been used for years. I would respectfully suggest that these pumps be sold to help defray expenses of new boilers, or to cover any expenses you should suggest.
I desire to call your attention to the falling plastering and glass from decay and dilapidated window sills, which tends to endanger the lives of employees and visitors at the Capitol.

,
In conclusion I wish to express my gratitude for your many favors and also the courtesies shown me by the various departments at the Capitol. Your co-operation has made the past year a very pleasant one for me, for which I thank you.
I attach, as Exhibit "A," a statement showing expenditures and receipts for this department for the past year. Thanking you again for your co-operation and help in making the expenditures as economical as possible,
Respectfully submitted, H. D. FREEMAN,
Keeper of Public Buildings and Grounds.
