I have the honor to submit herewith _my report as Keeper of Public Buildings and Grounds for the period from July 1st, 1918, to July 1st, 1919.

During the past year it has been necessary to paint and repair the dome of the Capitol, cement all the flooring in the basement and paint and carpet sev' eral of the rooms. This has placed th~ Capitol Building in the best physical condition possible in view of the amount of the appropriation for this purpose.

The high price of labor and supplies makes it almost imperative that this D epartment should have a larger appropriation for the upkeep -of the State's property.

The present method of heating the Capitol is unsatisfactory and wasteful, and the system is antiquated and out of date. Theinstallation of a modern and efficient heating plant would not only be the means of providing comfort to the occupants of the Capitol, but would also be the means of savmg a large sum every year; for the State.

I desire to call particular attention to the condition of the Executive Mansion. The present location is in the business district; and the lot would be

much more valuable as a site for a commercial building.- It could be disposed of with great advantage to the :financial interest of -the State.
In addition to this, the Mansion Building itself is unsafe and insanitary: The plastering has fallen a number of times; and the contractor making the re:_ pairs on the walls has declared almost every room in the house to be unsafe for this reason., During rai:i1y weather dampness soaks in through the walls, making the house unhealthy and discoloring, the walls. The leaks and openings have been repaired, but the entire roof' and all the outside walls are in such condition that these repairs will not hold. . The flooring and the banisters of the porches are rotten and unsafe. The whole Mansion is in an insanitary and unhealthy ~ondition; and it is extre-mely unfair and unjust to the Governor of the State that he should be r equired to live with his family in such a building.
I attach hereto, as E xhibit ''A,'' a statement of the receipts and disbursements of this Department during the past year. I take pride in the,fact that the expenditures have been economical. This !')Conomy has been possible because of the co-operation of every department and the timely advice of the Governor in many instances.
In conclusion, I desire to thank the .entire Capitol force for their co-operation and help during the year.
