one appropriation for th e whol e amount, to ask for

th ree appropriations f or such amount as might be

necessa r y to do th e work. My estimate of th e cost

fo r the entire work done is shown to have been

fairly correct, as th e following indebtedness is still

unpaid.

In explanation.of th e la st two items' enumera ted,

the appropriation to this department provides for

th e payment of $1,500.00 to the Secretary of State.

Col. Cook, knowing my emba rras sed ,condition, ha s

calle d on me for a very small amount of this appro-

priation . I am in r eceipt of a letter from him asking

what he may exp ect from me, as he is very mu ch in

need of additional furnitur e. The la st item of $1,-

000.00 is what will be actually necessary to meet my

monthly pay roll s to .I anuary 1st, 1915.

I would call attention to a fa ct not generally known

th at since my appointment the cr eation of new departments, and th e neces sa~'Y enlargement of depart-

ments alread y created, ha s made it n ecessary to

equip sixteen new offices or rooms and most in-

stances,with complete furni shings.

Th e expenditure necessary for this wa s of course

never conte mpla ted when th e appropriation was

made to my department.
