WHEREAS: Electronic data processing has become a key management tool to departments in State Government; and

WHEREAS:

The Executive Reorganization Act of 1972 provided for the transfer of the electronic data processing functions of all State agencies, except for the Department of Labor and the Board of Regents of the University System, to the Department of Administrative Services; and

WHEREAS:

The users of electronic data processing currently have no formal process through which they can resolve service problems and meet unique design and processing requirements; and

WHEREAS:

More comprehensive planning is needed in the area of electronic data processing to insure that users' needs are met while existing and future resources are fully utilized to take maximum advantage of the economies and efficiencies available; and

WHEREAS:

An Executive Order dated January 21, 1976, established a committee with the responsibility of coordinating and planning electronic data processing in the State of Georgia, consisting of the Commissioner of the Department of Administrative Services, the Director of the Office of Planning and Budget and the State Auditor.

ORDERED:

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME
AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HERE,BY
That the provisions of all previous Executive Orders assigning responsibilities to, or otherwise affecting, the committee established by Executive Order of January 21, 1976, are hereby rescinded and revoked.

IT IS FURTHER

ORDERED:

That there is hereby created and established the Electronic Data Processing Review Committee of the State of Geor ia, wlic s all consist of the Commissioner of Administrative Services, who shall be Chairman thereof, the Director of the Office of Planning and Budget, the State Auditor and the Directors of three departments that utilize the electronic data processing services of the Department of Administrative Services.

Initially, the three user department representatives shall be the directors of the three departments having the largest Fiscal Year 1976 budgets for electronic data processing. The initial three Directors shall serve for at least a six-month term, after which time departmental membership shall be rotated among those Departments using the services of the Information and Computer Services Division of the Department of Administrative Services in a manner to be determined by the Electronic Data Processing Review Committee. This rotation of departmental users shall be accomplished on a staggered basis so that not more than one departmental representative shall be rotated off the Committee at anyone time.

ORDERED:

That all boards, departments and agencies of the State of Georgia engaged in data processing or computing activities shall submit to the Electronic Data Processing Review Committee by June 30, 1983, or a later date set by the Committee, a comprehensive plan for acquiring data processing and computing services. Thereafter, revisions to the plan shall be submitted annually.

IT IS FURTHER

ORDERED:

That said Committee shall be responsible for reviewing and approving or disapproving the plans of all State agencies for the acquisition of data processing and computer services. On reviewing such plans the Committee shall consider that while centralization of Electronic Data Processing services is advaotageous, certain data processing functions may be best performed in a decentralized manner. The committee shall not, however, consider for decentralization activities which relate to (a) financial accounting, personnel accounting, or budgetary systems, or (b) systems having multi-agency access or data base which has substantial potential for use by other agencies.

IT IS FURTHER

ORDERED:

That the Electronic Data Processing Review Committee shall be charged with the responsibility of resolving conflicts between Departments relating to electronic data processing matters.

IT IS FURTHER

ORDERED:

That at any time a Department may develop a proposal which describes its unique electronic data processing equipment, personnel and services needs and the manner in which the Department believes these needs may best be met, and then may negotiate fulfillment of those needs with the Commissioner of the Department of Administrative Services. In the event that a recommended solution is unsatisfactory to either the user Department or the Department of Administrative Services, such proposal shall then be submitted to the Electronic Data Processing Review Committee for its review and resolution. In the event that the Electronic Data Processing Review Committee cannot satisfactorily resolve any differences on a proposal, it shall be appealed to the Governor. Where a proposal requires a transfer of personnel and/or electronic data processing equipment between Departments, the Committee shall transmit the proposal together with its recommendations to the Governor for approval or disapproval.

IT IS FURTHER

ORDERED:

That when the Committee considers matters relating to the Board of Regents and the Department of Labor, and when it considers approval of data processing equipment and software to be acquired and operated by the Department of Administrative Services, the three user department members shall be non-voting members.

IT IS FURTHER

ORDERED:

That after the effective date of this Executive, Order no board, department or agency of State Government shall acquire electronic data processing or computing equipment or shall obtain data processing or computer services, including consulting, systems development, programming, computer time, data preparation and related services, from any agency other than an agency of State Government unless such acquisition of equipment or services is consistent with annual plans approved by the Committee or, if such acquisition is inconsistent with such plans, the deviations have been specifically approved by the Committee.

IT IS FURTHER

ORDERED:

That all boards, departments and agencies of State Government shall submit to the Committee such information as the Committee may require in order to maintain a detailed inventory of all data processing and computing equipment in use by any State agency.

IT IS FURTHER

ORDERED: That the Committee shall adopt such rules of procedure and schedule its meetings as it sees fit consistent with applicable laws and regulations.

IT IS FURTHER

ORDERED:

That the Electronic Data Processing Review Committee, after operating as described for twelve months, shall develop and present a detailed recommendation to the Governor on the appropriate functions and authority of the Committee, including legislation if needed.

IT IS FURTHER

ORDERED:

That the Committee shall obtain the necessary staff support to perform its duties from the Departments represented on the Committee.
