SALARIES, WAGES, ETc.-The compensation to officers,
teachers, employees, and servants, in all departments of the
work, is regulater] by the duties to be performed, by the
time engaged in the work, and, in some cases, by their re-
sponsibility, experience, and efficiency. In some cases the
duties are defined by the by-laws, and in other cases pre-
scribed by the Principal. In most cases the compensation
to officers, teachers, and employees includes board and res-
idence.

NOTE.-The"duties of the ladies of the domestic depart-
ment are multifarious and can hardly be designated by any
limitation; attending to rooms and bedding, pantries, kitchen and dining-rooms and elosets; the care of pupils'
dothing, mending, and doing the sewing of the house, tak-
ing care of helpless children, teaching the girls to work,
nursing the sick; such is the order of their duties. They
.are loyal to the matrou and the school and deserve com-
pensation. Misses Campbell have' been in the academy
many years, Mrs. Moore a year and a half.
The time of B. A. Johnson, master of the shop and car-
penter, is divided between the two schools. His compen-
sation is $35.00 per month, per anllum.
The gardener's time is also divided and his wages are
,$25.00 per month.
The servants are colored pel'sons; .they consist of one
porter, two cooks, one waiter, two chamber women, and
four laundry women. Some are employed by the day,
others by the month. The aggregate of theirwag~s is
$80.00 per month.

Taking the average numbel' of pupils of both departments that have been in attendance, the per capita of all the expenses has been nearly $137.59 for the year.
REMARKS.
Qualifications for Adrnission.
The circular which has been peepared undee the regulations of the Academy, and is being sent out as occasion demands, says:
"The Academy recei ves into its school departments such youths, male or female, as are hopelessly blind, or incurably blind to that degree which prevents education in the ordinary schools, between the ages of eight and twenty-one years; of sound mind, and free from bodily disease, and of moral character and habits."
The legislature some years ago added another condition, namely: "A. residence in the State" t IVO years previous to admission as a beneficiary of the State appropriation."
I have bestowed much thought on terms of admission, and beg herewith to submit a few remarks:
The name, "Academy for Blind," suggests that educational training is the purpose of the Institution, and that youths are its proper subjects. Yet this is very frequently misunderstood, even sometimes by people living near it. I have frequent applications to admit persons over school age,"and many also, to receive blind paupers from the va-

rious counties, and my answers, couched in respectful terms,
giving explanatory refusals, have sometimes met with replies
in terms of ill-will. The idea conveyed in the legitimate
meaning of the term "Blind Asylum," with myobserva-
tion, experience, sympathy, and wqrk and care with the
blind, is abhorrent, and suggests a" great sore." The proper
place for the blind is with the seeing, except for educational
purposes, and in which case the vacation at home is an im-
portant factor in the scheme of tmining.
In regard to the degree of blindness required for admis-
sion, there is some doubt and perplexity as to the proper
limitations. If the applicant is totally and hopelessly blind
there is no difficulty. But there are totally blind persons
whom the oculist can: restore to sight, and this ought to be
done. But it is often the case that cnres of this kind, made
in the educational period, do not properly relieve the school
of its work. It generally reqllires time for the patient to
learn how to see, and sometimes the use of sight is hurtful
to the eyes. Also, there are many cases of defective vision
not apparent to inexperienced persons, and even to doctors
in common practice. In such cases I get, as I can, the
testimolly of the teachers of the ordinary schools, to whom
they have been sent. Also, there are very many sufferers

from weak eyes, or disordered vision, to whom the study of
the co.mmoll print is hurtful', and endangers the measure of
sight they have.' In all such cases of difficult decision, I
think a liberal and safe construction should be made, and
trial given to the applicant, in the school.
The limits of the ages for admission are the same as
those allowed generally in schools, and are very proper for
us to regard. But had the Academy the funds, I would
recommend a sort of primary department, or kindergarten
for young blind children, taking them at an age as low as
three year3, and provide a nurse and teacherfor them, and
train them up till they become proper subjects for the reg-

'111ar classes. This has been suggested to me and olhers in ,our 8pecial work, by seeing in so many cases the laek of knowledge and mistaken ideas of the conditions of the blind, on the part of the parents, generally, of such unfortu nate children.
I return thanks to the board for its kind and helpful consideration through another year; and also to all my asl:iociates in every department of the work, for cordial cooperation and the harmonious relationship pt'evailing among liS, and I commend the pupils for the degree of thc sense -of (luty, industry, and obedience they have manifested.

The trustees, the officers, teachers, and pupils have suffered a sad bereavement, in the death Of Mr. Virgil Powers, our late President. Mr. Powers had held office in the
(
Academy for the Blind, as trustee, twenty-two years, eight of which he was President of the board. He was a pure, good man, attentive -to and zealous for all the interests of the institution, and his loss to the work iS,greatly deplored. His mem bership in the board was filled by the election of Judge John L. Hardeman. B. C. Smith, Esq., was elected to the Presidency.
MAIN'fENANCE.
For .the mai ntenarice of the Georgia Academy for the Blind an annual appropriation, it is estimated, of $18,000 will be needed. This is intended to include the salaries ()f officers, board of pupils, minor repairs, and indeed all other needful expenditures.

DEAR SIR-Pursuant to the law in the case, I have the honor to transmit herewith my repor~, with.a detailed statement of the financial condition of the School for Colored Students, as rendered by the treasurer. The school is u~w in its fourth year, and has at present an enrollment of one hundred and forty-two students. The prospects are bright for a great increase during the current year. The health of the students has been unusually good.
In the literary department there has been added a model or practice school for the purpose of instructing those of the students who contemplate becoming teachers. The total number of instructors and assistants in the literary and industrial departments is nine. They are all efficient and' faithful.
It is needless to say that the school is practically an industrial school. All students are required to work, and each is expected to engage in some trade which shall have been learned in the cuurse of his attendance at this scbool.

dormitory and recitation rooms; and machinery for our
shops.
