GEORGIA A ADEMY FOR THE BLIND, ){ACON, GA., October 1 t, 18 7.
GENTLEMEN: - At the do e of another institutional year, it becomes my duty to submit a formal Report of the internal operations of the Academy for the Blind for that year.
The period to be reviewed has been marked with succe in the several objects for which the In titution was designed by it founders. The health of the hou ehold has, with one or two cases excepted, been uniformly good. Thi i recognized as the favor of an ever-kind Providenc , who e merciful dispen ations call for our devout gratitude.
The number of pupils on the roll hereunto appended gives the attendance of those under instruction during the year as eighty-two. The average monthly attendance bas been good and regular.
The system of instruction and training pur ued for many years, aud often detailed in former Reports, is still actively maintained. It has been demonstrated in many cases, that by the acquisition of this scheme of instruction, the blind of ordinary capacity will have the facility and means of earning a livelihood in any section of our tate, and that the more feeble of the class can become helpful in many ways in families. Many of our graduates are now maintaining themselves creditably with their own industry-some in literary pursuits, some as musician , some in trade, and some as mechanics. I might name some of them who are very successful, accumulating means and maintaining meritorious reputation without any discount on account of their deprivation, and serving well in the offices of life, social, religious and civil, in their respective communities The failures of some others may be pointed out, but when traced out, it will be found to result from the same causes which make failures in the graduates of our schools and colleges.
The corps of our regular teachers has been increased by the election of Malcom D. Jones, A. B.-a graduate of Mercer University -a young gentleman of culture and character. He has had

orne experience as a teacher in scbools for the seeing, and so far, with us, be bas exhibited the zeal and aptitude for our special work that foreshadows success.
We ha.ve also employed as assistants some of our continuation pupils, who are giving u atisfactory work.

REMARK.

It will be noticed tbat, a compared with the expenditures of the last and of former year, the foregoing summary pre ents an increase which demand some explanation. This increa e, it is proper to state, does not arise from a departure from the judicious economy we have ever endeavored to pur ue in the mana.gement of the finances of the Academy. It arises rlI.ther from-first, an increa e in the number of pupil to be cared for and maintained; and, secondly, the payment of railroad fares for the transportation of the pupils and officers of the Academy on necessary occasions. Heretofore

the Central Railroad, which we use more than any other, has fur-

nished, with great liberality, free transportation to the pupils and

to the officers in charge of them in coming to or going from the

Institution on necessary occasions. This great privilege, so impor-

tant to the blind children living alnng and near its main lines and

branches, and so valuable an aid to the work of the Academy, was

withheld by the new organization of the company-giving in lieu

thereof, under conditions and restrictions, half-fare rates, for which

I, on the part of the Academy, hereby return thanks.

The exercises of this Department have been steadily conducted. The number of pupils in attendance has been eleven. The roll of them, with their residences, is given on the foregoing page.
r am as ured that there is an increase of blindness in this State
among the colored people, the causes for which might be suggested, but it i here unnecessary. Cases of blindness of children and youth suitable in age for our work are reported to me frequently,
and r make efforts to make known the -object and importance to
them of this charity, but when it comes to getting them into school,
my efforts are eluded. r have visited in person some cases ~o
repor~d. and found them utterly unfit for admission by reason of
disease or imbecility. Some whose cases r have inquired into
through questions sent to their friends, and upon proper answers returned have agreed to admit with the consent of the Trustees, are never sent up, and upon inquiry into the failure of their com-
ing, r find they have disappeared. This condition of affairs in
time may cease to obstruct. The Teachers in the work are doing well. The Matron in charge is prudent and discreet and looks well to
the economy of the household, and in all matters seek the direction of the Principal before taking action.

To Hil Excellency, JOHN B. GORDON, Gove'rnor of Georgia:

IR-I herewith submit, in accordance with the law, the Report of the Trustees of the Georgia Ac~demy for the Blind for the year ending September 30th, 1888.

During the year Thomas B. Gresham, by reason of his removal from the State, resigned his position as a member of this Board, and the vacancy thereby created was filled with the election of Charles E Campbell.

Accompanying this Report. a part of the ame, are the Reports of the Treasurer, the Reports of the Principal for both White and Colored Departments, anti the Report of the Physician in charge. To these papers attention is called as giving a history of the Institution for the year under con ideration.

The following abstracts taken from the reports of the Treasurer and of the Principal-who i the disbursing officer of the Boardtaken together give the financial condition of the Academy at the cIo e of the year:

The Trustees are fully aware of the necessity of the new buildinO"

named in the Report of the Principal, and endorse the brief sug-

gestions made by him as to the importance of it. They also call

attention to the Report of the Physician in charge and especially

to the paragraph in regard to the necessity of hospital accommoda-

tions. These could be made in the new building. It is estimated

that fifteen thousand dollars will be an ample sum for its erection

and equipment.

The Trustees ask for wants of the Academy for the Blind the

following appropriations:

GENTLEMEN.-I herewith submit to you and through you to the Governor and General A embly of the tate, my Annual Report of the internal management of the Georgia Academy for the Blind for the year beginning October 1st, 1 7, and ending September 30th, 1 8. This is the thirty- eventh rep0rt of the Institution.
The work of the year in the departments-literary, musical and mechanical-ha been satisfactory. The number of pupils in atteudance in the \Yhite Department has been seventynine, a may be een from the roll appended. It has beeu the custom of the Academy for years to employ as a istant in the work a uJllny of the advanced pupil a were qualified and de ir d to remain with us after their term of eight years had ex.pired, in order to pro 'ecute their tudies to a higher degree. Three of these are now doing good work, but are till receiving in truction, especially in mu ic, viz. : C. H. Hodn tt, of Ieriwether. county; Mi '. M. E. Timmon , of Carroll county; and Mis' Mo elle RUB ell, of' Jeffer on county. They receive orne compen ation, al 0, for their en'ice, and are being better fitted for places of ttuchers in chool outside. I commend them as faithful, compet~nt and diligent po t-graduate of the Academy.

The property of the Academy has been carefulIy guarded; insurance in good companies maintained, and all needful repairs promptly llIade.
In my mOllthly Report for June, I took accasion to bring to the notice of Lhe Board that our present building was filled with inmates this yeal' to its utmost capacity and that otherwise we were cramped by a deficiency of rooms for our work of instruction and not well prepared for an increase of pupils and resident teachers. As I suggested then I suggest now, tbat the Board take under consideration some measure to erect another building on the lot, apart from the present one. That the latter be given up for the uses of instruction and practice and exhibitions; for the residence of female pupils and employees, and the Principal's quarters and office. In this way may be secured a very desirable and important arrangement-the means of more complete segregation of the sexes in the home life of the house and the work of the classes. Another suggestion occurs to my mind, is that the intermingling of little boys in the dormitories with older ones-some of whom come to us with vicious habits, is not wholesome or safe, and this can thereby be prevented. The building to be erected might be so arranged in its appointments to afford better surveillance of the conduct and private studies of the male pupils-give ample and better hospital

accommodations. The basement could be made into a gymnasium

for the purpose of the physical training and exercise of the pupils

in bad weather.

The building need not be one erected with extravagant cost. I

think the sum of fifteen thousand would be ample to erect the

house with all the accommodations and appointments contemplated.

I estimate that the appropriation to be asked for the probable

wants of the Academy for the blind, including the departments of

the whites and also that of the colored:

For the maintenance of the year 1889 .

The same it will be seen has been ample for the two years past, and the balance in the hands of the Treasurer ought to ~e retained as a fund for contingent necessities.

Report of the Phy ICIan In Charge.

To the Board of Truatee3 of the Georgia Academy for the Blind:

GENTLEMEN-I herewith submit my report as Physician in

charge of the Georaia Academy for the Blind, for the year ending

Septemoel' 30th, 1 88. The Blind, as a class, have defective vital-

ity, with but little power of resi ting di ease, yet I am gratified to

report that the health of the pupils, during the year ju t closed,

ha been unusually good.

There has been no epidemic or contagious disease during the

term, and only two cases of severe type of sickne ,both of whom

made good recoveries and re umed their duties. The pupils have

been singularly exempt from pneumonia, depending, I think, upon

the e.x:cellent manner in which the building is heated. The build-

ing Hnd grounds are in good sanitary condition, which, to a great

extent, is attributable to the watchful care of the Principal and his

a i tants, and their readiness, at all times, to adopt any suggestion

looking to the health and welfare of the puptIs.

In the colored department there have been only three ( 3) cases

requiring medical attention-one protracted.

At the beginning of the pre ent term, one of the male pupils,

after having been confined to his home for more than ixty days,

with consumption, was returned to the Academy in such an ex-

hau ted condition that he had to be carried to his room-dying

on the fourth day from hemorrhage of the lungs.

Before closing this report, I would rpspectfuIly, but earnestly,

urge upon your Board the importance of increased hospital accom-

morlations in the white department.

The la t epidemic of mea les and dysentery in the Institute

demon trated conclusively that the accommodations were inade-

quate, especially in the male department. In such epidemics, expe-

rience has proven that, for the proper care and treatment of such

patients, they should be isolated.

Report for the Colored D partment

GENTLEMEN-The number of pupils under the care of this Department is thirteen. One has died. He was sent from home in an extreme stage of consumption and at the time had at attack of acute pneumonia. Besides the weather was very bad. On arrival be was unable to hold himself up and fainted before he could be carried to his room. The physician was soon called to him but too late. He died four days afterward.
The pupils of this school have been doing very well. In addition to their acquisitions in books and music some of them have become very good mechanics in the handicraft.o of the blind.
I commend to your continued consideration the work of this Department.
