EXECUTIVE SUMMARY
Georgia state law requires that charter schools in operation for at least one year submit an annual report to the Georgia Department of Education (DOE). The purpose of the 2002 Charter School Report is to summarize the information contained in these reports. It is not intended to be evaluative in nature. A follow up of the 2001 Charter School Evaluation is in progress and will be available at the beginning of 2003.
Georgia's original charter school law became effective April 19, 1993. At that time, the law only allowed existing schools to "convert" to charter status. Since then, the law has been amended four times, most significantly in 1998, when the law was amended to allow private individuals and organizations or state or local entities to "start up" and operate charter schools. Now, there are four categories of charter schools in Georgia, conversion, local charter schools (LEA charters), start up, and state chartered special schools. Currently, the majority of charter schools are conversion charters, but the number of start up schools has increased steadily since 1998, while many conversion schools elected not to renew their charters.
An examination of the active status of charter schools from 1995 to the present reveals a high rate of attrition. From 1995 to the 2002-03 school year, fifty four charter schools became active in Georgia. During that period of time, six charter schools renewed their charters, seventeen did not renew, and one school which had renewed its charter closed. Thus, by the beginning of the 2002-03 school year, a third of all charter schools that had become operational were no longer charter schools. Eight new charter schools opened in 2002-03, and three have had their charters approved, but will not open until 2003-04.
The State Report Card Databank provided demographic information. Analysis of charter school demographics from 1997-98 to 2001-02 indicates that charter schools served a slightly smaller proportion of minority students and socio-economically disadvantaged students than did the state. The percentage of minority students in charter schools has remained relatively stable over the past three years, even though several charter schools have elected not to renew their charters and others have become operational during that same period of time. Over the same time period, the charter school English for Speakers of Other Languages (ESOL) participation rate was similar to that of the state. The charter school gifted program and special education participation rates were similar to the state in 1997-98, but the percentage of gifted students in charter schools was slightly higher than the state between 1998-99 and 2000-01. Special education participation remained similar to that of the state during that same period. Drop out and retention rates for charter schools were lower than the state between 1997-2001, the years for which data were available for this report.
During the 2001-02 school year there were 39 active charter schools in Georgia and all 39 schools submitted annual reports. Most information provided by the reports was descriptive in nature, although some schools did provide quantitative data in their reports. Schools are asked to provide information about the academic achievement of their students in their reports, but information from the statewide testing program was unavailable at the time the

reports were due (the end of July), so achievement data reported in this document come, unless specifically noted, from the State Testing Databank or the State Report Card Databank.
Achievement data are reported for the Criterion-Referenced Competency Tests (CRCT) for grades 4, 6, and 8 in the areas of Reading and Mathematics, the Writing Assessments for grades 3, 5, and 8, the Georgia High School Graduation Tests (GHSGT), and the Scholastic Assessment Tests (SAT). Stanford 9 results will not be reported for the 2001-02 school year.
An examination of achievement data for 2001-02 reveals the following: The percent of students who "Met" or "Exceeded the Standard" in Reading on the CRCT showed steady gains for the majority of charter schools. (See Appendix B, Page 21, for all CRCT data.) The percent of students who "Met" or "Exceeded the Standard" in Mathematics was inconsistent in grades 4 and 6, but increased for the three schools in grade 8 with three years' data. For grades 4 and 8, percentages for most schools were higher in the last two categories than they were the first year the examination was administered. The percentage of students who score at the "Meets" or "Exceeds" levels on the CRCT for charter schools was greater in 2001-02 than the state averages in Reading and Mathematics for grades 4, 6, and 8 (Figures 14 and 15, Page 13). Student scores for grades 3 and 5 Writing Assessments and the Middle Grades Writing Assessment (MGWA) are also presented in tabular and graphic form in Appendices C and E. The percentage of students who were either "On Target" or "Exceeded the Target" on the MGWA increased in all charter schools with three years' data. (See Appendix C, Page 32 for all Writing Assessment data with the exception of the High School Writing Test. That data is found in Appendix D.) Data comparing the 2001-02 performance of charter school students in grade 8 on the MGWA with the state average (Figure 16, Page 15) indicated that charter schools had a slightly higher percentage of students at the "On Target" and "Exceeds the Target" levels for that assessment. Table 1 in Appendix D, Page 45, presents data from the Georgia High School Graduation Tests (GHSGT). The percentage of first time test takers passing the GHSGT was inconsistent from school to school in all areas assessed by the tests for the four charter high schools that had been in existence for three years and had data collected from that period. Data comparing the percentage of first time test takers who passed the GHSGT from charter schools and state averages indicate that in 2001-02 a greater percentage of charter school students passed the GHSGT on the first try than did students from the state as a whole. Table 2 in Appendix D, Page 46, presents data from the Scholastic Assessment Tests (SAT). SAT scores from 1998-2002 were available for three high schools. Verbal and Quantitative scores were inconsistent from school to school. Students from charter schools outscored state averages on the SAT in both Verbal and Quantitative subtests in 2001-02.

Student achievement data as measured by the Reading and Mathematics sections of the CRCT and the Writing Assessments indicate that most charter schools that serve elementary and middle school populations have improved the percentage of their students "Meeting" or "Exceeding the Standard" for the CRCT and "On Target" or "Exceeding the Target" for the MGWA. Furthermore, charter school students at all grade levels scored above state averages on the CRCT (Figures 14 and 15, Page 13), and the MGWA (Figure 16, Page 15). While high school data on the GHSGT and SAT examinations were inconsistent from year to year and school to school, students from charter high schools scored above the state average in all categories of the GHSGT (Figure 17, Page 17), and on both Verbal and Quantitative subtests from the SAT (Figure 18, Page 18, in 2001-02).

OVERVIEW
Georgia state law requires that charter schools that have been in operation for at least one year submit an annual report to the Georgia Department of Education (DOE). In this annual report, charter schools are asked to provide a two-page summary that describes their progress towards their goals and objectives and highlights major accomplishments during the past year of charter school operation. Schools are also asked to include copies of school-level results of tests administered during the academic year.
This report summarizes the 39 individual Charter School Annual Reports that were submitted to the DOE for the 2001-02 school year. The data are presented in four sections. In the first section, a brief history of charter schools in Georgia is provided. In the second section, demographic information about charter school students is presented. In the third section, information is provided about the goals identified by the schools in their charters and in their annual reports. In the fourth section, charter school students' academic achievement on tests included in Georgia's statewide testing program is summarized and charter school averages are compared to averages from the state as a whole.
SECTION 1 CHARTER SCHOOLS IN GEORGIA
Georgia's original charter school law became effective April 19, 1993. According to this law, only existing public schools could convert to charter status and that status would last for one to three years. In order to convert to charter status, over two-thirds of teachers and parents had to support the conversion, and the school had to have the approval of both state and local boards. Charter schools had to provide a plan in their charters for improvement to meet national and state educational goals. The original charter school law has been amended four times. A summary of the results of these amendments follows:
In 1995 the charter school law was amended. The amendments allowed a school to convert to charter status with only a simple majority of teacher support. Additionally, the charter period was extended to five years, and the charter had to present a plan for improvement to meet America 2000 national goals and state educational goals.
In 1998 the charter school law was further amended. The new law allowed private individuals and organizations or state or local entities to operate charter schools (excluding home study programs or schools; sectarian or religious schools; private for profit schools; private educational institutions not established, operated, or governed by the State of Georgia; and existing private schools.) Charter schools had to provide a governing body made up of a majority of parents of students at the school and had to present a plan for improvement to meet the minimum state standards.
In 2000 the law was further amended to allow charter petitioners denied approval by their local boards of education to apply to the State Board of Education. This amendment also required charter schools to participate in the State Accountability System established under HB 1187.
Finally, in 2002, the law was amended again. This amendment clarified funding, required the local board to provide written explanation for petition denial, required that the initial term of the charter must be a minimum of three years not to exceed five years, removed the requirement of a majority of parents on the governing board, and removed the provision for a "blanket exemption" so that now the petitioner must specifically identify state and local rules, regulations, policies, and

procedures, or provisions of state school law to be waived. The charter school must designate how the waiver will improve student performance.
As a result of these amendments there are now four types of charter schools in Georgia. They are defined below: o Conversion charter school - a charter school that existed as a local school prior to becoming a charter school. o Local charter school (LEA charters) - a conversion charter school or start-up charter school that is operating under the terms of a charter between the charter petitioner and the local board. o Start-up charter school - a charter school that did not exist as a local school prior to becoming a charter school. o State chartered special school - a charter school created as a special school that is operating under the terms of a charter between the charter petitioner and the state board.
Table 1 in Appendix A, Page 21, provides a current alphabetical listing of charter schools in Georgia, along with grade levels served, type of charter school, and charter year. This table, along with Figure 1, indicates that the number of charter schools in Georgia has increased from three in 1995-96 to 39 in 2001-02.

An examination of charter schools from 1995-96 through 2002-03 reveals a high rate of attrition. From 1995 to the beginning of the 2002-03 school year, fifty-four charter schools became active in Georgia. During that period of time, six charter schools renewed their charters (Appendix A, Table 2, Page 23), seventeen did not renew their charters, and one school that renewed its charter in 2002 closed. Thus a third of all charter schools (33 percent) (see Appendix A, Table 3, Page 23) that became active between 1995 until 2002 no longer operate as charters Eight new charter schools opened in the fall of 2002-03, and three have had their charters approved, but will not open until 2003-04 (See Appendix A, Table 4, Page 24). There were 39 active charter schools in Georgia in 2001-02 (Appendix A, Table 1, Page 22).
The majority of charter schools are conversion schools. Given that the law allowed only conversion charter schools until 1998, these results are to be expected. However, the number of start-up and LEA charter schools has increased from one in 1998-99, the first school year the law allowed them, to 15 in 2001-02. One state chartered special school opened in the fall of 2002, and another is slated to open fall of 2003. Figure 2 depicts the proportion of the 39 charter schools active in 2001-02 that are conversion, start-up, or LEA schools, and Figure 3 depicts the growth in these types of charter schools over time.

The majority of charter schools in Georgia serve the elementary grades. As can be seen in Figure 4, 18 schools (46.2 percent) serve traditionally elementary grades (K-5). Seven schools (17.9 percent) serve only high school grades, approximately 15 percent (6 schools), serve only middle grades (15.4 percent), and 20.5 percent (8 schools) serve a combination of elementary, middle, or high school grades; for example, one school serves grades 6-12, while another serves grades K-6, and another serves grades K-8.

To examine charter school student demographics, information about students attending charter schools in Georgia from 1997 to 2002 was obtained from the State Report Card database.4
The data presented here describe students by race, socio-economic status (as measured by eligibility for free or reduced price lunch), participation in programs for English for Speakers of Other Languages (ESOL), and participation in special education programs and programs for gifted students. Information on retention and dropout rates is also included.
The comparisons of racial composition and free/reduced lunch rates between charter schools and the state of Georgia are presented in Figures 5 and 6. As can be seen in Figure 5, Georgia's charter schools served a slightly larger percentage of white students from 1999-00 to 2001-02, and that difference has remained fairly stable over the past three years. Additionally, as can be seen in Figure 6, students from lower socioeconomic families (i.e., students who receive free or reduced price lunch) were underrepresented in the state's charter schools in the first two years represented. The magnitude of this disparity declined from 1999 to 2000, but increased in 2001, because charter school rates remained stable in 2001-02, while State rates increased slightly.

The comparisons of ESOL, gifted, and special education program enrollment rates between charter schools and the state are presented in Figures 7-9. Data from 2001-02 have been adjusted to conform with the State Report Card demographics and may differ slightly from that reported in past charter school reports when such data were unavailable. As can be seen, the 1997-98 and 1998-99 ESOL participation rates in charter schools were similar to the statewide averages. From 1997-98 to 1998-99 the charter school ESOL rate increased from 1.4 percent to 3.0 percent while the state ESOL rate increased from 1.2 percent to 2.1 percent. The charter school gifted program participation rate was also similar to the state in 1997-98. The rate of participation in the gifted program increased from 1998-2001 in charter schools and in the state. However, the gifted participation percentages in charter schools increased at a slightly higher rate than did the state, consequently charter schools now serve a slightly higher percentage of gifted students than does the state. The charter school special education participation rate was similar to the state in 1997-98 and has remained relatively stable over the past four years.

The comparisons of retention and dropout rates between charter schools and the state are presented in Figures 10 and 11. As can be seen in Figure 10, the retention rate (the percent of students retained in grade) in charter schools remained stable from 1997-98 to 2000-01, and continued to be lower than the overall state retention rates. As can be seen in Figure 11, dropout rates in charter schools were lower than the state dropout rates from 1998 to 2001. Data from 2001-02 for dropout and retention rates were not available for this report.

SECTION 3 GOALS
Goals Most Often Included in the Charters of Schools Active in 2001-02
All charter schools are required to identify specific goals they strive to accomplish during their term as a charter. These goals are supplied to the state in their charter petitions and are summarized below. Goals were difficult to categorize and summarize because the schools did not use consistent terminology. However, thirty-seven broad categories of goals were identified in schools' charters. These goals were independently rated as to their presence or absence by two members of the staff from Research, Evaluation, and Testing. Interrater reliability was established ( Cronbach's = .89) for the classification of goals. Raters discussed and reconciled the differences. The top fifteen goals identified by this method are represented in Figure 12. An explanation of each goal in order of frequency cited, most to least, follows Figure 12.

Academic Achievement. All charter schools have goals related to academic achievement. Most goals include an increase in the national percentile ranking of students on norm-referenced tests and an increase in the number of students who "Meet" or "Exceed the Standard" on state criterionreferenced tests. Some schools provide their own assessment, and report goals related to an increase in achievement on those measures.
Parental Involvement: Most schools reported goals related to increasing parental involvement in the school. This took the form of increased attendance at Parent Teacher Organization meetings and increased parental representation on Governance boards or in other organizations. Schools also reported the involvement of parents as tutors or mentors and for other kinds of volunteer work within the school.
Assessment: In addition to the state-wide testing program several schools provided goals concerning the development of their own assessment procedures, such as the use of student portfolios and/or the purchase of additional assessment instruments.
Evaluation: Many schools included the establishment of program evaluation methods and research as a part of their goals. Most of these schools indicated that parent, teacher, and student satisfaction was an important goal for their programs and cited specific ways of ascertaining the level of that satisfaction.
Safety, Comfort, Discipline: Many schools' charters provided goals related to student discipline and school safety and comfort. Included in this category are goals related to school climate and a healthy learning environment.

Mental Health: Several schools reported goals related to students' mental health and social needs, educating the "whole child", and supporting a work ethic.
Community Involvement in the School: A little over a third of schools' charters cited goals related to involving the community at large in the school as business partners, student mentors, or in other ways.
Innovative Curriculum: A little less than a third of the schools' charters provided goals related to curricula innovation. These included the use of specific reading, math, or science programs, individualized instruction, brain-based learning, and the creative use of technology.
Student Attendance: A little less than a third of the schools' charters provided goals related to increasing the average daily attendance of their students.
Governance: Several schools listed goals related to school leadership, governance, planning councils, and decision-making in general in their charters.
School Involvement in the Community: Several charters listed goals related to student community service.
Character Education: About a fifth of the schools provided goals related to character education and citizenship in their charters.
Curriculum Alignment: Some schools listed specific goals related to aligning their schools' curriculum with Georgia's Quality Core Curriculum (QCCs).
Peer Tutoring/Mentoring: Some schools provided goals involving the use of peer tutors or adult mentors in their charters.
Increased Diploma Rate: Schools that serve high school aged students generally had goals related to increasing the number of students who graduate from high school
Goals Most Often Identified in the Reports of Schools Active in 2001-02
This year, all 39 active charter schools submitted yearly reports to the state. State guidelines suggest that charter schools submit a two page report that provides student achievement data and reports progress toward meeting the goals set out in their charters. Charter school reports varied in quality and in the amount of information provided to the State. They ranged in size from one half of a page to over twenty pages, including appendices. As was the case for goals included in schools' charters, schools did not use uniform terminology in their reports. Thus, as was the case for the charters, two raters from Research, Evaluation, and Testing rated the inclusion status of information related to the 37 broad categories of goals identified in the charter school charters. Interrater reliability of goal classification was established (Cronbach's = .94) and differences were reconciled for this report.
Two goals are reported with the most frequency in charter schools' charters and charter school reports. They are goals related to student academic achievement and parental involvement. However, many charter schools provided information in their reports about their progress toward meeting goals that were not identified in their charters. Thus, the following list of goals about which

charters provided information differs from the list of goals identified in the charters (Figure 12) both in the frequency at which goals were identified and the goals themselves. Figure 13 provides a graphic representation of the 15 goals most identified in charter schools' reports. An explanation of additional goals follows:
Professional Development: About half of all charter schools provide information related to the professional development of their staff in their charter school reports.
Budget/Expenditure of Funds: Several reports provided detailed information about charter schools' budgets and funding.
After School Programs: A third of charter schools provide after school programs for their students and included information about those programs in their reports.
Scheduling Innovations: Roughly a third of charter schools provided information related to scheduling innovations. These included extended school days and years, and flexible scheduling within the school day.
Extracurricular Activities: Elementary, Middle, and High Schools provided goals related to the formation of student clubs, athletic activities, drama, music, and other extracurricula activities.

Table 1 is presented to provide an additional comparison of goals most often included in Charter Schools' Charters and in their Reports. Goals are ranked according to the number of charters including the goal. As can be seen in the table, goals do not line up side by side, because they are ranked differently. If the number of charters citing a goal is related to the importance charters place on that goal, then one could infer that as schools increase their experience as charters, their goals change and their priorities shift.

SECTION 4 STUDENT ACHIEVEMENT
Although charter school annual reports were to provide information about student achievement, it generally was not possible for them to do so for their 2001-02 reports. Data from the 2001-02 norm-referenced tests were invalidated statewide, and data from the Criterion-Referenced Competency Tests (CRCT) were not available at the time the charter school reports were due to the State. Therefore, charter schools were not required to submit achievement data in their reports for 2001-02, although some did, and all data presented in the 2001-02 Charter School Report come from the State Testing or Report Card Databanks unless specifically noted. Data are analyzed and reported for charter schools that have been in existance for three or more years However, Appendices B, C, and D (Pages 25, 32, and 44) present achievement data in tabular form and Appendix E, Page 47, presents achievement data, where available, from all charter schools in graphic form.
Criterion-Referenced Competency Tests
The Georgia Quality Basic Education Act, 20-2-281, legislates the development of a criterionreference test to measure student acquisition of the knowledge and skills set forth in the revised Quality Core Curriculum (QCC) in the areas of Reading, English/Language Arts, and Mathematics for grades 1-8, and Science and Social Studies for grades 3-8. The CriterionReferenced Competency Tests were first given in the spring of 2000 in the areas of Reading, English/Language Arts, and Mathematics for grades 4, 6, and 8. They were repeated in those subjects and grades in the spring of 2001, and administered in all grades and subject areas in the spring of 2002. Charter school data (see Appendix B, Page 25) are summarized below:
CRCT Achievement Results Sixteen schools that serve students in Grade 4 have tests results from the past three years.
o The percentage of grade 4 students "Meeting" or "Exceeding the Standard" in Reading in 14 of the 16 schools (88 percent of the schools) steadily increased over the three-year period. The percentage of students "Meeting" or "Exceeding the Standard" from one school decreased over the past three years, and the percentage of students "Meeting" or "Exceeding the Standard" in one school were inconsistent (Table 1 in Appendix B, page 26).
o Percentages for the 16 schools with three-years' CRCT data trends in Mathematics were also examined. The percentage of grade 4 students "Meeting" or "Exceeding the Standard" in Mathematics in 4 schools (25 percent of the schools) increased or remained the same over the past three years. The percentage of students "Meeting" or "Exceeding the Standard" in Mathematics decreased for one school, and the percentage of students "Meeting" or "Exceeding the Standard" for 10 schools (63 percent of the schools) was inconsistent. However, even though the percentages in the last two categories don't show a consistent trend, they are higher than when the schools were first chartered for nine of the 10 schools (Table 1 in Appendix B, page 26).

Eleven charter schools have CRCT results for grade 6 for 2000-01 (Appendix B, Table 2, Page 29). Of those, four schools have test results from the past three years. Results for those four schools follow: o The percentage of grade 6 students that "Met" or "Exceed the Standard" in Reading increased over the past three years in three schools (75 percent of the schools). Percentages were inconsistent in one school and decreased in one school. o The percentage of grade 6 students who "Met" or "Exceeded the Standard" in Mathematics increased over the past three years in one school (25 percent of the schools). Percentages for students in three schools were inconsistent (75 percent of the schools), two had 2001-02 scores that were lower than 1999-00 scores.
Grade 8 test results were available for the CRCT for eight schools for 2001-02. Only three charter schools served students who participated in the CRCT in grade 8 for three years. The percentage of students "Meeting" or "Exceeding the Standard" in Reading increased for one school and was inconsistent for the other schools. The percentage of students "Meeting" or "Exceeding the Standard" for mathematics increased for all three schools over the past three years (Appendix B, Table 3, Page 31).
Overall, the percentage of charter school students who "Met" or "Exceed the Standard" on the CRCT increased in Reading over the past three years for students in grades 4 and 6. Results for Mathematics for the majority of students who attend charter schools were inconsistent for grades 4 and 6, but higher in grade 4 than they were the first year of test administration. The percentage of students "Meeting" or "Exceeding the Standard" in Mathematics for the three schools for which grade 8 data were available for the last three years increased steadily for that period.
Comparison of the Performance of Students in Charter Schools and Students Statewide on the CRCT
Figures 14 and 15 present a comparison of the 2001-02 performance in Reading and Mathematics of students who attend charter schools and students from the state as a whole. As can be seen from the charts, a greater percentage of students from charter schools in all grade levels scored at the "Meets" and "Exceeds the Standards" levels than did students on average for the state as a whole.

Writing Assessments
Georgia law (O.C.G.A. Section 20-2-281) requires that writing assessments be administered to students in grades 3, 5, 8, and 11. In grades 3 and 5 student writings are evaluated on a Developmental Stage Scoring Scale to provide diagnostic feedback to teachers, students, and parents about individual performance. The Middle Grade Writing Assessment (MGWA) is standardized and equated from year to year. (This report will present comparison data from the State Report Card Databank for the MGWA.) Other assessment results will be described, but are not equated from year to year.
Grade 3 Writing Assessments The Writing Assessment for grade 3 consists of teacher evaluation of student writing using the Developmental Stage/Scoring Guidelines. Using multiple samples of student writing, grade 3 teachers use the holistic scoring rubric in the Grades 3 and 5 Assessment and Instructional Guide to determine the representative stage of writing for each student in the classroom. This means that teachers provide many opportunities for students to produce the various types of writing throughout the year and collect samples. In the spring of each year, teachers are provided with forms that are used to identify each student's writing stage (Emerging, Developing, Focusing, Experimenting, Engaging, and Experimenting) and the teacher completes a summary report for the class. Generally speaking, no public reports are made of grade 3 writing results. However, since those results have been reported for charter schools in the past, they are reported in the 2001-02 Charter School Report in Tabular form, Appendix C, Table 1, Page 33, and in graphic form, Appendix E. It is not appropriate to use the results of this assessment to compare the progress of students from year to year in charter schools, because the assessments are not uniform. They vary from teacher to teacher and from child to child.
Grade 5 Writing Assessments The writing assessment for grade 5 consists of an evaluation of each student's response to an assigned prompt. Students are assigned a topic in one of two categories, imaginative story or personal narrative. Trained raters score the papers using a standardized scoring system. A student's work is rated holistically. The reader balances all the features of the written piece in order to arrive at a single judgment of overall effectiveness based on the Developmental Stage/Scoring Guidelines. The papers are evaluated to determine the developmental stage that the writing represents. There are six developmental stages: Emerging, Developing, Focusing, Experimenting, Engaging, and Extending. While student scores may be compared within a particular year, the prompts for the Grade 5 Writing Assessment are not equated from year to year. Thus it is not appropriate to use Grade 5 Writing Assessment scores to compare school performance from year to year. For that reason, year-to-year comparison data are not presented in the 2001-02 Charter School Report. Data are reported in tabular form in Appendix C, Table 2, Page 38, and in graphic form in Appendix E.

Middle Grades Writing Assessment (MGWA) The writing assessment for grade 8 consists of an evaluation of each student's response to an assigned prompt. Students are assigned a topic from a prompt bank representing three types: narrative, expository, or persuasive. Students are allowed approximately eighty minutes to write their essays. All student papers are sent to a central location for scoring. Prompts for the MGWA are equated and may be compared from year to year. Thus, results will be discussed below.
MGWA Achievement Results MGWA data were available for the four charter schools that serve students in grade 8 and have been in existence during the past three years. They are reported in Appendix C, Table 3, Page 43. The percentage of students, who were "On Target" or "Exceeded the Target" for all four schools, increased over the past three years.
Comparison of Students Scoring in the "On Target" and "Exceeds the Target" categories on the MGWA and Students Statewide Figure 16 presents a comparison of the performance of charter school students and students statewide on the MGWA As can be seen from the chart, the percentage of grade 8 charter school students scoring at the top levels on the MGWA was slightly higher than the state average for that assessment.

High School Writing Test Results from the High School Writing Test from the past five years will be reported with the results from the Georgia High School Graduation Tests (GHSGT) and may be found in Appendix D, Table 1, Page 45, and in graphic form in Appendix E, Page 47.
High School Assessments
The GHSGT is administered in the fall and spring of a students' junior year in high school. The Writing Assessment is given in the fall Tests in the areas of English/Language Arts, Mathematics, Science, and Social Studies are given in the spring.
GHSGT Achievement Results The percentages of first time test takers from charter high schools passing the GHSGT are presented in Appendix D, Table 1, and in graphic form in Appendix E. Results from the past three years are available for four charter high schools and are summarized below:
The percentage of first time test takers passing the test in English/Language Arts declined for one school and increased for one school over the past three years. Other results were inconsistent. However, all schools with three-year data show stable high passing rates.
The percentage of first time test takers passing the Mathematics test was inconsistent. The percentage of first time test takers passing the Science test increased for two schools
and declined in another. The remaining schools' percentages did not show upward or downward trends. The percentages of first time test takers passing the Social Studies test did not show upward or downward trends. The percentage of first time test takers passing the Writing Assessment declined for two schools.
Comparison for First Time Test Takers' from Charter Schools Pass-Fail Rates on the GHSGT with those of Students Statewide in 2001-02 Figure 17 represents a Comparison of the First Attempt Pass-Fail Rate for High School Students from Charter Schools with the state averages for 2001-02. As can be seen from the chart a greater percentage of charter school students achieved a passing score in all areas represented by the GHSGT than the state average for those tests.

SAT Achievement Results Appendix D, Table 2 provides data related to the scores charter school students achieved on the Scholastic Assessment Tests (SAT) from 1998 to 2002. There were three schools that had students participate in the SAT during that three-year period. Verbal scores were inconsistent. Quantitative scores increased in one school over the three-year period from
1999-2002 and were inconsistent for other schools.
A Comparison of 2001-02 SAT Scores from Charter High Schools with those from the State as a Whole Figure 18 presents a comparison of the SAT scores of charter high school students and students statewide. As can be seen from the figure, high school students who attend charter schools scored higher in both Verbal and Quantitative categories than did students on average from the state.

Overall Achievement Summary Achievement data indicate that the percentage of students scoring in the "Meets the Standard" and "Exceeds the Standards" categories of the CRCT increased in the area of Reading for most charter schools that serve elementary and middle school populations. The percentage of students "Meeting" or "Exceeding the Standard" in Mathematics did not demonstrate a consistent trend but was higher in grade 4 for most schools in 2001-02 than the first year in which the test was given. When taken as a whole, the percentage of charter school students who "Meet" or "Exceed the Standard" on the CRCT on all grade levels in reading and mathematics exceeded the state averages. For all four schools with three-year data, scores from the Middle School Writing Assessment steadily increased, and the percentage of students in the "On Target" or "Exceeds the Target" categories of the MGWA was slightly higher than that of the state. In general, the percentage of first time test takers who pass content areas of the GHSGT was higher than state average as were scores on the SAT.
SUMMARY
This year there were 39 active charter schools in Georgia and all 39 schools submitted annual reports. The reports varied in the length of the report and the quality of the information provided in the reports by the schools. Most information was descriptive in nature, although some schools did provide quantitative data in their reports. Schools were asked to furnish information about the academic achievement of their students in their reports, but that information was unavailable

at the time the reports were due (the end of July) so achievement data reported in this document comes, unless specifically noted, from the State Testing or School Report Databanks.
An examination of the active status of charter schools from 1995 to the present reveals a high rate of attrition. From 1995 to the 2002-03 school year, fifty-four charter schools became active in Georgia. During that period of time, six charter schools renewed their charters, seventeen did not renew, and one school which had renewed its charter closed. Thus, by the beginning of the 2002-03 school year, a third of all charter schools that had become operational were no longer charters. Eight new charter schools opened in 2002-03, and three have had their charters approved, but will not open until 2003-04.
The State Report Card Databank provided demographic information. Analysis of charter school demographics from 1997-98 to 2001-02 indicated that charter schools served a slightly smaller proportion of minority students and socio-economically disadvantaged students than did the state, and this percentage has remained relatively stable over the years. Over the same time period, the charter school English for Speakers of Other Languages (ESOL) participation rate was similar to that of the state. The percentage of gifted students in charter schools was slightly higher than the state's between 1998-99 and 2000-01. Special education participation remained similar to that of the state during that same period. Drop out and retention rates for charter schools were lower than the state between 1997-2001, the years for which data were available for this report
Thirty-nine active charter schools submitted annual reports. Fifteen goals were identified that were most often cited in schools' original charters. They were compared with the fifteen goals most often cited in the schools' annual reports. Two goals, improving academic achievement and increasing parental involvement, were most often cited in the original charter petitions and in the reports. Other goals differed in the order of frequency cited. One possible reason for the discrepancy could be that as schools become more experienced as charters, their goals change and their priorities shift.
Achievement data are reported for the Criterion-Referenced Competency Tests (CRCT) for grades 4, 6, and 8 in the areas of Reading and Mathematics, the Writing Assessments for grades 3, 5, and 8, the Georgia High School Graduation Tests (GHSGT), and the Scholastic Assessment Tests. Stanford 9 results will not be reported for the 2001-02 school year.
An examination of achievement data for 2001-02 reveals the following: CRCT data are presented in tabular and graphic form in Appendices B, page 25 and E, Page 44. The percent of students who "Met" or "Exceeded the Standard" in Reading on the CRCT showed steady gains for the majority of charter schools. The percent of students in grades 4 and 6 who "Met" or "Exceeded the Standard" in Mathematics was inconsistent, although most schools' students in grades 4 and 8 had percentages that were higher than the first year the examination was administered. Scores steadily increased in mathematics for grade 8 schools with three years' data.

The percentage of students who score at the "Meets" or "Exceeds" levels on the CRCT for charter schools was greater in 2001-02 than the state averages in Reading and Mathematics for grades 4, 6, and 8 (Figures 14 and 15, Page 13).
Student scores for Grades 3 and 5 Writing Assessments are also presented in tabular and graphic form in Appendices C and E, Pages 32 and 47. The percentage of students who were either "On Target" or "Exceeded the Target" on the Middle Grades Writing Assessment (MGWA) increased in all charter schools with three years' data (see Appendix C, Page 43).
Data comparing the 2001-02 performance of charter school students in grade 8 on the MGWA with that of the state indicate that charter schools had a slightly higher percentage of students at the "On Target" and "Exceeds the Target" levels than state average scores for that assessment (Figure 16, page 15).
The percentage of first time test takers passing the GHSGT for the four high schools with three years' data over the past three years was inconsistent from school to school in all areas assessed by the tests (Appendix D, Page 44).
Data comparing the percentage of first time test takers who passed the GHSGT from charter schools and from the state indicate that in 2001-02 a greater percentage of charter school students passed the GHSGT on the first try than did students on average from the state as a whole (Figures 17, Page 17).
Scholastic Assessment Tests (SAT) scores from 1998-2002 were available for three high schools (Appendix D, Page 46)). Verbal and Quantitative scores were inconsistent from school to school.
Students from all charter schools for whom data are available outscored the state average on the SAT in both Verbal and Quantitative subtests in 2001-02 (Figure 18, Page 18).
Student achievement data as measured by the Reading and Mathematics sections of the CRCT and the Writing Assessments indicate that most charter schools that serve elementary and middle school populations have improved the percentage of their students "Meeting" or "Exceeding the Standard" for the CRCT and "On Target" or "Exceeding the Target" for the MGWA. Furthermore, a greater percentage of charter school students scored above state averages on the CRCT and the MGWA. While high school data on the GHSGT and SAT examinations were inconsistent from year to year and school to school, students from charter high schools scored above the state average in all categories of the GHSGT and on both Verbal and Quantitative subtests from the SAT in 2001-02.
