DIRECTIONS FOR ORDERING SCHOOL LIBRARY MEDIA

ORDER DIRECTIONS
The 1970-71 Directions for Ordering School Library Media replace all former order ~irections. Please study these directions carefully before making out a library order to be paid for with state funds.
The state money to pay for the library orders is sent to the superintendent of the school system, and all bills for the orders must be paid locally. This means
1. the librarian or the system superintendent will decide the vendor or vendors to whom the orders will be sent;
2. the establishment of the number of invoices to be. sent, the billing directions, the discounts and the period for delivery will be determined locally;
3. orders must be sent to the Georgia Department of Education for place-. ment, but the orders will be sent to the publishers or jobbers designated on the order;
4. it i~ state policy that state library funds cannot be used for confirmation orders, that is, orders for materials which have already been r~ceived by the school or library. All orders using state funds must follow the order procedures as outlined on pages four and five.
SELECTION OF MEDIA
The school library media center needs to make available to students and faculty all kinds of materials. The collection must include books, periodicals, filmstrips, recordings, tapes, 16 mm film, loop films and any other kind of audio-visual materials to aid learning.
Materials should be selected cooperatively by the librarian, the school faculty and students. The existing collection should be evaluated and materials added that supplement the curriculum, meet the individual needs and interests of the students and encourage exploration, creativity, understanding and growth in appreciation of the best in reading, viewing and listening.
Books to be ordered using state library funds must be selected from the list of approved sources given on page six. These sources have been approved by the Professional Library Committee. Earlier editions of any of the sources may be used. When these editions are used, the date must be included as a part of the source reference. School librarians should have access to all approved sources applicable to the grade levels represented in their respective school. These sources should be provided either in each individual school or at the system level.
Publishers' or jobbers' catalogs are not approved selection sources. Even though these catalogs may give reference to approved sources, the review of a title may indicate that the title is not appropriate for a particular school. Advertisements of titles in reviewing periodicals do not constitute a recommendation even though the advertisement appears in Oile of the approved selection

sources. Only critical reviews should be used, and librarians should be guided by th~, evaluations as well as by local selection policies.
Approval has been given to subscriptions to Junior Literary Guild and the Young Adult Service of the Guild, though care should be taken in evaluating these selections just as other possible choices would be evaluated.
A list of approved audio-visual material is not issued. It is recommended that catalogs be requested from the various companies that handle the type of material that is desired. The order information contained in catalogs should be included on the order sheets which must be made out in the same manner as library book orders. No discount is usually allowed on this type material. It is recommended that non-print media be requested for examination before purchasing. In many cases, the descriptions in the catalogs are not complete enough to determine whether they are the ones des.ired for purchase.
The Professional Library Committee encourages all schools and/or school systems to adopt written selection policies.
BINDINGS, PRICES, EDITIONS, PAPERBACKS
An effort has been made in the Georgia Library List and its supplements to give information about the bindings of the titles. Boards means that 'the book is bound in pasteboard covered with paper. Lib. Bind. (Library Binding) indicates that the title has been put in a stronger binding than the regular trade edition. Reinforced means that the hinges of the book have been reinforced.
Prices of books have advanced materially since some of the approved sources have been published. Since the prices are not checked at the state level, it is suggested that the school system purchase one or more copies annually of Books in Print, Bowker Company, so that prices can be checked and the orders not exceed the anticipated amount. A new edition of this title is usually available about October of each year. The price last year was $21.85 net. Books in Print can be purchased with state school library funds, but it is not an approved selection source. Many publishers no longer designate a price as net, even though no discount is allowed. An effort has been made in the Georgia Library List, 1969-1970 Supplement, and the 1970-71 Supplement to identify the titles that may be net or carry a short discount by using s.d. before the price. It is by no means certain that the actual price given or the determination of list, net and/or short discount items is correct.
Several publishers are making some of their regular titles available in large print editions for the visually handicapped. These large print editions may be purchased provided the regular print edition is included in an approved selection source.
Paperback books may be purchased provided they are Perma-Bound or prebound or are important titles not available in a hard back edition and if the title appears in an approved selection source. The same order directions apply to Perma-bound books as apply to prebound books except the order must carry the
notation that the title is to be furnished in a Perma-bound edition. An
approved selection source must be given. If state catalog cards are requested, the original publisher of each title must be given ~nd the order must be arranged alphaoetically by publisher and then by author under publisher.

Pamphlets that cost less than $1.00 should be ordered direct and must be paid for with local funds or funds other than state school library funds.
SERVICES AVAIIABLE FROM THE SCHOOL LIBRARY SERVICES UNIT
For the convenience of those who are responsible for the selection of books, copies of the newest books listed in the Georgia Library List are available for examination from the School Library Services Unit.
Upon request, an exhibit selected from these books will-be sent to give librarians, teachers and students an opportunity to evaluate and help select books for the library. The books may remain in a school system for one to two weeks. The School Library Services Unit will pay transportatio~ cost to the school, but the school or the school system will have to assume the return cost. The School Library Services Unit suggests the exhibits be returned Library Rate, Parcel Post. Requests for exhibits should be addressed to the School Library Services Unit, Georgia Department of Education, 156 Trinity Avenue, S.W., Atlanta, Georgia 30303.
The services of the staff of the unit are available to anyone wishing assistance in the selection of materials or advice on the planning, organization and administration of school library media centers. The staff will assist in planning and participating in in-service programs in the use of print and nonprint media in relation to the curriculum. Requests should be made to the School Library Services Unit.
STATE CATALOG SERVICE
Catalog cards will be furnished for library books purchased through the Georgia Department of Education provided the cards are requested at the time the order is placed. The cost of the service is fifteen cents (15) per title. A check to cover this cost must be sent with the order. The check should be made payable to the Georgia Department of Education, Public Library Unit.
Requests for application blanks for card service should be made to the State Catalog Service. The applications must be filled out promptly, signed and returned to the Catalog Service before the cards can be sent. Only one approved application is necessary. It does not have to be renewed each year.
If cataloging service is desired, each page of the book order should contain the notation, STATE CARDS WANTED, in bold letters, even tnough a library has filed an application. When cards are not wanted for every title on a~ 9rder, the notation, N.C. meaning no cards, must appear in the left margin opposite the title entry. In requesting cards for biography, applicant should use the name of the author rather than that of the biographee.
cards for which a library has not received books cannot be accepted for credit or exchange. Returned cards do not compensate, because they were made up on order and cannot be used for other orders.
If after requesting state catalog cards a decision is made to purchase commercial cards using local funds, contact must be made to the catalog Service. No refund can be given for cancelled orders. Credit will be given to the system to be applied to future orders if the Catalog Service has not begun to process the order.

The State Catalog Service cannot furnish cards for books purchased using federal funds. Commercial cards can be ordered for books purchased with these funds.
Catalog cards for audio-visual materials are not available from the State Catalog Service.
ORDER PROCEDURES
1. All orders involving state school library funds must be sent to the Textbook Allotment and Payment Unit, Georgia Department of Education, Atlanta, Georgia 30334.
2. Three copies of the order must be sent to the Textbook Allotment and Payment Unit. After review, one copy will be sent to the vendor or vendors designated on the order; one copy will be returned to the system superintendent to be held for auditing purposes; and one copy will be retained in the state department. The librarian or the person to whom the materials are to be shipped will be notified if any changes are made in the order.
3. At the.heading of each order must appear the name and address (including ZIP) of the publisher, jobber or pre-binder to whom the order is to be directed. A list of the publishers who do not sell through a jobber is given on page 11 of these order directions. It will be the responsibility of the school or system to determine what part of the order (or all) will go to a specified jobber and what part, if any, will go to individual publishers. The local system must designate jobbers and publishers.
4. Each order must carry the full address and preferably the name of the person to whom the order is to be shipped and invoiced and how it is to be billed.
a. It is suggested that at least two invoices be requested. One should be checked and kept by the librarian; the other should be appro~ed and sent to the system office. The invoices should be available if required for audit.
b. The order sheets must carry the name and full address of the person to whom the bill is to be sent, preferably the superintendent's name.
c. Each page of at least one copy of the order must carry the signature or signature stamp of the superintendent. If only one copy is signed, it should be the first carbon.
d. If there is a deadline for delivery, this information should be stamped or otherwise indicated on each sheet.
5. Titles that are to be furnished by individual publishers must be on separate sheets by publisher. Titles that are to be purchased through a jobber must be arranged alphabetically by publisher, author and title. More than one publisher may be included on the same sheet.

6. For each title, the order must state the number of copies wanted; the approved selection source; author; title; any special edition or binding, as indicated in the selection source; the date of publication; the publisher; and the price. The Georgia Department of Education will not refigure any orders, but the price information is necessary at the local level.
7. Earlier editions of the Georgia Library List, their supplements and earlier editions of other sources may be used provided the date of the earlier edition is given. Periodical sources must give complete information as given on page six.
8. The staff of the School Library Services Unit will, when possible, give assistance in locating sources 'for a minimum of non-fiction titles (one or two) provided complete information (author, title, copyright date, and sources already checked) accompany the request.
9. Not more than five copies of anyone title may be ordered for any school during a school year unless the enrollment of that school exceeds 1,000. In that case, up to ten copies may be ordered.
10. Individual titles must be given when ordering books in pub~isher's series; sucp as, Childhood of Famous American Series. The Professional Library Committee has not approved any series as a series nor any reading sets as a set, but only individual titles in a series or a reading set.
11. Encyclopedias, other reference works, unabridged dictionaries and atlases can be purchased with state school library funds provided the titles are included in one of the approved sources other than periodicals. Only one copy of anyone title can be purchased within anyone school year.
12. All orders must be made on state order forms, which can be secured on request from the School Library Services Unit of the Georgia Department of Education, or on locally duplicated forms which are exact copies of state order forms. Publishers' order forms are not acceptable. (Note: Do not use old order forms that indicate that the state superintendent of schools should be billed for the orders.)
13. PLFASE DO NOT STAPLE THE qRDER SHEETS TOGETHER. tt is helpful, however, when copies of a sheet are left together.
14. Immediately upon receipt of an order or any part of it the invoice accompanying the shipment should be checked. If it is correct, it should be signed by the librarian or the person responsible for the order and sent to the system superintendent or other authorized system personnel. One approved copy should be retained in the library as an important business record.
15. State funds can only be used for cards from the State Catalog Service. For information about ordering cards see directions on page three.
