THE LIBRARY SERVICES ACT AND SCHOOL LIBRARIES
Because of the recent passage of the Library Services Act the Board of
Directors of the American Association of School Librarians feels that at this time
it is important for school and public librarians to review the distinctive functions
of school library service and public library service and to distinguish clearly be
tween them Therefore the Board of the American Association of School Librarians
wishes to confirm the following statement from Public Library Service1 Public
Library Service to schools is not a substitute for a library within the school The
publiclibrary activities should be designed to encourage the growth of school
libraries
The Board of the American Association of School Librarians believes that
school library services planned financed and administered by the Board of Education
are a necessary part of a good educational program The Board believes further that
the development and improvement of such library service to provide for children in
school the library resources that are related to the curriculum and needed for an
effective school program are primary responsibilities of school administrators and
school librarians
There are many ways in which school librarians can be of service in the
implementation of the Library Services Act l by planning and participating in
the extension and improvement for library service in rural areas through public
libraries 2 by recruitment of young people for work in libraries and 3 by
cooperation in the development of plans for demonstrations under the Act
The Board of the American Association of School Librarians takes this
opportunity to point out that the purpose of the Library Services Act is to promote
the further extension by the several states of public library services to rural
areas It believes that if funds provided by this Act were used to finance a
library within a school such use would be contrary to the intent of this legislation
and would deter the development of school libraries within the schools
The Board of the American Association of School Librarians wishes also to
enlist the understanding and support of public library personnel for the continuing
development of school library service which is an integral part of school adminis
tration and of instruction Public Library personnel can provide such support
through interpretation to the lay public of this statement and the statements herein

PROFILE OF A GOOD TRUSTEE by 0 Byron Bowen3 President Board of Trustees
Lowville New York Free Library
He is a good library trustee who listens quietly and attentively to the sales
talk of the person who is trying to persuade him to accept the office This talk
usually emphasizes particularly that the duties of a library trustee are not at
all onerous or time consuming and that one has to attend only a few short meetings
nothing more A good trustee listens to this talk and then accepts the office
with the full knowledge that any position worth taking is not as simple as all that
4 good trustee accepts his office because he feels that the library is one of
the most important institutions in any community It is a privilege and an honor
to help carry out the program of such an organization He knows that the library
can and should play a significant part in the educational cultural and recreational
life of a community Good reading does all of those as you know And now the
growing importance of film and record collections broadens the scope of the librarys
program even more
Of course a good trustee sees to it that the library property is satisfactorily
maintained so that the book film and record collections are suitably housed and the
reading room is quite and attractive He sees to it that the library is well staffed
and he is willing to listen to the librarians problems and help with their solution
He tries to show the village or city government that the funds appropriated for
library use are essential to the welfare of the community and works to increase the
budget when necessary He is glad to tell his friends and neighbors about the library
and its program so that they may make greater use of this worthwhile institution
A good trustee does more than attend a few meetings of the library board

REPRESENTATIVE LANHAM S DEATH
Georgia Librarians experienced a sad loss in the sudden death of Congressman
Henderson L Lanham of the Seventh Georgia Congressional District One of his
last appearances in public was at the general session of the Georgia Library
Association at its meeting in Savannah on November 7 1957 when he talked on the
importance of mass communication
Mr Lanham a lover of books and reading himself was always interested in
working to improve and strengthen library service to the rural areas When the
Library Services Act designed to strengthen and extend library service in rural
areas was under debate in the House Appropriations Committee he was instrumental in
restoring most of the funds which had been cut from the bill in Committee and he
was active in the fight for successful passage of the bill
Mr Lanham was known as a man who spoke his convictions clearly and supported
them with honesty and forthrightnesSo He always held the respect of his opponents
as well as his friends His efforts in behalf of libraries will be sorely missed
GEORGIA TECH MADE DEPOSITORY
The Library of the Georgia Institute of Technology has been designated one
of two depositories in the nation for articles on research published by the Office
of Technical Services a government agency According to Dale Barker associate
director of the library this material has heretofore been quite difficult to
obtain and its availability from now on ought to mean much to the people in Atlanta
who are interested in this scientific and technical information Although the
publications may not be checked out of the library copies and photostatic copies
of them may be obtained after only a short waiting period Georgia Tech Library and
the Pittsburgh Pennsylvania Public Library are the only two libraries in the
United States now serving as depositories for this information
The Conservation Department of the Georgia Federation of Womens Clubs is

fifth grade school children in the state of Georgia Entries will be judged on
originality and knowledge of the subject Preliminary judging will be done in the

NECROLOGY
The State Department of Education library staff suffered a distinct loss in the
death of Mr Paul D Farr on September 14 1957 following a heart attack in his car
on the way home from work Mr Farr joined the Division of Instructional Materials
and Library Services in May 1948 as shipping clerk for the library at 92 Mitchell
Street and also had charge of handling the textbooks which are at times returned by
school systems no longer using them and may later be used by another school system
In 1952 it became necessary to move the textbooks to a separate warehouse and Mr
Farr was placed in charge Soon thereafter the library for the Blind was turned
back by the City of Atlanta to the State Department of Education where the service
first originated in 1928 and Mr Farr became Manager of this library service for
the blind people in Georgia and adjacent states He was a man of fine Christian
character high principles and integrity as well as pleasing personality His
jovial smile and cordial manner to everyone will be sadly missed by those who
worked with him and many others who know and respected him

NATIONAL LIBRARY WEEK
Georgia libraries cooperated to the fullest in the observance of National Library
Week March 16 through March 22 This week designed to acquaint the public more fully
with library services available to them and to help bring about a wider and wiser us
of books was conceived and sponsored by the National Book Committee and the American
Library Association Local laymen were invited to serve on committees to work with
librarians to make plans for the ways in which the week would be observed
Plans were varied In nearly every town the mayor issued a proclamation and
newspapers carried at least one editorial pointing out the importance of libraries
in a free democratic society and calling upon Americans to read more These pro
clamations were in line with the Presidents proclamation which was issued after
Congress passed a resolution setting up the week The Georgia newspaper stories and
editorials reflected the major articles in more than UO periodicals having nation
wide circulation
Open house was perhaps the most popular method of observing the occasion Most of
the libraries in Georgia had open housesome for the entire week others concentrating
on one or two days with interesting programs and elaborate celebrations Several of the
libraries invited local business people to take their coffee breaks at the library with
one the MeriwetherTalbotUpson Regional Library at Manchester prevailing upon the
local A P Grocery Store to furnish the coffee Many civic groups cooperated to serve
as hostesses sponsors guides etc Several libraries took advantage of the week to
open new branches or to invite people in to see new or renovated quarters
Newspapers throughout the state cooperated with generous coverate of all aspects
of the observances In addition to editorials and regular news stories many papers
ran special features on the library or on some aspect of its service Many of these
honored the librarians and the library staff members by using their pictures and call
ing attention to the many services which they render to the community The Uncle Remus
Regional Library serving Jasper Morgan and Putnam Counties had featured articles
in local papers written by prominent local citizens about their favorite books
The Manchester Mercury devoted an entire issue to National Library Week and many
other papers cooperated in developing valuable histories of their local libraries
and publishing them for the information of all of the citizens
Bookmobiles and bookmobile services came in for their share of attention Many
of the libraries were able to put on display new bookmobiles or to announce approval
of purchase of new ones to call attention to this important method of taking books
to the readers who want and need them
Special exhibits were arranged at the libraries to attract the people Several
libraries took advantage of the release of the American Library Associations annual
list of Notable Books of the year early in the month to prepare exhibits featuring
them The DecaturDeKalb library arranged exhibits of the latest books for both adults
and children a display of prints in the fine arts department and also an exhibition
of musical recordings The MonroeWalton County branch of the Piedmont Regional Library

library agencies pooled their efforts to prepare a weeks calendar of activities
which brought all county school children for a visit to the main public library had
members of the Toastmasters Club visiting each civic club which met that week to
explain the significance of Library Week and invite the club members to the Friday
evening program when Dr Gilford F Quarles scientific and technical consultant to
Major General JB Medaris commanding general of the Army Ballistic Missile Agency
at Huntsville Alabama spoke at a public meeting This was a citizens Library
Night emphasizing science
In Athens a dictionary or some other book was offered as a prize to the winner
of a contest to find the owner of the oldest dictionary in Athens The public was
invited to a tea given in honor of Dr ES Sell author of the book Geography of
Georgia Articles were written for the local newspapers by outstanding Athenians
on What Reading Means to Me The Jaycees distributed Library Week posters and cards
and made a special effort to get all Jaycees who do not already have library cards
to secure them
Many libraries took advantage of the observance to spark drives for new buildings
equipment etc Some sought the return of overdue books by declaring a return with
no questions askedno fines charged period Bainbridge and Brunswick featured local
history with displays of rare old books and other items concerned with their historic
past
Radio and television were widely used in promoting library week The Terrell
CalhounLee Regional Library at Dawson had a radio program each morning on which they
presented views of editors students teachers school administrators citizens and
civic leaders as to what libraries mean to them in their lives and work One of the
programs presented a description of European library service as contrasted with American
library service
Local citizens appeared on stations WGGA WDUW and WLBA in Gainesville in interviews
Spot announcements revealed the wide range of services offered by the Chestatee Regional
Library and the values attached to them by the people of that area
A weeklong Book Fair with the theme Reading For Everyone was presented by the
West Georgia Regional Library and Hortons book store in Carrollton The local radio
station cooperated with publicity announcements quiz features etc
The Walker County Library headquarters for the Cherokee Region initiated a new
program of planned reading for adults with a good enrollment of individuals seeking
pleasure and enjoyment and hoping to improve their understanding of certain topics
Throughout the state school and college libraries participated in the observances
In nearly all cases these cooperated in the overall planning so that their activities
would fit into the weeks celebration Typical activities were assembly programs
dramatizations skits open house at the school library visits to the public library
special bulletin boards and displays The speech class of the Monticello High School
cooperated with the Uncle Remus Library branch at Monticello by presenting a radio
program devoted to books and reading Several schools conducted essay contests on topics
related to reading and libraries

contests A library orientation film was also shown to the school groups during the week 3

placed on display at the various stores and at the ColquittThomas Regional Library
Other schools receiving newspaper recognition for National Library Week obser
vance wereMoultrie Senior High School Arlington High School Wheeler County High
School Irwinton Elementary School Dallas High School and Weir School
Many schools cooperated with public libraries in conducting reading surveys Others
arranged for visits to neighboring schools as learning experience for the student library
assistants In Dawson the regional library Terrell County High School and Andrew College
cooperated to present a program at the high school which was arranged by the foreign
exchange students attending the college
Practically all military base libraries joined with the civilian libraries in
the celebration Their activities were similar and there were exchange open house
occasions between the two groups particularly at Fort Benning Fort Gordon and at
the Moody Air Force Base
Prominent Georgians who had a part in developing the idea included Representative
EL Forrester and other members of the states congressional delegation and Senators
Russell and Talmadge who helped steer through the Congress the resolution proclaiming
the week
These are only some of the ways in which the week was observed This issue of
the News Bulletin could well be devoted to detailed accounts of the unusual ideas
clever gimmicks hard work and wonderful cooperation of numbers of peoplelibrarians
board members citizens club groups and newspaper radio and television people A
high standard has been set for the next celebration of National Library Week
Sears Roebuck Companys 1957 Christmas Gift catalog featured a selection of
books dealing with the nations development as suggested by the American Library
Association The catalog is distributed to approximately 8 million homes

in the accompanying catalog copy that their public library has many or all of the books
shown and urges them to make full use of that fine pubLic institution The Company

SAN FRANCISCO ALA CONFERENCE
Georgia was well represented in the deliberations of the 77th annual
conference of the American Library Association when it met in San Francisco
July 13 through July 19 Elementary and high schools public and special
libraries colleges and universities military installations and trustee
groups were present as librarians chose from the nearly 300 scheduled meet
ings and reported to the unscheduled but highly important small committee
work sessions which play such an important part in the Associations busi
ness Several Georgia librarians took part on division programs and were
active in the preconference institutes Mrs Edna Olson a member of the
board for the Flint River Regional Library at Griffin made a particularly
outstanding contribution at the American Association of Library Trustees
workshop at which she along with Miss Edith Foster and Miss Byrd Ivester
represented Georgia
It was a heavily attended hardworking conference The official
registration was 4400 making this the fifth conference in ALA history to
draw more than 4000 people Several of the divisions had planned for joint
meetings which presented outstanding speakers and discussion programs on
topics of interest to more than one type of library This was the first
general conference under the reorganization and reflected in its planning
the bringing together of several groups having common areas of interest
Conscious effort was made to reduce conflicts in meetings and to organize
time most effectively for the participants
The traditional free afternoon was not scheduled so tours both to
libraries and for sight seeing had to be sandwiched in at the least crowded
periods The program planners had thoughtfully arranged some of the meetings
so that conference participants might visit a few of the citys famous and
picturesque areas such as the Far East Cafe and Fishermans Wharf The
NewberryCaldecott Awards dinner was the biggest ever with 1400 people spill
ing over two huge banquet halls at the Sheraton Palace Hotel The new modern
exhibit hall made visiting the unusually fine displays convenient and pleasant
as the librarians were shown new goods and gadgets for better library service
Southern librarians particularly those who had driven across the country
reveled in the brisk climate which brought out suits and top coats in July and
in the traditionally foggy atmosphere of the port city
ALAs International Responsibilities was the conference theme This theme
was underlined by the grave headlines of the San Francisco papers during the
week and was emphasized in meetings through the presence of foreign guests
from all over the world and in the international atmosphere of the fascinating
and fabulous host city The theme was given final emphasis by the departure of
several of the conferees for the MidPacific Library Conference in Honolulu as
well as by many librarians and their families going on to vacation in the Islands
the Far East Mexico or Alaska

registered for the Vacation Reading Clubs for 1958 New Orbits of Fun and
Knowledge Through Reading the theme of the statewide club for 1958 were
carried out in many ingenuous ways Launching platforms space stations
missies satellites creatures from other worlds stars planets and galaxies
were used to project young readers into the path of good reading habits with
all of the pleasure and benefits which come from these habits The reading
programs were tied in with the events of the summer and the happenings in
connection with the International Geophysical Year and resulted in an unusual
amount of reading along scientific lines as well as the usual wide variety
of interests of the boys and girls
Story hours for the younger children were carried on in several different
ways Some libraries made use of local college students in this phase of the
program while others made use of volunteers from such organizations as the
PTA the Junior League the library board and of talented story tellers
living in their areas Many libraries such as the Cairo Public Library
organized Listening Clubs for those too young to read for a state certificate
while others followed the example of the Bookmobile Reading Clubs from the
MarionMuscogeeChattahoochee Region and mimeographed special junior certifi
cates for younger readers who met their local requirements
Films filmstrips and recordings added much to the summer reading programs
Many excellent posters and displays were made in cooperation with the schools
and with other organizations during the summer
Newspapers radio and television gave excellent publicity to the programs

News which dvoted its lead editorial to the pleasure and profit to be had from
participation in the Vacation Reading Club

the catalogue has become even more effective as a location tool Factors which
contribute to this effectiveness are greater efficiency in filing and editing card
contributions more accurate techniques in searching through the complexities of

A NATIONAL UNION CATALOGUE OF MANUSCRIPT COLLECTIONS TO BE ESTABLISHED AT
THE LIBRARY OF CONGRESS
A central national inventory of manuscript collections has been a lonqfelt
need of studies which depend upon such sources These studies include not only
civil military and social history but also literary history and criticism the
history of the arts biography and genealogy paleography business and economic
history the history of science and legal history and inquiries
Believing such an inventory to be important the Council on Library Resources
Inc has made a grant of 200000 to the Library of Congress to initiate work on
a National Union Catalogue of Manuscript Collections It is hoped that this
catalogue will eventually record all collections of manuscripts held by libraries
and archives in the United States The immediate goal is to bring together uniform
descriptions of some 24000 known collections in approximately 75 cooperating
repositories in addition to some 3000 collections in the Library of Congress
itself

BOOKS ON EXHIBIT
The Division of Instructional Materials and Library Services has been
approached by the directors of Books on Exhibit to know whether it would sponsor
one or two of these exhibits in Georgia in 195960 The exhibits contain
approximately 600 new and recent elementary and high school publications of the
major book companies The Division would be responsible for scheduling the
exhibits but individual school systems would be responsible for costs of trans
portation to the next place of exhibit This cost would probably run from 800
1000 Since the directors of Books on Exhibit are interested in large numbers
of teachers pupils and parents seeing the exhibit it would be available only
to school systems or regional or large public library systems that could arrange
a central place for the exhibit or that could transport the exhibit from school
to school or public library to public library If any school or public library
system is interested in having such an exhibit or would like additional information
please write to the Division The exhibit can be handled only through the State
