The enthu ia m with which you weI' saluted, bani hed all apprehen ion of ickne from expo. ur , and the. tate of Georgia was a 'ur d that the appropriation of ix thou and five hundred dollar wa well inve ted, the one week' encampment had 0 trained and di ciplined the boy that they behaved like veteran; th onl)' thing to be regretted wa tbe dam a e to the uniform' which fell 0 heavily upon the command who came to the encampment in their full dres.. It i O'ratifying to I now that the Ivi ory Board have und r un ideration the uniforming in fatigue dre. the militar' of the tate orO'anizatious from th annual appropriation of the United tate G vernment.
Before closing the' remarks upon the fir t 'tate encampment of the orgia", olunteer , it i due to th fi ree' there a embl d to compliment them upon their oldierly beal'ing and th trict ob ervauce of eli ei plio. To the officer in command, I take plea ure in congratulating them upon the ucce of th ncampment. To the uarterma'1erGeneral I cannot too highly commend hi effici ut servi e in providillO' for the transportation and comfort of the troop' whil in camp, a. well a. rendering to thi depart-

ment a clear tatement of the expenditure of the amount appr priated. It i to be regretted that the appropriation fell, h rt 9 .52, occa. iOIl cI principally by the exce of the number of men in the ommand, a reported to thi office, who were pre nt at the encampment; in othcr word, e timate were made for one th tkand men, wberea there were 1.076 men reported at camp. Thi,_ deficit had to be prorated among the different command.
I earne tly trllst tllat a bill will be introduced for the relief of thi indebtedne and that a more liberal appropri3tion will be made Ii r th e -tablishment of a permanent encampment where the, tate troops may go into amp annually and find en>ry conyenience for the illprovement of their military education.

The large and commodious Exposition building will in case of iuclement weather supply safe and sure quarters for the entire military force of the State, beside having sufficient space for the storage of all munition' and articles that need shelter, while the enclosure of one bundred acres of level ground, on oue side of wbich the building i located, will furnish ample room for the movements, evolutions and parades nece sary for handling and perfecting the troops in military cience. They take pleasure in stating tbat the drainage of the entire grounds is a perfect as time and care can make it, and new mains of water-pipes from the city reservoirs laid just a year ago, upply the ground with an abundance of fresb and pure water necessary for drinking and bathing purpo el-', It would afford the military of this city much pleasure to have a committee from the Advisory Board to visit Augusta and in pect the grounds. Inspection report of the different commands were then considered, one after til other. The following commands were directed to be cited to appear at the meeting of the Ad'vi ory Board, to be held at the Encampment near Augn ta, on the 1 th of June at 10 a. m., to ,how cause why they ,'bonld not be di banded, and the Adjutant and In, pectorG neral wa regne ted to give the proper notice in term of the law, namely:
Georgia Artillery (col red), Lewi Light Infantry, Oontitutional Guards, Sonthcrn Rifle, olumbu Volunteers (colored), Colquitt Guard,' (colored), Piedmont Rifle, Savannah Hu l' (colored), and the Blount Volunteers (if not already eli banded).

Moved and carried: In as much as most of the companies composing the First Georgia Cavalry belonged to the Fifth Georgia Cavalry during the war, at the request of the commanding officer of the First Regiment of Georgia Cavalry, it is-
Resolved, That its name be changed to the Fifth Georgia Cavalry, subject to the approval of the Legislature.

Moved and carried, that Capt. Gilbert, Col. Jone and

Capt. Clark, be appointed a committee to draft a report to

the Adjutant and In pector-General, what may be needed

for an encampment of five hundred men, and that he make

requi ition for the same.

The application of the Grady Cadets of Atlanta being

presented to the Board for admi ion into the State Troops,

by motion, it wa denied.

It wa re olved and carried, that the Second Georgia

Regiment be compo ed of the Second Georgia Battalion

and such additional companies a may be added, and that

the Legi lature be asked to form the Second Georgia Regi-

ment, to be compo ed of ten companies.

It was moved and carried, that transportation be fur-

nished to parts of commands returning home, when it does

not reduce the minimum below the number required by

general order, but it i de ired that all remain.

The Adjutant and In pector-General received a letter

and telegram from Col. W m. Garrard expre ing his regrets

that he could not meet with the Board.

Upon motion, it wa ordered that Col. Olm tead, the

quartermaster, pay the printing bill incurred by Col. Geo.

A. Mercer, al 0 the medicine for the Camp.

Upon motion, the Board adjourned, subject to the call of

the Chairman.

COLOSEL :-At 1 o'clock on 25th of Decemher 1 receiyed the following telegram: ' Plea e end military company here on fir t train; have a riot, everal killed; end by pe ial if po ible. R. P. Hopps, Mayor." I telegraphed the mayor of Jesup that no military company could take part in suppre iug a riot until ordered to do 0 by the Governor. I al'o telegraphed the fact to the Governor my. elf, and a few minute after 3 o'clock [ received the following telegram: "Have telegraphed mayor to order neare t troop. I give you full authority to act. J. B. Gordon, GoYernor, per J. T. Ni bet." And a few minute later, till telegram: " Order in my name the neare t troop to your a istan e and telegraph me immediately; keep me advi ed. igned, J. B. Gordon, Governor, R. B. Hopp." I left avannah for Je up on the 4:15 p. m. train, carrying with me a Lieutenant and twelve men, and left order for the remaining Lieutenants to come upon the p. m. train with uch other member of the company a they could a emble. A it wa hristma day, and a holi~ay, many of the member of the company were out of the city vi iting friend or relative , or upon excur ion, and only eighteen carne upon the latter train, making the number on duty at Je up thirtytwo, rank and file. oon after my arrival I received a telegram from the Governor ugO'e ting that if the rioters were till in the wamp it would be better to starve them out rather than to make an a sault. pon my arrival in Je up with the fir t detachment at 6 p. m. I reported to R. B. Hopps, mayor of the city, and wa directed by him to

locate the troops in a portion of the rai [road depot and await further in truction . pon inquir I learned that the acting marshal of the town, before OUl' arrival ent out ix patrols, con i ting of about ix men each; one of the e patrol were tationed. upon each of the three principal dirt road leading into J e up, the other three were stationed at the outlet of the wamp, into which the rioter had made their e cape. I learned al 0 that there were two negro pri oner in jail, who had been arre t d during the day 101' connection with the rioter. I ug e ted that there bould be a guard placed at the jail, and offered to end a portion of my d tachment there for that purpo e. A prominent citizeu of Je' 1p, Dr. Drawdy, iove tigated the ituation at tbe jail, and told me that the jailor wa there with ufficient guard, and that our enice would not be needed. For two or three hour after my arrival in Je up there were acca ional hot fired in the out kirts of the town, and, at my ugge tion, the mayor and mar hall did all they could to prevent thi firing, and induce the excited citizen to return to their homes. At 10 o'clock a white man named Henry Anderson, came to the depot to get the mar bal to end ome one to relieve him temporarily a a O'uard at the house of the man Ryan, which bad been threatened early in the evening. Wbile arranging wi.th the marshall, a gun in the band of one of tbe citizen upon tbe platform in front of the expre< office wa accidentally di charged, and Henry Anderson in tantly killed. About 1 o'clock Lieutenant
10rri, two officer', and about twenty-five men of the Brun wi k Rifle, arrived from Brun wiC'k, and reported to me for duty, and, by dil'ection which I had received from the mayor, were quartered in a lortion of the railroad depot. Between 3 and 4 o'clock I wa told that the jail had been forced open aud the pri oner therein lynched.

"e fonnd one negro man named Fluet lying dead in front of hi hou e and in another hou e a negro woman had been severely beaten. There "as e"idence in other h u. e of violence having b en u ed to effect an entrace, and one hou e of notoriou.ly bad repute had been riddled with probably twenty bullets. Later on we found another n gro man very lightly wounded, who tated that he had received the wound at the time Flnet was killed. Upon our return to the depot \\'e found . till another negro man erioldy wounded in the h ulder, and indi po ed to giye any detail of how he got wounded. The e were all the casualtie that came to my knowledge. In replie to 0111' que tions by the occupants of the numerou house that we vi ited the 'general impres ion given u wa that the partie who went through that part of the town during the preceding 'night, explained that they were earching for Brewer and hi a ociate, or for evidence in connection with the riot which he had incited. It wa the unanimou te timony of eyery one that no in ult or injury wa done to those colored pel' 'on who were known to be indu trious and reputable. How many person were whipped other thau the woman we saw it would be difficult to say, but probably there were three negro men, and po ibly one or two other negro women; every individual mentioned a

having been maltreated were per on whom the better citizen of Je up reported a. of notoriou ly bad character. At 10 o'clock on the 26th I telegraphed the Governor conci ly the above facts and that at that hour everythin 0' wa quiet, and that the mayor had di mi ed the military and that the Hussars would return to a, annah by the train then at the depot, and the Rifles by the next train pa ing Je up. I left with the Hus ar on the 10:25 train. I learned by the uew papers that after our departure the mayor de ided to retain theBrun wick Rifle.
I would I' pectfully call the attention f tbe GoveDor to the fact tbat the negro man, Robert Brewer who killed the deputy mar hal, Barnhill, is recognized by that cntire community a a desperate character aDd one who influence i "ery great among the negroe in that ection. The apprehension and puni hment of him would be far more beneficial to the ,relfare of th community than that of any ordinary murderer, and hence I would respectfully ugge t to the Governor to offer a reward ufficiently large to encourage the officer of the law in making unu ual.effort to capture him.
Will you kindly inform me whether I hall end to you direct the bill for transportation to J . up and back, and the bill for ubsi tenc while there.
