Overview
The Georgia Volunteer Heath Care Program (GVHCP) began in 2005 with the passage of House Bill 166. This law authorized the State of Georgia via the Georgia Department of Community Health (DCH) to offer sovereign immunity protection to uncompensated, licensed health care professionals while they provide donated care to eligible patients. This protection is extended to trained clinic volunteers as well.
As of July 1, 2006 there are 1.7 million Georgians without health insurance.
How does the GVHCP operate?
GVHCP has six Regional Volunteer Coordinators (RVC) each responsible for establishing new clinics and working with existing clinics, in surrounding counties, to credential their health care providers. These RVCs are located in Gainesville, Savannah, Macon, Atlanta, Augusta and Albany. Their duties include, but are not limited to:
n Assist with setting up volunteer and working with existing medical/ dental clinics
n Credential and contract with licensed health care professionals n Train and Supervise the DCH volunteers who complete patient
financial eligibility and referral forms n Conduct quality assurance reviews on the patient forms.
How many clinics are currently under the GVHVP?
As of December 2007, there are 37 clinics that have committed to protections under this program. The GVHCP team is working at various stages of training and recruitment with 22 others.

HEALTHCARE PROVIDER
A health care professional who volunteers in a "free" clinic and/ or his/her own private office is protected under this legislation as long as: n The professional acted within
his/her scope of services n The patient meets the
definition of eligible n A designated/trained DCH
volunteer completes the patient's paperwork
PATIENT ELIGIBILITY
A patient is eligible if: n He/she is Medicaid eligible
under Georgia law n He/she is without health
or dental coveraged n He/she has an income at or
below 200 percent of Federal Poverty Level (FPL) n He/she is a client of DCH or the Department of Human Resources who meets the criteria and his/her income is at or below 200 percent of FPL
