Solid Waste Employment
Introduction
The Georgia Department of Community Affairs began collecting wage and salary data in 1987, providing key reference information for state and local elected officials, administrators, and citizens. This publication is the result of data collected from the 1995 County Wage and Salary Survey, administered by the Office of Information Services, Georgia Department of Community Affairs.
Separate publications are available in county and municipal government editions for 1995 wage and salary data covering four key areas oflocal government employment: administration and general, public safety, public works, and solid waste. Each publication contains an appendix with summary information on fringe benefits, as well as an appendix listing the jurisdictions responding to the 1995 County Wage and Salary Survey. Data on elected officials' salaries can be obtained by calling the Office of Information Services, Georgia Department of Community Affairs, at (404) 679-4950. Data In 11115 Publlcadon
This publication includes data on wages and salaries for county government solid waste employees as of October 1, 1995. Wage and salary data are collected and reported for full-time positions only. Full-time employment, for the purposes of this report, is defined as 35 hours or more per week. Governments are also asked to report the number of employees in each position. Data reported for vacant positions will reflect a "0" in the "Number of full-time employees" column. Where data elements have not been reported by a local government, "NR" will appear.
The survey requested the entry level and maximum wage on either an hourly or annual basis. If hourly figures were reported, the information was converted to an annual salary based on the number of weekly hours reported. If hours were not reported, a 40-hour work week was assumed. Public safety positions are the exception to this reporting basis; refer to the current year's public safety publication for an explanation of special features related to data for those positions. If a government did not have a pay scale or salary range, it was instructed to enter the actual salary paid to an incumbent as both the minimum and maximum rates.
Job Desalpdons
Job descriptions for positions included in this report are arranged in alphabetical order and can be found following this Introduction. Local governments were asked to provide salary information for those jobs whose duties most closely resemble the job descriptions included in this report, even if their government uses a different job title for that particular position.
Populadon Groups
Population groups are used to facilitate comparison of detailed and summary data on jurisdictions of similar size. Population group ranges reported in the table use 1990 Bureau of the Census populations; the table reflects both the number ofjurisdictions in each group and the number ofjurisdictions responding to the 1995 survey.

Solid Waste secretary
Plans, organizes, schedules, assigns, and reviews the work ofcrews working on assigned routes and inspects routes for problem areas and completion.
Use ofpublic relations skills and knowledge oflocal waste disposal policies to serve customers.
Operates equipment such as track-mounted crane, twelve yard dump truck, concrete mixer, power shovel, drag line bulldozer, large excavator, street sweeper, backhoe, and/or front-end loader for a variety of construction and demolition-related duties.
Work involves performing varied all weather tasks in collection of garbage and trash, loading waste into collection vehicles, and assisting in disposal operations. Operates hydraulic controls for hoppers and carts.
Knowledge ofheavy equipment. Checks, replaces, and adjusts such things as filters, belts, and tracks of all equipment as needed.
Supervises the work of inmates in the operation of light and heavy equipment.
Responsible for the safe operation and supervision of the landfill facility, including equipment and supply maintenance; must be certified.
Loads materials, operates light equipment such as backhoe and tractor. Performs preventive maintenance checks on assigned equipment and structures.
Develops standards to assure that recycled materials collected are processed to prevent contamination. Studies, analyzes, and prepares reports related to recycling collection, processing, and marketing.
Develops, implements, and monitors programs for waste reduction, recycling, and education in local community; serves as liaison to governmental agencies, public officials, and the general public.
Operates heavy automotive equipment used in the collection of refuse. Assigned to collection routes and responsible for the maintenance ofproper collection on the routes.
Collects recyclables/refuse on designated routes, starts hoisting device that raises refuse bin attached to rear of truck and dumps contents.
Plans, organizes, and supervises the work ofemployees engaged in garbage, trash, and litter pickup. Inspects routes for problem areas and completion.
Responsible for computerized weighing and computerized printing of landfill scale tickets and inspects all trash entering the landfill.
Provides overall direction for all solid waste activities by developing, directing, organizing, and coordinating sold waste programs, facilities, education, and planning. Responsible for compliance with state and federal solid waste regulations.
Types or encodes into a computer a variety of forms, reports, correspondence; compiles, copies, and prepares charts, graphs, correspondence and reports for distribution; may act as a receptionist and dispatcher.

Transfer Stationl Landftll Anendant
Directs vehicles discarding certain chemicals or debris to designated areas and keeps a watch on landfill equipment operations to assure safety.
Operates the transfer station to assure all trash is disposed of in the proper containers or vehicles for transfer to landfills or recycling centers. Responsible for maintenance of proper supplies and equipment and/or billing the necessary customers for the use of the facilities.
Assists haulers and the public when transferring solid waste from vehicles; also assists truck drivers hooking up trailers and covering containers; regulates number of vehicles using the facility.
