The Georgia Department of Community Affairs began collecting wage and salary data in 1987,

providing key reference information for state and local elected officials, administrators, and citizens.

This publication is the result of data collected from the 1994 Municipal Wage and Salary Survey,

administered by the Office of Information Services, Georgia Department of Community Affairs.

Separate publications are available in county and municipal government editions for 1994 wage

and salary data covering four key areas of local government employment: administration and general,

public safety, public works, and solid waste. Each publication contains an appendix with summary

information on fringe benefits. Data on elected officials' salaries can be obtained by calling the

Office of Information Services, Georgia Department of Community Affairs, at (404) 656-5527.

We would like to thank local officials and staff who took the time to complete the survey. Their

participation has made this publication possible. Appendix A contains summary information on fringe

benefits for all municipal governments participating in the survey. Appendix B is a list ofjurisdictions

responding to the 1994 Municipal Wage and Salary Survey.



This publication includes data on wages and salaries for municipal government solid waste employees as of October 1, 1994. Wage and salary data are collected and reported for full-time positions only. Governments are also asked to report the number of employees in each position. Data reported for vacant positions will reflect a "O" in the "Number of full-time employees" column. Where data elements have not been reported by a local government, "NR" will appear.
The survey requested the entry level and maximum wage on either an hourly or annual basis. If hourly figures were reported, the information was converted to an annual basis of 2,080 hours. If a government did not have a pay scale or salary range, it was instructed to enter the actual salary paid to an incumbent as both the minimum and maximum rates.
Salaries are presented based on a 40-hour worl<: week. If a government reported a different weekly work period, salaries for that government were converted to a standard 40-hour work week to permit comparison. Public safety positions are the exception to this reporting basis; refer to the current year's public safety publication for an explanation of special features related to data for those positions.

Job descriptions for positions included in this report are arranged in alphabetical order and can be found in the section following this Introduction. Local governments were asked to provide salary information for those jobs whose duties most closely resemble the job descriptions included in this report, even if their government uses a different job title for that particular position.

Population groups are used to facilitate comparison of detailed and summary data on jurisdictions of similar size. Population group ranges reported in the table use 1990 Bureau of the Census populations; the table reflects both the number ofjurisdictions in each group and the number ofjurisdictions responding to the 1994 survey.

Job Descriptions

Collealon Supervisor

Plans, organizes, schedules, assigns, and reviews the work of crews working on assigned routes and inspects routes for problem areas and completion.

Customer Service Attendant Uses public relations skills and knowledge of local waste disposal policies to
serve customers.

En\lironmental EnQlneer

Provides engineering services in civil and environmental engineering. Responsible for restricted waste policies, gas and water monitoring and maintenance.

En\llronmental Technician, certified

Assists Environmental Engineer in monitoring water, gas, leachate, and noise.

Heaw Equipment Operator

Operates equipment such as track-mounted crane, twelve-yard dump truck, concrete mixer, power shovel, drag line bulldozer, large excavator, street sweeper, backhoe, and/or front-end loader for a variety of construction and demolition-related duties.

Laborer

Work involves performing varied all-weather tasks in collection of garbage and trash, loading waste into collection vehicles, and assisting in disposal operations. Operates hydraulic controls for hoppers and carts.

Landfill Equipment Mechanic Knowledge of heavy equipment. Checks, replaces, and adjusts such things as
filters, belts, and tracks of all equipment as needed.

Landfill Manaaer, certified

Responsible for the safe operation and supervision of the landfill facility, including equipment and supply maintenance. Must be certified.

UQht Equipment Operator

Loads materials and operates light equipment such as backhoe and tractor. Performs preventive maintenance checks on assigned equipment and structures.

ProJea spedallst

A generalist in the field of waste management; develops projects, educates, trains, prepares, and assists in the preparation of a variety of reports related to solid waste management.

Recycllnt Manaaer

Develops standards to assure that recycled materials collected are processed to prevent contamination. Studies, analyzes, and prepares reports related to recycling collection, processing, and marketing.

Recycllnll supervisor

Develops, implements, and monitors programs for waste reduction, recycling, and education in local community; serves as liaison to governmental agencies, public officials, and the general public.

Refuse Truck Driver

Operates heavy automotive equipment used in the collection of refuse. Assigned to collection routes and responsible for the maintenance of proper collection on the routes.

Refuse/Recycllnt Colleaor

Collects recyclables/refuse on designated routes and starts hoisting device that raises refuse bin attached to rear of truck and dumps contents.

Route supel\'lsor/ Lead Truck Driver

Plans, organizes, and supervises the work of employees engaged in garbage, trash, and litter pickup. Inspects routes for problem areas and completion.

sanitadon supedntendent

Directs and coordinates work of subordinate personnel engaged in installing, maintaining, repairing, servicing, and relocating sewerage facilities.

scale House Attendant

Responsible for computerized weighing and printing of landfill scale tickets and inspects all trash entering the landfill.

Responsible for billing and collections. Supervises customer service people.
Keeper of all records and reports; maintains on-going review of solid waste operations to insure efficiency of operations, and adherence to federal, state, and local regulations.
A certified peace officer with knowledge of state laws and local ordinances concerning residential and commercial solid waste. Investigates complaints and issues warnings or citations as needed.
Specializes in communications work involving the receiving, processing, and dispersing of solid waste units.
Provides overall direction for all solid waste activities by developing, directing, organizing, and coordinating solid waste programs, facilities, education, and planning. Responsible for compliance with state and federal solid waste regulations.
Types or encodes into a computer a variety of forms, reports, and correspondence; compiles, copies, and prepares charts, graphs, correspondence, and reports for distribution. May act as a receptionist and dispatcher.
Directs vehicles discarding certain chemicals or debris to designated areas and keeps a safety watch on landfill equipment operations to assure safety.
Operates the transfer station to assure all trash is disposed of in the proper containers or vehicles for transfer to landfills or recycling centers. Responsible for maintenance of proper supplies and equipment and/or billing the necessary customers for the use of the facilities.
Assists haulers and the public when transferring solid waste from vehicle, also assists truck drivers hooking up trailers and covering containers; regulates number of vehicles using the facility.
