The Georgia Department of Community Affairs began collecting wage and salary data in 1987, providing key reference information for state and local elected officials, administrators, and citizens. This publication is the result of data collected from the 1994 Municipal Wage and Salary Survey, administered by the Office of Information Services, Georgia Department of Community Affairs.
Separate publications are available in county and municipal government editions for 1994 wage and salary data covering four key areas oflocal government employment: administration and general, public safety, public works, and solid waste. Each publication contains an appendix with summary information on fringe benefits. Data on elected officials' salaries can be obtained by calling the Office oflnformation Services, Georgia Department of Community Affairs, at (404) 656-5527.
We would like to thank local officials and staff who took the time to complete the survey. Their participation has made this publication possible. Appendix A contains summary information on fringe benefits for all municipal governments participating in the survey. Appendix Bis a list ofjurisdictions responding to the 1994 Municipal Wage and Salary Survey.
This publication includes data on wages and salaries for municipal government public works employees as of October 1, 1994. Wage and salary data are collected and reported for full-time positions only. Governments are also asked to report the number of employees in each position. Data reported for vacant positions will reflect a "O" in the "Number of full-time employees" column. Where data elements have not been reported by a local government, "NR" will appear.
The survey requested the entry level and maximum wage on either an hourly or annual basis. If hourly figures were reported, the information was converted to an annual basis of 2,080 hours. If a government did not have a pay scale or salary range, it was instructed to enter the actual salary paid to an incumbent as both the minimum and maximum rates.
Salaries are presented based on a 40-hour work week. If a government reported a different weekly work period, salaries for that government were converted to a standard 40-hour work week to permit comparison. Public safety positions are the exception to this reporting basis; refer to the current year's public safety publication for an explanation of special features related to data for those positions.
Job descriptions for positions included in this report are arranged in alphabetical order and can be found in the section following this Introduction. Local governments were asked to provide salary information for those jobs whose duties most closely resemble the job descriptions included in this report, even if their government uses a different job title for that particular position.
Population groups are used to facilitate comparison of detailed and summary data on jurisdictions of similar size. Population group ranges reported in the table use 1990 Bureau of the Census populations; the table reflects both the number ofjurisdictions in each group and the number ofjurisdictions responding to the 1994 survey.

Municipal Public Works
Job Descriptions

CMI Entineer

Plans, designs, and directs the construction and maintenance of structures and facilities such as roads, railroads, airports, bridges, harbors, channels, dams, irrigation projects, pipelines, power plants, water and sewage systems, and waste disposal units. (Requires a degree in civil engineering.)

consuuClion Equipment Mechanic

Analyzes equipment malfunctions; repairs, rebuilds, and maintains construction equipment, such as cranes, power shovels, scrapers, paving machines, motograders, trench-digging machines, conveyors, bulldozers, dredges, pumps, compressors and pneumatic tools.

crew Leader

Performs skilled and unskilled work of a varied nature in a lead worker capacity.

Groundskeeper

Performs routine cleaning and maintenance duties around public buildings and parks such as mowing lawns, trimming hedges, weeding flowerbeds, etc.

Heaw Equipment Operator

Responsible for the operation of various heavy equipment, such as a pan, track backhoe, bulldozer, and motor grader used to construct and maintain roads and drainage systems.

Laborer

Performs unskilled manual tasks which may require the use of simple hand tools.

Utht Equipment Operator

Responsible for the operation of various light equipment, such as moving equipment, trucks, and rubber-tired backhoes.

Maimenance supenntendent Performs responsible technical and administrative work in repair, cleaning,
and remodeling of public buildings.

Meter Reader

Reads electric or water consumption meters and records volume used by residential and commercial consumers. May also report complaints or irregularities by consumer either verbally or on forms for necessary action by servicing department.

Public woru SUpenntendent

Plans, directs, organizes, and coordinates work in the street, sanitation, water and sewer collection, and treatment shop or garage departments. Prepares preliminary budget for department and attends city council meetings to present budgets, activity reports, and plans for future activities.

Road crew supeR'isor

Supervises a crew in the construction and repair of streets, roads and bridges, and related facilities.

Roads and Bridtes superintendent

Performs responsible managerial, administrative, and technical work in the construction and repair of streets, roads and bridges, and related facilities.

sewer system supemsor

Directs and coordinates work of subordinate personnel engaged in installing, maintaining, repairing, servicing, enlarging, and relocating sewage facilities. Determines need for material and equipment required to complete projects, such as type and size ofpipes, fittings, cranes, bulldozers, welders, or trenching machines.

sewaae Treatment Plant superintendent

Performs technical and supervisory work in directing all the operations and maintenance of the sewage treatment plant(s).

Truck Driver

Operates light or automotive equipment to include automotive equipment with mower, pick-up, flatbed truck, small dump truck or small trencher. May perform a variety of manual tasks in connection with such operations. May also operate heavy construction equipment but at the lowest skill level.
