USER'S GUIDE

User's Guide

The Catalog of State Financial Assistance Programs is a comprehensive listing and description of state administered programs of financial assistance. It is designed primarily to assist local government officials and community leaders in identifying and seeking financial assistance from Georgia's state agencies (or organizations that are administratively attached to state agencies). However, it also contains programs that are available to individuals and selected businesses.
This publication contains only those grant and loan programs administered at the state level. These programs may originate at the state level, or they may be federal programs administered on the local level by state agencies.
Information for the program descriptions was obtained through surveys that were sent to agency heads responsible for administering the programs.
The Catalog of State Financial Assistance Programs is divided into four sections:
User's Guide Subject Index State Agency Index Program Descriptions
The Subject Index is an alphabetical listing of the major program categories discussed in the Program Descriptions section. The specific programs are listed under the applicable program categories.
The State Agency Index lists all state agencies that reported financial assistance programs. Under each state agency, all programs administered by that agency are listed.
The Program Description section is the main body of the Catalog. This section is organized alphabetically by program title. This section presents, by program, the name of administering agency, the type of assistance, total funding level (if provided by the reporting agency), the maximum amount per

jurisdiction (if provided by the reporting agency), the type of assistance, the criteria for eligibility, the criteria for selection, how to apply, and the contact person. Generally, unless otherwise specified, references to "fiscal year" mean the state's fiscal year (July 1 through June 30).
The programs listed in this Catalog have been cross-indexed according to their subject area and the state agency from which they originate so that the user can readily locate programs within this publication. Both indices list the corresponding page number for each program included.
Every effort was made to ensure the accuracy of information contained herein. The various state program administrators were given the opportunity to describe those programs, which are administered by their agencies. More detailed information on individual financial assistance programs can be obtained by calling the contact person listed for the individual program.

Abstinance Education Grant Program

Program Descriptions

Administering Agency: Children and Youth Coordinating Council 10 Park Place South Atlanta, Georgia 30303

Type of Assistance:

Provides seed money for the development or expansion of youth development focused, teen pregnancy prevention programs utilizing abstinence education. Emphasis is given to comprehensive projects providing a variety of instruction and services, including abstinence education curricula, mentoring, academic assistance and community service.

Total Funding Level: Approximately $1.4 million annually. Maximum per Applicant: $50,000-$100,000
Criteria for Eligibility: State or local governmental agencies and 501(c)(3) non-profit agencies, including faith based organizations.

Criteria for Selection: Competitive review process based on demonstration of project need, quality and practicality of proposed programming, cost effectiveness, degree of community support and feasibility of continuation funding plan.

After-School Snack Program

Program Descriptions

Administering Agency:

Georgia Department of Education School and Community Nutrition Division 1662 Twin Towers East Atlanta, Georgia 30334

Type of Assistance: Provides federal reimbursement to schools for after-school snacks to students.

Total Funding Level: Entitlement performance funding.
Maximum per Applicant: Reimbursement to schools and public, non-profit, and Residential Child Care Institutions (RCCIs) for snacks served to qualifying students based on their eligibility.
Criteria for Eligibility: In order to qualify for program assistance, the school food authority must operate the lunch component of the National School Lunch Program, and the school district must sponsor or operate an after-school snack program which:

* Provides children with regularly scheduled activities in an organized, structured and supervised environment; and

* Includes educational or enrichment activities. RCCIs with residential and non-residential care components may also qualify for after-school snack program.

Criteria for Selection: Reimbursement provided only for enrolled students up to 18 years of age with the amount varying according to family income.

Airport Aid Program

Program Descriptions

Administering Agency:

Georgia Department of Transportation Office of Intermodal Programs-Aviation 276 Memorial Drive, SW Atlanta, Georgia 30303

Type of Assistance:

Financial assistance to owners of public airports for: *Aviation Planning *Airport Capital Improvements *Airport Maintenance *Airport Approach Aids

State participation is up to 75% of project cost.

Total Funding Level: Currently $3,800,000 (varies each fiscal year). Maximum per Applicant: No limitation
Criteria for Eligibility: Airport must be publicly owned and open to the public.

Criteria for Selection: Application for State Assistance must be received by December 31st for funding the next fiscal year beginning in July. Projects are prioritized and selected on April 1, of each year. (Copies of the Airport Aid Program's Policy and Standards Guide are available upon request.)

Program Descriptions
Appalachian Region Business Development Revolving Loan Fund (ARC RLF)

Administering Agency: Georgia Department of Community Affairs 60 Executive Park South, NE Atlanta, Georgia 30329

Type of Assistance:

A loan program to allow local development authorities in the Appalachian Region of Georgia to make below market rate loans to qualified businesses for job creation or retention. A wide range of projects will be considered if they contribute to the implementation of local development plans or if they do not compete with downtown development plans.

Total Funding Level: $2,500,000 Maximum per Applicant: Up to $200,000 or 50% of project cost, whichever is less.

Criteria for Eligibility:

Only private, for-profit organizations may receive loans. Banks, savings and loan institutions, and finance companies are not eligible. Any project financed with a loan must be located within one of the 37 Appalachian Region Counties in North Georgia. The jurisdiction in which the project is located must be a qualified local government and the local authority must have filed with the Department of Community Affairs. Loan proceeds may be used for working capital or fixed asset financing. No more than 50% of project costs may be paid for from revolving loan fund (RLF) proceeds. A minimum five percent equity injection from the borrower is required. The borrower must demonstrate that the project needs favorable financing in order for it to succeed. One job must be created or saved for every $20,000 of RLF loan proceeds. Loans for working capital are usually for five years or less and loans for fixed assets are usually for 15 years or less. Minimum credit underwriting standards apply.

Criteria for Selection: Project viability, amount of other private investment leveraged by the project, number of jobs created or retained, enhancement of downtown/redevelopment area.

Appalachian Regional Commission Area Development Funds

Type of Assistance: Matching Grants to support economic development projects in north Georgia.
Total Funding Level: Approximately $2,300,000. Infrastructure $300,000; operational $100,000 or less. Maximum per Applicant:
Criteria for Eligibility: Must be beneficial to the 37-county area of Appalachian Georgia.
Criteria for Selection: * Jobs created and eligible county. * Identifiable outcome measures.
* Sustainability. * Documented local matching funds.

Capital Outlay for Public Schools Facilities Construction

Program Descriptions

Administering Agency:

Georgia Department of Education Facilities Services Unit 1670 Twin Towers, East Atlanta, Georgia 30334

Type of Assistance: Funds for new construction, renovation, and modifications of public school facilities funded on a matching basis.

Total Funding Level: Determined annually by the General Assembly.
Maximum per Applicant: Determined by project application.
Criteria for Eligibility: Needs must be identified by priority order in the school system's local facilities plan which has been developed by the local school system with assistance from the Georgia Department of Education and approved by the Georgia Board of Education.

Criteria for Selection: * The project must be the next priority in the school system's local facilities plan.
* The system must have an adequate accumulation of entitlements or qualify for advanced funding.

How to Apply: Local school systems must submit project applications to the Georgia Department of Education prior to September 1, for approval and inclusion in the Georgia Board of Education's budget for the ensuing fiscal year.

Child and Adult Care Food Program (CACFP)

Program Descriptions

Administering Agency:

Office of School Readiness Nutrition Services 10 Park Place South, Suite 200 Atlanta, Georgia 30303

Type of Assistance:

Provide federal reimbursement to eligible institutions for meals and supplements served to eligible children enrolled in child care centers, outside-school-hours centers, emergency shelters, and day care homes, or to adults enrolled in centers approved to care for functionally impaired adults or adults over 60 years of age.

Total Funding Level: Reimbursement for all creditable meals served to qualifying persons. The total funding level varies (entitlement program).
Maximum per Applicant:
Criteria for Eligibility: Sponsoring organizations/institutions that may participate in the CACFP are public/private non-profit and proprietary Title XIX/Title XX organizations licensed and approved to provide non-residential adult or child care services to enroll adults or children.

Criteria for Selection: Varying reimbursement provided only for enrolled persons according to family incomes.

Child Care Development Fund (CCDF)

Program Descriptions

Administering Agency: Georgia Child Care Council 2987 Clairmont Road, Suite 220 Atlanta, Georgia 30329

Type of Assistance:

Awards under contract to conduct improvements in early childhood programs or school-age programs that serve children whose parents have low incomes and are working or in training; provide training and technical assistance to early childhood and school-age care providers; and establish, expand, or enhance resource and referral programs.

Total Funding Level: Approximately $6 million for fiscal year 2001. Maximum per Applicant: No Maximum amount. However, average award is approximately $40,000.
Criteria for Eligibility: Private for-profit, non-profit, public entities and individuals. Childcare programs must be licensed or exempt.

Criteria for Selection: Competitive bid process based on demonstration of project need, program design, goals and objectives, quality, evaluation, community linkages, and organizational capability.

Childrens Trust Fund of Georgia

Program Descriptions

Childrens's Trust Fund Commission 1720 Peachtree Street, NW Suite 912N Atlanta, Georgia 30309

Type of Assistance: Grants to support child abuse and neglect prevention activities.

Total Funding Level: $1,200,000
Maximum per Applicant: Not Applicable.
Criteria for Eligibility: Private non-profit 501(c)(3) organizations and public agencies may apply, provided that public agencies apply as members of a community coalition which assumes local leadership in addressing children's issues.

Criteria for Selection: Based on program merits.

How to Apply: Submit a Concept Paper according to the guidelines published annually in the Request for Concept Papers available in November. Organizations whose Concept Papers are approved are invited to submit a full application.

Clean Water Loan Program

Program Descriptions

Administering Agency:

Georgia Environmental Facilities Authority 100 Peachtree Street, NW Suite 2090 Atlanta, Georgia 30303

Type of Assistance:

Low interest loans at a 3% interest rate for a maximum of 20 years to construct any number of publically owned wastewater treatment improvements including treatment plants; pumping stations; collector sewer lines; interceptors; sewer line replacements and/or repairs; correct combined sewer overflow problems and remedies for non-profit source pollution problems.

Total Funding Level: Approximately $22 million for fiscal year 2002.
Maximum per Applicant: Loans are limited to a maximum of 20% of the available fund (awards and repayments). Currently, the maximum per community per calendar year is $14,000,000. A closing fee of 2% of the loan amount is charged at the completion of the project.
Criteria for Eligibility: Available to cities, counties, and water and sewer authorities. Eligible costs include reasonable engineering, planning and design, construction and contingencies cost as they are incurred.

Criteria for Selection: Project readiness, financial management, and compliance with federal planning, environmental review, and public participation requirements.

How to Apply:

Request placement on CW Comprehensive List of Potential Loan Recipients by providing a brief project description, preliminary cost estimates and anticipated project initiation. Inclusion on the List does not obligate community to participate further in the application process. Submit a preapplication any time during the year once project is on the Comprehensive List.

Community Development Block Grant Program - Regular Round
Administering Agency: Georgia Department of Community Affairs 60 Executive Park South, NE Atlanta, Georgia 30329
Type of Assistance: Matching grant programs which can assist a wide range of eligible activities, including housing improvement projects, public facilities such as water and sewer lines, buildings such as local health centers or Headstart centers, and economic development projects.
Total Funding Level: $37,000,000 (approximately) for annual competition. Maximum per Applicant: Single-Activity: $500,000 for regular competition. Multi-Activity: $800,000 for regular
competition. Local Match Requirement-Regular Competition: Grants up to $300,000, or grants for single activity housing projects-no matching funds required. Grants of $300,000 to $500,000, 5% local matching funds required. Grants of more than $500,000, 10% local matching funds required.
Criteria for Eligibility: Eligible applicants are units of general local government, excluding those metropolitian cities, urban counties and units of government eligible to particiapte in the urban counties or mteropolitian cities programs of the U.S. Department of Housing and Urban Development.
Criteria for Selection: Eligible applicants selected for funding will be those having the greatest need as evidenced by poverty and per capita income and whose applications most adequately address the needs of low and moderate income persons and have the greatest impact.
How to Apply: Attend Applicants Workshop. Submit applications by deadline (varies each year). Assistance in developing projects and preparing applications is available through Regional Development Centers and private consultants.

Community Services Block Grant

Program Descriptions

Georgia Department of Human Resources Division of Family and Children Services Two Peachtree St., NW, Suite 19-240 Atlanta, Georgia 30303

Type of Assistance: Funding for programs administered by designated eligible entities to provide a range of antipoverty services and activities.

Total Funding Level: $16,146,735 Maximum per Applicant: Funds provided to designated eligible entities under contract to administer a program.
Criteria for Eligibility: Must be a designated eligible entity.

Criteria for Selection: Degree of need in the agency's service delivery area.

Distribution of federal funds to local units of government and state agencies in order to implement innovative drug and violent crime control initiatives. Primarily these projects are to enforce state and local laws that establish offenses similar to offenses established in the federal Controlled Substances Act and to improve the functioning of the criminal justice system, with emphasis on violent crime and serious offenders. For example, these funds may be used to support projects which improve the apprehension, prosecution, adjudication, detention and rehabilitation of drug offenders. Additionally, eradication projects, treatment projects, and projects which target major drug offenders are eligible.

Emergency Shelter Grants Program (ESGP)

Type of Assistance:

To provide shelter and essential services to homeless persons throughout the state by making available State Housing Trust Fund for the Homeless Commission (HTF) funds and Federal HUD Emergency Shelter Grants Program (ESGP) funds to nonprofit organizations and local government entities operating homeless housing and/or providing services to the homeless. This program is principally designed to be the first step in a continuum of assistance to enable homeless individuals and families to move toward independent living as well as to prevent homlessness.

Total Funding Level:

Net Federal fiscal year 2001 funds available under the HUD ESPG Program are $1,745,150. State Housing Trust Fund Commission funds available are estimated to be $4,000,000; a total of $5,745,150. From this amount, Urgent Needs applications shall be funded from a July 1 program residual of $250,000 in State or Federal funds.

Maximum per Applicant: General funding limits are as follows: Emergency Shelter Operations-$60,000 per facility. Transitional Housing Operations-$30,000 per facility; Essential Services - $30,000 per activity, Homeless Prevention-$20,000 per program, Technical Assistance-$10,000 per activity, and Development - $125,000 per organization. The limit for Development projects may be exceeded for new projects that will shelter more than 50 persons.

Criteria for Eligibility:

To the extent determined by HTF Commission and DCA, private, nonprofit organizations and local government entities are eligible to apply for funds. Nonprofit organizations must demonstrate participation in local homeless provider groups and in continuum of care planning appropriate to the jurisdiction where their activities are located to the satisfaction of those jurisdiction(s). As per Federal regulations and Department of Community Affairs policy, each applicant must obtain appropriate approval(s) from appropriate local government juisdictions for each activity and its location. Documentation of approval should be included in the application. In addition to all other Federal, State and local laws and regulations, all activities must be implemented in full compliance with HUD ESPG program regulations published at 24 CFR & 576.

Criteria for Selection: Applications are evaluated based on sponsor capacity, cost effectiveness, service quality, experience, local need, capacity utilization, and local coordination.

The EIP program also has as one of its aims the funding of viable projects which cannot otherwise take place without EIP assistance. The EIP program was not designed to provide assistance to businesses or industries which lack financial capacity or otherwise might be considered bad risks, nor was it designed to subsidize industries which do not need it in order to carry out proposed projects.

For businesses and individuals seeking long-term, low-interest rate financing for the construction or improvements of manufacturing facilities, single-family and multi-family housing projects and exempt facility (ie. solid waste control) projects. Federal law limits the annual issuance of private activity bonds in the state to an amount not exceeding a state ceiling imposed under the federal law. DCA is responsible for implementing a system for allocating the use of private activity bonds, as permitted by federal law, in order to further the economic development of the state, to further the provision of safe, sanitary, and affordable housing, and otherwise to further the purposes of the laws of the state which provide for the issuance of such bonds.

Total Funding Level: $62.50 per capita. The state ceiling for 2001 is $511,625,000. The state is divided in the following manner: Economic Development Share:$217,440,000, Housing Share: $217,441,000, and Flexible Share: $76,744,000.

Georgia Arts Education Challenge Program

To stimulate systemic change by providing seed money to leverage local funds to develop, implement, and expand sequential curriculum-based arts education in kindergarten through fifth grades. The goal of the Challenge Program is to infuse basic education in the arts into the curriculum on the same level as other core subjects. Applications may address any one or a combination of the following disciplines: visual art, music, theater, and dance.

Total Funding Level:
Maximum per Applicant: Applicants may apply for grants of up to $25,000 per fiscal year. Grants are awarded based on the Georgia Council for the Arts 1:1 matching funding formula. First time applicants are required to pledge at least a 10% cash match. Each subsequent year, applicants are strongly encouraged to pledge at least an additional 10% in cash. The cash match combined with the inkind match must total 100% of the requested grant funds.
For example: First Time Applicant: $10,000 Grant Request ( $1,000 cash match/$9,000 inkind match); Third Time Grantee: $10,000 Grant Request ($3,000 cash match/ $7,000 in-kind match).
Criteria for Eligibility: Applicants must partner with local resources to implement the proposed program. Suggested partners are local arts councils, cultural and civic organizations, local chambers of commerce and colleges/universities.

Criteria for Selection:

The GCA uses professional advisory panels to review all grant applications. The Challenge panel consist of statewide representation of arts educators, citizen representatives, artists and GCA Council members. Panel consensus statements are available following the announcement of the grant awards. Applications are categorized according to the total school district budget size. Panelists review the applications based on the Georgia Challenge criteria. The panel criteria and the section point value are listed above each section.

Type of Assistance: Provides loans for the acquisition, new construction, and rehabilitation of rental and housing developments of 20 or more units that are targeted for low-income households.

Maximum per Applicant: $2,800,000 Construction/permanent loans with annual interest rates of no more than 1%. There will be no interest charged on construction loans. The exact term of each mortgage will be determined by DCA according to the economic feasibility needs of the proposed development. Maximum loan term is 30 years. Maximum loan amount is the lesser of $2,800,000 or 90% of unrestricted appraised market value. Minimum loan amount is $100,000.

Georgia Minority Subcontractors Tax Incentive

Type of Assistance: A Georgia income tax adjustment for any company which subcontracts with a minority-owned firm to furnish goods, property or services to the State of Georgia. This includes, but is not restricted to, the construction of any building or structure for the State.

Total Funding Level: Maximum per Applicant: Adjustment shall be limited to $100,000 per taxable year.
Criteria for Eligibility: A payment to a minority subcontractor is a qualified payment if:
* the payment is for goods, property or services furnished by the minority subcontractors to the contractor who in turn provides these goods, property or services to the State of Georgia in furtherance of a contract with the State;
* the payment is made during the taxable year for which the adjustment is made; and
* the payment is made to a subcontractor who at the time of payment is certified as a minority subcontractor by the Department of Administrative Services.

Type of Assistance: Provides loans for new construction, rehabilitation, and adaptive reuse of multifamily rental housing or limited equity ownership cooperatives targeted for low and moderate-income households.

Total Funding Level: Approximately $13,000,000 will be available for funding in federal fiscal year 2002 Home Funds.

Maximum per Applicant:

Applicants are limited to a maximum of three (3) projects of which total funding cannot exceed 30% of the total Home Resources available. The exact terms of each mortgage will be determined by DCA according to the economic feasibility needs of the proposed development: Standard: Permanent loans with annual interest rates of no less than 1%. Maximum loan amount is $2 million in non-Rural counties or $2.8 million in rural counties, not to exceed the lesser of 90% of unrestricted appraised market value for the project. The minimum loan amount is $100,000. Non Profit Owners: Construction and construction/permanent loans with annual interest rates of no less than 1%. Maximum loan term is 30 years. Maximum loan amount is $2 million in non-rural counties or $2.8 million in rural counties, not to exceed 90% of unrestricted appraised market value for the project. The minimum loan amount is $100,000. CHDO Fifteen percent (15%) of the State's total FFY 2002 HOME allocations will be set aside for projects owned by non-profits that are prequalified by DCA as CHDO's. All or part of the CHDO set-aside will be met with funding through these programs.

Criteria for Eligibility: For-Profit and Non-Profit sponsors/developers who have not been in default or out of compliance with any DCA administered program within the twelve month period prior to application date.

Applications are accepted during the announced application cycle. Applications are competitively scored and ranked in accordance with DCA's Qualified Allocation Plan Scoring Criteria. Selected developments are evaluated by DCA's Project Review Loan Committee and approved by the Commissioner based on financial feasibility and need for subsidized "gap" financing.

HOPE awards may be used to pay tuition, mandatory fees and a book allowance at public colleges or universities, and technical colleges. HOPE for Diploma/Certificate-Seeking Students at Georgia Public Institutions: Students attending a public technical college, college or university may earn two certificates or diploma programs regardless of year of high school graduation or grade average. HOPE for Degree-Seeking Students at Georgia Private Colleges and Universities: Be a 1996 or later high school graduate. Must have completed high school with at least a "B" average. Housing Opportunities for People With AIDS Program (HOPWA)

Type of Assistance:

To provide housing and supportive services to low income persons with HIV related needs, exclusively in the State's 139 county HUD defined entitled area. This area includes the Counties of Fulton, DeKalb, Cobb, Gwinnett, Barrow, Bartow, Butts, Carroll, Clayton, Coweta, Douglas, Fayette, Forsyth, Henry, Newton, Paulding, Rockdale, Spalding and Walton.

Total Funding Level:

Net federal fiscal year 2002 funds available under the HUD Housing Opportunities for Persons With Aids Program are estimated to be $1,501,560. Additional allocations may be made from funds recaptured from prior year obligations. Funds available may be allocated prior to July 2, 2002, subject to this program description.

Maximum per Applicant: For operations and service activities (other than development) funding is generally less than $225,000 per organization per year. For development activities that include acquisition, new construction and/or rehabilitation, assistance is generally limited to $200,000 per project or organization. Subject to need or availability of funds, limits may be waived at the discretion of the Commissioner of the Department of Community Affairs.

Criteria for Eligibility:

To the extent determined by Housing Trust Fund Commission and DCA, private, nonprofit organizations and local government entities are eligible to apply for funds. Eligible activities are those named in current HUD regulations for the HOPWA program. Activities include, but are not limited to housing, housing or fair housing information, acquisition, rehabilitation, limited new construction, rental assistance (including shared housing), homelessness prevention, supportive services (health, mental health, assessment, drug and alcohol, day care, personal assistance, nutritional services, etc.), general case mgt., housing operating subsidies, and technical assistance. Sponsor administrative costs are limited to 7% of the grant amount. Each activity and its location must be approved by appropriate local government jurisdictions. All activities must be conducted in full compliance with program regulations published at 24 CFR & 574.

Criteria for Selection:

Funding decisions and funding amounts will be based upon the following factors: relative need for activity, the availability of other HOPWA providers within the service area, relative quality of housing or services to be provided, amount of funds requested, value of applicant's contributions (cash and in-kind), number of persons to benefit from activity, standard costs for housing and services, and other Federal or State assistance available to applicant. Development (acquistion, new construction and rehabilitation) funding decisions and funding amounts will be based uopn the following factors: relative need for activity, amount of funds requested, value of applicant's contributions (cash and in-kind), other Federal or State assistance available to applicant, numbers of persons to benefit from activity; and project strategy and fesibility.

Immediate Threat and Danger Grant

Type of Assistance:

A 50 % matching grant program whose primary objective is to fund activities which the State certifies are designed to meet community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community. Local funds must comprise at least 10 % of project costs.

Total Funding Level: $500,000 ($200,000 reserved for "major disaster").
Maximum per Applicant: $50,000 - not to exceed half of total project cost.
Criteria for Eligibility: Eligible applicants are units of general purpose local government, excluding those metropolitan cities, urban counties, and units of government eligible to participate in the urban counties or metropolitan cities program of the U.S. Department of HUD.

Criteria for Selection:

Applications must address an event or situation which has a particular urgency and uniqueness which adversely affects or impacts a community and its citizens and where other financial resources are not available to meet such needs. The event or situation must have a sense of urgency and be of recent origin or have recently become urgent. Recent origin is defined as a condition that developed or became critical within 18 months of application. Ample descriptions of the cause of the threat, and probable ramifications, must be provided.

Job Tax Credit

Program Descriptions

Type of Assistance: A tax credit on Georgia income taxes for eligible businesses that create new jobs in counties or "less-developed" census tract areas.

Total Funding Level: Not applicable

Maximum per Applicant: $750, $1,250, $2,500, or $3,500 tax credit per year for five years for each new full-time job. $3,500 credits are available in the bottom 71 less-developed counties (tier 1) and in lessdeveloped census tract areas. $2,500 credits are available in counties ranked 72-106 (tier 2), $1,250 credits are available in counties ranked 107-141 (tier 3), and $750 credits are available in counties ranked 142-159 (tier 4). Additional credits of $500 per job are available for locating in a joint development authority jurisdiction. Total tax credit is limited to 100% of a business's total tax liability for job creation in tier 1 and tier 2 counties and to 50% of a business's total tax liability for job creation in tier 3 and tier 4 counties each year, but unused credits are carried forward for ten years from the time the jobs are created. Credits may also be used against withholding in tier 1 and less-developed census tract areas.

Criteria for Eligibility:

Generally, only businesses involved in manufacturing, warehousing and distribution, information processing, research and development, and tourism, or the headquarters of any such businesses, are eligible for the credit. In the bottom 40 counties, any type of business may qualify if job creation and other standards are met. A business must increase employment by an average of five (in tier 1 counties), ten (in tier 2 counties), fifteen (in tier 3 counties) or twenty-five (in tier 4 counties) new full-time jobs and maintain them for at least one year to qualify for the credit. Credits are available in years two through six after job creation depending on the number of jobs maintained. The Georgia Department of Community Affairs annually ranks Georgia counties and designates tier 1, tier 2, tier 3 and tier 4 counties. The Department also periodically ranks and designates less-developed census tract areas. For businesses creating jobs in less-developed census tract areas, 30% of new fulltime jobs must be held by residents of less-developed census tracts areas or tier 1 counties.

Local Development Fund

Type of Assistance:

Matching grants to fund community improvement activities of local governments in Georgia. Examples of the types of activities that could be funded include: downtown development projects, public parking facilities, historic preservation projects, tourism and related marketing activities, recreation improvements, community facilities (such as museums, community centers, etc), limited solid waste activities (such as recycling and multi-county planning), activities implementing approved comprehensive plans, and historic preservation improvements to historic public buildings such as courthouses and city halls. Ineligible grant activities are general improvements or renovations to nonhistoric public buildings, or water and sewer activities.

Total Funding Level: Approximately $620,000.
Maximum per Applicant: $10,000 - for single community projects / $20,000 for multi-community projects.
Criteria for Eligibility: All Georgia cities and counties are eligible to apply, provided:
* The Commissioner of the Department of Community Affairs has certified them as a "qualified local government", and they have met all DCA reporting requirements.
* They are eligible to receive solid waste grants, loans and permits as outlined in the Comprehensive Solid Waste Management Act of 1990, if applying for solid waste related activities.
* They can demonstrate to the Department of Community Affairs that they: (a) have a broadbased local leadership; and (b) have developed a reasonable community planning and development strategy.
* They can commit local funds as a "match" for the Local Development Fund grant. A local cash or in-kind match no less than dollar for dollar of the grant amount is required.

Criteria for Selection: The applications will be reviewed based on the following criteria:
* Feasibility (to include such factors as reasonableness of budgets and timetables, adequate consideration of all the factors necessary for implementation, commitment from other funding sources, etc.).
* Impact of the project on the community and need of the community.
* Strategy (to include assessment of the soundness of the strategy outlined in the application, extent of local commitment, and a determination of how well the project supports the community's plan).

Organizations eligible to apply must be incorporated in the State of Georgia and must be classified by the Internal Revenue Service under Section 501(c)(3) of the IRS Code as nonprofit, tax-exempt organizations to which donations are deductible as charitable contributions under Section 170(c)(2). Examples of organizations served by the GCA include: community arts councils, municipal arts agencies, and organizations for the literary, performing and visual arts. The GCA also provides support for arts projects sponsored by science and history museums, cultural support and presenter groups, public libraries, parks/recreation departments, and school systems. Professional advisory panels review organizational grant applications based on several criteria, including history of organization; ability to implement project; quality of project; and broad-based community support. The panel's recommendations and rankings are made to the Council Board which must approve all grants awarded.

Only those applications that meet threshold requirements and are economically feasible in the proposed market area will be cosidered for financing.

Regional Economic Assistance Projects (REAP)

Type of Assistance:

The purpose of Regional Economic Assistance Projects (REAP) is to provide a mechanism for local and state governments and the private sector to cooperate on large-scale tourismrelated projects with multiple uses that will create jobs and enhance the local tax base. Regional Economic Assistance Projects will assist in producing growth and development, particularly in rural areas, resulting in additional local tax revenue and providing high-caliber employment opportunities in the tourism and hospitality industries. Additional benefits include sound project development, consistent governmental review and approval, responsible project implementation, and project monitoring and reporting. Upon meeting the requirements of the statute and these Rules, including local government endorsement and certification by the Georgia Department of Community Affairs, a developer of a certified REAP project may apply to the Georgia Department of Revenue for a state license for the sale of malt beverages, wine, or distilled spirits by the drink for consumption on the premises only.

Eligible applicants for REAP designation are developers of projects as those terms are defined in sections 110-20-1-.02(5) and (9) of the REAP Rules. In order to receive REAP certification, a project, in combination with any adjacent facility included by a reciprocal use agreement, must (a) be not less than 250 acres in size, (b) where required, have zoning which is appropriate to the planned uses and plans which are consistent with other land use regulations, and (c) provide for at least three of the five following criteria: (I) one or more regulation 18-hole golf courses, with a clubhouse providing food service, (II) a full-service restaurant with minimum seating for 75 or more persons, (III) at least 100 residential units, (IV) at least 200 rooms for overnight stays, or (V) conference facilities with capacity for 250 participants. A project that does not include an adjacent facility subject to a reciprocal use agreement need only meet two of the five criteria listed above in (c).

Rural Rental Housing Development Fund

Have a local Emergency Management program established by law; operate under an approved personnel merit system; have a local Emergency Operations Plan that conforms to state requirements; have a state approved Statement of Work; conduct periodic training and exercising of plans; and comply with other requirements set forth by GEMA.

Criteria for Selection: Funding priority is given to jurisdictions: * with a substantiated record of accomplishment in Emergency Management; * most vulnerable to disaster emergency situations; * expected to provide reception areas and shelters; and * meeting GEMA's recommended standards for staffing and other capabilities.

Criteria for Selection: Previous year's traffic crash data is used to establish relative statewide ranking of each county and city. Grants are awarded to local applicant with highest ranking (degree of severity).

Stop Violence Against Women Act Grant Program

Workforce Investment Act (WIA)

Type of Assistance:

This program was formerly known as the Georiga Job Training Partnership Act. The Workforce Investment Act (WIA) was signed into law in August 1998 and went into effect July 1, 2000. The Workforce Investment Act will involve a new approach to delivering employment and training services throughout Georgia. The Workforce Investment Act Funds programs administered by designated local agencies to prepare economically disadvantaged youth and adults for unsubsidized jobs. Some funds are also available for workers dislocated from their jobs due to plant closures and mass layoffs.

Total Funding Level: Approximately $64 million annually. Maximum per Applicant: Funding is provided through grants to designated local agencies to administer program.
Criteria for Eligibility: Services must be provided to economically disadvantaged individuals or to dislocated workers.
