Fifty -Second Annual Report
Year Ending December 31, 1971
DEPARTMENT ESTABLISHED An Act to create the Department of Banking of the State of Georgia, to provide for the incorporation and regulation of banks and penalties for violations of the Law, defining duties of the Superintendent of Banks, and for other purposes, was enacted by the Legislature in 1919, approved by the Governor August 16, 1919, and effective January 1, 1920. This Act has been amended from time to time, through the sessions of the General Assembly, all of which amendments are contained in the Banking Act published by the Department of Banking.

SUMMARY OF CONDITION AND STRUCTURAL CHANGES IN STATE BANKS AND CREDIT UNIONS IN 1971
The financial and statistical information contained in this report has been compiled from the annual reports of condition submitted by the 373 State chartered and certificated banks, 143 Credit Unions and 9 licensed money order companies operating in this State, and other statistical information made available through examinations and investigations of banks and other financial institutions under the supervision of the Department of Banking. The purpose of this report is to provide factual and statistical information that might prove useful to the banking industry, and may be used by other individuals and financial institutions who might be engaged in economic studies and might otherwise be interested.
Banking Division
The year-end call reports reflect an unprecedented growth for State chartered and certificated banks. Total assets for the 373 State banks amounted to $4,949,298,443, reflecting an increase of $766,743,240 or 18.5%. Total cash and due from banks amounted to $635,224,041 or 12.8% of total assets and investments in securities of $1,226,439,046 amounted to 25.1% of total assets. Loans and Discounts aggregated $2,892,571,498 or 58.2% of total assets, while investments in Fixed and Other Assets totaled $195,063,858 or 3.9% of total assets.
Deposits totaling $4, 172,611,716 reflected an increase of 17.5% over the previous year. Total capital funds for all banks reached $416,997,490 or 8.4% of total assets. Common capital represented 2.4% of total assets, showing a slight increase while the ratio of total capital funds to risk assets declined to 10.9%. Capital funds to total deposits amounted to 9.9% at year end.
County-wide Branch Banking was allowed in Georgia for the first time effective January 1, 1971, and as a direct result of this act, 61 bank offices or facilities were opened for business during 1971 while an additional41 offices were approved, but had not yet opened at December 31. Seven charters were dissolved or surrendered through merger under the new branching law with four being mergers into other state banks and
three into national banks. Charters for four new banks were approved during the year and five certificated banks converted to chartered status. There remain only 10 regulated certificated banks in Georgia and five of that number have been granted deposit insurance coverage by the Federal Deposit Insurance Corporation.
Credit Union Division
Credit Unions have experienced the largest growth in their history. Consolidated financial and statistical reports of one hundred forty-three Credit Unions reflect an increase in assets of $31,684,038 representing approximately 22%. Loans increased $17,937,081, or 14.89%, while deposits increased $29,810,361 or 22.26%. In addition to loans made to the members representing approximately 78% of total assets, Credit Union investments in time certificates of deposits, savings certificates, U.S. Government obligations and other authorized and approved securities amount to approximately 17% of assets. The net operating income for 1971 is $10,258,076, of which 60.59% or $8,740,630 was distributed to the members in the form of dividends and interest on shares and deposits.
Eighteen Credit Unions have now been insured through the National Credit Union Administration, an agency of the Federal government. Through this program, deposits of the members are insured up to $20,000. Applications of eight other Credit Unions are pending. In addition, several other Credit Unions have indicated that they are preparing applications to be submitted soon.
Sale of Checks Act
The Georgia Sale of Checks Act enacted in 1965 provides for the regulation and licensing of the business of selling or issuing checks, money orders, other payment instruments or similar payment papers. Nine companies with a total of 1973 Agents throughout the State have been licensed to do business under the Act for the year 1972. These companies have provided surety bonds to the State in accordance with the provisions of the Act and have satisfied the Superintendent of Banks as to their financial responsibility.
