Four years of record student enrollment growth within the University System of Georgia have resulted in the state's 34 public colleges and universities achieving near full capacity with many more students on the way. As of fall 2003, enrollment in the USG had reached 247,050 students, with an additional 200,000 students projected to arrive by 2020.
A 2003 study conducted for the Board of Regents by Sasaki Associates, a planning firm that specializes in higher education campus planning, indicates that the University System will need to construct 20 million gross square feet of new space by 2015 to accommodate these new students. In addition, another 28 million gross square feet of USG space will need significant renovations or replacement by 2105. The University System currently has 67 million square feet of space in more than 3,000 buildings, representing more than half of the state's real estate space.
The Board of Regents has a proven and successful model to identify and priortize the facilities needed to meet enrollment growth. Adopted in 1997, this process centers on ten facilities-planning principles that are used by USG institutions, the University System Office and the Board of Regents to identify and rank order capital projects for state funding.
Underlying the annual review and revision of the Regents' Major Capital Priority List, these principles place primary emphasis on the instructional needs of the campuses. In identifying needed facilities, campus and University System planners consider current and future needs, demographic growth trends, workforce needs, and how possible new facilities will be inte-
grated into the institution's campus master plan as presented to the Board of Regents.
The result is a data-driven process that looks carefully at the long-term needs of each institution, and weighs the needs of each campus relative to the other USG institutions. Consequently, the Governor and General Assembly know that the Regents Major Capital Priority List reflects an established, accepted and clear reflection of the USG's highest priorities for new facilities.
Over the past two legislative sessions, significant progress has been made towards meeting the University System's facilities needs, thanks to the strong support of Governor Sonny Perdue and the Georgia General Assembly. Our funding partners understand the tremendous demand being placed on the USG's facilities and have made wise decisions that benefit students today and in the future.
The following is a recap of the University System's major capital projects and minor projects (projects of $5 million and less) funded during the 2003 and 2004 legislative sessions, including a current progress report on the status of these construction projects.

Abraham Baldwin Agricultural College
Nursing Education Building

Description: Minors project This project will construct a 29,000 gross square foot instructional building to provide classrooms and skill labs for the nursing program. Existing inadequate buildings will be demolished as part of the project. Total project cost includes an additional $1,000,000 in non-state funds.
Project status: Construction underway. Completion scheduled for April 2006.
Armstrong Atlantic State University
Lane Library Project
$5,000,000 2003
Description: Minors project This project provides for the renovation of 50,000 gross square feet to include the upgrade of major systems, to expand technology infrastructure and to provide for general architectural and space modifications. It will address a number of building code, environmental, and energy issues. The construction schedule was coordinated to minimize library down time.
Project status: Design complete. Construction to begin March, 2005.
Augusta State University Sewer infrastructure
$4,400,000 2004
Description: Minors project This project replaces and upgrades the existing 60-year-old, undersized sanitary and storm sewer systems to eliminate localized flooding and convey storm water into the local storm sewer system. The project includes the construction of an additional underground storm detention system, re-grading to mitigate drainage problems and repair of roadways affected by the project.
Project status: Design complete. Awaiting sale of FY 2005 Bonds for construction.
Bainbridge College Classroom Building
$1,035,000 2004
Description: Minors project This project will add approximately 5,000 gross square feet to an existing building to provide classrooms and offices to support arts and science, allied health, technical studies and learning support classes.
Project status: Design underway. Construction to begin December 2004.

Description: Minors project This project will address existing building code issues. The project includes replacement classroom and office space and will house the School of Business. The project also will provide ADA parking and site work to eliminate flooding from storm water runoff.

Coastal Georgia Community College
Classroom/PE Building
$4,790,000 2004
Description: Minors project This renovation project addresses building code issues. It includes classrooms, offices, a large multi-purpose room, a natatorium and support spaces and includes replacement of a 36-year-old HVAC system.
Project status: Design underway. Construction to begin January 2005.
Coastal Georgia Community College
Camden Center Equipment

Description: loose equipment project This project will provide much needed Science equipment for the recently completed Camden Center.
Project status: Project complete. Loose Equipment is installed.
Columbus State University Student Success
Leadership Center
$4,500,000 2004
Description: Minors project This project includes infrastructure improvements to support the existing campus with upgraded HVAC, building code and ADA improvements in four buildings. A 30,000 gross square feet new building will add dry labs, study rooms, seminar rooms and offices and will consolidate student services in one location. The total project cost includes an additional $2 million in non-state funds.

Description: Minors project This project will provide 28,000 gross square feet of new space including classrooms, wet and dry labs, offices, and a 150-seat auditorium. The total project budget includes an additional $1,350,000 in non-state funds.

Darton College Academic Services Building

Description: Minors project This new construction will create an academic and services facility with 30,000 gross square feet of space for computer information system services, student support services and administrative offices.
Project status: Design complete. Construction to begin November 2004.
East Georgia College Student Center
$4,850,00 2004
Description: Minors project This project will renovate 10,000 gross square feet of the Student Center building and add 25,000 gross square feet. It includes classrooms, computer labs, offices and a large meeting room.
Project status: Design underway. Awaiting sale of FY 2005 Bonds for construction.
Floyd College Facilities infrastructure
$3,950,000 2004
Description: Minors project This project improves and replaces antiquated systems at historic Heritage Hall. It includes the rehabilitation of HVAC and electrical systems, the addition of a fire sprinkler protection system and the relocation of overhead power lines at the Bartow Center.
Project status: Awaiting sale of FY 2005 Bonds for design.
Gainesville College HVAC replacement

Description: Minors project This project improves and replaces obsolete HVAC systems and addresses building code issues in five circa1968 buildings.
Project status: Design near completion. Construction to begin November 2004.

Nanotechnology Building
$2,000,000 2004
Description: Major capital project design funds only. This interdisciplinary research facility will include a state-of-the-art clean room laboratory to support nanotechnology development and other teaching and research programs. A regional facility, this will be a collaborative resource available to other USG research universities as well as universities around the southeast. The total project cost includes an additional $35 million in non-state funds.
Project status: Design underway.
Georgia Perimeter College Student Center

Description: Major capital project includes payback component. This project provides for a new student support/services facility to accommodate previous enrollment growth and to meet the needs of students on a commuter campus. The new facility will continue to be used by students from both Georgia Perimeter College and DeKalb Technical College.
Project status: Design complete. Construction to begin December 2004.
Georgia Perimeter College Electrical systems upgrades

Description: Minors project This project will replace a 40-year-old campus electrical distribution system, as well as provide grounding systems and surge protection.
Project status: Design-Build selection underway. Construction to begin January 2005.
Georgia Southern University
Henderson Library
$20,495,000 2003
Description: Major capital project This project provides for a major library addition, renovation and upgrade to accommodate technology and enrollment growth. This facility will serve the University and the public as an access point to traditional resources as well as on line information through GALILEO. The project includes a portion of a centralized chiller plant for a more efficient campus chilled water loop system.
Project status: Construction underway. Completion scheduled for December 2007.

Georgia Southwestern State University Wheatley Administration Bldg. $4,635,000 2004
Description: Minors project This rehabilitation project will repair the circa1918 building's historically significant domed roof, replace a 35-year-old HVAC system and address building code issues.
Project status: Design complete. Construction to begin December 2004.
Georgia State University School of Art and Design

Description: Minors project This project upgrades mechanical systems and will remediate a number of building code issues in the Art & Humanities Building. The project also renovates and reconfigures 11,600 gross square feet of drawing and painting studios.
Project status: Design complete. Construction to begin January 2005.
Georgia State University Infrastructure improvements

Description: Minors project campus wide infrastructure improvements. This project includes elevator upgrades, roof replacements, waterproofing and HVAC improvements to 12 buildings acquired from other sources and renovated to meet University needs and standards.
Project status: Design near completion. Construction to begin March 2005.
Kennesaw State University English Classroom & Office Bldg. $4,950,000 2003
Description: Minors project This project provides a 26,170 gross square foot addition and a 36,000 gross square foot renovation to consolidate the Department of English. New space added includes 8 classrooms, 2 lecture halls, 40 offices and support space.
Project status: Construction completed.

Kennesaw State University Social Sciences Building

Description: Major capital project This new facility will address an acute space deficit at KSU. The project will accommodate the School of Social Sciences, consolidating their programs on campus. Once complete, KSU will be able to vacate leased space.

Macon State College Library/Learning Resource Center$5,000,000 2004
Description: Minors project This project will renovate the first floor of the Library to create a Learning Resource Center, technology labs and a campus computer network hub. This project addresses building code issues as well as SACS accreditation issues.

Medical College of Georgia Biotech and
Cancer Research Center

Description: Special project This is a public-private partnership with $39 million in non-state funds provided. The facility will include 166,000 gross square feet of research/laboratory space.
Project status Construction underway. Completion scheduled for March 2006.
Medical College of Georgia Boiler Plant

Description: Minors project replacement and upgrade of boiler plant.
Project status: Construction underway. Completion scheduled for April 2005.
Middle Georgia College Campus Loop
$16,325,000 2004
Description: Major capital project This project replaces aging and deteriorating utility infrastructure with energy efficient and cost effective new campus systems. The project includes the installation of an underground 12KV primary electrical system, security lighting, and an energy management system as well as a central heating/cooling plant and four pipe loop distribution system.
Project status: Design complete. Construction to begin January 2005.

Description: Minors project This is a renovation of a circa1970 science building and includes classrooms, labs, seminar rooms and offices. The project addresses building code and ADA compliance issues and includes replacement of the original HVAC system.
Project status: Design underway. Construction to begin March 2005.
Southern Polytechnic State University
Infrastructure/lab retrofit

Description: Minors project This project provides for renovation of 30,000 gross square feet of existing space for engineering technology programs. It also includes a 5,000 gross square foot new structure as well as the associated infrastructure (underground utilities) upgrades. Project includes $2 million in nonstate funding.

Description: Major capital project This project, for the Lamar Dodd School of Art, Phase III of a fourphase complex, will consolidate existing fine arts programs from seven locations. Space vacated upon the project's completion will be allocated to other academic programs to meet enrollment growth demands. The total project cost includes an additional $12 million in non-state funding for an associated addition to the Georgia Museum of Art.
Project status: Design underway. (Site work could begin in December 2004.) Awaiting sale of FY 2005 Bonds for construction.

Description: Special project This project will renovate and upgrade an existing Bio Safety Level 3(indicating a very high level of safety and security requirements within the building) large animal research lab facility. It has approximately 73,000 gross square feet.
