GTA and participating agencies prepare for sourcing procurement
Following Governor Perdue's decision in December 2007 to consolidate and outsource state IT infrastructure services, GTA and participating agencies are now in the initial stages of the procurement process.
GTA and participating agencies are building an extended team to work on procurement activities, including the development of requirements and a Request for Proposal.
Participating agencies will nominate extended team members by January 14. The human resources team will hold its first meeting on January 17. The full extended team will kick-off its work on January 30. The extended team will be on site at GTA beginning February 5.
The following is a representative view of requirements for each agency's team. GTA is meeting with individual agencies to determine each one's exact team mix. Some agencies will have larger teams while others will have smaller teams.
One full-time agency lead Three part-time representatives for technical, financial and contracts data One or more full-time subject matter experts One part-time human resources representative One business/application representative (recommended)
Requirements and RFP development will take place from January through March 2008. The competitive bidding process will take place from April through October 2008, and the transition to external service providers will occur from November 2008 to March 2009.
We expect 5-7 year contracts valued at a total of $1.2-$1.4 billion.
GTA will manage the state's IT infrastructure through the external service providers.
At the same time, GTA is moving forward with its own restructuring. As previously announced, GTA is separating its business operations from its more traditional government operations by creating:
a thin corporate layer responsible for government and agency relationships and reporting
a service delivery function responsible for business operations.
In accordance with its new direction, GTA is eliminating functions and reducing administrative overhead. As a result, a Reduction in Force affecting 46 positions is taking place in Enterprise Technology Planning and areas focused on internal administrative functions. They will not affect technology services to state agencies.
Frequently Asked Questions about the state's technology transformation and sourcing activities are available on GTA's Web site at www.gta.georgia.gov/transformation. There are sets of questions for both participating and nonparticipating agencies.
Agencies may submit additional questions to GAIT2010@gta.ga.gov.
