GTA and participating agencies begin developing GAIT 2010 RFPs

The development of requirements and Requests for Proposals (RFPs) for the Georgia Infrastructure Transformation (GAIT) 2010 Project officially began February 5 when the Extended Core Team reported to work at GTA's Trinity Avenue offices.
The GAIT 2010 Project Team is made up of the Core Team, the Extended Core Team and subject matter experts from all participating agencies.
The Core Team includes GTA staff responsible for coordinating key components of the RFPs and evaluation materials.
The Extended Core Team includes GTA and state agency staff, and they are responsible for developing business requirements, service levels, pricing, billing and human resource plans. Members of the team will also draft evaluation materials and review vendor proposals. Team leads from participating agencies are working full-time on the project and spending three days each week at GTA. They will ensure agency business requirements are addressed in the RFPs.
More than 250 people attended the Project Team's official kick-off meeting January 30.
As previously stated, the procurement process will be intensive and time-consuming. It will require a great deal of dedication and sacrifice from team members and their agencies, and it will likely conflict with other agency projects and priorities. However, the approach we are taking is the same as that used in similar successful projects, and it is the only viable alternative for addressing problems with the state's IT infrastructure services.
To ensure the integrity of the procurement process, the Project Team is entering a "quiet period" as work begins on requirements and RFPs. Members of the Project Team and others were required to sign Non Disclosure Agreements, and they are prohibited from sharing information without specific authorization.
Vendors with questions about the procurement should be referred to GTA's Web site at www.gta.georgia.gov/transformation. Information is being posted as it becomes available. Vendors may also be referred to Mr. Chuck Brooks, GTA Procurement Officer, at Chuck.Brooks@gta.ga.gov.

Procurement Timeline
RFP development - January through March 2008 Competitive bidding - April through October 2008 Transition to external service providers - November 2008 to March 2009
We expect 5-7 year contracts valued at a total of $1.2-$1.4 billion. GTA will manage the state's IT infrastructure through the external service providers.
