GTA conducts solution reviews and agency open mic meetings
The GAIT 2010 RFPs are different from traditional state procurements. They describe the state's IT service needs, but do not set specific technical requirements. Instead, the state is looking for creative solutions and seeking to find out what the marketplace can provide. The state is engaging in discussions with potential service providers during the bidding process. These discussions will be key to a successful outsourcing.
Last week, solution reviews were completed for Managed Network Services. The reviews gave potential service providers the opportunity to ask questions and present a high-level description of their service solutions. Solution reviews for Infrastructure Services will be held next week.
Proposals are due in June: Managed Network Services: June 12 Infrastructure Services: June 26
Looking ahead: Transformation will affect all agencies
The state will purchase IT infrastructure services.
The management of the state's IT infrastructure will change: The Service Management Organization will be responsible for managing service providers Service levels will define provider performance. Governance processes will be well-defined and include agencies.
Processes will change, including procurement, billing and budgeting.
Enterprise agencies are working with GTA to manage the transformation: Governor's Office of Planning and Budget Administrative Services State Personnel Administration
Continuing communication
GTA is completing open mic meetings with each of the 10 agencies with in-scope employees.
Meetings bring affected staff up to date on GAIT 2010 and address employees' questions about retirement, opportunities with the service provider, benefits and compensation. Final employment offers, retirement provisions and the transition process will be determined during evaluation and negotiation.
Response has been positive.
