GTA conducting assessment of state IT services
The Georgia Technology Authority is conducting an assessment of IT infrastructure services to determine whether to continue providing certain IT services directly or outsource them to a commercial provider. The assessment will closely examine data center services, desktop services, telecommunications and support functions. GTA has awarded a contract to TPI of Woodlands, Texas, (www.tpi.net) to assist with the assessment.
Why is GTA conducting the assessment?
GTA's IT operations do not meet industry standards, and GTA lacks processes and automation to operate as effectively as possible. At the same time, GTA's IT infrastructure is aging. About 50 percent of its hardware and software is 610 years old well beyond reasonable and supportable timeframes. Upgrading the infrastructure would require a significant capital expenditure.
GTA is not the only agency facing these challenges. All state agencies are dealing with similar challenges, and the assessment is an opportunity to address them in several agencies at the same time.
A total of 13 agencies are participating in the assessment: Administrative Services, Community Health, Corrections, Driver Services, GBI, GTA, Human Resources, Juvenile Justice, Natural Resources, Office of Planning and Budget, Revenue, State Accounting Office, and Technical and Adult Education.
The assessment will compare IT operations to industry standards. It will examine: service delivery and service level targets business continuity and disaster recovery condition, life cycle, and cost to refresh and maintain IT assets.
The assessment and sourcing recommendations will be completed by January 2008. Possible recommendations include:
retain state service delivery but make improvements outsource services: GTA manages the vendor and the state owns the IT assets outsource services: GTA manages the vendor and the vendor owns the IT assets.
All sourcing decisions and resulting implementations will be made in Georgia's long term best interests and will support Georgia's goal to be the nation's best managed state.
The assessment will also lead to the development of a Service Management Organization (SMO) for GTA. The SMO will manage GTA's vendor relationships and oversee the services they provide.
TPI was selected through competitive bidding. The company is experienced in IT assessments and implementations and advised the State of Texas on its data center consolidation project. TPI will work with GTA through the implementation of assessment recommendations.
