Introduction
This manual explains how to obtain "apportioned" registration for commercial and private vehicles based in the State of Georgia.
Please retain this manual for future reference. The pages may be updated during the year and distributed as supplements. Manuals are published every two years.
Basic information on how to prepare applications is provided, but all situations and questions cannot be covered in the contents of this manual.
If you should require additional information not contained in this manual, please call our automated answering system at (404) 657-41 86.
Applications may not always be completed on the same day due to possible computer problems and heavy workloads. Therefore, we encourage applicants to read and to follow these written instructions in order to speed-up their registration process.
All walk-in applicants should plan to arrive at the IRP office from 8:00 AM - 3:30 PM. However, please understand that personally coming to our office does not guarantee that your registration(s) can be completed that same day.

IMPORTANT TERMS
APPORTIONABLE FEE Any periodic recurring fee required for licensing or registering vehicles, such as, but not limited to, registration fees, license or weight fees.
APPORTIONABLE VEHICLES Any vehicle, less exempted vehicles , which operates or intends to operate in two or more jurisdictions and is used for the transportation of persons for hire or designed, used, or mainta ined primarily for the transportation of property and: 1. Is a power unit having two axles and a gross vehicle weight or registered gross
vehicle weight in excess of26,000 pounds; or 2. Is a power unit having three or more axles, regardless of weight; or 3. Is used in combination when the weight of such combination exceeds 26,000
pounds gross vehicle weight.
Vehicles , or combination thereof, having a gross weight of26,000 ponds or less and two-axle vehicles may be proportionally registered at the option of the registrant.
AXLE An assembly of a vehicle consisting of two or more wheels whose centers are in one horizontal plane by means of which a portion of the weight of a vehicle and its load, if any, is continually transmitted to the roadway. For purposes of registration, an axle is any such assembly whether or not it is load bearing only part of the time. For example, a single unit truck with a steering axle and two axles in a rear-axle assembly is an apportionable vehicle even though one of the rear axles is a so-called "dummy" ,"drag", "tag', or "pusher" type axle.
BASE JURISDICTION The base jurisdiction is a state where mileage is accrued by the fleet, and an established place of business must also be located within the state. An established place of business is construed to mean a physical structure owned , leased or rented by a fleet registrant, the location of which is designated by a street number or road location , and which is open during normal business hours and in which are located:
1. A telephone(s) listed in the name of the fleet registrant. 2. A person(s) conducting the fleet registrant's business. 3. The operational records of the fleet or such records can be made available at the site.
Vehicle owners may meet the base jurisdiction criteria for two or more states simultaneously. If you choose to base any vehicle in an IRP state other than Georgia, contact that state for their rules and procedures.
BASE PLATE The plate issued by the base jurisdiction and the only registration plate issued for the vehicle by a member state.

BOBTAIL Power unit without any trailer.
CAB CARD A registration card issued by the base state for a vehicle of an apportioned fleet which identifies the vehicle, base plate number, registered weight by states and showing the states where the vehicle is properly registered.
CARRIER An individual, partnership, or corporation engaged in the business of transporting goods or persons.
COMBINATION A power unit used in combination with trailers and semi-trailers.
COMBINED GROSS WEIGHT The weight of the power unit and trailer and the maximum load.
COMMERCIAL CARRIER (HAUL FOR HIRE) Any carrier that transports persons or property for hire, compensation, or profit in the furtherance of a commercial enterprise.
CONVERTER GEAR An auxiliary under-carriage assembly with a fifth wheel and tow bar used to convert a semitrailer to a full trailer; sometimes called "auxiliary axle" or "dolly".
CREDENTIALS The cab card and apportioned plate issued for vehicles registered under the International Registration Program.
DEADHEAD To operate a commercial vehicle from one point to another without transporting any type cargo.
FLEET One or more apportionable vehicles which all travel in the same states.
FOR-HIRE-CARRIER Any motor carrier providing vehicles and drivers which are available to the general public to engage in the transportation of passengers or property for compensation.
FULL TRAILER Every vehicle without motive power designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that no part of its weight or that of its load rests upon or is carried by the towing vehicle.
GROSS VEHICLE WEIGHT The weight of the vehicle without load plus the weight of any load thereon.

TRUCK TRACTOR - A motor vehicle designed and used primarily for drawing other vehicles but constructed to carry a load other than part of the vehicle being pulled and its load . CONVERTER GEAR ,- An auxiliary undercarriage assembly with a fifth wheel and tow bar used to convert a semi-trailer to a full trailer (sometimes called a "converter dolly"). DUMP TRUCK - A motor vehicle designed to haul cargo and to self-unload by gravity or mechanical means and to be used to haul feed or other loose materials in bulk. SEMI-TRAILER - A vehicle without motive power designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that some part of its weight and that of its load rests upon or is carried by the towing vehicle. BUS - A motor vehicle designed for carrying 17 or more passengers and used for the transportation of persons for compensation. UNLADEN WEIGHT - The weight of the vehicle excluding the weight of any load. VISTA - Vehicle Information System for Tax Apportionment. This is the computer system currently utilized by the Motor Vehicle Division to register all apportioned vehicles. WEIGHT GROUP - A category of vehicles within the same fleet , operating at different weights from other vehicles within the same fleet. Example: Fleet 003(operating in GA and TN) with six trucks: # 1-#3 operating at 80,000 lbs. (Weight Group 1), and trucks #4 and #5 operating at 52,000 Ibs. (Weight Group 2). Truck #6 is going to operate at split weights (i.e., 80,000 Ibs. in GA and 52,000 lbs. in TN) . Truck #6 would be in Weight Group 3; a hybrid weight group that has two weights.

What is "IRP"?

"IRP" stands for International Registration Plan. The IRP is a special plan for registering vehicles that must travel in two or more member jurisdictions. (A jurisdiction may be a State or a Canadian Province.) The following jurisdictions are current members of the IRP :

All jurisdictions have agreed to allow one jurisdiction to collect the registration fees (apportioned fees) for each jurisdiction at one time. These fees are then divided among the other IRP jurisdictions according to:
~ Percentage of mileage traveled in each jurisdiction; ~ Vehicle identification information; and ~ Maximum weight.
The IRP Plan is specific in requiring all member jurisdictions to comply with the following three basic principles: ~ A single registration plate; ~ A single registration card (cab card); and ~ Allowing registrants to perform both interstate and intrastate vehicle movements.
APPORTIONED REGISTRATION DOES NOT: ~ Waive or exempt a truck operator from obtaining operating authority from any state in
which the apportioned vehicle travels; or ~ Waive or exempt the payment of heavy vehicle use tax or motor fuel taxes in any state; or ~ Permit exceeding the maximum length, width, height or axle limitations; or ~ Permit violation of any "bridge law", oversize permit, proof of ownership, msurance
requirements and Ad Valorem tax requirements in Georgia and other states.
HOW IRP WORKS Under the IRP, the interstate operators are required to file application(s) with the jurisdiction in which they are based. The base jurisdiction, in tum , issues one cab card and one tag for each vehicle . The single apportioned plate and cab card are the only registration credentials required to operate interstate and intrastate in member jurisdictions. The cab card lists the weights for each jurisdiction to which the operator's registration fees have been apportioned.

HOW FEES ARE APPORTIONED

The apportioned tag cost is determined by the number of miles (expressed as a percentage) that are traveled in each jurisdiction, which the registrant is apportioned . An example of registration apportionment follows:

Assume an 80,000 pound registered power unit (Georgia based for hire operator) operates in Georgia , South Carolina, Virginia, and North Carolina. The total annual actual mileage for the power unit was 100,000 miles, with the amount of miles in each state as shown below. Under apportioned registration, the license fees will be computed as follows:

An IRP apportioned plate would be issued upon payment of $902.70 to Georgia. Note the total miles do not determine the fee. The percentage in each state determines the fee. Of the total funds, Georgia would retain $253 .75 and send the remaining money to the other apportioned states.
Any miles traveled in NON-IRP jurisdictions will be considered in-Georgia miles and calculated on the basis of Georgia fees. U.S. jurisdictions that are not members of the IRP are:

WHEN TO APPORTION YOUR VEHICLE
WARNING: IF YOU NEVER GO OUTSIDE GEORGIA IN YOUR TRUCK, DO NOT BUY AN I.RaP. TAG.
FOR FREQUENT TRAVEL OUTSIDE GEORGIA, OPERATING AT A COMBINED GROSS WEIGHT OF 26,001 POUNDS OR MORE:
You should purchase an IRP tag if your truck operates at 26,001 pounds or more, combined gross weight, and if you go outside Georgia more than two or three times per year.
FOR INFREQUENT TRAVEL OUTSIDE GEORGIA, OPERATING AT COMBINED GROSS WEIGHT OF 26,001 POUNDS OR MORE:
You may purchase an IRP tag if your truck operates at 26,001 pounds or more combined gross weight, and if you ONLY go outside Georgia once or twice a year...
...OR...
You may purchase a non-apportioned tag from your county tag office and purchase a trip permit through the wire service if crossing state lines which will authorize you to operate over 26,001 pounds or more.
REMEMBER, A NON-APPORTIONED TAG AUTHORIZING YOU TO OPERATE AT 26,001 POUNDS OR MORE COMBINED GROSS WEIGHT IS NOT LEGAL REGISTRATION OUTSIDE GEORGIA WITHOUT TRIP PERMITS.
FOR TRUCKS TRAVELING OUTSIDE GEORGIA, OPERATING AT LESS THAN 26,000 POUNDS COMBINED GROSS WEIGHT:
If your combined gross weight never exceeds 26,000 pounds and you only have 2 axles on you power unit , you do not need to purchase an IRP tag nor do you have to buy trip permits. You would buy the non-apportioned tag from your county tag office. Your non-apportioned tag is legal outside Georgia as long as your combined gross weight is always 26,000 pounds and under, and as long as the non-apportioned tag does not authorize your truck to operate at 26,001 pounds or more.
NOTE: Any power unit that will travel interstate MAY be apportionally registered at.the option of the registrant. Registrants often register their vehicles that do not require IRP apportioned registration because:
* The combined gross weight of their vehicle(s) or combination is close to 26,000 pounds, and
registering helps to avoid confusion and difficulties that may occur in some jurisdictions.
* The registrant plans to travel in certain Western states whose state registration requirements
can be satisfied by IRP registration.

RECAP: Individuals will need to apportionally register their truck if it will travel in two or more jurisdictions and:
* Is a power unit having a combined gross weight of 26,00 1 pounds or more; or * Is a power unit having three or more axles regardless of weight; or * Is a power unit that is used to pull another unit and the weight of such combination
exceeds 26,000 pounds. EXEMPT VEHICLES The Plan specifically exempts the following Georgia vehicles from IRP registration, however, a regular Georgia plate must be obtained and displayed:
1. Government owned vehicles. 2. City pick-up and delivery vehicles. 3. Buses used for chartered parties . (Note: A registrant may want to register its chartered
parties' bus(e's) if they plan to travel into any of the Western states. This is due to some Western states "non-IRP" Registration requirements. 4. Recreational vehicles (defined as a vehicle used for personal pleasure travel by an individual or his family). 5. Vehicles operating entirely within the State of Georgia and any vehicle or combination with a gross weight less than 26,000 pounds.

NEW REGISTRATIONS
REQUIREMENTS FOR FIRST-TIME REGISTRANTS
1. You must complete Schedules A and B (IRP applications). Directions are on the backs of the forms.
2. Submit the Schedule A and B along with any supporting docum ents that may apply to you.
To find out what supporting documen t (s) is required for your individual application, you must read the section , SUPPORTING DOCUMENTS.
If you are registering more than one truck, you must read the section, FIRST TIME REGISTRANTS APPLYING FOR MORE THAN ONE TAG: FLEETS AND WEIGHT GROUPS.
To purchase an IRP tag, Georgia residents and Georgia companies must have an established place of business located in Georgia where mileage records are maintained.
ADDRESS WARNING:
You will be required to provide a business and mailing address on your Schedule A. The addresses can be different addresses or they may be the same . However, the business address MUST be an existing physical address with a mailbox. Georgia law requires that ALL vehicle tags be mailed to a physical address with a mailbo x.
All other correspondence will be mailed to the mailing address. The mailing address can be anywhere outside Georgia and can be a post office box.
IRP TAGS ARE NEVER MAILED TO THE MAILING ADDRESS
******WARNING******
The person whose name appears as the REGISTRANT owns the tag, regardless of who pays for the tag. Tags cannot be transferred between the buyer and the seller.
3. Your Schedule(s) A and B can be faxed with your supporting document(s). A fax cover sheet is optional. See the section SUPPORTING DOCUMENTS to know which supporting document(s) apply to you.
4. The IRP office will fax you a temporary permit in twenty-four to forty-eight hours, under normal conditions. A heavy work- load can result in a longer delay. A temporary permit can be issued the same day if you come in person to the IRP office with your support ing documents.

5. The IRP office will mail an invoice for your tag within a week . If you do not receive the invoice within ten days, it is your responsibility to call the IRP office and have a duplicate invoice mailed to you. You will be liable for the $50.00 late fee if you pay later than 30 days from the date of invoice.
6. You must pay your invoice within thirty (30) days from the invoice date to avoid a late payment penalty. Attach cashiers' check(s) or money order(s), along with paid or exempt ad valorem tax receipt for each vehicle to your invoice. If you have any questions regarding ad valorem taxes or deadlines, please call your local county tag office.
If you omit your paid or exempt ad valorem tax receipt, it will result in a delay of the I ssuance of your tag.
The IRP office only accepts cashiers checks and money orders for payment. Cash will be
accepted on a walk-in basis.
FIRST TIME REGISTRANTS APPLYING FOR MORE THAN ONE TAG: Fleets and Weight Groups
If you are ordering tags for more than one truck , you must group your trucks into fleets according to the states in which they will travel. A fleet is a geographical zone . You may subdivide each fleet into more than one weight group if necessary.
If you are registering your trucks for the same states , you should put them in the same fleet.
If the trucks within a fleet are registered at different weights, show the different weights by using Schedule A to form additional weight groups within the fleet.
If the trucks will be registered at the same weight and for the same states use one Schedule A. You may use additional Schedules A's for overflow if you register more than six vehicles.
Use one Schedule B per fleet to list your mileage; you will estimate your mileage, using the Estimated Mileage Chart listed in this manual. Warning: Do not continue to use estimated mileage on future applications. You will need to place actual mileage on future renewal forms. See Mileage Records.
REMEMBER:
If your trucks will NOT be registered for the same states , you will have more than one fleet. A fleet is defined by the states , not the weight or type of equipment. For example you have one truck which you will operate in four states , and one truck which will operate in forty-eight states , then you must create two different fleets: You should use a Schedule A for each fleet. YOU MUST ALSO CREATE A DIFF ERENT FLEET FOR EACH DIFFERENT TYPE OF OPERATION.

APPLICATIONS & FORMS

COMPLETION OF APPLICATIONS
It is the applicant's responsibility to properly complete all forms necessary to register vehicles under apportioned registration agreements. If required information is missing from submitted applications, the applications will be returned.

Applications will not be considered as received until completed; this includes payment of unpaid prior year invoices. For example: You submit a renewal application February 4th (which is due not later than February 15) that required correction. You return your application March 1st. There would be a registration penalty of 10% of the total bill. If renewal is submitted after May 2nd , a late filing fee equal to 25% of the Georgia fees will also be assessed.

Applicants' mileage schedules should be historically accurate or otherwise represent best estimates, therefore, NO NEW MILEAGE FIGURES WILL BE ACCEPTED AS A MEANS TO ADJUST INVOICE COSTS.

All IRP applications will be processed through the Motor Vehicle Division, International Registration (IRP) Section in Atlanta. Applications will not be accepted by the County Offices.

NOTE:

Merely filing an IRP application does not constitute authorization to operate an apportioned vehicle. It is necessary for the applicant to secure either permanent or temporary authorization before operating any vehicle. Authorization must be carried in the vehicle.

APPLICATIONS AND FORMS

Forms are available at the Georgia Department of Revenue, Motor Vehicle Division in Atlanta and can easily be obtained by calling (404) 657-4186. Also, blank forms A, Band C may be copied from Appendix B of this manual. To avoid the return of your application, be sure all requested information is complete on each form. (See sample completed forms included in Appendix B.)

**THERE IS NO IRP REGISTRAnON AT THE COUNTY LEVEL I GEORGIA**

Due to the workload in processing applications, license plates and cab cards cannot be issued over the counter; walk-in applications will be accepted and questions answered. Temporary vehicle registration (TVR) can be issued over the counter for a maximum often vehicles.

RENEWALS
ALL GEORGIA APPORTIONED LICENSE PLATES EXPIRE AFTER NOVEMBER 30TH OF EACH YEAR.
ALL GEORGIA APPORTIONED LICENSE PLATES MUST BE RENEWED BY FEBRUARY 15TH OF EACH YEAR TO AVOID A 10% LATE PENALTY. AN ADDITIONAL 25% LATE FILING FEE WILL BE ADDED IF RENEWAL IS RECEIVED AFTER MAY 2ND.
CURRENT YEAR GEORGIA APPORTIONED LICENSE PLATES MUST BE DISPLAYED BY 12:01 A.M., MAY 2ND.
The license (tag renewal) period in Georgia starts on December 1st and ends February 15th of each calendar year. To be sure that you will receive your new tag(s) and cab card(s) by the above deadline of May 2nd, we must receive your applications for registration between December Ist and February 15th. Your payment must be received no later than 30 days from the invoice date or by March 15th which ever is later or a $50.00 per vehicle late payment penalty will be assessed.
RENEWAL OR "GRACE PERIOD"
The period of time from December 1st - May 1st is called the tag renewal period or "Grace Period." The Grace Period has been provided to assist carriers during the renewal process and allow time for the processing of the renewal application. This Grace Period is not to be considered a cost free period. If you are using last year's plate and are running during the Grace Period, you are obligated to pay for the entire registration year.
The 10% late penalty for filing a renewal after February 15 and the 25% late filing fee for filing a renewal after the end of the "Grace Period", (April 30), may not be avoided if a vehicle listed on a renewal is renewed later that year. Registration fees for 12 months will also be assessed on such late registrations. These late charges apply even if the vehicle was deleted when the renewal was filed or if it is claimed that the vehicle has been out of service.
RENEWAL STEPS
NOTE: FAXED IRP RENEWAL APPLICATIONS WILL NOT BE ACCEPTED.
1. You should receive your computer generated renewal packet from our office by mail not later than December 1st. This packet will contain:
A. Fleet information (name , address , type operation, account no., etc.) B. Vehicle information (fleet no., make, year, Owner Equipment Number,
VIN, etc.) C. Weight Schedule (IRP jurisdictions & weight limits.) D. Blank mileage form for each fleet.

2. Open the registration packet.
A. Read any notices that may be included
B. Complete and Update the Computer Generated Renewal
(I). Complete a Schedule A if the computer printout does not include vehicles that you wish to register. Do not send Schedule A if your vehicle(s) exist on the computer printout. Use the correct codes to add/delete/transfer vehicles or you could be charged. (2). Include all mileage period information, (3). Make corrections on the computer printout (delete vehicles, address, telephone no., etc.)
CHANGING THE STATES ON A FLEET: On a renewal, you can change the states on an existing fleet easily by prorating only for the states you wish to have for that fleet in the upcoming year. This is done by writing a "Y" - for yes - in the prorate column on the mileage schedule ONLY FOR THE STATES YOU DO WISH TO REGISTER. Place "N" for the states you do not wish to register, but you must still include the miles.
MOVING VEHILES FROM ONE FLEET TO ANOTHER FLEET: On a renewal, if you have more than one fleet, you can move a vehicle or vehicles from one fleet to another easily. After renewal, moving vehicles from fleet to fleet can be expensive. But on the renewal, this is done as follows: for the vehicle you wish to move, write a "T" for transfer in the transaction column of the vehicle information line. This will take the vehicle out of the fleet. To put it in a different fleet, write the entire vehicle description line for that vehicle or vehicles on the appropriate fleet and weight group page. Or if you prefer, you may write the same information on a Schedule C, showing the new fleet number on the vehicle line.
CREATING A NEW FLEET: If you have more than one vehicle, you can create a new fleet if you wish to register it for more states or fewer states than what you already have set up for your other vehicle or vehicles. You must create a new fleet if you wish to register an additional truck at a different type of operation. To create a new fleet, complete a Schedule A and Schedule B and indicate "original" for type of application, and assign a new fleet number to it.
CHANGING THE WEIGHT ON AN EXISTING WEIGHT GROUP: You can change the weight on an existing weight group by drawing lines through the weight printed on the renewal and writing in the new weight.
CREATING A NEW WEIGHT GROUP: If you have more than one truck in a fleet, and if you wish to register a truck at a weight different from any of your existing weight groups, you can create a new weight group within your fleet. Simply complete a Schedule A. Indicate the correct fleet number on the form "A". Write a new weight group number at question number 8. Write the new weight in each one of the state's blocks that you have already set up for this fleet.

3. Mail the completed renewals to the IRP office in Atlanta. You must submit proof of payment of Federal Heavy Vehicle Use Taxes with the completed application. (See page 13 for more information.)
4. After the application is processed, you will receive 2 copies of an invoice for payment of your registration(s). You will need to send to the Georgia IRP office using the pink envelope enclosed: A. One copy of the invoice you received . B. Payment (cashier's check or money order only.) C. Copy of Ad Valorem Receipt (if not previously submitted with your application) that you received when you paid these taxes in your county. D. Ifpayment is not received within 30 days of the invoice date or March 15 whichever is later, a $50 .00 per vehicle late penalty fee will be assessed.
5. WARNING: Your application or invoice will be returned as incomplete when : Application-
* Proof of Payment of Federal Heavy Vehicle Use Tax is missing. * An added vehicle is missing a GA title number or a copy of a validated
Georgia Title application. IRP Invoice-

6. All tags and cab cards will be shipped to you at your business address (you must be able to receive mail at this address) after all registration requirements have been met.

ENFORCEMENT
1. IRP credentials (apportioned license plate and cab card) must be displayed on the vehicle by 12:01 AM, May 2nd. The cab card serves as your registration document. IRP registrations are renewed each year -=- this includes permanent trailer tags.
2. Georgia apportioned vehicles not displaying the current license plate and cab card, a valid trip permit, or temporary vehicle registration, will be in violation and the driver subject to penalties and fines in all states traveled. The unauthori zed duplication of temporary vehicle registration is a penalty offense and registrant's accounts will automatically be suspended. Other jurisdictions will be informed of this suspension to include VINs of the registrant's vehicles.
NOTE: Georgia will not issue temporary registrations for renewal applications.
3. Enforcement personnel look to the ORIGINAL cab card for proof that vehicles are properly registered and registration fees have been paid to the base jurisdiction and other jurisdictions listed. This cab card should be carried in the vehicle described on the card and must not be mutilated or altered in any way.
4. The original cab card must be carried in the vehicle. A duplicate coPy or a photocopy is not acceptable.
5. Supporting mileage records and other operational records must be maintained and presented to State Auditors upon request. (See page 20 and 21 for information on audits and mileage record keeping requirements.)

NOTE:

Enforcement personnel will be noting the Vehicle Identification Number (VIN) on the vehicle itself and on the cab card. Exercise extreme care in correctly writing this number on your application for IRP registration (Schedule A).

TRANSFERS IRP plates may be transferred from a deleted vehicle to another vehicle, pro viding it is of the same or heavier weight class registered in the same name and fleet. When transferring a plate from one unit to another, the old cab card must be returned to the State and a transfer fee of $5.00 plus any weight increase fees must be paid . Not every IRP State allows for the transfer of registration fees, therefore, you may be charged a full registration fee for those states.

RETIRED VEHICLES When a vehicle is retire d from service, the issued IRP plate belongs to the registrant and need not be returned to the state. The plate can be used later during the registration year if the registrant obtains a replacement vehicle and the vehicle is properly registered in the IRP and a cab card is issued. Plates cannot be switched between different owners or registrants.

ADDED VEHICLES Vehicles added to an apportioned fleet must have a Georgia title (or evidence that a Georgia title has been applied for) or an out-of-state title, insurance, and evidence of payment of applicable taxes. If documentation is not available, apportioned registration cannot be issued.

REPLACE A LOST OR STOLEN LICENSE PLATE To replace a lost, destroyed or stolen IRP license plate , the following must be submitted:
1. A copy of a police report. 2. Application for Replacement Plate (Form T-14 1) 3. Copy of IRP cab card issued for the missing license plate 4. Check or money order for $8.00 per replacement
REPLACE A LOST OR STOLEN CAB CARD To replace a lost, destroyed, mutilate d or stolen IRP cab card, the following must be submitted:

CREDITS
1. Georgia credit is given if an applicant is deleting a vehicle from an existing fleet and is adding a comparable or larger vehicle to the same fleet (when submitte d at the same time on the same registration change request). Georgia credit is also given when transferring vehicles between different fleets. Howe ver, states that do not provide these type credits will charge the applicant fees as though it were an additional vehicle to their fleet.
2. Quarterly prorate credit will be given for: (a) the paid portion of the Georgia lower weight class if registered weight is increased during the year, and (b) upgrading registration from "Private" to "For Hire" type operation.

SUPPORTING DOCUMENTS

Usually, new accounts with newly purchased vehicles only have two supporting documents: the validated Georgia Title Application and proof of liability insurance. These are to be attached to the Schedule A and Schedule B.

However, there are other cases where one or more of the following documents may be required.

If any of the following documents or combination of documents applies to your individual tag application, you must attach ALL those supporting documents to your IRP tag app lication. An explanation of each appears below.

EXPLANATIONS:
1. VALIDATE D GEORGIA TITLE APPLICATION
If you recently purchased your truck, you must attach the validated Georgia title application to your IRP tag application, proving that you have changed the title into your name.
"Validated" means that the title application has been officially stamped by the county tag office to show "title applied for" or metered by the county tag office to show that the $18.00 for the title fee was received. It can also be validated at the State Department of Motor Vehicles to show that the $18.00 for the title fee was received.
In order for the title application to be validated, it must be hand-carried to the County Tag office or to the State Department of Motor Vehicles along with the previous owner's original title or the original MSO and the $18.00 for the title fee.
If your vehicle is 15 years or older, and you don't have a title number, you must submit a notarized bill of sale with your application to show proof of ownership.

2. HEAVY VEHICLE USE TAX RECEIPT OR EXEMPTION DOCUMENT
The Heavy Vehicle Use Tax is imposed by the Federal Government on all highway power units having a gross or combined gross weight of 55,000 pounds or more.
THIS IS NOT REQUIRED BY THE IRS OR THE GEORGIA IRP IF YOUR TRUCK OPERATES AT LESS THAN 55,000 pounds, combined gross weight.
THIS RECEIPT IS NOT REQUIRED BY THE STATE OF GEORGIA IF YOU HAVE OWNED YOUR TRUCK FOR LESS THAN TWO MONTHS. However, you should contact the IRS immediately if you intend to register your truck at 55,000 pounds combined gross weight.
If a lease is involved, the purchase date must be taken from the title, and not the date of the lease. You will still need a current 2290 if the vehicle was purchased over two months prior to registration.
The current year Schedule I portion of the Heavy Vehicle Use Tax receipt is required to be stamped "received by the IRS" and the form must be imprinted with the current tax year. No alterations on the year printed on the form will be accepted.
The correct VIN number must appear on the Schedule I.
An acceptable substitute for the stamped Schedule I of the 2290 form for the current tax year is as follows :
The front and back of the check used to pay the IRS, showing clearly that the IRS deposited the check along with an unstamped, file copy of the Schedule I imprinted with the current tax year, showing your name, address and the VIN number.
If you pay quarterly, we will accept a copy of the front and back of the cancelled check for at least one quarter's payment showing that the IRS deposited the check. Also, an unstamped file copy of the Schedule I showing your name and the correct VIN number is required. If you have the letter from the IRS notifying you that they received a payment, you may attach a copy.
3. For a truck you are not purchasing: NOTARIZED EQUIPMENT LEASE-PURCHASE AGREEMENT & A COPY OF THE OWNER'S TITLE
A notarized equipment lease-purchase agreement between the IRP registrant and the owner of the truck and a copy of the title in the name of the owner must be attached to your I.R.P. tag application if you have a lease-purchase agreement for the vehicle you wish to register. Please include the date of the lease-purchase agreement as the date of purchase on the Schedule A.

4. For a truck being registered by a carrier, in the carrier's name, but owned by an owneroperator: A NOTARIZED EMPLOYMENT LEASE AGREEMENT BETWEEN THE CARRIER AND THE OWNER-OPERATOR AND A VALIDATED GEORGIA TITLE APPLICATION IN THE NAME OF THE OWNER-OPERATOR OR A COPY OF THE GEORGIA TITLE IN THE NAME OF THE OWNER-OPERATOR are required.
If you are an out-of-state resident, you must attach a copy of the out-of-state title and the employment lease, notarized, between you and the Georgia carrier. NO OUT-OF-STATE TITLE APPLICATION will be accepted. See the section: OUT-OF-STATE REGISTRANTS. 5. For a truck registered with a current out-of-state IRP tag at the time you register for your
Georgia I.R.P. tag : A COPY OF THE OUT-OF-STATE CAB CARD FOR THE CURRENT YEAR, SHOWING GEORGIA ON THE CAB CARD. Attach to your IRP application a copy of the out-of-state cab card showing that you registered your truck previously in another state. 6. For your truck registered with a current Georgia IRP tag in the name of your carrier: COPY OF CURRENT YEAR GEORGIA IRP CAB CARD FOR YOUR TRUCK IN THE NAME OF YOUR CARRIER if you are leaving a company. 7. Proof of Insurance: You will need the name of your vehicle liability insurance company and policy number.

PAYMENT OF BILL
Do not send money with your application. The IRP section will compute the apport ioned fees for Georgia and for each memb er state into which you operate. A billing invoice will be sent to the' mailing address listed on the application. Payment is due upon receipt of the invoice. License plates will not be sent until remittance is received. lfpayment is not received within 30"days of the invoice date, or March 15th (for renewals only) , whichever is later, a $50.00 penalty per vehicle will be assessed. Apportioned license plates will be sent to the actual business address listed on the application. You must be able to receive mail at this business address . Submit only one payment ("TOTAL AMOUNT DUE NOW" from the billing invoice) to cover the IRP fees for all states. Pleas e ensure your payment is exactly the amount billed. Registrants who have multiple fleets should send payments for all fleets in the same envelope, at the same time , to avoid delays in processing. If the billing invoice does not reflect the information submitted on your application, call the Motor Vehicle Division - IRP Section (404) 657-4186. If you have mad e a chan ge in vehicles since the submission of your IRP application, pay the amount billed, and then refer to Page 11 for information on how to submit registration changes.

REFUNDS
Georgia will refund (a Form T-126 is not required) the Georgia apportioned IRP fees under the following circumstances: If the refund amount exceeds $5.00 and:
A billing error was made;
There is a duplication of apportioned registration of a vehicle and fees are paid twice;
A registrant pays more than the amount billed; or
An audit of an apportioned carrier indicates an overpayment. (No refund will be made for any amount less than $5.00.)
In cases where refunds are authorized , Georgia can only refund the Georgia portion of the IRP registration fees. Any refund due from another IRP member- state must be applied for by the registrant and obtained from that state in accordance with the laws of that state.
Refunds will be given by Georgia for the amount of fees paid on a Georgia non-IRP license plate if the registrant converts to an apportioned registration during the year. There will be no refunds for non-IRP license plates purchased after a vehicle has been registered with the IRP unit. Submit an Application for Refund (form T-126), surrounding the non-apportioned plate, the certificate of registration, and a copy of the IRP cab card to the Georgia Department of Motor Vehicles.
There are no Georgia refunds for: 1. Trip permits or temporary vehicle registrations. 2. Deleting vehicles during the registration year. 3. Unused registration months of an IRP plate. 4. Broken lease agreements. 5. Changing from FOR HIRE to PRIVATE operations (downgrades).
A Georgia registrant may request a refund from the Georgia Department of Motor Vehicles anytime, for any reason (e.g.; taxpayer errors) by submitting an Application for Refund (Form T-126).
AUDIT REFUNDS: Refunds due from a Georgia IRP audit will be refunded automatically to Georgia registrants; refunds due from other member states must be applied for by the registrant(See Appendix C for addresses) .

TEMPORARY REGISTRATIONS
TEMPORARY VEHICLE REGISTRATION (TVR)
A temporary vehicle registration (TVR) may be obtained on new vehicle additions, adding states or increasing weights by a Georgia based carrier while IRP registration is pending. The carrier must use the same name when requesting a TVR (submit on Schedule A, B or C as appropriate) as they used when registering to obtain permanent IRP registration. A TVR will not be issued for renewal vehicles if the renewal application is received after February 15.
Proof of insurance and payment of Federal Heavy Vehicle Use Taxes must be verified prior to issuance of any TVR.
A TVR is available only through the Georgia Department of Revenue, Division of Motor Vehicles - IRP by mail or FAX for $3.00 per vehicle. Include registrant's name , account number, fleet number, VIN, license plate number, state(s) to be traveled, and the combined gross weight. A TVR will not be extended if registration fees are past due .

REQUESTING AND RECEIVING A TVR AUTOMATlCALLY OBLIGATES THE REGISTRANT TO PAY
THE REGISTRATION FEE(S).
The original TVR must remain with the vehicle it is issued to throughout the applicable period or until IRP plates are received. A duplicate or photocopy is not acceptable. A TVR cannot be transferred to another vehicle.
HUNTER PERMIT
A Hunter Permit is a limited permit which may be obtained by a Georgia based owner-operator who is not currently leased to a motor carrier and does not have an IRP registration. This permit allows an operator to move his empty vehicle from place to place as needed.
This permit is valid for seven (7) days for a fee of $10.00 and is obtained from the Georgia IRP office. The original Hunter Permit must be carried in the vehicle described and a duplicate or photocopy is not acceptable.
Georgia will recognize a valid Hunter Permit issued by another state and allow travel in this state without the purchase of a Georgia Hunter Permit. Other states will recognize a valid Georgia Hunter Permit.

TRIP PERMITS A 72 hour Trip Permit is required for all out-of-state based vehicles eligible for apportioned registration but not registered with or apportioned to Georgia. Georgia does not sell trip permits to Georgia based carriers. Permit must be secured PRIOR TO ENTRY and must remain with the vehicle while in the state. A duplicate or photocopy is not acceptable . A Trip Permit is available through the wire services for a fee of$30.00 (plus wire service fees) or by FAX and allows interstate and intrastate operation in Georgia. Georgia based carriers who are not apportioned to travel in another IRP state, but wish to do so, must contact that state or the wire services to obtain any needed Trip Permit and information as to other requirements of operation. If not registered before entering any other IRP member state, a Trip Permit must be secured and carried in the cab of the vehicle for which issued or the vehicle may be subject to full registration fees in that state and lor fined

MILEAGE RECORDS (Operational Records)
The registrant is responsible to maintain acceptable operational records (see Appendix D definition) of all interstate and intrastate vehicle movement ofIRP apportioned vehicles and to account and accumulate actual mileage statistics. The requirement is to collect and tabulate mileage, by state, for each apportioned vehicle by fleet. If your vehicle(s) are leased or contracted out, you as the registrant are still responsible to account for all the miles driven in each jurisdiction.
It is suggested that information be maintained in the form of Individual Vehicle Mileage Records (IVMR) - see Appendix B for examples. Acceptable records should include (but are not limited to) the following information for each trip by each vehicle:
1. Registrant's name 2. Date of trip (beginning and ending) 3. Trip origin and destination 4. Routes traveled or odometer readings 5. Mileage for each state 6. Total trip miles 7. Vehicle unit number 8. Fleet number the vehicle is assigned to 9. License plate number assigned to power unit 10. Trailer unit plate number (if combination) 11. Driver's name or signature
Quarterly mileage summaries are strongly encouraged since this simplifies your mileage record keeping for renewal and is compatible with the mileage requirement of 1FTA (International Fuel Tax Agreement).
Georgia and other states assess penalties when estimated miles are used for two consecutive years. The penalty may be greater than or equal to 100% of the registrants' original fees for each year after the first year.
It is mandatory for registrants licensed in IRP to establish and maintain an acceptable mileage accounting system. Mileage records and supporting documents must be retained by the registrant for 3 years following the year for which the application was made , even ifunits are sold, licensed elsewhere, etc. See page 22 and Appendix B for more information.
NOTE: The Federal DOT requires drivers mileage records be retained for only six months, however, the IRP requires the detailed mileage records be retained for three years.

IRP AUDITS

EFFECTIVE JANUARY 1,1997, IF YOU ARE REGISTERED FOR IRP AND LICENSED UNDER IFTA (INTERNATIONAL FUEL TAX AGREEMENT), AUDIT OF YOUR OPERATIONAL RECORDS WILL BE JOINTLY CONDUCTED.
Your operational records that support miles traveled must be made available for audit at the request of the Georgia Department of Revenue (Central Audit Division). When you are to be audited, you will be contacted and the necessary arrangements discussed. Please be advised that your records are subject to audit at anytime.

The audit may cover the operational records of one, or more years; therefore, registrants are required to maintain the records for the prior three years i.e. registration periods. For example, during the 1999 registration year, the following operational mileage records may be subject to audit and should be maintained:

July 1,1994 - June 30,1995 July 1, 1995 -June 30, 1996 July 1, 1996 - June 30, 1997

Mileage records used for 1996 registration, Mileage records used for 1997 registration, Mileage records used for 1998 registration.

As a registrant operating under the International Registration Plan (IRP) you are responsible for securing the necessary records required for audit, regardless of who maintains the records.

If your records are unavailable when you are initially contacted, you will be allowed 30 days in which to produce the records. Failure to produce your records may result in penalties and/or suspension of your IRP authority.

When the IRP audit has been completed, you will be advised of all findings and recommendations. Also, a complete audit report will be sent to all IRP jurisdictions in which you were registered to operate or have operated during the audit period.

NOTE : Please be aware of these guidelines:

~ If estimated miles were used for registration after the first year of operation, applicable penalties will be assessed . (See Mileage Records)
~ If the audited percentage of miles for Georgia is greater than the Georgia miles registered, we will issue an assessment for the additional fees due. Other jurisdictions may bill you for any increase in fees due their jurisdiction. If the audit shows you are due a refund of$5 .00 or more of Georgia fees, we will issue the refund . If you are due a refund from other jurisdictions, you must contact the respective jurisdiction for the refund. (See Refunds)
~ FAILURE TO PAY AUDIT ASSESSMENTS WILL RESULT IN IMMEDIATE SUSPENSION OF YOUR IRP ACCOUNT.

IFTA (International Fuel Tax Agreement) US DOT NUMBER
IRP is requiring that you provide your 1FTA account number. You need to register with 1FTA if you are registered with IRP. If you meet the following qualifications, you need to register with IFTA also: Your vehicle(s) are registered with GA IRP. Your vehicle(s) has more than two axles and a gross vehicle weight or registered vehicle
weight gross weight exceeding 26,000 pounds or 11,797 kilograms; or Your vehicle has three or more axles, regardless of weight; and You travel in jurisdictions outside the state of Georgia. Recreational Vehicles are vehicles such as motor homes, pickup trucks with attached campers, and buses when used exclusively for personal pleasure by an individual. In order to qualify as a recreational vehicle, the vehicle shall not be used in connection with any business endeavor. Recreational Vehicles are NOT required to register with IFfA. If you meet these qualifications, please contact the Georgia IFTA Section at (404) 651-8651.
US DOT NUMBER
US DOT Number is now required by IRP. This number is issued by the FEDERAL government and is painted on the side of the vehicle. Here are a few requirements needed to qualify for this number:

SAMPLE MILEAGE FORMATS
The following two samples are suggested formats for IVMR's. Computer printouts used as mileage records must be supported by IVMR's or driver logs, trip sheets, receiving contracts, etc. As long as the method used is consistent, the mileage figures entered on the IVMR can be obtained from various sources such as odometer and/or hubometer readings, state maps, or a household goods mileage guide.
The IVMR is designed to show a pattern of continuous movement of the individual vehicle in actual miles. Trips should be listed in chronological order. IVMR's are not required for trailers.
In recording the actual miles of a vehicle , the registrant must record all movement (intrastate and interstate) of all vehicles with IRP apportioned license plates including loaded, empty, deadhead, and/or bobtail miles. The mileage should be summarized monthly or quarterly as actual miles traveled in each member state, each other state, and total miles. From these summaries, a yearly recap should be prepared for each state and total of all states .
If a registrant operates more than one apportionable fleet, the registrant must maintain records that can be summarized into an annual recap for each fleet. Fleet miles means the mileage generated by all motor vehicle power units which were part of the apportioned fleet during the period July I - June 30 annually.
If non-apportioned vehicles are also shown on IVMR, they should be clearly identified since mileage generated by these particular vehicles are not reported or applicable for IRP purposes.
The IVMR is not to be submitted to the State during IRP registration. It is to be maintained by the carrier as a record to be used when filling-in information on registration Schedule B, and it must be retained and available for audit for three years , even if the vehicle is sold, traded or licensed elsewhere.
