"A sentencing alternative......"
1. A "non-resident," prison diversion alternative targeting high need, high risk primarily property crime offenders in cases where drug dependency is the true underlying factor.
2. An intensive, "non-residential" program that addresses substance abuse, mental health and restitution issues as an alternative to incarceration.
3. Addresses the root problem of substance abuse first rather than addressing the symptoms which are the crimes committed Excellent drug treatment programming Professional Staff, Certified Addiction Counselors, Mental Health Counselors, Probation Officers & Surveillance Staff to monitor behavior within the community.
4. Three phases: Phase 1 - 30 to 45 days detoxification and cognitive
- Offenders are drug tested every other day
- Family members and faith based community
Phase 2 - 2 to 6 months, focus on maintaining sobriety AA/NA & GED
- Mandatory employment Surveillance
Phase 3 - (Aftercare): 6 months continued sobriety and drug testing
5. Proven results: For those who graduate, Georgia State University study revealed 3-year reconviction rate 7% vs 26 28% reconviction for Diversion Centers and State Prisons.
A 2010 study by the University of Cincinnati indicated that Day Reporting Center participants recidivated 24% less than non participants.
6. May be used in conjunction with other detention options: For example: Judges may sentence to Detention Center and further suspend contingent upon successful completion of DRC program ensuring swift, certain and proportionate sanctions.
