ecisions ofthe Public Service Commission (PSC) affect the availability, reliability and cost of electric, gas and telephone services in Georgia. In addition, the PSC's pipeline and motor carrier safety inspectors work to prevent accidents and incidents that could adversely impact public safety. Thus, the PSC plays an important role in Georgia's economy each time a telephone is picked up, a light is turned on, a gas burner is used or merchandise is transported by truck.
In an effort to provide the public with greater access . to information about its work, the PSC launched its web page on March 1, 1996. The PSC's web page targets two primary audiences-individuals and companies that daily conduct business with the Commission and consumers who want more information about the Psc.

The Commission now has the capahility to . accept deettonic 6lings. We have aT-Ilinein place connecting the Internet to our Web server on site. We are asking parties on a voluntary basis to begin filing electronically September 1, 1997. In lieu of filing an original and twenty-five (25) copies, we are asking parties to file an original and eight (8) copies with a 3.5" disk containing the electronic version of the document in either Microsoft Word for text documents or Microsoft Excel format for spreadsheet documents. The electronic version must be identical to the hard copies. Although this will not alleviate
parties' duty to serve all parties in dockets, it will give
everyone immediate access to documents filed at the Commission. After we have experimented with voluntary electronic filing, the Commission will then proceed to issue a formal rulemaking procedure to change the filing requirements before the Commission.

INSTANT A(CISS
I. ndividuals and businesses that interact frequently with the Commission have instant access to the Commission's calendar, filing log and administrative and committee meeting agendas. One of the newest additions for these users is an electronic filing room which permits viewing and downloading of documents such as witness testimony and proposed changes in utility services and rates.
Consumers of utility services, who may want to know more about the Commissioners and what they do, have immediate access to such documents as a comprehensive manual about the Commission's role, budget, history and biographical information about each of the five Commissioners. The Commission's most recent annual report, strategic plan, and news releases on major decisions are also available, as well as consumer alerts on such topics as a new area code and federal funding for Internet access for schools and libraries. Future plans include information to help consumers prepare for competition in local telephone service and in energy services.
For more than a century, the PSC has dealt with the challenges brought on by change in the utility industry. The future will prove especially challenging as the transition to open-market competition in telecommunications, natural gas and electric services takes place. Most files posted on the GPSC Web Site are in either Microsoft Word 97 or Microsoft Excel 97. If you do not have either of those products, you may either go to the Microsoft Website and download the viewers and instructions or you may download the viewers from our site. If you are downloading from our site, please note that instructions and system requirements are located on the Microsoft Website.
