license is free and can be obtained from any license dealer by completing a migratory bird hunter questionnaire. This requirement is met through purchasing a Sportsman's or Lifetime License. Honorary license holders are exempt from this requirement. Migratory Bird Hunting and Conservation Stamp: The law requires that each waterfowl hunter 16 years of age or over must carry on his person a valid Federal Migratory Bird Hunting and Conservation Stamp (duck stamp) and the Georgia Waterfowl Conservation License. The Migratory Bird Hunting and Conservation Stamp must be signed in ink across the face. DualViolation: Violation of State migratory bird regulations is also a violation of Federal regulations. Caution: More restrictive regulations may apply to National Wildlife Refuges open to public hunting. (404) 679-7057 Non-Toxic Shot: Any 10-gauge or smaller loaded with federally approved nontoxic shot of size "F" or smaller. No lead shot may be in possession while hunting waterfowl.
Special Restrictions
Special restrictions apply for hunting waterfowl on Lake Lanier. No hunting is allowed within 1,000 feet of a dock, house, structure, bridge, road, boat ramp, marina or open recreation area. Contact the WRD Game Management office in Gainesville at (770) 535-5700 or USACE at (770) 945-9531 for further details on the hunting of closed campgrounds & day use recreation areas on Lake Lanier.
The following Georgia Power lakes will be open for duck and goose hunting: Lake Burton, Lake Seed, Lake Rabun, Tallulah Falls Lake, Lake Tugalo and Lake Yonah. A Georgia Power permit is required and can be obtained by calling (706) 782-4014. No hunting is allowed within 300 feet of any dock, house, boat ramp, marina, or open recreation area without permission from the lessee or property owner. No hunting is allowed on portions of Lake Walter F. George in Georgia within 600 feet of a dock house structure, bridge, road, boat ramp, marina or open recreation area. No hunting on Lake Oconee, Lake Seminole and Lake Sinclair is allowed within 300 feet of these structures.

Baiting
No person shall take migratory game birds by the aid of baiting, or on or over any baited area, where a person knows or reasonably should have known that the area is or has been baited. As used in this paragraph, baiting shall mean the direct or indirect placing, exposing, depositing, distributing, or scattering of grain, salt, or other feed that could serve as a lure, or attraction for migratory game birds to, on, or over any areas where hunters are attempting to take them. Baited area means any area on which grain, salt, or other feed has been placed, exposed, deposited, distributed, or scattered if that grain, salt, or other feed could serve as a lure or attraction for migratory game birds to, on, or over any areas where hunters are attempting to take them. Any such area will remain a baited area for ten (10) days following the complete removal of all such salt, grain, or other feed. Normal agricultural planting, harvesting, or post-harvest manipulation means a planting or harvesting undertaken for the purpose of producing and gathering a crop, or manipulation after such harvest and removal of grain that is conducted in accordance with official recommendations of State Extension Specialists of the Cooperative Extension Service of the U.S. Dept. of Agriculture. Normal agricultural operation means a normal agricultural planting, harvesting, post-harvest manipulation, or agricultural practice that is undertaken for purposes other than to produce and gather a crop such as livestock feeding or wildlife management, and is conducted in accordance with official recommendations of State Extension Specialists of the Cooperative Extension Service of the U.S. Dept. of Agriculture. Manipulation means the alteration of natural vegetation or agricultural crops by activities that include but are not limited to mowing, shredding, discing, rolling, chopping, trampling, flattening, burning, or herbicide treatments. This term does not include the distributing or scattering of grain, seed, or other feed after removal from or storage on the field where grown. Natural vegetation means any non-agricultural, native, or naturalized plant species that grows at a site in response to planting or from existing seeds or other propagules. This term does not include planted millet. However millet that grows on its own in subsequent years after the year of planting is considered natural vegetation. However, nothing in this paragraph prohibits: (1) the taking of any migratory game bird, including waterfowl, on or over the following lands or areas that are not otherwise baited areas: standing crops or flooded standing crops (including aquatics); standing, flooded, or manipulated natural vegetation; flooded harvested croplands; or lands or areas where seeds or grains have been scattered solely as the result of a normal agricultural planting, harvesting, post-harvest manipulation, or soil stabilization practice; and, (2) the taking of any migratory game bird, except waterfowl, on or over any lands or areas that are not otherwise baited areas, and where grain or other feed has been distributed or scattered solely as the result of manipulation of an agricultural crop or other feed on land where grown, or solely as the result of a normal agricultural operation.

YOUTH WATERFOWL DAYS: Nov. 14-15 Only youth 15 years of age or less may hunt ducks, coots, gallinules, mergansers, sea ducks, Canada geese and snow geese on these days. An adult at least 18 years of age must accompany the youth into the field but may not hunt.

Summary of Federal Regulations
In addition to State regulations, the following Federal rules apply to the taking, possession, shipping, transporting, and storing of migratory game birds. This is only a summary. Each hunter should also consult actual Federal Regulations, which may be found in Title 50, Code of Federal Regulations, Part 20 (www.gpoaccess.gov).
Restrictions
No person shall take migratory game birds: With a trap, snare, net, rifle, pistol, swivel gun, shotgun
larger than 10-gauge, punt gun, battery gun, machine gun, fishhook, poison, drug, explosive or stupefying substance. With a shotgun capable of holding more than three shells, unless it is plugged with a one-piece filler which is incapable of removal without disassembling the gun. From a sink box (a low floating device, having a depression affording the hunter a means of concealment beneath the surface of the water). From or with the aid or use of a car or other motor driven land conveyance, or any aircraft except that paraplegics and single or double amputees of the legs may take from any stationary motor vehicle or stationary motor drive land conveyance. From or by means of any motor boat or sail boat unless the motor has been completely shut off and/or the sail furled, and its progress therefrom has ceased. By the use or aid of live decoys or by using records or tapes of migratory bird calls or sounds, or electrically amplified imitations of bird calls. By driving, rallying, or chasing with any motorized conveyance or any sail boat to put them in the range of the hunters. By the aid of baiting (placing feed such as corn, wheat, salt or other feed to constitute a lure or enticement), or on or over any baited area. Closed Season: No person shall take migratory game birds during the closed season. Shooting or Hawking Hours: Shooting or hawking hours for all migratory species listed herein will be 1/2 hour before sunrise to sunset (see table). Daily Bag Limit: No person shall take in any one day more than one daily bag limit.
Field Possession Limit: No person shall possess more than one daily bag limit while in the field or while returning from the field to one's car, hunting camp, home, etc. WantonWaste: Allmigratorygamebirdskilledorcrippled shall be retrieved, if possible, and retained in the custody of the hunter in the field. Tagging: No person shall give, put or leave any migratory game birds at any place or in the custody of another person unless the birds are tagged by the hunter with the following information: The hunter's signature; the hunter's address; the total number of birds involved by species; and the dates the birds were killed. No person or business shall receive or have in custody any migratory game birds belonging to another person unless such birds are properly tagged. Possession of Live Birds: Wounded birds reduced to possession shall be immediately killed and included in the daily bag limit. Dressing: No person shall completely field dress any migratory game birds (except doves and band-tailed pigeons) and then transport the birds from the field. The head or one fully feathered wing must remain attached to all such birds while being transported from the field to one's home or to a commercial preservation facility. Shipment: No person shall ship migratory game birds unless the package is marked on the outside with: (1) the name and address of the person sending the birds, (2) the name and address of the person to whom the birds are being sent, and (3) the number of birds, by species, contained in the package. Importation: For information regarding the importation of migratory birds killed in another country, hunters should consult 50 CFR 20.61 through 20.66. One fully feathered wing must remain attached to all migratory game birds being transported between a port of entry and one's home or to a migratory bird preservation facility. No person shall import migratory game birds killed in any foreign country, except Canada, unless such birds are dressed (except as required above), drawn, and the head and feet are removed. No person shall import migratory game birds belonging to another person.
