I. INTRODUCTION AND SUMMARY
The Environmental Protection Division of the Georgia Department of Natural Resources conducted a water quality study of v!aterways in the Savannah area in August, 1976. This study was done to determine what changes in water quality had occurred since a simi lar study in August, 1968. To gather data to make comparisons, samples were taken in the Savannah River, Back River, South Channei, and the Wilmington River. Samples were also taken from several canals in the a:-ea and off Savannah Beach. The location of these sampling stations can be seen in Figure I.
The study covered a two week period from August 16 through August 25, 1976. During this period, the Savannah and Back Rivers and South Channel were sampled six times, three times each on high and low slack tides. The Wilmington River was sampled on one high and one low tide. The canals were sampled four times, v.:ith no attention being paid to the tide. In addition, on August 17-18, a diel study was conducted on the Savannah River at Fort Jackson to show the variation in dissolved oxygen over a 25 hour period. In order to insure accurate wastewater loadings during the study period, major industrial dischargers and most municipal facilities were visited, and a three-day compliance monitoring evaluation was conducted at the President Street Wastewater Treatment Facility. To compare other important conditions with those in 1968, freshwater inflow, tidal data, and weather conditions were monitored.
The results of this study show significant water quality improvement at many stations between 1968 and 1976. However, most stations do not meet water quality criteria for the fishing classification. Dissolved oxygen values have increased and biochemical oxygen demand, color, suspended solids, and fecal coli form values have decreased. In the lower ten mi les of the river pH

values have increased. The biochemical oxygen demand loadings from industrial and municipal sources have decreased about 75%.
Water quality in the canals in the Savannah area has improved but overall they ar~ sti II polluted to grossly polluted. Dissolved oxygen concentrations have increased slightly and fecal coli form densities have been reduced.
The Wilmington River's water quality is about the same as it was in 1968, except near the confluence with the Savannah River where a marked improvement was noted in the dissolved oxygen concentration. Fecal coli form densities, however, still exceeded recreational criteria in the ~per reaches.
F;-eshwater inflow to the Savannah Harbor during this period was very close to the conditions in 1968, with an average flow of 8,468 cubic feet per second (cfs), compared with 8, I 08 cfs during the study in 1968. Weather conditions were generally ty~ical for August except for the period of August 19 through 21 during which there were stronger winds, some rainfall, and cooler temperatures caused by a tropical storm off the coast. Rainfall was minimal during the study period except for scattered thunderstorms on August 16 and 17 and the tropical storm on August 20 when about one inch was recorded.

The data for 1969 were obtained from evaluations of industries in Chatham County conducted by the Georgia Water Quality Control Board. No significant changes occurred between 1968 and 1969 in the wastewater treatment by these indusi ries. The municipal data were taken from a public health service survey for 1%3.
2 Daily data for 1976 were averaged for the period August 9 through August 25 for all facilities with flows above 10 MGD and the monthly average for August was used for all other facilities.

VII. DISCUSSION OF DATA
A. Wastewater Sources
I. There has been an overall decrease in the BODS loading to the
Savannah River of approximately 75% between 1968 and 1976.
2. During the evaluation period, wastewater sources were operating
satisfactorily.
3. Fecal coliform permit requirements were not always met by the
Savannah President Street, Islandwood, Cloverdale, or Travis Field
wastewater treatment facilities (WTF) during the study period.

4. The American Cyanamid wastewater treatment facility has eliminated
almost all of its low pH discharges. However, for short periods on two
days during the field study, its effluent reached a pH of about 1.5.
B. SavannC1h River Data
I. Dissolved oxygen in the Lower Savannah Harbor has increased sig-
nificantly throughout the reach from river mile 14 to river mile 2. The
average dissolved oxygen per cent saturation improved about 75
percent at the three foot depth between the 1968 and 1976 studies.
2. The lowest average D.O. was 4.6 mg/I at the 3 foot depth and 3.7 mg/I
at the 20 foot depth for the 8 stations measured.
3. Fecal coli form densities had improved significantly from 1968 to 1976
in the Upper Harbor, however, water quality standards for fishing were
not always met at 7 of the 8 stations.
4. The biochemical oxygen demand in the Savannah Harbor has decreased
about 30% throughout the reach from river mi Ie 19 to river mi Ie 2.
5. The color values in the Savannah River have decreased slightly.
6. The pH values below river mile II have increased significantly since

1968. The lowest value recorded in 1968 was 5.8. The lowest recorded in 1976 was 7.3. 7. Suspended solids values were much lower than during the 1968 study with an average decrease of 81 %. The highest average value at a station in 1968 was 113 mg/I; in 1976 it was 9 mg/I. C. Back River Data I. The Back River met fishing standards for dissolved oxygen at all stations except one located near the confluence with the Savannah River. 2. Fecal coli form standards for fhe fishing classification were met on all four samples taken at two stations on the Back River. 3. Dissolved oxygen concentrations had increased significantly between 1968 and 1976 at the lower end of the Back River. An average value of 4.6 mg/I was recorded in 1976. D. South Channel Data I. The South Channel had dissolved oxygen concentrations of 3.9 mg/I to 6.6 mg/I during the 1976 study. In 1968 the concentrations ranged from 1.5 mg/I to 8.2 mg/I. 2. Fecal coliform standards for the fishing classification were met by three of the four samples taken. 3. Dissolved oxygen had increased significantly at the upper end of the South Channel. E. Wilmington River Data I. Dissolved oxygen concentrations were simi lar in 1968 and 1976 except at station W-7 near the confluence with the Savannah River where there was a significant increase. Concentrations ranged from 4.2 to 5.0 mg/I in 1976.

2. Fecal coli form densities still exceeded the criteria for the recreation classification at two of the three stations where samples were taken.
3. BODS values decreased at all stations from 1968 to 1976. 4. Color values decreased from about 25 to 5 APHA units from 1968 to
1976. 5. Suspended solids decreased sharply from about 125 mg/I to about
20 mg/I. F. Canal and Savannah Beach Data
I. Dissolved oxygen concentrations did not change significantly at Savannah Beach near the wastewater treatment faci lity from 1968 to 1976. Fecal coli form densities, however, did improve significantly with the highest sample in 1976 having a value of 91 compared to 24,000 during the same period in 1968.
2. The Kay ton Canal below the Savannah President Street plant had dissolved oxygen concentrations ranging from 3.8 to 5.3 mg/I and two of the three fecal coli form samples had densities less than 30 MPN/IOO mi. One other sample, however, had a fecal coliform density of 20,000 MPN/IOO mi.
3. The Savannah and Ogeechee Canal, Springfield Canal, and Dundee Canal are still grossly polluted although ~me improvement was observed.
4. The Pipemakers Canal had improved significantly, however, it was still polluted.
5. The Casey Canal had improved from 1968 to 1976, however, it still did not meet fishing requirements. Fecal coliform densities varied widely from <30 to 43,000 MPN/ 100 mi.

G. Diel Data for the Savannah River I. The diel study at Fort Jackson showed little variation during a 25 hour period. The dissolved oxygen concentrations varied from 4.5 mg/I to 5.2 mg/I.
H. Freshwater Inflow and Tidal Data I. The freshwater inflow during the study periods in 1968 and 1976 was approximately the same. 2. All stream samples were taken at high or low slack tide with the exception of the Canal samples.
I. Weather and Rainfall Data I. Weather during most of the study period was typical for the coastal area with hot days and warm nights. During the period of August 19 through 20 the outer edge of a tropical storm brought high winds, some rainfall and cooler temperatures. 2. There was very little rainfall during most of the study. Scattered thunderstorms were responsible for the variation in rainfall in the study area.

VIII. CONCLUSIONS A. Biochemical oxygen demand (BODS) loadings to the Savannah River have
decreased about 75% since 1968. B. Water quality in the Savannah River has improved significantly especially
the dissolved oxygen concentrations.
c. E~~cept for the Back River, the streams investigated in this study did not
meet the water quality criteria for the fishing classification.
