Notes on Population Projections . . .
It should be empha sized that the tables which follow contain projections, rather than predictions . That is, they are based upon the assumption that the fertility , migration, and mortality rates which existed i n each county during t he 1950-1960 decade will continue unchanged for the following fifteen years. Obviously, there will be new conditions in many counties that will change these rates, but since these conditions cannot be forecast with any degree of accuracy, for the basic projections the assumption is made that the 1950- 1960 rates will remain unchanged.
It is a characteristic of this type of projection that it tends to exaggerate some types of change. For example, a new factory employing a large number of people might cause a rapid rate of growth to occur in a county during one decade, a rate of growth which probably could not be matched in the following decade. Yet this rapid rate of growth is assumed to continue in the projections . A similar effect would result from a sudden expansion (or contraction) of a significant army camp or air force installation. For this reason, when an individual county projection is to be used for planning purposes, it should be subject to whatever revisions a detailed knowledge of conditions within that county might suggest. This is especially important where there is a signifi cant concentration within certain age groups, such as occurred when the prison for young men at Alto expanded during the 1950s. Because these young men are included in the population of Habersham County, projections based upon those age groups for that county are somewhat unrealistic.
Another type of rapid growth which needs to be analyzed carefully in using the projections is that which has occurred in urban areas wi thin the state, and especially within the Atlanta metropolitan area. An example is DeKalb County. If the fertility, mortality, and migration rates of DeKalb County in the decade of the 1950s were to continue unchanged until 1990 it would have a population of over 2,000,000 people. This could happen, but it is not probable that such rapid changes in population size will continue unchanged for decades in DeKalb or any other county.
Much of the growth in urban counties has been because of migration to them from other Georgia counties . However, these losing counties are so small that they cannot continue to provide great numbers of migrants in the future . Consequently, if counties like DeKalb and Cobb are to continue to grow at a rapid rate, much of this growth must come from out - of-state migrants.
For many years Georgia has lost more people through migration than it has gained. The loss between 1940 and 1950 was about 300,000, and between 1950 and 1960 about 200,000 . This loss through migration has been becoming smaller, and there are signs that it may be disappearing. If current birth and death rates remain unchanged and the state has no net gain or loss in migration, the population of Georgia in 1975 would be about 5,300,000. The sum. of the 1975 county projections is about a half a mill ion greater than this. The difference reflects the net gain, mostly to urban areas, from out - of-state migrants and the children born to these migrants. This type of gain would be necessary to maintain the 1950-1960 growth rates of these counties.
Population
Because there is some doubt that net gains of this magnit ude from out-ofstate migration will materialize , the projections for Clayton, Cobb, DeKalb, Dougherty, Houston, and Liberty counties have been modif ied somewhat. These alternate projections are as follows :

However, the tendency to adopt too conservative a viewpoint toward population growth in the 1970s should be avoided. By 1970 many of those who made up the postwar baby boom will be married and starting their own families. Population increase in the early 1970s will probably be much more rapid than at any other time in our h i story.

Notes on Personal Income . . .
Personal income is the current income received by residents of an area from all sources, inclusive of transfers from government and business but exclusive of transfers among persons. "Residents " include principally individuals but also include nonprofit institutions, private t r ust funds , and private pension, health , and welfare funds , all of which are considered groups of individuals. Residence is defined in physical, rather than legal , terms . Therefore , the income of me~bers of the Armed Forces is allocated in the estimates to the area where they are stationed or residing, even though on a temporary basis .
Personal income is, in general , a more comprehensive measure than is income as reported in the Census of Population . It includes room, board, and other nonmoney wage-and-salary payments j the rental value of owneroccupied housing, which is considered income to the ownerj the value of the services of banks rendered to persons without the assessment of spec ific charges j and other such nonmoney income . I t does not include two items that are considered income in the Census of Population : l) contributions for support received from persons not res iding in the same household, and 2) the part of earnings that makes up personal contributions for social insurance.
Proprietors' income measures the net business earnings of owners of unincorporated ent erpris es, including produc ers' cooperatives, and of such independent professional practitioners as physicians, dentists, and lawyers.
Property income includes rental income of persons, including royalties and imputed net rental returns t o owner- occupant s of nonfarm dwellings . (The rental value of farm dwellings, whether received in cash or in kind, is included in farm proprietors' income if received by individuals living on farms.) Property income also incl udes monetary and imputed interest from both privat e and government sources.
Transfer payments cover chiefly old-age and survivors insurance benefits, unemployment insurance benefits, direct relief payments, military pensions and benefits, and government pension payments.
Personal income by states i s estimated annual ly by the Un ited States Office of Business Economics and is published usually in the August number of the Survey of Current Business. The Georgia est imat e is allocated, by component, to counties, in accordance with the methodology developed by the Conference fo r the Measurement of County Income .
