Georgia has compiled an enviable record of staffing its schools with qualified teachers. Such an accomplishment has been achieved through the cooperative efforts of persons working in elementary and secondary schools, colleges and universities, and the State Department of Education. To all these individuals who have assisted, we express our sincere appreciation.
This bulletin, Teacher certification in Georgia, outlines the requirements to be met by personnel who desire to enter teaching and who do not complete approved teacher education programs. Our intent is to be helpf~l ~o individual applicants in realizing their career objectives of teaching.

LEGAL BASIS FOR CERTIFICATION
"The State Board of Education shall provide, by regulation, for certifying and classifying all teachers and other certificated professional personnel employed in the public schools of this State, and no such personnel shall be employed in the public schools of this State unless they shall hold a certificate issued by ~e State Board certifying to his or her qualifications and classification in accordance with such regulations. The State Board shall establish such number of classifications of teachers and other certificated professional personnel as the Board may, in its discretion, find reasonably necessary or desirable in the operation of the public schools, provided, however, that such classifications shall be based only upon academic, technical, and professional training and experience of such personnel. The State Board is authorized to provide, by regulation, for revoking or denying certificates for good cause, after investigation is had and notice and hearing is provided the certificate holder. The State Board shall, by regulation, define the term 'certificated professional personnel,' as used in this Act, and shall designate and define the various classifications of professional personnel employed in the public schools of this State that shall be required to be certificated under provisions of this Section. Without limiting the generality of the foregoing, the term 'certificated professional 'personnel' shall be deemed to include principals, instructional supervisors, visiting teachers, school librarians, guidance counselors, and county or regional librarians. "

PART I
GENERAL ADMINISTRATIVE POLICIES AND PREPARATION FOR TEACHER EDUCATION AND CERTIFICATION
The primary purposes of teacher education and certification are to assure within reasonable limits that children will be under the direction of competent teachers; to establish eligibility of individuals to be paid from public funds; and to provide incentives for professional improvement.
The Georgia Department of Education's responsibility for teacher education and certification of teaching personnel is designed to foster the growth of a high quality system of public education. The responsibility for teacher education and certification is delegated by law to the State Board of Education. Policies and regulations governing teacher education and certification are administered under the Office of Instructional Services by the Division of Teacher Education and Certification of the Georgia Department of Education. The following guidelines are intended to assure uniformity in their application to teacher education programs and teacher certification policies.
Policies Relating to Teacher Education and Certification
General Policies
(1) All professional personnel employed in the public schools of Georgia shall hold a valid certificate in accordance with policies approved by the State Board of Education.
(2) Professional certificates shall be issued only to professional school personnel who have established eligibility for them. Eligibility for a certificate may be established through an approved program of teacher education (State or NCATE) or by meeting requirements set forth by the State Board of Education.
(3) The regulations grant broad general authority and do not include details which prevent reasonable administration. Equivalent preparation in an institution out-of-state as determined by the Department of Education may qualify an applicant for a certificate.
Specific Policies
(1) No certificate shall be issued to an applicant when there is evidence that he is not of good moral character. The enforcement of this regulation shall be the joint responsibility of the local school board and the Georgia Department of Education, with final approval vested in the State Board of Education.

(2) The requirements for teacher education and certification are developed and continuously studied through the cooperative efforts of teachers, college representatives and the Georgia Department of Education.
(3) Policies and regulations for teacher education and certification shall be uniformly applied by the Georgia Department of Education and by all institutions engaging in teacher education programs.
(4) The various types of certificates are limited to those that are essential to the effective functioning of the state educational programs.
(5) The State Board of Education may from time to time make changes in certification. Such changes shall not affect the status of teachers who have been awarded Georgia professional certificates since 1952. Current requirements must be met to reinstate a certificate issued prior to 1952. All applicants for initial certificates shall be required to meet the standards in effect at the time of their application.
Responsibilities for Teacher Education and Certification
State Responsibilities
(1) Through the State Board of Education, the State of Georgia provides for the certification of all professional employees of the public schools and for the approval of all teacher preparatory programs.
(2) The State Board of Education, through the powers prescribed in Section 8 of the Georgia Code, Acts of 1964, has the authority and responsibility to prescribe how teachers in the public schools will be certified.
(3) The same Act requires the State Board of Education to evaluate and approve all teacher education programs in the state.
(4) The Georgia Department of Education also has the responsibility for attracting teacher education applicants of the best quality.
Institutional Responsibilities
(1) Each institution desiring to offer an approved program in teacher education shall submit such program to the Division of Teacher Education and Certification, Georgia Department of Education, Atlanta, Georgia. The program(s) of teacher education shall be based on the State Board's Criteria for Approving Georgia Institution's and Programs' for Teacher Education.

(2) The college shall submit a catalog and outline of the program(s) to the Division of Teacher Education and Certification prior to an announcement of the program(s) by the institution. These shall be kept on file in the Division.
(3) A new program or changes in an approved program of teacher education shall be submitted to the Division of Teacher Education and Certification for approval before announcement of such program(s).
(4) Selection, admission and retention of candidates of sufficient scholastic potential to complete a successful program of teacher education are the responsibilities of the institution approved to offer a program of teacher education.
(5) The institution offering an approved in-state or NCATE program shall designate a liaison officer of the institution
~to be responsible for recommending its graduates for certification.
(6) The college liaison officer shall verify to the Division of Teacher Education and Certification that the applicant has completed all the requirements of the approved program.
(7) The applicant shall be recommended only for the field in which he has prepared to teach.
(8) The recommendation shall be given only for the student who is a graduate of a program which is currently approved.
(9) The official transcript shall carry the college seal and the signature of the registrar.
Local Education Agency's Responsibilities
(1) The teacher's certificate is the employing official's assurance that the holder of the certificate is licensed to teach in Georgia schools.
(2) Each professional employee shall hold a valid certificate in his teaching field or specialization as follows.
a. Early Childhood Education Certificate--The early childhood education teacher is certified to teach preschool through third grade.
b. Elementary Certificate--The elementary teacher is certified to teach grades 1-8.
c. Junior High School Certificate--The junior high school teacher is certified to teach grades 7-9.

d. Secondary Certificate--The secondary teacher is certified to teach grades 7-12 and shall be teaching the major part of his assignment in his field of specialization.
e. Elementary and Secondary 'Certificate (Grades 1-12)-A teacher who holds a special subject certificate valid for teaching in grades 1-12 (art, library science, music, health and physical education, health education and special education) is rated in-field in the following situations--teaching in his field; teaching more than one-half of his teaching time in his certificate field or fields when teaching in grades 1-12.
f. School Service Certificate--A person who holds a school service certificate shall serve at least one-half time directing, supervising, coordinating or administering an area, field or subject in his field of specialization. Each certificate shall be in one of the categories set up for these professional personnel, such as administration and supervision, director of school services and instructional supervision and school services (guidance, library, visiting teacher, etc.).
g. A person who is eligible for a T-4 Certificate in Elementary Grades and qualified for the T-5 Certificate as a Reading Specialist will be considered teaching in-field when serving as a reading specialist or a teacher in the elementary grades. (At the present time, the holder of certification for elementary grades is permitted to teach in kindergarten also).
Applicant's Responsibilities
(1) Applicant shall be responsible for presenting all data pertinent to his certification to the Division of Teacher Education and Certification.
(2) Applicant should accept a contract only in those areas in which he has competency.
Preparation Required for a Teaching Certificate at the Bachelor's Degree' LeVel
College preparation leading to a Teacher's Professional Four-year (T-4) Certificate includes three areas of study. General Education is composed of courses, usually from the liberal arts, of common value to all teachers. Specialized Education for a teaching field includes appropriate preparation in an area of the public school curriculum. P'rofessional Education covers

the total pattern of professional preparation, including an understanding and an appreciation of the pupils, a knowledge of methods and materials in teaching and an understanding of the principles and practices of public education--local, state and national.

General Education

To qualify for a teaching certificate (either professional or

provisional) a candidate should complete at least 20 quarter hours

in each of three fields outlined below.

Professional Education

To qualify for a Teacher's Professional Four-year (T-4) Certificate an applicant shall complete at least 30 quarter hours in professional education courses distributed as follows.

Foundation courses of education are in two parts. Historical and philosophical foundations emphasize an examination and understanding of both the heritage and the current task of educational institutions. Psychological and sociological foundations of education emphasize the nature of the learner and learning a~d aim toward an understanding of student behavior in the school environment.

Curriculum and teaching emphasize two aspects of professional education--principles of education relevant to the curriculum of the school and the understanding of current problems in education. This area aims at understanding the curriculum framework and the pressures that create change in the curriculum.

The area of teaching methods and materials includes planning for, analyzing and evaluating teaching; utilizing educational media;
group dynamics; clinical study; student evaluation; classroom management. These suggested activities in no way are intended to limit innovative practices such as team teaching, clinical study, tutorials, etc. This area should be subject related and could be a shared responsibility of the academic and education departments of the college. With the completion of teacher preparation, the student should be proficient to the degree of understanding and applying the methodology of his area and well versed in the methods and materials of teaching it.

Laboratory Experiences ----------------- 10 quarter hours

Since 1924 the Georgia Department of Education has required credits
in education courses, but only since 1940 has laboratory experience been required. Laboratory experience is required for all prospective teachers, both elementary and high school, who follow the approved programs for certification. Ten quarter hours of credit are accepted when the experience is completed under the direction of the department or school of education of the institution offering a program for teachers. These laboratory experiences do not diminish any clinical or group dynamics experiences that may be integrated into the other aspects of the pre-service teacher education program.

Through one of the following procedures, the prospective teacher who is completing requirements for the professional certificate shall meet the required laboratory experiences for professional certification.

(1) Student Teaching
A full quarter of college work should be set aside for student teaching and a seminar. Student teaching should be planned so that the student teacher will be involved in the teaching process and with students throughout the quarter. Although not intended to be restrictive, the program should include at least 250 clock hours in the classroom, 150 of which are in actual classroom teaching for each ten quarter hours of credit. Student teaching shall be with the approval and under the general supervision of the department or school of education. Credit for the course should be earned in one of the fields in which the student expects to be certified. Student teaching should provide a variety of experiences and innovative practices in the various functions of a teacher as she works in the total school program for the fields or grades to be taught. The following characteristics should be evident in the student teaching program.
a. The student should be guided from a period of gradual inductIon or observation and participation to full responsibility for teaching on the basis of readiness.
b. An accompanying practicurn or seminar should be held for the study of problems related to teaching as they arise.
Student teaching in any of the secondary subject matter or activity fields completed in an approved program will be accepted as fulfilling the student teaching requirement in any other high school subject or activity with three exceptions: student teaching in other fields may not be substituted for student teaching in vocational agriculture, vocational horne economics or trade and industrial education; directed practice in library science will not fulfill the student teaching requirements in other fields; any practicurn that may be required in lieu of student teaching in such specialized areas as speech correction, associate school psychologist, school guidance counselor, reading specialist, etc., may not be used to fulfill the student teaching requirement for early childhood education, elementary and secondary teaching fields.
To be effective, student teaching for early childhood and elementary education requires that the student teacher observe and participate in the full day's activities of the class on consecutive days. A minimum of one quarter of full-time observation and directed teaching is required. A seminar should also be conducted simultaneously with student teaching.

Student teaching in fields to be taught both in elementary and secondary education such as music, art and physical education should include student teaching on both levels, but may be performed on one level only. When performed on one level only, student teaching should be preceded by laboratory experiences on the other level.
(2) The Internship Program
This program may serve in lieu of student teaching. It is sponsored cooperatively by the college and local school with the approval of the Georgia Department of Education. It has the same limitations suggested for student teaching. Some of the unique characteristics of the internship program are as follows.
a. The internship is intended for cOmbining teacher education with on-the-job experience and is designed for recent and mature college graduates who have had no professional education.
b. The intern, who is a provisionally certified beginning teacher with a bachelor's degree, works under the direct leadership of a supervising teacher who is released from some of his regular teaching duties. The program should be developed jointly with the local school system and the college or university program in teacher preparation and should have the approval of the Georgia Department of Education.
c. The college supervisor is a member of the team who guides the experiences of the intern, and he should direct a seminar on methods and problems of teaching simultaneously with the intern program. It is recommended that the first four weeks of the intern program be conducted as student teaching.
d. The length of the intern program of continuous guidance under a supervising teacher and the college supervisor should be for the entire school year to earn 10 quarter hours credit. In order for an applicant to receive credit from the sponsoring institution, 50 clock hours in seminar and planned in-service education are required. No more than a total of 15 quarter hours combining both the internship and the seminar may be earned in one school year.
e. The supervising teacher guides the intern through the first year of teaching experiences, utilizing appropriate techniques and methods, conferences, observations, demonstrations, curriculum planning sessions, home visits, instructional media, seminars, etc.

(3) The Workshop
Some characteristics of the workshop are as follows.
a. The workshop is a cooperative undertaking requiring the approval of the Georgia Department of Education, the sponsoring college and the local school system.
b. The program of the workshop grows out of the teacher's problems in teaching; therefore, the teachers should share the responsibility in planning the schedule with the director of the program.
c. The workshop is sponsored by a cooperating college which provides resource persons on the basis of at least one staff member to each 15 applicants.
d. The workshop should approximate the actual student teaching experience, including developing instructional plans, preparing case studies, following conference procedures, using educational media, planning lesson materials and evaluation.
e. Normally, no more than 10 quarter hours may be earned in workshop experience.
The workshop as a laboratory experience is approved, provided the applicant for a teaching certificate meets the following conditions.
a. He must hold a bachelor's degree.
b. He must complete one year of teaching experience before he can take the workshop.
c. Normally, a teacher will be eligible for this program only after he has completed the other required professional education courses.
d. He must meet the admission requirements of the college and school system that jointly sponsor the workshop.
(4) Course Adjustments for Student Teaching
The following course adjustments are approved in lieu of student teaching experience on the level concerned.
a. Applicants may complete, after one year of teaching, 10 quarter hours in professional education courses jointly approved by the college offering the courses and Teacher Certification Services.

b. Applicants may waive the student teaching requirement by completing a minimum of 20 quarter hours in acceptable professional education courses which must include at least 5 quarter hours in the area of human growth and development and at least 10 quarter hours in the area of curriculum and methods; the applicant must also complete at least three years of successful teaching experience on the level for which certification is sought. The experience must be verified by the superintendent(s) for whom the applicant taught.
The plan for course adjustments for applicants applies to both elementary and secondary levels of teaching. The criteria for early childhood education recommend only an approved workshop. In no case may the total college hours required for a professional four-year certificate be waived. Approved graduate programs such as Master of Arts in Teaching satisfy requirements for the undergraduate student teaching program.
Teaching Field Teaching field refers to the subject matter and technical courses which meet the requirements for the field in which the certificate is to be issued. The number of hours required to establish a teaching field varies and is outlined elsewhere in this bulletin.

PART II
GENERAL INFORMATION AND REGULATIONS FOR CERTIFICATION
Application Procedure
When Application Should Be Made: Application may be made as soon as all requirements for a certificate have been completed and should be made if employment is being sought or has been accepted in Georgia schools. It is recommended that application not be made until the applicant expects to make use of the certificate.
Where Forms May Be Obtained: Application forms may be obtained from the local superintendent's office, the education department of any Georgia teacher education college, or the Teacher Certification Services, 229 State Office Building, Atlanta, Georgia 30334.
Application for the Initial Certificate: To make application for the initial Georgia certificate, a minimum of the bachelor's degree from a regionally accredited college is required, and the following forms and records must be submitted to Teacher Certification Services.
(1) The application (Form IC-lO).
(2) The college recommendation (Form IC-lOa). One copy should be submitted from each college where a degree designed for the teaching profession was earned.
(3) An official transcript (with college seal and registrar's signature) from each college attended.
(4) Any certificate on which the applicant may have taught in another state within the preceding seven years. (The certificate will be returned promptly. )
Application for Supplementary Certification: Any certificate issued after the initial Georgia certificate, including renewal, duplicate, change-of-name*, upgrading, etc., is considered supplementary certification for which the following forms and records must be submitted to Teacher Certification Services.
(1) The application (Form IC-IO).
*If a change-of-name is the only thing requested, then an application form (Form IC-IO) is the only form that should be submitted.

(2) The college recommendation (Form IC-lOa) if a higher teacher education degree has been earned or a collegeplanned program for a new type or area of certification has been completed.
(3) Any official transcripts not already on file. (Those teachers who have caused their Georgia certificates to lapse by an absence from the profession may no longer have their records on file and will be required to submit official transcripts of all college credits.)
Applicant's Responsibilities: It is the applicant's responsibility to complete his application form and to secure any required signatures; to complete the designated section of his college recommendation form and to obtain the appropriate recommendation from the authorized college official; and to obtain an official transcript (with college seal and registrar's signature) from each college attended. Whenever possible, the transcripts should be attached to any completed forms being submitted to Teacher Certification Services. An application is not considered complete until all transcripts are on file.
Foreign Credentials
Applicants with study outside the United States should submit academic credentials either in the original or in legible reproductions, together with accurate translations. Teacher Certification Services will submit all foreign credentials to the. U. S. Office of Education for interpretation, and certification in Georgia will be based on that interpretation.
In making application for certification, the individual with foreign credentials must follow the standard procedure for all applicants. He must file the properly completed application and college recommendation (Forms IC-lO and IC-lOa). Any teaching experience which he claims must be properly verified. IF AN APPLICANT WITH FOREIGN CREDENTIALS IS UNABLE TO PROVIDE ALL OF THE REQUIRED INFORMATION, A CERTIFICATE ON WHICH TO TEACH IN GEORGIA CANNOT BE ISSUED.
Disposition of Transcripts and Files
Teacher Certification Services does not maintain files indefinitely for individuals who are not issued certificates or for teachers who have permitted their certificates to lapse. Incomplete files and files upon which certificates cannot be issued are returned to applicants. Transcripts which may not be released to the student are disposed of according to instructions from the

college. Transcripts and other records on which certificates are issued will not be returned to applicants, nor can copies of transcripts be furnished. Those teachers who have permitted their certificates to lapse by an absence from the profession in Georgia for a period of five or more years may find that their records are no longer on file. In order to re-establish their files, it will be necessary for these individuals to submit official transcripts of all college credits.
Bachelor's Degree Requirement
An applicant for the initial Georgia certificate is required to have at least the bachelor's degree from a regionally accredited four-year college.
Regional Accrediting Agencies
To be accepted for certification in Georgia, a degree or college credits must have been earned at an institution approved at the time credit was earned by the accrediting agency of the region in which the institution is located.
The regional accrediting agencies and states within their jurisdictions are as follows.

A bachelor's degree or college credit from a regionally unaccredited institution may be accepted only if it has been

properly validated. (See "Validation of Degrees and Credits.") However, Georgia certificates issued prior to July 1, 1967, on degrees from state-accredited institutions may be renewed or reinstated.
Validation of Degrees and Credits
Before a bachelor's degree from an unaccredited institution may be accepted for certification, it must be validated by a regionally accredited graduate school. (A degree from an accredited institution must be validated if it was earned at a time when the institution was not accredited.) Two plans for validation are listed below. The applicant may follow plan (I) or plan (2).
(1) Verification of degree validation must be submitted to Teacher Certification Services on Form IC-IOc with the following:
a. an official transcript for a minimum of 15 quarter hours in acceptable graduate courses, and
b. verification by the dean of the graduate school that on the basis of this credit and full admission to the graduate school, the applicant has met the Georgia requirements for validation.
(2) Bachelor's degree course credits to be validated shall be submitted with Form IC-IO and an official transcript showing a minimum of 15 quarter hours of graduate credit; applicant shall have earned a qrade of "B" or better on each course and shall have taken courses in the area of requested certification.
If a master's degree is earned at a regionally unaccredited institution, it may not be accepted for certification purposes under any condition.
Course credits from a regionally unaccredited institution may not be accepted unless they are transferred to a regionally accredited four-year institution and are submitted on an official transcript of that institution.
NCATE Recommendations
Beginning with certificates valid from July 1, 1968 the following regulations pertaining to NCATE recommendations are effective.

The Teacher's Professional Four-Year (T-4) Certificate may be issued to graduates of out-of-state approved teacher education programs when the following conditions are met.
(1) The institution is accredited by one of the six recognized regional accrediting agencies,
(2) The institution is approved by the National Council for Accreditation of Teacher Eduation (N CATE), and
(3) The responsible official of the institution recommends professional certification, verifying that the applicant has completed successfully the teacher education program in the specific field for which certification is requested.
A Professional Five-year Certificate may be issued to an applicant who meets the following requirements.
(1) Establishes eligibility for the Teacher's Professional Four-year (T-4) Certificate,
(2) Holds the master's degree from regionally accredited institutions which have NCATE approved programs in the areas in which Georgia certifies professional personnel,
(3) Qualifies for the professional certificate at the 5th-year level in the specific field, the certificate having been issued by the state in which the institution from which the person graduated is located, and
(4) Has the recommendation for professional certification from the responsible official of the institution verifying that the applicant has completed successfully the NCATE program in the specific field for which certification is requested. (The Annual List published by the National Council for Accreditation of Teacher Education will serve as the reference for checking recommendations. The responsible official of an institution approved by NCATE should make the professional recommendation only if the institution is approved for the appropriate category and for the degree level required for the certificate.)
The Approved Program for Certification
In the State of Georgia, teacher education institutions develop programs in specific areas for teachers and other professional

school personnel. The programs, which include minimum certification requirements, are developed according to criteria approved by the State Board of Education and are submitted to the Board for approval. The individual who plans to enter the teaching profession should affiliate with a college offering an approved program in the field or area in which he expects to serve. It is the responsibility of the authorized official at the training institution to guide the student to the satisfactory completion of his program and to recommend him for certification. An applicant who completes a state-approved program will be issued certification upon the college's recommendation.
The student who does not enroll in a teacher education program, but who decides to enter the teaching profession after completing a bachelor's degree, will have his qualifications evaluated by Teacher Certification Services according to the requirements approved by the State Board of Education.
Evaluations for Certification
The transcripts of all applicants with degrees from regionally accredited colleges will be evaluated by Teacher Certification Services to determine whether or not minimum certification requirements have been met, except when certification may be granted upon the college's recommendation under the following regulations.
(1) The applicant has completed a program approved by the National Council for Accreditation of Teacher Education (NCATE). (See NCATE Recommendations.)
(2) The applicant has completed a program approved by the State Board of Education in Georgia. (See "The Approved Program for Certification.")
(3) The applicant has completed an institution's approved program for any of the following fields for which Teacher Certification Services does not evaluate: Grades 7, 8, 9; Mobility Education; Visually Impaired; Speech Correction; Behavior Disorders*; Health Education; Safety, Driver and Traffic Education (at the master's degree level); Behavioral Science (at the master's degree level only); Career Library Media Specialist (at the bachelor's degree level) i Vocational Education (in a specified field); Visiting Teacher (on a master of social work degree); Director of Vocational Education; Doctoral Certificate (on an approved doctoral program).
*Although Teacher Certification Services does not evaluate programs for initial certification in behavior disorders, requirements for adding this field to professional certificates are outlined on pages 88, 90, and 92.

Teacher Certification Services makes evaluations for the issuance of provisional certificates, for professionalizing provisional certificates, and for adding fields or types of certification (except in areas for which a college recommendation is the only basis for certification).
Evaluations may not be made for persons who do not hold a bachelor's degree from a regionally accredited college or who have not validated a bachelor's degree from an unaccredited college.
Recent Study for the Initial Certificate or for Reinstatement of an Expired Certificate
Beginning with certificates valid from July 1, 1968, an applicant for the initial Georgia certificate or for the reinstatement of an expired Georgia certificate that has been invalid for seven or more years must meet at least one of the following requirements except for the issuance of the initial Teacher's Temporary Provisional Five-year (TB-5) Certificate and the School Lunch Director's Certificate.
(1) Credit for 10 quarter hours earned within seven years preceding date of application (For reinstatement, this must be resident credit.)
(2) Credit for at least one year of acceptable teaching experience on a standard certificate in another state within seven years preceding date of application; OR
(3) Credit for at least five years of acceptable experience within the seven years immediately preceding date of application for certification.
If an applicant does not meet at least one of these requirements, he may be eligible for an emergency certificate. (See "Emergency Certificates for Teachers.")
Dating of Certificates
The following regulations govern the dating of certificates.
(1) The standard beginning validity date of certificates is July 1.
(2) If scholastic requirements for a certificate are completed during the school year (after September 1) , the certificate will be valid from the date on which those requirements were completed.

(3) If experience requirements for a certificate are completed during the school year, the certificate will be valid from the following July 1.
(4) If the National Teacher Examination requirements for a six-year certificate are completed during the school year, the certificate may be dated back to July 1, provided all other requirements for the certificate were completed prior to September 1 of that same school year.
(5) If an emergency certificate is requested after September 1, the certificate will be valid from the first day of the month in which the applicant began teaching.
(6) All certificates, except life certificates, are dated to expire on July 1.
(7) All certificates, except emergency certificates, will be valid for no less than one year.
(8) Certificates may not be issued for a school year after the end of that fiscal year.
Experience Recognized in Certification
The application for certification includes sections for reporting school and non-school experience recognized for certification and/ or salary purposes. Experience must be verified as follows.
(1) If the applicant is employed in the schools of Georgia, the employing superintendent is required to sign the application verifying all experience.
(2) If the applicant is not employed in the schools of Georgia, a prior superTntendent is required to sign the application verifying all experience.
(3) If an applicant claims only military service as experience, it may be verified by a superintendent, a college official, or a notary public.
(4) If the applicant is a system superintendent, the chairman of the local board must verify all experience.
If there appears to be any irregularity in the reporting or verification of experience, Teacher Certification Services may require the applicant to submit additional records.

CREDIT WILL NOT BE ALLOWED FOR EXPERIENCE EARNED IN THE SCHOOLS OF GEORGIA WITHOUT A VALID CKRTIFICATE ISSUED BY THIS STATE. This regulation does not apply to experience earned prior to the 1950-51 school year, the first year in which all teachers were required by law to hold a certificate.
Experience recognizable for certification purposes is determined according to the following regulations.
A. Unit of Experience: A unit of experience is evaluated as follows.
(1) The standard unit of experience for teachers and other professional school personnel is full-time employment for a regular school term.
(2) Not more than one year of experience may be credited for any l2-month period.
(3) Experience earned during a school year will not be credited to a teacher until the followi"ng' S-eptember 1.
(4) Credit for one year of experience may be earned for any of the following.
a. Six full months in a nine-month school term (120 school days).
b. Eight full months in a l2-month school term.
c. Fractions of school terms representing six full months of continuous service (January to June 1958--September to December 1958).
d. Eight full months of active military service. (Two years of experience may be allowed for 20 months, three years for 32 months.)
e. Six months of active military service combined with two or more months of teaching experience, provided the military service interrupts continuous teaching or prevents entrance into teaching immediately following college graduation.
B. Sohool Experience That May Be Recognized:
1. Teaching Experience
a. Teaching in public elementary and secondary schools in the United States and its territories.

b. Teaching in private elementary and secondary schools provided they are organized and conducted with approximately the same curriculum as the public schools.
c. Teaching in elementary and secondary schools in foreign countries.
d. Teaching in kindergartens or nursery schools provided they are accredited or are under the supervision of the local board of education.
e. Teaching in a regionally accredited college or in an institution that is in the normal process of receiving accreditation, provided the person ho~ds academic rank (instructor, professor, assistant professor, etc.). Experience will not count from junior colleges that have been in existence for more than two years and have not received accreditation or from senior colleges that have been in existence for more than four years and have not received accreditation.
f. Teaching in the Peace Corps.
g. Teaching elementary and secondary school subjects and trade subjects to adults (including veterans) provided teaching was on a full-time basis and was under the direction of a local school administration or the State Department of Education.
h. Full-time teaching on an assigned supply basis.
i. Full-time teaching for a minimum of eight months under the Manpower Development Training Act (MDTA).
j. Full-time experience in speech and hearing centers.
k. Teaching in a training school or Youth Development Center.
1. Teaching summer school in a full quarter of a regular l2-month school program.
2. School Experience Other Than Teaching That May Be Recognized
a. Serving in a public elementary and secondary school system or in a recognized private elementary or secondary school in any professional position, including superintendent, assistant superintendent,

principal, assistant principal, curriculum director, visiting teacher, counselor, psychologist, librarian, school lunch director, etc.
b. Serving in a professional position such as president, dean, counselor, librarian, etc., in a regionally accredited college or in an institution that is in the normal process of receiving accreditation. Experience will not count from junior colleges that have been in existence for more than two years and have not received accreditation or from senior colleges that have been in existence for more than four years and have not received accreditation.
c. Serving in a professional or non-clerical position in a city, county, or state school system.
d. Serving as director of a training school for girls or boys.
e. Serving an internship or practicum sponsored cooperatively by a higher institution and a cooperating agency (clinic, local school, or agency of government) on a full-time basis for a period of nine months or longer. The applicant must hold a valid certificate during the internship period.
c. Non-school Experience That May Be Recognized
1. Serving as full-time librarian in a bookmobile or regional library provided it serves primarily schools and school-age children. (Regional library experience earned on a public librarian's certificate will be accepted. )
2. Serving on active duty in the Armed Forces of the United States. (A maximum of three years of credit may be allowed for military service. Teaching experience that- is a part of military duty may not be added to the maximum of three years of credit that may be allowed.)
3. Serving in professional employment in psychological work with school age children.
4. Serving in professional employment in a state department of education.

D. Experience That May Not Be Recognized
1. Part-time supply or substitute teaching.
2. Home Demonstration or County Agent Extension Work.
3. Clerical or non-professional experience in a college.
4. Any experience in a regionally unaccredited college or business school.
5. Experience as a social worker.
6. Service as a member of a board of education.
7. Service as a public librarian.
8. Service as a teacher aide or assistant.
Work experience which may be accepted toward the experience requirements for the issuance of a certificate will not apply toward experience which may be recognized for state salary increases.
Life Certificates
Beginning with certificates valid from July 1, 1968, life certificates will be issued according to the following regulations.
A. Applicants for the Initial Georgia Ce'rtificate may be issued a life certificate if the following requirements have been met.
1. Eligibility for a professional certificate based on four or more years of college.
2. Five years of acceptable experience. (See "Experience Recognized in Certification. ")
3. Credit for 10 quarter hours earned within seven years preceding date of application,
OR
Credit for at least one year of acceptable teaching experience on a stan'dard certificate in another state within seven years preceding date of application,
OR
Credit for at least five years of acceptable

experience in the seven years immediately preceding date of application for certification.
B. The Holder of a Professional Certificate based upon four or more years of college may be issued a life certificate when five years of acceptable experience have been completed. (See "Experience Recogni zed in Certi fication. ")
Beginning with certificates valid from July 1, 1968, application for the life certificate may be made at any time within seven years from the date eligibility is established. Otherwise, one of the following requirements must be met.
1. Resident credit for 10 quarter hours earned within seven years preceding date of application,
OR
2. Credit for at least one year of acceptable teaching experience on a standard certificate in another state within seven years preceding the date of application,
OR
3. Credit for at least five years of acceptable experience in the seven years immediately preceding date of application for certification.
C. If the last Georgia certificate issued was an emergency certificate of a professional type based on four or more years of college and if the applicant has five years of acceptable experience, a life certificate may not be issued until the emergency factor has been removed. (See "Renewal, Reinstatement, and Removal of the Emergency Factor." )
D. A life certificate will lapse if the holder remains out of the teaching profession for seven consecuti V'e years. To reinstate a life certificate issued in 1952 or later, one of the following requirements must be met.
1. Resident credit for 10 quarter hours earned within seven years preceding date of application,
OR
2. Credit for at least one year of acceptable teaching experience on a standard certificate in another state within seven years preceding date of application,
OR

3. Credit for at least five years of acceptable experience in the seven years immediately preceding date of application for certification.
To reinstate a life certificate issued prior to 1952, the applicant must meet new requirements in effect for that certificate at the time of application for reinstatement and must meet one of the three requirements outlined above.
ANY SCHOOL EXPERIENCE RECOGNIZED IN CERTIFICATION WILL KEEP A LIFE CERTIFICATE IN FORCE PROVIDED AT LEAST ONE YEAR OF EXPERIENCE IS EARNED WITHIN ANY SEVEN YEAR PERIOD.
Emergency Certificates for Teachers
An emergency certificate may be issued if an applicant does not meet "recent study" requirements for the initial Georgia certificate or if an applicant does not meet renewal or reinstatement requirements for an expired Georgia certificate. (See" Recent Study for the Initial Certificate" and "Renewal, Reinstatement, and Removal of the Emergency Factor.")
Emergency certificates are issued for teaching only and may not be issued for any other position in a school system. The following rules govern the issuance of emergency certificates.
1. An applicant for emergency certification must meet current requirements for some type of teacher's certificate other than the Temporary B-5 Certificate.
2. The employing Georgia superintendent's request on Form IC-6 is necessary for the issuance of an emergency certificate.
3. In addition to the superintendent's request, all required forms and transcripts must be on file in Teacher Certification Services.
4. The superintendent's request may not be accepted before August 15 but should be submitted as soon as possible after that date and before the teacher begins serving.
5. If an emergency certificate is requested after September 1, the certificate will be valid from the first day of the month in which the applicant began teaching.
6. All emergency certificates are dated to expire July 1 following the end of the school term for which they are issued.

7. Those applicants who have at least the bachelor's degree from a regionally accredited college and who meet current requirements for at least the Provisional Four-year (B-4) Certificate may be issued a total of three emergency certificates (beginning with the 1960-61 school year). An emergency certificate of the Temporary B-5 type will not be issued.

Corrections of Certificates

Since the state salary is based upon the certificate held, it

is important that all information on a certificate be correct.

When a new certificate is received, it should be examined

carefully. If there appears to be any error, both copies of

the certificate should be returned within 30 days with a

letter of explanation. At any time that an error is detected

the holder should advise Teacher Certification Services.

'

If Teacher Certification Services discovers an error, measures will be taken to make the necessary correction. A correction which improves certification may not be extended back more than
one year; therefore, the corrected certificate will be valid from the previous July 1, the beginning of that fiscal year. A correction that lowers or reduces certification may not be delayed beyond the school year in which the error is detected.

Renewal, Reinstatement, and Removal of the Emergency Factor
The individual is responsible for keeping his own certificate in force and should note the period of time for which it is valid and the expiration date. The following regulations apply to renewal, reinstatement, and removal of the emergency factor.
1. A certificate becomes invalid on its expiration date and may not be extended although the holder may not have served on it.
2. Renewal credit will not be required if the holder of an expiring professional four-, five-, or sixyear certificate has completed five years of acceptable experience. In this case a life certificate may be issued, provided application is made within seven years.
3. If the certificate to be renewed is of a professional type, the renewal credit should deal with the teaching field. Not more than 5 quarter hours of this credit may deal with materials and methods in the teaching field. If education courses are required for a higher degree or for a new field or level of certification, they may be accepted for renewal of a professional certificate.

4. If Teacher Certification Services or the education department of a Georqia colleqe has outlined courses for an additional type or field of certification, credit for 10 quarter hours toward these requirements may serve to renew, reinstate, or remove the emergency factor.
5. The Provisional Four-year (B-4) Certificate and the Provisional Five-year (B-5) Certificate are not renewable. The holder of a B-4 Certificate may be issued the T-4 Certificate when all requirements have been met, and the holder of a B-5 Certificate may be issued the T-5 Certificate when all requirements have been met.
6. The standard requirement for renewal, reinstatement, or removal of the emergency factor from a certificate is resident credit for 10 quarter hours. The BSL-4 Certificate is renewable on credit for 20 hours.
I. Renewal Requirements: Beginning with certificates valid from July 1, 1968, the following requirements will be in effect: an expiring certificate, or one that has been invalid for less than seven years, may be renewed with 10 quarter hours of resident credit. The following reg~lations apply to renewal.
1. Certificates valid from July 1 are renewable on credit earned between September 1 of that year and September 1 of the year in which the certificate is to be renewed.
2. Certificates whose validity begins during the school year are renewable on credit earned between that date and September 1 of the year in which the certificate is to be renewed.
3. Certificates are renewable on credit earned within seven years after the expiration date, provided application is made before the end of that sevenyear period.
II. Reinstatement Requirements: Beginning with certificates valid from July 1, 1968, the following requirements will be in effect. An expired certificate that has been invalid for seven or more years must be reinstated. To reinstate a certificate issued in 1952 or later, one of the following requirements must be met.
1. Resident credit for 10 quarter hours earned within seven years preceding date of application (Special approval has been given to accept library science

courses offered by the University of Georgia through Off-campus Centers.);
OR
2. Credit for at least one year of acceptable teaching experience on a standard certificate in another state within seven years preceding date of application;
OR
3. Credit for at least five years of acceptable experience in the seven years preceding date of application for certification.
To reinstate a certificate issued prior to 1952, the applicant' must' meet new requirements in effect for that certificate at the time of application for reinstatement and must meet one of the three requirements outlined above.
III. Removal of the Emergency Factor: The emergency factor may be removed from a teacher's certificate by earning 10 quarter hours of resident credit.
Revocation and Denial of Certificates
"The State Board is authorized to provide, by regulation, for revoking or denying certificates for good cause, after investigation is had and notice of hearing is provided the certificate holder." (Sec. 8, Ga. Code Ann., Sec. 32-608)
On February 3, 1964, the State Board of Education adopted the following regulations governing the revocation and denial of certificates for teachers and other professional school personnel.
"Anv person who is. or who is seekinq to become. certified as a teacher or other certified professional personnel authorized to be employed in the public schools of this state, may, subject to his right of appeal to the State Board of Education, have his certificate denied or revoked for the following causes: Obtaining or attempting to obtain such certificate by fraudulent means or through misrepresentation of material facts; misapplication of or failure to account for school funds or other school properties to which he has been entrusted; falsification of school records, documents, statistics or reports; conviction of any felony or of any misdemeanor involving moral turpitude; misconduct; immorality; physical, mental or emotional incapacity, or any other conduct or personal condition detrimental to the health, welfare, discipline or morals of pupils or to the best interest of the public schools of the State of Georgia... "

It is the policy of the Teacher Certification Services to notify all local system superintendents in this State and all education departments in other states of the revocation or denial of any certificate. It is also the policy to deny issuance of a certificate to, or to revoke any certificates held by, an individual whose certificate from another state has been revoked by that state.
Violation of Contracts by Teachers On February 15, 1954, the State Board of Education adopted the regulation providing that " . any person violating any contract and agreement with the State of Georgia or any of the school systems therein, shall have his teaching license suspended for a period of twelve (12) months, and no school system in the State of Georgia shall employ them or receive any funds from the State for the payment of their salaries ... Requirements for Teachers' Provisional Certificates Based on the Bachelor's and Master's Degrees
I. The Teacher's Provisional Four-year (B-4) Certificate
The B-4 Certificate may be issued in any field for which Teacher Certification Services evaluates* when all of the following requirements have been met.
(1) The bachelor's degree from a regionally accredited four-year college, and
(2) All requirements for a teaching field**
OR
completion within two courses of all requirements for the T-4 Certificate. (This does not apply to Special Education fields.)
This certificate is valid for three years and is not renewable. Upon completion of requirements outlined by Teacher Certification Services, the T-4 Certificate may be issued.
II. The Teacher's Provisional Five-year (B-S) Certificate
If the applicant is eligible for the Teacher's Professional Four-year (T-4) Certificate, the Teacher's Provisional Fiveyear (B-S) Certificate for the same field may be issued upon earning the master's degree from a regionally accredited graduate school.
This certificate will be valid for three ~ears and will not be renewable. Upon completion of addltional requirements outlined by Teacher Certification Services, the Teacher's Professional Five-year -(T-S) Certificate may be issued.

If a teaching field has been completed, it may be listed on this certificate. REQUI REMENTS FOR TEACHERS' PROFESSIONAL FOUR-YEAR (T-4) CERTIFICATES
The Teacher's Professional Four-year (T-4) Certificate is the standard credential for teaching in the State of Georgia. Beginning July 1, 1968, this certificate will be valid for seven years and renewable upon earning credit for two additional courses.
Eligibility for the T-4 Certificate may be established by meeting the requirements outlined under one of the following four plans.
PLAN I - THE GEORGIA APPROVED PROGRAM
The T-4 Certificate may be issued to the graduate of a four-year teacher education program approved by the State Board of Education in Georgia. The applicant must secure the recommendation for professional certllication from the responsible official of the Georgia college verifying that the applicant has completed successfully the teacher education program in the specific field for which certification is requested.
PLAN II - NCATE RECOMMENDATION
The T-4 Certificate may be issued to a graduate of an out-ofstate approved teacher education program when the following conditions are met.
(1) The institution is accredited by one of the six recognized regional accrediting agencies,
(2) The institution is approved by the National Council for Accreditation of Teacher Education (NCATE), and
(3) The responsible official of the institution recommends professional certification, verifying that the applicant has completed successfully the teacher education program in the specific field for which certification is requested.
PLAN III - ON COLLEGE RECOMMENDATION ONLY
Teacher Certification Services does not evaluate programs for the initial T-4 Certificate in any of the following fields or for the addition of one of these fields to a T-4 Certificate except for the field of Behavior Disorders:*

Teacher Certification Services evaluates the qualifications of all applicants who are not eligible for the T-4 Certificate on a college recommendation under P.ans I, II, or III. Evaluations are made according to minimum requirements approved by the State Board of Education. These requirements also apply to evaluations for professionalizing provisional certificates and for adding fields or types of certification (except in areas for which a college recommendation is the only basis for certification).
General Requirements for the T-4 Certificate
(1) The bachelor's degree from a regionally accredited four-year college
(2) Ap~roximately 60 quarter hours in General Education Courses-the freshman and sophomore courses in English, science, social sciences, mathematics, and related subjects basic to the general needs of all students regardless of vocational or professional objectives
*A Provisional Four-year (B-4) Certificate in Distributive Education may be issued to an applicant who holds a bachelor's degree and has credit for 30 quarter hours in the areas of economics, merchandising, marketing, sales promotion, and management with not more than 10 quarter hours in anyone area. (1) These courses may not be accepted if earned by correspondence or extension.
(2) An education course may not be accepted if the grade is below "C."

2. Speech: 45 quarter hours selected from the following areas-General speech (fundamentals, public speaking, phonetics, parliamentary procedure, oral communication, speech correction); drama and theater (play production, acting, technical production, history of the theater, play directing) ; discussion and debate; and oral interpretation. (Speech may be added to a certificate in English as well as to a certificate in another field.)
3. Foreign Languages:
(a) Modern Languages--40 quarter hours for each language including grammar and composition, pronunciation and conversation, and literature. A maximum of 10 quarter hours' credit may be allowed for courses in history and culture of the country or for competency acquired in high school or through residence in a foreign country.
(b) Ancient Languages (Latin, Greek, and Hebrew)--30 quarter hours for each language including grammar and composition, pronunciation, and literature. A maximum of 10 quarter hours' credit may be allowed for related history and culture courses or for competency acquired in high school.
(c) A Second Foreign Language may be added upon earning credit for 30 quarter hours in that language.

4. Social Sciences: 50 quarter hours including a minimum of 10 quarter hours in American history and 10 quarter hours in European history. The remaining 30 quarter hours are to be selected from the following areas: government, political science, economics, and geography.

5. History: 40 quarter hours in history with a minimum of 10 quarter hours in American history and 10 quarter hours in European history.

Business Data Processing and Accounting: 50 quarter hours with a minimum of 15 quarter hours in accounting, 10 quarter hours in data processing (introduction to computer programming) , 3 quarter hours in business communications,S quarter hours in business law,S quarter hours in economics, 3 quarter hours in office machines, and 2 quarter hours in typing. The remainder of the courses should deal with statistics, systems management, design and analysis, and related courses.
19. Industrial Arts: 50 quarter hours with a minimum of 5 quarter hours each in drafting, woods, metals, electricity-electronics, and power mechanics or graphic arts.
20. General Agriculture*: A minimum of 50 quarter hours distributed among at least four of the following areas: agricultural economics, agricultural engineering, agronomy, horticulture, forestry, animal husbandry, dairy husbandry, and poultry. In addition, a minimum of 40 quarter hours of science distributed among at least five of the following areas: bacteriology, botany, chemistry, entomology, genetics, geology, physics, plant pathology, soils, and zoology.
*If a B-4 Certificate is issued in General Agriculture, it may not be professionalized. The holder must complete vocational requirements and secure a college recommendation for the T-4 Certificate.

PART V
REQUIREMENTS FOR TEACHERS' PROFESSIONAL FIVE-YEAR (T-5) CERTIFICATES
The Teacher's Professional Five-year (T-5) Certificate is the standard teaching credential based on the master's degree. It is valid for seven years and renewable upon earning credit for two additional courses.
An applicant who attends or plans to attend an out-of-state graduate school should submit his master's degree program to Teacher Certification Services for approval in advance of completing the program. Special forms are available for this purpose.
The master's degree and supplementary graduate credit for certification should be earned at a regionally accredited graduate school wi th an approved program in the area of specialization.
Supplementary graduate credit not applicable to a graduate degree must carry resident credit with grades of "B" or better.
Eligibility for the T-5 Certificate may be established by meeting the requirements outlined under one of the following five plans.
PLAN I - THE GEORGIA APPROVED PROGRAM
If the applicant is eligible for a T-4 Certificate, the T-5 Certificate may be issued upon completion of a master's degree program approved by the State Board of Education in Georgia. The applicant must secure the recommendation for professional certification from the responsible official of the Georgia college verifying that the applicant has completed successfully the graduate teacher education program in the specific field for which certification is requested.
PLAN II - NCATE RECOMMENDATION
The T-5 Certificate may be issued to the applicant who is eligible for a T-4 Certificate and who meets the following requirements.
(1) Holds the master's degree from a regionally accredited institution which has NCATE (National Council for Accreditation of Teacher Education) approved programs in the areas in which Georgia issues certificates for teaching,
(2) Qualifies for the professional certificate at the 5th-year level in the specific field, the certificate having been issued by the state in which the institution from which the person graduated is located, and

(3) Has the recommendation for professional certification from the responsible official of the institution verifying that the applicant has completed successfully the NCATE program in the specific field for which certification is requested.
PLAN III - ON COLLEGE RECOMMENDATION ONLY
Teacher Certification Services does not evaluate programs for the T-5 Certificate in any of the following fields or for adding one of these fields to a T-5 Certificate except for the field of Behavior Disorders*.
Grades 7, 8, 9 Health Education Mobility Education Visually Impaired, Speech Correction, Behavior Disorders Vocational Subjects--Agriculture, Horne Economics,
Distributive Education, Diversified Cooperative Training, or Trade and Industrial Education Safety, Driver and Traffic Education Behavioral Science
The T-5 Certificate for one of these fields may be issued upon the comp"letion of the following requirements.
(l) Eligibility for the Teacher's Professional Four-year (T-4) Certificate,
(2) The master's degree from a regionally accredited graduate school with an approved program for the specific field, and
(3) The recommendation of the responsible official of the institution verifying that the applicant has completed successfully the graduate teacher education program in the specific field for which certification is requested.
Note: For the T-5 Certificate in Safety, Driver and Traffic Education the applicant must also have established eligibility for the supplementary field of certification in Safety and Driver Education and must hold a valid Georgia driver's license.
PLAN IV - COMPLETION WITHIN TWO COURSES OF ALL REQUIREMENTS FOR BOTH THE T-4 AND T-5 CERTIFICATES
(l) Completion of a master's degree program designed specifically to provide professional preparation for teaching in the public schools, and
(2) Completion within two courses of the combined requirements for both the T-4 and the T-5 Certificates.
*Although Teacher Certification Services does not evaluate programs for the initial T-5 Certificate in Behavior Disorders, requirements are outlined on page 90 for adding this field to a T-5 Certificate.

PLAN V - EVALUATIONS FOR CERTIFICATION
Teacher Certification Services evaluates the qualifications of all applicants who are not eligible for the T-5 Certificate on a college recommendation under Plans I, II, III, or IV. Evaluations are made according to minimum requirements approved by the State Board of Education. These requirements also apply to evaluations for professionalizing provisional certificates and for adding fields or types of certification (except in areas for which a college recommendation is the only basis for certification).
THE TEACHER'S PROFESSIONAL FIVE-YEAR (T-5) CERTIFICATE FOR EARLY CHILDHOOD EDUCATION (K-3)
If the applicant is eligible for the T-4 Certificate for Early childhood Education or Elementary Grades, the T-S Certificate for Early chlldhood Educatlon may be issued upon completion of the master's degree from a regionally accredited institution with graduate courses which meet the following requirements:
Ten uarter hours in rofessional education courses applicable to the following (a) and or (b) areas:
(a) Courses dealing with the nature of the learner and the psychology of learning.
(b) Courses dealing with the program of the school and the problems of the school.
Twenty-five quarter hours in subject matter or content courses applicable to the following ("c) area:
(c) Courses for the early childhood education teacher to include 10 quarter hours in communication arts (language development including speaking, listening, writing, reading, and children's literature) and 15 quarter hours selected from at least three of the following areas with a maximum of 5 quarter hours in anyone area: mathematics for the young child, social-behavioral sciences for the young child, creative activity in art, music, rhythm, dance and drama for the young child, and health and physical education for the young child.
If the applicant is eligible for the T-4 Certificate in a field other than Early childhood Education or Elementary Grades, the
T-5 Certlflcate for Early Childhood Education may be issued
upon the completion of requirements outlined above provided the applicant has a total of 45 quarter hours in the combined undergraduate and graduate content courses which may include 5 quarter hours in early childhood education curriculum or methods.

If the applicant is eligible for the T-4 Certificate for one of the specified secondary fields for which Teacher Certification Services eva1uates**, the T-5 Certificate for the same field may be issued upon completion of the master's degree from a regionally accredited institution with graduate courses which meet the following requirements:

If the applicant is eligible for the T-4 Certificate for one of these fields, the T-5 Certificate for the same field may be issued upon the completion of the master's degree from a regionally accredited institution with graduate courses which meet the following requirements:
Ten quarter hours in professional education courses applicable to the following (a) and/or (b) areas:
(a) Courses dealing with the nature of the learner and the psychology of learning.
(b) Courses dealing with the program of the school and the problems of the school.

If the applicant is eligible for the T-4 Certificate in another field, the T-5 Certificate for one of these fields may be issued upon completion of the requirements outlined above provided the applicant has the combined undergraduate and graduate courses which meet the "Teaching Field" requirements specified for the T-4 Certificate in this field plus 5 quarter hours in methods and materials for teaching in the specific field and 5 quarter hours in a supervised internship in the specific field.
THE TEACHER'S PROFESSIONAL FIVE-YEAR (T-5) CERTIFICATE FOR THE CAREER LIBRARY MEDIA SPECIALIST
If the applicant is eligible for a T-4 Certificate, the T-5 Certificate for the Career Library Media Specialist may be issued upon the completion of the master's degree from a regionally accredited institution with graduate courses which meet the following requirements:
Ten quarter hours in professional education courses applicable to the following (a) and/or (b) areas:
(a) Courses dealing with the nature of the learner and the psychology of learning.
(b) Courses dealing with the program of the school and the problems of the school.

Twenty-five quarter hours in subject matter or content courses applicable to the following (c) area:
(c) Courses in library media resources and services to include such areas as analysis, evaluation, selection and design of printed and audiovisual materials; procedures for the utilization of materials by pupils, teachers, and other school personnel; objectives, functions and program of the media center; administration and organization of materials and media services; communications theory; information science, including the understanding of the theory, design and execution of instructional systems; methods of research and techniques of its application. The combined undergraduate and graduate courses in library media should total at least 45 quarter hours.
A person who earned a bachelor's degree in library science at the five-year level from a library school accredited by the American Library Association and who earned such degree prior to the time the institution granted a master's degree for the first year of graduate work, shall qualify for a five-year career library media specialist certificate.

THE TEACHER'S PROFESSIONAL FIVE-YEAR (T-5) CERTIFICATE FOR THE READING SPECIALIST

If the applicant is eligible for the T-4 Certificate, the T-5 Certificate for the Reading Specialist may be issued upon the completion of the master's degree from a regionally accredited institution with graduate courses which meet the following requirements.

Ten quarter hours in professional education courses applicable to the following (a) and/or (b) areas:

(a) Courses dealing with the nature of the learner and the psychology of learning.

(b) Courses dealing with the program of the school and the problems of the school.

Twent -five uarter hours courses applicable to the

If the applicant is eligible for the T-4 Certificate, the T-5 Certificate in Adult and Continuing Education may be issued upon the completion of the master's degree from a regionally accredited institution with graduate courses which meet the following requirements.

FIVE-YEAR CERTIFICATES FOR NON-TEACHING POSITIONS
Requirements for Provisional and Professional Five-Year Certificates for Non-Teaching Positions
(Administration and Supervision, School Counselor, Visiting Teacher, School Lunch Director, School Psychometrist, Director of Vocational Education, Directors of School Services, and Instructional Supervision)
The standard certificate for one of these positions is the professional certificate based on the master's degree from a regionally accredited graduate school. This certificate is valid for seven years and renewable upon earning credit for two additional courses.
A provisional certificate for one of these positions may be issued to the applicant who meets the established courses and experience requirements for that certificate.
An applicant who attends or plans to attend an out-of-state graduate school should submit his five-year master's degree proprogram to Teacher Certification Services for approval in advance of completing the program. Special forms are available for this purpose.
The master's degree and supplementary graduate credit for certification should be earned at a regionally accredited graduate school with an approved program in the area of specialization. Supplementary graduate credit not applicab~e to a graduate degree must carry resident credit with grades of "B" or better.
THE CERTIFICATE FOR ADMINISTRATION AND SUPERVISION PROFESSIONAL FIVE-YEAR (AS-5)
Eligibility for the AS-5 Certificate may be established by meeting the requirements outlined under one of the following four plans.
PLAN I - THE GEORGIA APPROVED PROGRAM FOR THE AS-5 CERTIFICATE
If the applicant is eligible for a T-4 Certificate and has three years of acceptable school experience, the AS-5 Certificate may be issued upon completion of a master's degree program approved by the State Board of Education in Georgia. The responsible official of the Georgia institution must recommend issuance of the certificate, verifying that the applicant has completed successfully the

PLAN III - EVALUATIONS FOR CERTIFICATION IN ADMINISTRATION AND SUPERVISION
Teacher Certification Services evaluates the qualifications of all applicants who are not eligible for the certificate for administration and supervision under Plans I or II. The following requirements also apply to evaluations for professionalizing AS-4 Certificates and for obtaining the AS-5 as an additional professional five-year certificate.
A. Minimum Requirements for the Certificate for Administration and Supervision Professional Five-Year (AS-5):
1. Eligibility for the Teacher's Professional Four-year (T-4) Certificate.
2. The master's degree from a regionally accredited institution with graduate courses distributed as follows.
Ten uarter hours in rofessional education courses applicable to the following (a) and b) areas:
(a) A course dealing with the nature of the learner-5 quarter hours.
(b) A course dealing with the purposes of the school or educational foundations--5 quarter hours.

Thirty quarter hours in rofessional education courses appllcable to the followlng c area:
(c) Courses dealing with elementary and secondary school administration and supervision--25 quarter hours. A course dealing with curriculum and instruction for school administrators and supervisors--5 quarter hours.
Five quarter hours in a course dealing with the following (d) area:
(d) A course dealing with educational research.
3. Three years of acceptable school experience.
B. Minimum Requirements for the Certificate for Administration and Supervision Provisional (AS-4):
1. Eligibility for the Teacher's Professional Four-year (T-4) Certificate;
2. Fifteen quarter hours of acceptable graduate credit from an approved institution in courses dealing with school administration and supervision to include at least five quarter hours in school administration. (A maximum of five quarter hours of graduate credit in curriculum and instruction for school administrators and supervisors would also be applicable.)
3. One year of acceptable school experience.
The AS-4 Certificate is valid for one year and renewable upon earning credit for two additional graduate courses toward the AS-5 Certificate. If the applicant lacks only the experience requirement for an AS-5 Certificate, the AS-4 Certificate will be valid for the number of years the applicant lacks in order to complete the experience requirement.
PLAN IV - REQUIREMENTS FOR CONVERSION FROM THE ADMINISTRATOR'S PROFESSIONAL FIVE-YEAR (A-5) AND THE CURRICULUM DrREcroR's PROFESSIONAL FIVE-YEAR (CD-5) CERTIFICATES TO THE CERTIFICATE FOR ADMINISTRATION AND SUPERVISION PROFESSIONAL FIVE-YEAR (AS-5)
A. Minimum Requirements for Converting the A-5 Certificate to the AS-5 Certificate:
1. Eligibility for the Administrator's Professional Five-year (A-5) Certificate;

2. Fifteen quarter hours of graduate credit in supervision courses, including a course in supervision of teaching; and
3. Three years of acceptable school experience.
B. Minimum Requirements for Converting the CD-5 Certificate to the AS-5 Certificate:
1. Eligibility for the Curriculum Director's Professional Five-year (CD-5) Certificate;
2. Fifteen quarter hours of graduate credit in school administration courses (elementary, secondary, and general); and
3. Three years of acceptable school experience.
THE SCHOOL COUNSELOR'S PROFESSIONAL FIVE-YEAR (SC-5) CERTIFICATE
Elibility for the SC-5 Certificate may be established by meeting the requirements outlined under one of the following three plans.
PLAN I - THE GEORGIA APPROVED PROGRAM FOR THE SC-5 CERTIFCATE
If the applicant is eligible for a T-4 Certificate and has three years of acceptable school experience (or two years of acceptable school experience and one year of approved work experience), the SC-5 certificate may be issued upon completion of a master's degree program approved by the State Board of Education in Georgia. The responsible official of the Georgia institution must recommend issuance of the certificate, verifying that the applicant has completed successfully the graduate program in counseling for the SC-5 Certificate.
PLAN II - THE SC-5 CERTIFICATE ON NCATE RECOMMENDATION
The SC-5 Certificate may be issued upon completion of the following requirements to the applicant who is eligible for a T-4 Certificate and has three years of acceptable school experience (or two years of acceptable school experience and one year of approved work experience).
(1) Holds the master's degree f~om a regionally accredited institution which has an NCATE (National Council for Accreditation of Teacher Education) approved program for the school counselor;
(2) Qualifies for the professional certificate at the 5th-year level for the school counselor, the certificate having been issued by the state in which the institution is located; and

(3) Has the recommendation for professional certification from the responsible official of the institution verifying that the applicant has completed successfully the NCATE program for the school counselor.
PLAN III - EVALUATIONS FOR CERTIFICATION FOR THE SCHOOL COUNSELOR
Teacher Certification Services evaluates the qualifications of all applicants who are not eligible for a school counselor's certificate under Plans I or II. The following requirements also apply to evaluations for professionalizing SC-4 Certificates and for obtaining an SC-5 as an additional professional five-year certificate.
A. Minimum Requirements for the School Counselor's Professional Five-year (SC-5) Certificate:
1. Eligibility for the Teacher's Professional Four-year (T-4) Certificate.
2. The master's degree from a regionally accredited institution with graduate courses distributed as follows:
Ten quarter hours in professional education courses applicable to the following (a) and/or (b) areas:
(a) Courses dealing with the nature of the learner and the psychology of learning.
(b) Courses dealing with the program of the school ~ and the problems of the school.
Twenty-five quarter hours in professional education courses applicable to the following (c) area:
(c) Courses in guidance and counseling for the elementary and secondary school counselor.
Five quarter hours in a course applicable to the following (d) area:
(d) A course dealing with educational research.
3. Three years of acceptable school experience or two years of acceptable school experience and one year of approved work experience.
B. Minimum Requirements for the School Counselor's Provisional (SC-4) Certificate :
1. Eligibility for the Teacher's Professional Four-year (T-4) Certificate;

2. Fifteen quarter hours of acceptable graduate credit from an approved institution in guidance and counseling courses designed for the elementary and secondary school counselor; and
3. One year of acceptable school experience.
The SC-4 Certificate is valid for one year and renewable upon earning credit for two additional graduate courses toward the SC-5 Certificate. If the applicant lacks only the experience requirement for an SC-5 Certificate, the SC-4 Certificate will be valid for the number of years the applicant lacks in order to complete the experience requirements. THE VISITING TEACHER'S PROFESSIONAL FIVE-YEAR (VT-5) CERTIFICATE
Eligibility for the VT-5 Certificate may be established by meeting the requirements outlined under one of the following four plans.
PLAN I - THE GEORGIA APPROVED PROGRAM FOR THE VT-5 CERTIFICATE
If the applicant is eligible for a T-4 Certificate and has three years of acceptable school experience, the VT-5 Certificate may be issued upon completion of a master's degree program approved by the State Board of Education in Georgia. The responsible official of the Georgia institution must recommend issuance of the certificate, verifying that the applicant has completed successfully the graduate program for the VT-5 Certificate.
PLAN II - THE VT-5 CERTIFICATE ON NCATE RECOMMENDATION
The VT-5 Certificate may be issued upon completion of the following requirements to the applicant who is eligible for a T-4 Certificate and has three years of acceptable school experience.
(1) Holds the master's degree from a regionally accredited institution which has an NCATE (National Council for Accreditation of Teacher Education) approved program for the visiting teacher or school social worker;
(2) Qualifies for the professional certificate at the 5th-year level for the visiting teacher or school social worker, the certificate having been issued by the state in which the institution is located; and
(3) Has the recommendation for professional certification from the responsible official of the institution verifying that the applicant has completed successfully the NCATE program for the visiting teacher or school social worker.

The responsible official of the Georgia institution must recommend issuance of the certificate, verifying that the applicant has completed successfully the graduate program for the school psychometrist for the PM-5 Certificate.
PLAN II - EVALUATIONS FOR CERTIFICATION FOR THE SCHOOL PSYCHOMETRIST
Teacher Certification Services evaluates the qualifications of all applicants who are not eligible for a school psychometrist's certificate under Plan I. The following requirements also apply to evaluations for obtaining a PM-5 as an additional five-year certificate.
A. Minimum Requirements for the School Psychometrist's Professional Five-year (PM-'S) 'Certi'ficate:

CERTIFICATION FOR SCHOOL LUNCH DIRECTORS
I. The School Lunch Director's Provisional Four-year (BSL-4) Certificate may be issued when all of the following requirements have been met:

A. The bachelor's degree from a regionally accredited fouryear college with a major in one of the following: home economics education, food science, nutrition science, dietetics, institutional management, elementary education, business administration, biological sciences, chemistry, or physics, including the following--
(1) Ten quarter hours in food and nutrition in senior division courses for which organic chemistry is a prerequisite, and 15 quarter hours in the following areas--
(a) Psychology and/or sociology of the school-age child and/or the adult,
(b) Personnel management, and/or
(c) Methods and principles of education, with not more than 10 quarter hours in anyone area, OR
(2) Evidence of having met membership requirements of the American Dietetic Association.
B. Three years of acceptable experience in teaching, school lunch management, or other institutional food service management or supervision.
This certificate is valid for three years and is renewable upon earnin credit for 20 uarter hours toward the Professional
SL-5 Certlflcate.
II. The School Lunch Director's Provisional Five-year (BSL-5) Certificate may be issued to an applicant who is eligible for the BSL-4 Certificate and who has met all of the following requirements:
A. The master's degree from a regionally accredited graduate institution with 15 quarter hours of graduate credit in institutional management (purchasing, organization and management, and quantity cookery),* and
B. Three years of acceptable experience in teaching, school lunch management, or other institutional food service management or supervision.
This certificate is valid for three years and is renewable upon earning credit for 10 quarter hours toward the Professional (SL-5) Certificate.
*These courses are also applicable to the (c) area requirement for the SL-5 Certificate.

The School Lunch Director's Professional Five-year (SL-5) Ce"rtlfLc"ate may be issued to an applicant who is eligible for the BSL-4 Certificate and who has met all of the following requirements:

A. The master's degree from a regionally accredited graduate institution with graduate courses which meet the following requirements:

Ten quarter hours in professional education courses applicable to the followlng (a) and/or (b) areas:

(a) Courses dealing with the nature of the learner and the psychology of learning.

(b) Courses dealing with the program of the school and the problems of the school.

Twenty-five quarter hours in specialized courses applicable to the following (c) area:

(c) Courses dealing with the area of specialization with at least 15 quarter hours in institutional management (purchasing, organization and management, and quantity cookery). The remaining 10 quarter hours may deal with food and nutrition.

Five quarter hours in a course applicable to the following (d) area:

(d) A course dealing with educational research.

B. Three years of acceptable experience in teaching, school lunch management, or other institutional food service management or supervision.

CERTIFICATION FOR DIRECTORS OF VOCATIONAL EDUCATION
A. The Certificate for the Director of Vocational Education Professional Five-year (VE-5) may be issued when all of the following requirements have been met:
(1) Eligibnity for the Teacher's Professional Four-year (T-4) Certificate;
(2) Completion of an approved master's degree program from a regionally accredited graduate school;

{3} The recommendation by an authorized official of the graduate school verifying that the student has satisfactorily completed the institution's approved program for the director of vocational education; and
{4} Three years of acceptable school experience in a reimbursable vocational program or industrial arts program which may include one year of internship in a vocational area and one year of occupational experience recognized for vocational-technical education.
B. The Certificate for the Director of Vocational Education Provisional (VE-4) may be issued when all of the following requirements have been met:
(I) Eligibility for a Teacher's Professional Four-year (T-4) Certificate in a vocational field or Industrial Arts;
{2} The recommendation by an authorized official of the graduate school verifying that the student has satisfactorily completed 15 quarter hours in approved graduate courses for vocational leadership; and
{3} One year of acceptable school experience in a reimbursable vocational program or an industrial arts program.
The VE-4 Certificate is valid for one year. Until July 1, 1975, it may be renewed with five quarter hours of graduate credit toward the VE-5 Certificate. Beginning July 1, 1975, it will be renewable with 10 quarter hours of graduate credit toward the VE-5 Certificate. If the applicant lacks only the experience requirement for the VE-5 Certificate, the VE-4 Certificate will be valid for the number of years the applicant lacks in order to complete the experience requirement.
DIRECTORS OF SCHOOL SERVICES AND INSTRUCTIONAL SUPERVISION CERTIFICATES
I. Certificate for the Director of Sp'ecial Education-Five-year (DE-5)
Minimum requirements for the DE-5 Certificate:
1. Eligibility for the Teacher's Professional Five-year (T-5) Certificate in any area of special education,
2. Fifteen quarter hours of graduate credit in administration and supervision courses, which shall include a course in supervision of exceptional children services, and

II. Certificate' for the Director of Guidance--Five-year (DG-5)
Minimum Requirements for the DG-5 Certificate:
1. Eligibility for the School Counselor's Professional Five-year (SC-5) Certificate,
2. Fifteen quarter hours of graduate credit in administration and supervision courses, which shall include a course in the supervision of guidance services or pupll personnel services, and
3. Three years of acceptable school experience or two years of acceptable school experience and one year of approved work experience.
III. Certificate for the Director of Libraries--Five-year (DL-5)
Minimum Requirements for the DL-5 Certificate:
1. Eligibility for the Career Library Media Specialist's Professional Five-year (T-5) Certificate,
2. Fifteen quarter hours of graduate credit in administration and supervision courses which shall include a course in the supervision of libraries, and
3. Three years of acceptable school experience.
IV. Certificate for the Director of Pupil Personnel Services-F~ve-year (DP-5)
Minimum Requirements for the DP-5 Certificate:
1. Eligibility for one of the following certificates:

(T-5) Certificate in the subject area or teaching field to be supervised, 2. Fifteen quarter hours of acceptable graduate credit in supervision courses, including courses in general supervision and supervision in the area of specialization, and 3. Three years of acceptable school experience.

PART VII
REQUIREMENTS FOR SIX-YEAR CERTIFICATES FOR TEACHING AND NON-TEACHING POSITIONS AND REQUIREMENTS FOR THE DOCTORAL (D-7) CERTIFICATE
The holder of a six-year certificate is considered a specialist in the field or area of certification. This certificate is based on a sixth year of college training--a minimum of 45 quarter hours in a planned graduate program beyond the master's degree and the first professional five-year certificate. Applicants who began their six-year programs after September 1, 1968, will be required to complete a program on which the graduate institution will confer some type of degree, certificate, or diploma. Georgia does not issue certificates based upon NCATE recommendations at the six-year level.
The six-year certificate is valid for seven years and is renewable upon earning credit for two additional courses. Provisional certification is not issued at the six-year level.
A standard requirement for the issuance of any six-year certificate or for adding a field to a teacher's six-year certificate is that the applicant must have made the required scores on the appropriate sections of the National Teacher Examination. The Examination may be taken at any center approved by the Educational Testing Service. Scores earned after July 1, 1968, are valid for seven years, but the validity period may be extended if the person has been engaged in continuous study since taking the test.
However, the National Teacher Examination may not be required of the applicant who has completed ALL other requirements for the initial six-year certificate and can submit verification from the dean of the graduate school that he has completed the following requirements.
(1) He has been granted unconditional admission to candidacy for the doctor's degree;
(2) He has completed preliminary screening; and
(3) He has completed all course work and has been given approval of his dissertation topic.
The six~year program, a doctoral program, and supplementary graduate credit for certification should be earned at a regionally accredited graduate school with an approved program in the area of specialization. Supplementary graduate credit not applicable to a graduate degree must carry resident credit with grades of "B" or better.

Eligibility for the TS-6 Certificate may be established by meeting the requirements outlined under one of the following three plans.

PLAN II - ON COLLEGE RECOMMENDATION ONLY
Teacher Certification Services does not evaluate programs for the TS-6 Certificate in any of the following fields or for adding one of these fields to a TS-6 Certificate except for the field of Behavior Disorders*.

(2) An approved six-year program from a regionally accredited institution, with a minimum of 45 quarter hours of graduate credit beyond the master's degree and the first professional five-year certificate.
(3) The recommendation of the responsible official of the institution verifying that the applicant has completed successfully the six-year teacher education program in the specific field for which certification is requested.
(4) The required scores on the appropriate sections of the National Teacher Examination taken within the preceding seven years.

Eligibility for the SP-6 Certificate may be established by meeting the requirements outlined under one of the following two plans.
PLAN I - THE GEORGIA APPROVED PROGRAM FOR THE SP-6 CERTIFICATE
The SP-6 Certificate may be issued upon completion of a six-year program for the associate school psychologist approved by the State Board of Education in Georgia. The applicant must secure the recommendation for the certification from the responsible official of the Georgia college verifying that the applicant has completed Successfully the six-year program for the associate school

psychologist. In addition, the applicant must have made the required scores on the appropriate sections of the National Teacher Examination taken within the preceding seven years and must have three years of acceptable school experience or three years of appropriate substitute experience.
PLAN II - EVALUATIONS FOR THE SP-6 CERTIFICATE
Teacher Certification Services evaluates the qualifications of all applicants who are not eli ible for the SP-6 Certificate
ase on a college recommendation under Plan I. Evaluations are made according to the following minimum requirements approved by the State Board of Education:
(1) An approved six-year program from a regionally accredited institution with a minimum of 45 quarter hours of graduate credit beyond the master's degree.
(2) The recommendation of the responsible official of the institution verifying that the applicant has completed successfully the six-year program for the associate school psychologist and certifying competency of the applicant to serve in this position.
(3) The required scores on the appropriate sections of the National Teacher Examination taken within the preceding seven years.
(4) Three years of acceptable school experience or three years of appropriate sUbstitute experience.
(5) The following distribution of graduate courses in the combined master's degree, six-year program, and any other approved graduate work:
Twenty quarter hours in professional education courses applicable to the following (a) and/or (b) areas:
(a) Courses dealing with the nature of the learner and the psychology of learning.

The VE-6 Certificate may be issued when all of the following requiremen't's have' been met:
(1) Eligibility for the certificate for the Director of Vocational Education--Professional Five-Year (VE-5).
(2) Completion of an approved six-year program from a regionally accredited institution with a minimum of 45 quarter hours of graduate credit beyond the master's degree and the first professional five-year certificate.
(3) The recommendation by an authorized official of the graduate school verifying that the student has satisfactorily completed the institution's approved six-year program for the director of vocational education.
(4) The required scores on the appropriate sections of the National Teacher Examination taken within the preceding seven years.
(5) Three years of acceptable school experience in a reimbursable vocational program or industrial arts program which may include one year of internship in a vocational area and one year of occupational experience recognized for vocational-technical education.
Directors of School Services and Instructional Supervision Certificates
I. Certificate for the Director 'of Special Education--Six-year (DE-6)
Minimum Requirements for the DE-6 Certificate:
1. Eligibility for the Teacher Specialist's Six-year (TS-6) Certificate in any area of special education.

II. Certificate for the Director of Guidance--Six-year (DG-6)

2. Fifteen quarter hours of graduate credit in administration and supervision courses, which shall include a course in the supervision of guidance services or pupil personnel services.
3. Three years of acceptable school experience or two years of acceptable school experience and one year of approved work experience.
III. Certificate for the Director of Libraries--Six-year (DL-6)
Minimum Requirements for the DL-6 Certificate:
1. Eligibility for the Career Library Media Specialist's Professional Six-year (TS-6) Certificate.
2. Fifteen quarter hours of graduate credit in administration and supervision courses which shall include a course in the supervision of libraries.
3. Three years of acceptable school experience.
IV. Certificate for the Director of Pupil Personnel Services-Six-year (DP-6)
Minimum Requirements for the DP-6 Certificate:
1. Eligibility for one of the following certificates: School Counselor's Professional Six-year (SC-6) Certificate, Visiting Teacher's Professional Six-year (VT-6) Certificate, Associate School Psychologist's Professional Six-year (SP-6) Certificate.
2. Fifteen quarter hours of graduate credit in administration and supervision courses, which shall include a course in the supervision of pupil personnel services.
3. Three years of acceptable school experience or two years of acceptable school experience and one year of approved work experience.

V. Certificate for Instructional Supervision--Six-year (IS-6)
Minimum Requirements for the IS-6 Certificate:
1. Eligibility for the Teacher Specialist's Six-year (TS-6) Certificate in the subject area or teaching field to be supervised.
2. Fifteen quarter hours of acceptable graduate credit in supervision courses, including courses in general supervision and supervision in the area of specialization.
3. Three years of acceptable school experience.
VI. Certificate for Instructional Supervision--Seven-year (IS-7)
Minimum Requirements for the IS-7 Certificate:
1. Eligibility for the Doctoral (D-7) Certificate in the subject area or teaching field to be supervised.
2. Fifteen quarter hours of acceptable graduate credit in supervision courses, including courses in general supervision and supervision in the area of specialization.
3. Three years of acceptable school experience.
THE DOCTORAL (D-7) CERTIFICATE
If an applicant is eligible for a six-year certificate, the D-7 Certificate may be issued in the same field or area* when all of the following requirements have been met:
(1) Completion of an approved doctoral program from a regionally accredited graduate institution. (It is the institution's responsibility to plan the doctoral program in terms of the student's field of service and his individual needs.)
(2) The recommendation of the responsible official of the graduate institution verifying that the applicant has completed successfully the institution's doctoral program in the field for which certification is requested.
(3) Three years of acceptable school experience.
If an applicant is eligible for the D-7 Certificate, he may add to lt any fleld or area of certification in which he has established eIlglbiliEy for the six-year certificate.
*The six-year certificate in the area of school psychology will be
issued as The Associate School Psychologist's Six-year (SP-6) .c7r-

PART VIII
REQUIREMENTS FOR ADDING FIELDS TO TEACHERS' CERTIFICATES AND FOR OBTAINING ADDITIONAL TYPES OF CERTIFICATES

In general, the applicant who wishes to add a new teaching field

to a certificate or to qualify for an additional type of certifi-

cate should write to Teacher Certification Services requesting an

official evaluation. It should be noted, however, that Teacher

Certification Services does not evaluate for certain fields and

certain types of certificates for which a college recommendation

is always required.

~

In earning supplementary credit for adding fields and for obtaining additional types of certification, the following general rules and regulations are applicable.

(I) All supplementary credit should be earned at regionally accredited institutions.

(2) All supplementary graduate courses should be earned with resident credit and grades of "B" or better.

(3) Not more than one-fourth of the total credit for a teaching field at the four-year level may be taken by correspondence and/or extension, and the teaching field courses should be properly distributed on the junior and senior college levels.
(4) A "c" average should be maintained on courses applicable to
a teaching field at the four-year level.

(5) Any supplementary professional education courses required to add a field to a T-4 Certificate may not be accepted from a junior college or from an institution that is not approved for teacher education and should be earned with resident
credit and grades of "c" or better.

Requirements for Supplementary Fields and Services

The following are supplementary fields and services which may be
added or brought forward to teachers' certificates as indicated. None of these may appear on a teacher's certificate as the only area of certification, and none may appear on any provisional certificate except the B-5 for which T-4 eligibility has been established.

I. Associate Library Media Specialist may be added with 20 quarter hours of resident library media credit* inclUding courses in selection and utilization of library media,

reference and information services, cataloging and classification, and administration and operation of the library media center. (This supplementary field may be added to a T-4 or T-5 Certificate or may be brought forward from a T-4 to a T-5 Certificate. It may not be added to or brought forward to a TS-6 Certificate.)

II. Supervising Teacher Service (STS) may be added with 15 quarter hours of resident credit from an approved institution in
special preparation for the service. (This service may be added to a T-4, T-5, or TS-6 Certificate and may be brought forward from a T-4 Certificate to a T-5 and a TS-6 Certificate.)

III.

Hospital and Home Instruction may be added with three years of elementary and/or secondary teaching experience and 15 quarter hours of resident credit including a survey course on exceptional children or psychology of exceptional children, medical aspects of crippling and special health conditions of multihandicapped children, and supervised student teaching with hospitalized, homebound, or crippled children. (This supplementary field may be added to a T-4, T-5, or TS-6 Certificate and may be brought forward from a T-4 Certificate to a T-5 and a TS-6 Certificate.)

IV. Teacher Visually Impaired may be added upon successful completion of a sequence of courses totaling 25 quarter hours at an approved college. The courses should include a survey course on exceptional chi ldren, anatomy and hygiene of the eye, educational procedures for visually impaired, braille reading, writing, and teaching procedures, and student teaching with visually handicapped or an approved substitute. (This supplementary field may be added to a T-4 Certificate with undergraduate or graduate credit. It may be added to a T-5 or TS-6 Certificate with graduate credit only. It may be brought forward from a T-5 to a TS-6 Certificate.)

V. Safety and Driver Education may be added with 15 quarter hours of resident credit including 5 quarter hours in a general safety education course and 10 quarter hours in introductory and advanced courses in driver and traffic safety education. (This supplementary field may be added to a T-4, T-5, or TS-6 Certificate and may be brought forward from a T-4 to a T-5 and a TS-6 Certificate.)

VI. Adult and Continuing Education may be added with 25 quarter hours of credit including courses in foundations of adult education, program organization and administration, curriculum planning and methods, literature in adult education, and problem areas in adult education. (This supple-
mentary field may be added to a T-4, T-5, or TS-6 Certificate and may be brought forward from a T-4 to a T-5 and a TS-6 Certificate. )

Career Exploration may be added with 20 quarter hours of ~raduate credit in guidance and counseling courses including 1ntroduction to educational and career exploration; occupational information services; group dynamics in relation to
work roles used in teaching career exploration; and an internship inclUding career exploration on a full-time basis for a period of nine months or longer. These courses should be earned at an institution with an approved program in guidance and counseling. (This supplementary field may be added to a T-4, T-5, or TS-6 Certificate and may be brought forward from a T-4 to a T-5 and a TS-6 Certificate.)

VIII.

Gifted may be added to a T-4 Certificate with one year of teaching experience or to a T-5 Certificate without teaching experience upon successful completion of a sequence of courses for the gifted totaling 25 quarter hours of graduate credit at an approved college. The courses should include at least 5 quarter hours in each of the following areas; psychology or nature of the gifted, methods and materials of teaching the gifted, and educational measurement and evaluation or tests and measures. The remaining 10 quarter hours are to be in coursework for the gifted. (This field may be added to a T-4, T-5, or TS-6 Certificate and may be brought forward from a T-4 Certificate to a T-5 and a TS-6 Certificate.)

Requirements for Adding Fields to Teachers' Certificates

I. To Add Fields to T-4 and T-5 Certificates

A. On College Recommendation Only - Teacher Certification Services does not evaluate programs for adding one of the following fields to a T-4 or a T-5 Certificate.

Grades 7, 8, 9 Mobility Education Visually Impaired Speech Correction Health Education Vocational Education (in a specified field) Safety, Driver and Traffic Education (T-5 only) Behavioral Science (T-5 only)

1. One of these fields may be added to a T-4 Certificate only upon the recommendation of the responsible official of a regionally accredited four-year college with an approved program verifying that the applicant has completed successfully the teacher education program in the specific field for which certification is requested.

2. One of these fields may be added to a T-5 Certi'ficate only upon the recommendation of the responsible official of a regionally accredited graduate school

with an approved program verifying that the applicant has completed successfully the teacher education program at the graduate level in the specific field for which certification is requested. (To add Safety, Driver, and Traffic Education to a T-5 Certificate the applicant must also hold a valid Georgia driver's license. )
B. On Evaluations by Teacher Certification Services - Teacher Certification Services evaluates programs for adding any field to a T-4 or a T-5 Certificate except the fields which may be added only on a college recommendation.
1. Anyone of the fields for which Teacher Certification Services evaluates may be added to a T-4 Certificate by completing the appropriate requirements outlined below:
a. Early Childhood Education may be added to a T-4 Certi-f"i cate in I:1ernentary Grades when credit has been established for 5 quarter hours in child growth and development with emphasis on the young child; 10 quarter hours in early childhood education curriculum and methods or an internship or workshop in early childhood education; and 5 quarter hours in communication arts including language development, speaking, listening, writing, and reading.
Early Childhood Education may be added to a T-4 Certificate in a Secondary Teaching Field, a Special Education Field, or a Field for Grades 1-12 when credit has been established for the 20 quarter hours required for adding it to a Certificate in Elementary Grades; 5 quarter hours in creative activity for the young child; and 10 quarter hours selected from the following areas with a maximum of 5 quarter hours in one area: mathematics for the young child, socialbehavioral sciences for the young child, physical-biological sciences for the young child, creative activity for the young child, or health and physical education for the young chi Id.
b. Elementary Grades may be added to a T-4 Certificate when credit has been established for 30 quarter hours in elementary subjectmatter courses or 25 quarter hours in elementary subject-matter courses and 5 quarter ~ours in elementary methods or curriculum.

d. A Special Education Field for which Teacher Certification Services evaluates may be added to a T-5 Certificate when all courses required for adding the specific field to a T-4 Certificate have been established with a minimum of 25 quarter hours of this credit on the graduate level.
The field of Behavior Disorders may be added to a T-5 Certificate whe~ all courses required for adding this field to a T-4 Certificate have been established with a minimum of 25 quarter hours of this credit on the graduate level.
e. The field of Career Libra~ Media Specialist may be added to a T-5 Cert~ficate when credit has been established for 45 quarter hours in library media courses with a minimum of 25 quarter hours of this credit on the graduate level.
f. The field of Reading Specialist may be added to a T-5 Certificate when credit has been established for 25 quarter hours on the graduate level in reading courses dealing with such areas as the reading program, reading disabilities, and diagnosis of reading difficulties.
g. The field of Adult and Continuing Education may be added to a T-5 Certificate when credit has been established for 25 quarter hours on the graduate level in courses dealing with foundations of adult education; psychology of adults; social and cultural influences in adult development; curriculum planning in adult education; adult program administration; remediation of learning difficulties; literature in adult education; agencies serving adults; problem areas in adult education; materials and methods of teaching adults; occupational information; adult problems; school-community relations; research in adult education; practicum and/or internship experience in adult education.

A. On College Recommendation Only - Teacher Certification Services does not evaluate programs for adding one of the following fields to a TS-6 Certificate:

One of these fields may be added to a TS-6 Certificate when the following requirements have been met:

1. The recommendation of the responsible official of a regionally accredited graduate school with an approved program verifying that the applicant has completed successfully the teacher education program at the graduate level in the specific field for which certification has been requested.

2. The required score on the appropriate section of the National Teacher Examination taken at a center appointed by the Educational Testing Service.

B. On Evaluation by Teacher Certification Services -

Teacher Certification Services evaluates programs for adding any field to a TS-6 Certificate except the fields for which a college recommendation is required.

1. An Early Childhood Education Field, an Elementary Grades Field, a Secondary Field, or a Field for Grades 1-12 (Art, Music, or Health and Physical Education), a Field for the Career Library Media Specialist, the Reading Specialist, or in Adult and Continuing Education may be added to a TS-6 Certificate when the following requirements have been met:

a. Graduate credit for 50 quarter hours in subject-matter or content, the major portion of which must be in the teaching field. The remainder of the work may be selected from closely related fields. (To add Career Library Media Specialist to a TS-6 Certificate the applicant must establish 65 quarter hours in library media courses, 50 quarter hours of which must be on the graduate level.)

b. The required score on the appropriate section of the National Teacher Examination taken at a center approved by the Educational Testing Service.
2. A Special Education Field for which Teac~er Certification Services evaluates may be added to a TS-6 Certificate when the following requirements have been met:
a. Graduate credit for 50 quarter hours which must include all courses required for adding the specific field to a T-4 Certificate. The major portion of this credit must be in subject-matter or content. The remainder of the work may be selected from closely related fields.
b. The required score on the appropriate section of the National Teacher Examination taken at a center approved by the Educational Testing Service.
3. The field of Behavior Disorders may be added to a TS-6 Certificate when the following requirements have been met:
a. Graduate credit for 50 quarter nours which must include all courses required for adding this field to-a-T-4 Certificate. The major portion of this credit must be in subjectmatter or content. The remainder of the work may be selected from closely related fields.
b. The required score on the appropriate section of the National Teacher Examination taken at a center approved by the Educational Testing Service.
III. Any Teaching Field Ma~ be Added to a D-7 Certificate when eligibility for the slx-year certificate in that field has been established.
Requirements for Additional Types of Certificates
If an applicant is eligible for a professional five-year, sixyear, or doctoral certificate and wishes to qualify for an additional five-year, six-year, or doctoral certificate of another type, it will be necessary to complete the appropriate requirements outlined below.

A. On College Recommendation Only - Teacher Certification Services does not evaluate programs to qualify for an additional professional five-year certificate for one of the following fields or areas:

A professional five-year certificate for one of these fields or areas may be issued upon completion of the following requirements.
1. The recommendation of the responsible official of the graduate school verifying that the applicant has completed successfully the graduate program in the specific field for which certification is requested.
2. Completion of any experience requirements that may be in effect for the issuance of the specific certificate.
B. On Evaluation by Teacher Certification Services -
Teacher Certification Services evaluates programs in order to qualify an applicant for an additional professional five-year certificate for any field or type except those which may be issued only on a college recommendation.
To qualify for an additional professional fiveyear certificate in an area for which Teacher Certification Services evaluates, the applicant shall complete only the established courses and experience requirements for that certificate. The applicant for the PM-5 Certificate as an additional five-year certificate will also need to secure a recommendation certifying his competency to serve as a school psychometrist from an authorized official of the approved institution where the individual obtained his practicum or internship training.

2. Completion of any experience requirements that may be in effect for the issuance of the specific certificate.
3. The required score on the appropriate section of the National Teacher Examination, taken at a center approved by the Educational Testing Service.
B. On Evaluation by Teacher Certification Services -
Teacher Certification Services makes evaluations for additional six-year certificates for any field or type except those that may be issued only on a college recommendation.

To qualify for an additional six-year certificate for any field or area for which Teacher Certification Services evaluates, the applicant shall complete the established courses and experience requirements for that certificate and shall make the required score on the appropriate section of the National Teacher Examination taken at a center approved by the Educational Testing Service. The applicant for the SP-6 Certificate as an additional six-year certificate will also need to secure a recommendation certifying his competency to serve as an associate school psychologist from an authorized official of the institution where he obtained his practicum or internship training. If the applicant is qualified for an SP-6 Certificate or a VT-6Certificate based on a Master 'of Social Work Degree, eligibility for a T-4 Certificate must be established as well as the requirements outlined above.
