"For the purpo e of carrying into effect any provisions of this Arti 'le, and of providing for the organization, di 'cipline, and government of the volunteer, iu all particulars not herein fully de cribled, the Governor i authorized to make and order uch g neral regulation a he may find nece sary, not incoll i tent with law; and he i' further authorized to furni h to the commander of every batt..lion and company of volunteers, now or hereafter to be organized, at lea I, four copie of thi Arti le, and of any amendments thereof, which may from time to time be passed, and of

MILITARY DISCIPLINE.
IN GENERAL.

Coxswain with Corporal. 17. In the Naval Militia oftbi tate, all non-commissioned officers of the battalion staffand of companies, except coxswains, will be classed as warrant officers. Coxswains will be clas 'ed as petty officer. ] . Tbe term warrant and petty officers of tbe Naval Militia shall be con trued as synonymous with noncommissioned officers of tbe land force. 'Varrant officers are appointed by tbe Governor, UpOll the recommendation of tbe battalion and company com-

ARTICLE XVI.
TRA~ SFER OF ENLISTED MEN.
10 . ~o soldier hall be tran ferred from one regiment to another, or from one arm of the ervice to another, except by order of the Governor.
109. In ca, e a soldier de ire to be tran felTed from one regiment to another, or from one arm of the ervice to another, he will make application in proper form, tating his reasons in full to his company commander, who will forward the application, through military channels, to the Adjutant-General. The application will then be referred to thecommandingoffi er of the company to which the soldier desire to be transferred. l'he la t-nallled officer will thereupon take a tion ac ording to the u tom of hi company in re"'ard to recruit, and if the oldier i determimd to be eligible for admi i n, will in lor e that fact, together with hi approval or di approval, upon the apI lication, and return it to the Adj utant - General

An application by an enlisted man for transfer to the Ho 'pital aod Ambulance Corps, before being forwarded to the Adjutant-General, will be referred, by indorsement by the regimental or una igoed battalion commander, to the senior medical officer on duty with 'uch reO"iment or unassigned battalion for xpre ion of approval or di approvaL It will then be forwarded to the Surgeon-General for approval.
No man will be transferred from the line to the Ho pital and Ambulance Corps who is under eighteen years of age.
111. Xo soldier shall be tran ferred to a company until rendered eligible for admi ion thereto in the manner provided by the customs of the company relatillg to recruits.
112. :So soldier shall be transferred without his own consent, nor until the commanders of his company and regiment, or other commander, as the ca e may be, have been given an opportunity to express an opinion upon the transfer.
113. Transfers will be made by special order , copie of which will be ent to all concerned,
114. The regimental commallder may, under the conditions of the preceding paragraphs, upon application of company commanders, transfer a soldier from one company of his regiment to another; in which case he will immediately notify the AdjutantGeneral.
Like rules will be observed in the case of the transfer of men from one company to another of an una 'signed battalion.

194. All articles, except arms and clothinO", will be marked with the number of the regiment or una signed battalion, the letter of the company, and the number of the man. Blanket bag alld haversack will be uniformly marked on the out ide a follow : Infantry, cro ed rifle ; cavalry, cro' 'ed aber~; artilery, cro ed gUll ; and in each ca e the numb I' of the regimellt or Ulla igned battalion above, and the letter of the company below, the intersection; at the left of the in tel"'ection , the letter II G ; at the right of same, the letter, "' .' 239. The camp is con tituted a lllilitary post, and will be conducted in accordance with the rules governing military post.
