Medicaid Promoting Interoperability (PI) Program Eligible Professionals

Program Overview
The Medicaid Promoting Interoperability (PI) Program (formerly the Medicaid Electronic Health Record (EHR) Incentive Program) is a voluntary, multi-year, multi-stage program administered by the Georgia Department of Community Health (DCH) and is 100 percent federally funded through the Centers for Medicare & Medicaid Services (CMS). The Mediciad PI Program provides incentive payments to Eligible Professionals (EPs) and Eligible Hospitals (EHs) as they adopt, implement, upgrade or demonstrate meaningful use of certified EHR technology. The last year to attest for an incentive payment is Program Year 2021.
Patient Volume
Eligible Professionals must have at least a 30 percent patient volume attributable to Medicaid (Title XIX). Unless otherwise specified, Children's Health Insurance Program (CHIP, Title XXI) patients are excluded from the patient volume calculations. In Georgia, CHIP is called PeachCare for Kids.
Eligible Professionals practicing predominantly in a Federally Qualified Health Center or Rural Health Clinic must have at least 30 percent patient volume attributable to needy individuals.
Pediatricians will be considered eligible with a Medicaid (Title XIX) patient volume of 20

percent but will only receive two-thirds of the incentive amounts specified unless their Medicaid patient volume is 30 percent or higher. To qualify as a pediatrician, a provider must be classified in Georgia's Medicaid Management Information System (MMIS) as a pediatrician or a pediatric specialist (with NPI taxonomy codes within the 208000000X region).

Meaningful Use
Participants must have adopted, implemented, or upgraded to certified EHR technology during Year One of their program participation that met the Office of the National Coordinator for Health Information Technology (ONC) certification criteria before December 31, 2016.
In all subsequent years, providers must demonstrate meaningful use (i.e., how the technology moves beyond being a digital medical chart to a valuable tool to transform health care service delivery and improve health outcomes). The Medicaid PI Program requires the use of EHR technology certified through the ONC. For more information, visit the ONC website at oncchpl.force.com/ehrcert.

the State of Georgia. Eligible Professionals are required to register for web access through their existing Georgia Medicaid portal account (i.e. MMIS) prior to registration for an incentive payment. The Georgia Medicaid portal can be accessed at mmis.georgia.gov/portal/default.aspx.
Step Two: Update your registration at CMS. Eligible Professionals must register on the CMS Registration and Attestation System at ehrincentives.cms.gov/hitech/login.action.
