LEGISLATIVE BRIEF Public Assistance Reporting Information System (PARIS)
Overview
PARIS is a federal and state partnership that collects, houses and matches public assistance eligibility information to improve program integrity amongst participating states. PARIS is administered by the U.S. Department of Health and Human Services, Administration for Children and Families (ACF). Data files are sent by individual states to ACF for data matching at least once a year and up to four times yearly. Currently 45 states participate in the PARIS data match. Georgia first began a file match with PARIS in August 2008. A complete program overview is available online at www.acf.hhs.gov/programs/paris.
File Matches
As of August 2008 Georgia began collecting all three available PARIS file matches to check the eligibility status of GA Medicaid and PeachCare for KidsTM memebers.
Interstate Match - File match providing a listing of individuals that show active eligibility for Medicaid and PeachCare for KidsTM in Georgia and at least one additional state as of the August 2008 file run
Federal Benefit Match - File match providing active members receiving federal income, pensions, or other cash benefits with benefit type and amounts indicated
Veteran's Administration (VA) Eligibility Match - File match providing active members currently and potentially eligible for VA benefits including VA health care resources
Next Steps
As of January 1st, 2008 the Georgia Department of Community Health (DCH) began using this system. Follow up is being conducted with eligibility source systems to ensure that any member incorrectly receiving benefits are terminated from coverage. Any member suspected of fraud or abuse will be reported to the DCH Program Integrity Unit for follow up investigation.
