Data for Planning
Planning for the future is one of the most difficult responsibilities facing local government leaders today. The day-to-day demands of governing make it difficult to pull back and think about where the community is going and how it is going to get there. However, no task is more important than planning ahead.
The Georgia Planning Act of 1989 encourages all local governments in Georgia to undertake a comprehensive planning process. In fact, this Act requires local governments to complete plans consistent with the Minimum Planning Standards and Procedures (promulgated under the Act) in order to remain eligible for certain grants, loans, and permits administered by various state agencies.
Data for Planning was developed to assist local governments in preparing their comprehensive plans. Along with a package of maps (sent to each local government under separate cover), this data book gives local leadership a head-start in the planning process. Using the provided data and maps can significantly reduce the time required to assemble data in the early stages of the planning process.
A companion guide to the this book, Using Datafor Local Planning, is also being sent to each local government. The Using Data publication provides valuable information on how to use the data provided in this data book to prepare a comprehensive plan.
The statistics in Data for Planning were compiled from a number of different sources, including private firms, state agencies, and federal agencies. The two major sources of data are the U.S. Bureau of the Census and Woods & Poole Economics, Inc. (Woods & Poole). Other sources include the Georgia Office of Planning and Budget, the Georgia Department of Labor, and the Georgia Department of Education.

Use Caution ...
No matter how carefully prepared, no data is ever completely accurate. While the sources we have used are very reliable, errors can occur at any time - in collecting the data, while transmitting it, or while preparing estimates and projections. As you are undoubtedly aware, even the results of the U.S. Census are frequently questioned and proven inaccurate. We urge the reader to evaluate the data provided in this data book with good common sense and your personal knowledge of local conditions.
Explanatory notes about the data
You will find that the data tables in Data for Planning are relevant to three of the planning elements: Population, Housing, and Economic Development. Most of the maps in the map package will be useful for the Natural and Historic Resources Element, and to some extent, for the Community Facilities and Land Use Elements.
Why are some data provided for one local government and not for another?
You may notice that the tables in Data for Planning do not provide the same information for each local government in your county. Some data available for counties and larger cities are not available for smaller cities. Similarly, some economic statistics are not available for smaller cities. The companion publication, Using Data for Local Planning, includes discussion of optional approaches to take if some data is not available for your community from standard sources.

As mentioned above, the statistics in Data for Planning were compiled from several different statistical sources. It is not uncommon to fmd some disagreement between these data sources. There are several reasons:
Different "data streams" are tapped to collect information. For example, the Census Bureau publishes data from both its "short form" census questionnaire and its "long form" questionnaire. Short form questions were asked of all U.S. citizens while long form questions were asked of only one in six Americans. For some communities, population totals estimated from the long form sample do not equal Census counts obtained from the short form census. Thus, published reports from the Census Bureau can be inconsistent with other Census Bureau publications!
Source organizations periodically publish updated and revised figures. Again, the Census Bureau often makes corrections and revisions to previously published data.
Some data sources "enhance" public information with additional statistical analysis. Woods & Poole uses population data from the Census Bureau with economic data from the Bureau of Economic Analysis to forecast population and economic trends into the next century. Woods & Poole's estimates and forecasts are for July 1 of each year. Their population figures almost always differ slightly from Census figures, which are typically based on an April date.
In short, don't be alarmed by slight discrepancies in data from different sources (or even from the same source). If discrepancies are larger than a few percent, however, further investigation of the data is warranted.

Why is some 1990 Census information missing?
Not all of the data collected in the 1990 census had been released by the Census Bureau at the time of publication. This version of Data for Planning does include a great deal of data collected in the Census "long form." However, some items -notably the average household income figures- have not been published at the time of this printing. The remaining data is scheduled for release during 1993. As you begin to prepare your comprehensive plan, check with your Regional Development Center (RDC) about the availability of additional1990 census data.
How are estimates and projections derived?
Data for Planning frequently cites Woods and Poole as the source for county-level data. The firm uses Census Bureau counts as the basis for their estimates and projections for those years in which no census data is available. Woods and Poole uses official U.S. Department of Commerce, Bureau of Economic Analysis data as the base for its economic data. The frrm's economists then use an export base forecasting model to prepare employment and earnings projections for future years. This forecasting technique begins with a fixed national total for a given set of data, then partitions the total out to the economic areas defined by the U.S. Department of Commerce. (These economic areas are aggregates of contiguous counties and function as cohesive economic regions of the United States.) The total for each economic area is then allocated down to the county level.

Data for Planning
As noted already, Data for Planning contains information from a variety of data sources and for a variety of years. Sometimes, a data item will not be available for a particular city or county for a particular year. The reasons this can happen are several:
The Census Bureau does not publish certain data for smaller cities. The cut-off size varies, according to the data item.
Information from the 1990 Census is being published in stages. Some items were not yet available at the time this book was published.
Economic data from smaller cities and smaller counties often do not meet agency disclosure criteria, because there are so few establishments in these places that to publish the data would violate the confidentiality of individual businesses or organizations.
Some data items are not applicable for all cities and counties. For example, some county school systems do not operate high schools, but send high school students to neighboring counties. In these cases, no high school achievement test scores would be available for the county not operating a high school.
When data is not available for a particular city or county, one of the following abbreviations has been used:
"D" means the source has data but that data could not be disclosed.
"NR" means no data was reported by the data source. Sometimes this implies a "zero", but a zero cannot be assumed.
"NA" means no data was available to the Department of Community Affairs for this data item.
