The Governor, the Attorney General, the Superintendent of Education, the Chairman of the Appropriations Committee of the Senate, and the Chairman of the Appropriations Committee of th e House of R epresentatives, composing a Commission cr eated by the House B ill No. 327, as shown on page 155 of th e Georgia Laws of 1918 and approved August 12, 1918, submit th e followin g r eport:
The Commi ssion has exa mine d the appropriations of previous L egi slatures and ha s prepared and submitted to the General Assembly a General Appropriations Bill to be deliv er ed t o th e Chair man of th e Appropriations Committee of the House of R ep r esentatives as direct ed in Section 3 of the Act.

P rovision of the Constitution as shown in Article 3, Section 7, Paragraph 9, which se ts f or th tha t th e General App rop r iations Bill shall emb race nothing except app ropriations fixed by p r evi ous laws, th e ord ina r y exp ens es of the Execut ive, Legislative, and Judicial Departments of the Governm ent, payment of th e public debt and the int er est ther eon , and th e suppor t of the p ublic institut ions and educat ional inter ests of the State, has been carefully observed. For this r eason several it ems previ ously car r ied have been necessarily omitted; and wh er e the amount of app ropriations ha s been f ixe d by p revious laws, the Commiss ion h as not r ecomm end ed app ro priations in excess of th ese fi gures.
W e attach her et o a Cha r t, " E xhi bit B" which shows in deta il the differ ent items carried in the Gen eral App rop riations B ill, r ef erences to the law involved , the r egular and deficiency appropriation for 1918, th e r egula r appropriations for 1919 and th e defi ciencies estimated, th e appropriations r equ ested fo r 1920 an d thos e r ecomm end ed by th e Commission. It will be observed that th e r egular appropriations request ed for the year 1920 amo unt to $8,743,510.72. The total of our r ecomm endations for th ese, amount to $8,584,710.72.
In addition t o these regula r app rop r iations, special appropr iations have been r equ est ed (as shown by " Exhi bit C" a ttached ), t o the amount of $1,039,700.00, a to ta l r equ est fo r $9,783,210.72.
From data f ur n ishe d by th e Comptroller Gene ra l an d fr om such in f ormation as th e Comm issio n has been able to gather from other sourc es, it is estimated that th e r evenu es of the Sta te

available for appropriations f or the year 1920 cannot r eas onably be expected to exceed the sum of $8,600 ,000.00, or $1,183,210.72 less tha n the total appro priations r equ ested. Ma ny, if not all, of those specia l appropriati ons desired would be of u n dou bt edad vantage to the State. B earing in mind the cond it ion of the Treasury, h owever , and the fact that r ecen t Constitut ional amen dments for pensions a nd incre ased pay for Member s of the General Assembly will in all probability in crease the tot al of the ap p rop riation b) an additional sum of $:~5 6 , 000.00, tho Comm iss ion fecls tha t it cannot r ecommend any specia l approp r ia tions except two small it ems of a P umping Station and Scp tic T ank for the (Georgia Training School for Girls whi ch will am oun t t o $:3,500.00. DEPARTM ENT S AX D IX STITUTIONS.
Gooernor's Office. Since the pa ssa ge of the Cons tit ut ional am end -
ment , providing fo r incr ea sed cler ical help in th e Govoru ors office, the provision is now ad equate f or thi s Dep ar tment and the old statutory legi slation 'which gave this help in viola tion of th e Constitution is no long er r equired. This wa s th e fir st r ecommendati on of th e Commiss ion t o th e la st Gene ral As sembly; and th e measure passed accordingly makes entire ly legal the appointment and payment of the E xecutive clerical force.
The Gover nor of this State is pressed by many details of a minor nature which interfer e with more important gubernatorial obligations. 1<-'01' in stance, he is r equired t o r ead thousands of pa ges of argument and evidence in cases of petiti oners f or clemency and parole. H e should be r eli eved of all these except in cases involving commutations from the death penalty. H e should be relieved from signing cer tificates attesting th e authority of the State

Li brarian to appoint notaries p ublic ; and this duty sho uld be t ransferred to th e Secreta ry of State . This can be done by amending S ection 2G2 of the Code to provide that the State Librarian be commi ssioned under the Great Seal of the State . 'I'h e appointment of th e State L ibrarian would th en be of r ecor d in the office of th e Secreta ry of State who could certify to th e autho r ity to app oin t not aries public.
Voucher s and expenses of the E xecu tive Departm ent wer e check ed by the other memb ers of th e Commit t ee in the absence of the Gover nor and fo und corr ect, the r ule hav ing been establishe d that the member conce rned should not be present during the investigation of hi s Department.
S ecretary of Sta te. This high and honorable Department is largely
changing into a Bureau f or the purcha se and distribution of auto mob ile tags. If the hi ghwa y legi slation passes, this bu siness would incr ease un t il, in all proba bility, sever al mill ion dollars a nnually will be r eceiv ed and di sbursed by th e Sec re t ary of State. It is th e opinion of this Commis sion th a t thi s connection with th e automobile industry should be separate d f rom the work of the S ecretary of State and placed in charge of a sepa r ate dep artment under a comp et ent bu siness manager ap poi nte d by th e Governor. A complete audit of th e hooks and vouchers has been mad e in or de r that the new Secretary of St at e may enter up on hi s du ti es with no uncertainty at this point at th e beginning of his term.
Comptroller General. Sinc e th e provi sion fo r this officer III the Con-

stitution new duties have been imposed by stat utory r egulation s. For in stance, there is no r eferenc e in the Cons tit ution to the p osition of Insurance Commissi oner and y et this has since developed into a position of r esponsibility and labor. Of necessity, the Cons tit utional lim it ation fo r clerical a ssistance has been excee de d. P rovision fo r this has been made in the Gener al Appropriations Bill. This condition sh ould be correct ed by Con stitutional and statutory enactments.
In accordance with t he du ties of t he Insu rance Commissi oner, it should be noted that t he Constituti on r equires in surance comp anies to file with the Gov ernor within sixty da y s after January 1st and July 1st, sta tements sh owing th eir con d it ion. 'I'his law is in fo rce in only one ot h er st ate in t he U nion, gives tr ouble and expe nse, is of no practi cal value, and sho uld be am ended by the r equirem ent for an annual sta tement only, sho wing con d it ions on Decem ber 31s t.
One other ma tter of imp ortance in this Dep a r tment is that condit ions in this Sta tc ar c such a s no longer to r equire the sepa r ation of any land under th e title of Wild Land Prop erty. N o di stinction sho uld be made between this and unimproved land and a s a ma t t er of fact there is n one in Geo rgia at the present time.
S ta te T reas urer.
Thc dut ies in cumbent u pon the S tate Trea surer take practically all of hi s time and leave n one fo r the exa mina t ion of banks r equired of him by law. This official di sburses more than $8,000,000.00 annually and this r esp on sibility is enough f or any one man.

establishment of a separa te departmen t for the examination of State banks; and a bill has be en prepared for this purpose by the State bankers which ha s our end orsement and app r oval.
Att orn ey General. Recent legislation has added to the office of the At-
torney General the duties of Supervisor of Coun t y Officers and County R ecords. Owing to conditions brought about by the 'Val', the Supervisor has found it impossible to carry out all the provisions of the law. The Supervisor states that the un settled condit ion since the enactment of the law made it advisable for him to employ one Assi stant Supervisor, in stead of two and t o use the $1,400 appropriated for th e othe r assi stant for th e employment of a necessary ste nogra phe r in his office at a sala r y of $1,200, and to increa se the salary of th e clerk. In th e opinion of th e Super visor th e law permitted th is division of the funds, since some of the wor k of th e A ssistant Supe r vis ors , of necessity, had to be done in his office. In our opinion, th e sp ir it and inten t of this law should be mor e close ly follo wed mid the sa lary of th e cler k to the Atto rney General s hould be increa sed by legi slati ve -acti on in stea d of by div ersion of a part of this fund from th e Assistant Supervi sors. It is proper to add that the law for this ext r a du ty and sa la ry wa s not or ig inated by the A ttor ney General; an d, when it wa s passed, th e proviso was added, at his sugges t ion, that he should not r eceive ext r a compensation f or his ser vices, ns had been th e practi ce with some of hi s predecessors, wh en r ender ed outsid e th e State.

The Comm issi on r ealizes the importan ce of a s large an a p p r op r ia ti on as po ss ible f or the ed ucation of the y ou t h of the Stat e. With this end in vi ew, we r ecomm end $4, 000,000.00 for t his p u r p ose fr om f rom t he State 'I'rca sury an d wou ld r ecomm end mor e, if we fe lt t hat it we re p ossi ble to secure addit ional f unds f rom this source. Exp erience ha s sho wn tha t th ere mu st als o he loca l in itiative and su pport fo r an efficient scho ol system and a ma j ority of the Comm issio n, the refo re en dorse the B ill to be intro du ced in the General As sembly r equ iring" eac h County to levy from one t o f ive mills in addition t o the a iel which it r eceives f ro m the State 'I'rca surcry.
T he la st Gen er al A ssembly appropria ted $18,000 to meet t he r equiremen ts of the F ed eral Law fo r V oca tional E ducation. Th e am oun t r equired th is ye a r is larger and the Committee en dorses and r ecomm ends th e incr ea se a sked f or , but f eels that it cann ot put in more th an $15,000.00 fo r this purpo se in the Gen eral A ppro pri at ion s B ill , since the or igi na l law specified this am ou nt annually.
U llive rs ity and its Branch es .
Geor g ia is trustee-ridd en. The number of gentlem en officiating in this capacity wi th the higher insti tution s of learn ing in the State is so ridi cul ous t ha t on e hesitates to m ention it. For in stan ce, th e Literary Department of the nivcr sity ha s 28, the Agricultural Coll eg e 11,
the Georgia Schoo l of T echnology la, the North
Geor gia Agr icultural Coll ege 10, the Geor g ia N or mal & Industri al Colleg e 10, the South Georgia ~orm al Coll eg e 18, the State N0 1'111 <1 1 School 25, besid es 10 for

the two negro institutions at Albany and Savannah. In a udit ion, the re are twelve District Agricultural Schools which are a part of the Universit y system, though in r eality they wer e cre ate d by law for vocati onal h igh schools. 'I'h ese la t ter have 155 Trustees in addition to those mention ed for the higher institutions of learning. In other words the U n iver sity syst em has 277 trust ees. Probably half of th es e attend the meetings as much as once a year. At one District Agricultural Sch ool the re was n o qu or-um f or four yea rs ; an d one or two local gentlemen se r ved in pl ace of th e Board.
The above sta te ment of f act s pr ese nts a condit ion 'which is neither wise n or sens ible fo r a g r ea t Stat e like Georgia . 'I'h e member s of the Commis sion hav e vi si t ed t hese insti tut ions and insp ect ed tl.e State's property, a s well a s the Jinuucinl an d ducati on al manage ment of each. ,Ve are decidedl y of the opinion that it would be f or th e bes t int erests or our hi gh er in stituti on s of learning if a small B oa rd of Contro l or St ate Bo ar d of R egen t s sh ould displace the a r my of trust ees now appoin ted largely by r eason of p olitica l su pp ort. Either an ex-off icio O ~ a se par ate boar d of three or f ive, 'whose duty it shoul d be t o bcome familiar 'with the needs and operations of these high er in stituti ons, p r esent them t o the L egi slature, di r ect th e purcha se of supplies, give active supe r v ision t o the work done and so avoid the p r esent rivalry and f r iction of th e di ff erent hoards, would be a g r eat improvem ent over the presen t plan. The pel' di em and expe nses now p aid to these hundred s of trust ees would pay for the ser vices of a small Board of R egents that could become f amiliar with all th e difficulties of our higher educational institutions and aid th em effectively , as

well a s h elp the L egi slature t o see ac curately a s to the appropriations need ed eac h y ear.
The legal ity of appro priations fo r the U niversity and it s branches, as well as the high schools of th e State, ha s bee n called into ques t ion. This matter sh ould not be left in it s p r esent state of uncer t ai n ty . I n con sequ enc e, th e Commiss ion ha s prep ared B ills marked" lDxhibit G" and " E xhi bit H" which a re a t ta ched, amend ing A r t icle 7, Section 1, Paragraph 1, and Art icle 8, Sect ion 6, P aragraph 1, r em ovin g this un certainty, as well us taking away th e d iscr imina ti on agai nst the higher ed uca tion of pe rsons of color.

versi ty, kn own a s Franklin Coll ege, t o sa y that it is suffe r ing f ro m not r eceiving in cr ea sed a ppropriations to keep pace wi th the greater living expe nses of th e ti mes. I n cons equen ce, it ha s lost in structors to othe r insti tu ti ons not so hamp ered . It is a credit to th e Stat e and sho uld have p rop er maintenance.
Gcoraia S choo l of T echnology . 'I'h is branch of th e U niversity is effic iently ma n-
aged und deserves a nd r eceives th e public fav or as shown by it s la rge and constantly g r owing bo dy of st udents. ",Ve have accordingly r ecommended an inc rease in its app ropriation, tho ugh n ot all of tha t r equ ested, by re ason of the condition of the 'I'rea smy. 'I'hi s in st itu t ion is suffer ing, as is the L it erary Department of the U n ivc rs itv, through in su fficient sala r ies paid the in st ruct ors.
S tate Co lleqe of A g ricu lture. T here is a majority fe eling in the Commission that

at this Institution an d that a part of the work done here could be di stributed wisely. W e believe, h owever, that the Insti tuti on with it s broad p ower s is efficiently ma naged and of great va lue to the State.
D ist rict Ag ricultural S chools.
Ther e has been mo r e criticism of these high schools th an of th e other Stat e educat iona l instit uti ons. The maj ority of the Commiss ion beli eve tha t fo r th e most part th e Stat e funds are being expe nded by th e Schools ju diciously a nd fo r the purposes fo r which th ey wer e established . In some of th em the buildings are in ba ll r ep air; but the maj ori ty are clean and well kep t. Our most ser ious cr it icism is th at in one or two instances the main purpose for whi ch th e schools wer e fo unded see ms to hav e been forgo tte n a nd there is an ' appa r ent desire to es tabli sh a small college 01' univer si ty in stea d, and to minimize the scientific agricultural work. The r epo r ts of the Sta te and F ede ral Super visor s of th e Voca tio na l E ducational Board show t ha t one or two did not qua lify f or aid under the standa rds set up b~' the F'eder nl Gove rnment. T hi s insp ection has been the clcur est index th e 8 1:1 te has had in showing the effic iency of the ngricultu rul inst r uction an d fo r this r eason the Commission agrees with the niver sity 'I'rustccs that it would be wise fo r th e Georgia Stat e Vocat ional B oa rd t o shar e in the r esponsibil ity f or the direct ion of th ese schools in th e inter est of th eir eff iciency.
They all need steam heat pla nts, in the inter est of economy an d t o prevent dan ger from fir e. Mor e dormito r y ro om is needed esp ecially at th e Cla rk csville Sch ool. They should give more att enti on t o expe r ts on th eir f aculti es; one membe r should be a

trained agriculturist, anot her sk illed in repair wor k and farm mechan ics, and a third should be a p racti cal live stock man . The Chancellor, th e P resident of the S tate College of Agr icult ur e or th e State School Su perint endent ought to be ex-off icio t rust ee of th ese twelve schools in ord er to :1icl the trust ees and to see that the m anag ement is p rog r ess ive and in accordance with the purpose of the law cr eat ing th em.
N orth Georqui Agricultura l Collcq e.
We r ecommend th e same appropriation as that g inn la st year fo r the North Geor gi a Agricultural College. This Agricultural and Mechanical School ha s in r eality mor e pupils of high school than of college gr ad e. It ha s neve r had sufficient laboratory an d ath ol' ap pa ra tus Tor r ca} uu ivcrsity work and, in th e opini on of the Commi ttee, it would be better for Dnhlou cga to att emp t only the work of a Juni or College to avoid unnecessary dup lication of eff or t an d expe nditure of money there and at the Tlnivers itv.
Sta te 111edical Coll c,r; c.
This br anch of the U niver sity is fo r th e purpose of providing the bes t type of medical instructi on fo r young m en wh o intend to study medi cine. The highest medi cal auth ori ti es in th e countr y ha ve praised the work and fa cilities of the institution. The city of Augusta supplements the app ropr iation so tha t it is p ractically dou bled. T he Commiss ion f ound th at th e College ha s mer ely a lease of ninety-nine years, instead of a f ee simple title t o th e property; an d we r ecommend tha t this be cor r ecte d. This In stitut ion desires an addi tiona l approp r iation fo r health

training an d should have it as soon as the f unds arc available f ro m th e Treasury.
S tate Normal S choo l. W e recommend an increa se of $3,500.00 to this I n-
stitution to ma ke necessary repai r s to the buildi ngs and r egret tha t th e finan cial conditi on of the Treasury docs not make advisable th e ap propriations fo r laundry building and other addit ions desired.
Georg ia N ormal and Indust ria l Colleg e. The r esults secured in th is College show ef-
ficient a nd economical administration. It is in popu la r f a vor , as shown by th e splendid attenda nce ; and we believe that this fee ling on the pa rt of the p ublic is deserved. The Commission has always had doubt, in vi ew of the cond it ion of the 'I'r casury, as t o the advisability of the ext r a ap propri a tion by the L egislatur e of $20,000.00 fo r exte nsion work. In the opi nion of the Comm ission, the authorit.icshavc not as yet agreed upon a def ini te policy f or the expcndihues of these f unds, though that par t of them ap pli eel t o the training of t eacher s in th e in stitute work of th e State is undoubtedly helpful. We accordi ngly r ecommend its continu an ce in part, but in view of the State's finances advi se that it be cut in half, an d beca use of th e condit ion of the 'I'r casury, we suggest the same course with r ef er ence to the extens ion appropriati on t o the State College of Ag r iculture.
S out h Georgi a Normal Colleg e. This in stitution is r est ri cted in its work by r eason
of the fac t that it has not enough do rmitory room. If funds were available, we should r ecommend a new bui ld ing fo r this purpose.
Geortna I n dust r ial Coll eg e f or Col ored Y ouths. This in st itution is well managed and is doing the

work fo r wh ich it was esta blished. One of the buildings was rec ently destroyed by f ire, and as soon as funds are available an ap p ropr iation to r epl ace this building should be made by the General Assembly. F or the p r esent, however, the Comm is sion fee ls that the maintenan ce app ropriation of $10,000.00 is all that can be r ecommended.
Georqia A cadem y fo r th e Blind. 'I'h e Georgia Academy for th e Blind is under the
supe rv is ion of a boar d of seven members. The in stitution fo r white childr en is located on the Vinevill e ca r lin e, just out side the city limits of Ma con and that f or colored ch ildre n is at 247 Madison Street, not f a r away. I t is intended t o train the blind ch ilchen of Georgia so that they may be self -sup po r ting an d int elligent citizens. Th e I ns titut ion is well managed and is doing good work fo r th e State .
Sch ool fo r th e D eaf. The School f or the Deaf a t Cave Spring needs a
hospital. Its estimated cost is thirty thousa nd dolla rs . The law should be am ended r equiring th e att end ance of all of th e four hun dred and fifty deaf children of school ag e unl ess the children a re sick or other wise inca pacitat ed, or th e pa re nt is making p ropel' provision f or the educat ion of the child.
Ge orgia T rai nuu] S cho ol f or Girls. The Georgia Tra ining School f or Girls is located
in F ulton County, te n miles fr om Atlanta. It has ove r one hundred inmates, almost it s ent ire capacity. All the memb ers of th e Commission inspect ed this institution and are satisfied th e State may well f eel a sense of pride in it s eff icient management. The r eport of the State Bo ar d of Health shows th at tho

water supply is impure and inadequate and that a system of se ptic tanks should tak e t he place of the present plan of seweragc ; fo r this r ea son, the Commissi on f'eels it imp era ti ve that a n app ropr iation of three thou sand d ollars be m ade these purp oses.

In accordanc e with the r ecomm endation of this Comm ission la st year, the Tuber cul osis Sani to r ium at Alto was pl aced under the direction of the State B oard of H ealth. The result has show n the wisdom of this action, as conditions have been mu ch imp r oved.
R ep ort of th e B oard of H ealth shows mu ch sorrow and suffe r ing t o the p eopl e of Georg ia from r abi es. Much if not all of this is preventable. Figures show that n o oth er State has as many treatments for hydroph obia as this. On May 19th of this yea r the Boar d of H ealth sent out treatment fo r 119 per sons besides 21 anima ls bitten by mad dog s. In addition t o this sorrow and affli cti on cause d, the State suf fers finan ciall y th ro ug h failure to prot ect the sheep in du stry f rom th e r av ages of dogs r unning about. While all othe r domesti c animals hav e increased in number statistics show th at we had 560,435 shee p in 1850 ; 400,459 in 1890; an d 144,000 in 1918. This t oo, in face of th e fact tha t the price of sheep has incre ase d f rom two dollar s and t en cents in 1914 t o four dollars and t en cent s in 1918.
The State Board of H ealth is progressi ng under efficient management; an d, if the cond it ions of the Treasury justified the appro p r iation, we should endor se it s r equest for funds f or the treatment of vener eal di sease.

'I'ho most ser ious ma tt er, however, is the necessity fo r legislation so that m or e r evenu e may be secure d from our subm erged oyst er lan ds. Oth er S outhern Stat es der ive large r evenu es f r om thi s source, L oui siana last ye ar r eceiving $83,000.00 and Vir ginia $150 ,000.00. The f ollowing Am endment is her eby propo sed to th e people by the General Assembly t o Article 7, S ection 1, Paragraph 1 of th e Constitution of Georgia :
Strike from sai d P aragraph 1 of sa id Article an d Section the f ollowing words: " I n in structing children in the elementary branches of an Englis h education only."
The Governor of the State is hereby direct ed and r equir ed to cause the above and for egoing Am endment to be published in one newspaper in each Congressional Di strict for two month s previous to the time of holding the next General E lection, and he shall also provide for th e submission of said Am endment to the peop le at such general election f or their ratification or r ej ection. The f or m in whi ch said Amendment shall be submitted shall be as follows: "For ratification of Am endment of Paragraph 1 of Article 7, Section 1, of th e Constituti on whi ch st r ikes f r om the Constitution the words, "In in structing children in the element ar y 'br anches of an English educa tion only."
