AUGUST 15 1945INTRODUCTION
World War II has shown among other things the need of specialized
training Much of the training given the men and women in the armed
services will carry over into their lives as veterans Some veterans will
return to their prewar jobs others will want to pursue different occupa
tions Thousands and thousands will feel the need of training either for
their old work or for the new jobs to which they aspire
The federal government has enacted measures that will aid financially
those exservice men and women who want educational training to obtain it
Once the veteran has decided that he wants that training the question
becomes Where can I obtain the best training in my particular field
This booklet based on catalogs and statements furnished by the
various institutions mentioned will give the Negro veteran man or woman
a picture of the educational opportunities in Georgia The Empire State
of the South For more detailed information on the programs the
veteran should write directly to those institutions in which he is interested

ELEMENTARY AND HIGH SCHOOLS
All elementary schools standardized by the Georgia Accrediting Com
mission and all high schools accredited by the Georgia Accrediting Com
mission are eligible to provide instruction to veterans in the field of gen
eral education Schools providing other types of instruction such as voca
tional training etc must have the approval of the Veterans Education
Council The names of schools that have been approved to date for
special programs such as agriculture distributive education and trades
and industrial education will be furnished interested veterans by the
State Department of Education Atlanta These special programs are de
scribed elsewhere in this bulletin
APPRENTICETRAINING PROGRAM
Veterans who wish to become allround craftsmen in the skilled trades
will find in Georgia many new opportunities opened to them through
planned apprenticeships This program in Georgia has been approved by
the Bureau of Training ApprenticeTraining Service War Manpower
Commission Washington
Under this program an apprentice is given the opportunity on the
job to advance from one series of operations to another under the direc
tion of skilled workers in accordance with a planned sequence of work
processes until he has mastered the skill As an apprentice advances in
the program he is advanced in pay This schedule of work experience
instruction and wages is determined by employers or joint employer
labor committee and is incorporated into a written agreement which pro
vides for pay in addition to the benefits the veteran is entitled to under
the GI Bill of Rights
The classroom instruction supplements the training on the job and
thereby gives each apprentice a comprehensive understanding of the
theoretical aspects of that craft
No previous trade experience is necessary for a veteran to qualify
for this apprenticeship program Those who have had some experience
in a skilled trade however will be rated on the basis of their experience
in that craft and will be given the chance to continue their training until
they master the trade
The length of the apprenticeships varies but none takes less than two
years and the majority require four

has been set up the Georgia office of the ApprenticeTraining Service
622 Grand Theater Bldg Atlanta will investigate the possibility of be
ginning such a program as any veteran is interested in There is no
guarantee of course that the desired program will be set up in the
town preferred by the veteran
DISTRIBUTIVE EDUCATION
Veterans are eligible to take part in the State Department of Educa
tions program to train persons who want to work in own or manage
any business that serves the public This program is being expanded to
include training in any phase of the operation of
Drug Stores Insurance Agencies
Fountains Filling Stations
Restaurants Auto Supply Stores
Laundries Dry Cleaning Shops
Grocery Stores
Each occupation has been outlined with the minimum training neces
sary for successful operation of that type of store or business Approxi
mately one year will be required to complete a course
To date the distributive education program is being offered in con
junction with the public schools in Atlanta Augusta Columbus Macon
and Savannah Detailed information may be obtained by writing the
Superintendent of City Schools in the town in which the veteran is interested
or by writing J R Wommack State Supervisor of Distributive Education
State Department of Education AtlantaFARMERTRAINING PROGRAM
The State Department of Education has set up a program to train
farmers This instruction which will be offered by certain approved high
schools in all sections of the State is open to veterans who wish to become
established in farming or who wish additional information or special train
ing in farm skills necessary to the operation of a successful farming program
The instructional program of the teacher will be built around the
actual jobs found on the farm of each individual student and will be based
on a survey of his farm Not less than twelve clock hours per week of
organized systematic class instruction must be given each trainee The
instructor who will work closely with county agents and local com
mittees of successful farmers will give additional instructional supervision
to the farming program of each veteran who signs up for this program
Each training program will be approved on a twelvemonth basis
If the trainee needs additional instruction beyond that time special training
may be requested by the trainee to be approved on the basis of his indi
vidual needs and the progress he has made as a result of the previous
years training

SENIOR COLLEGES
ALBANY STATE COLLEGE
Location Albany
Control This is a senior unit in the University System of Georgia
Admission Men and women who are high school graduates or who pass
entrance examination

Veterans The college provides the following services to veterans i
Guidance service to assist the veterans in becoming adjusted to peace
time living to assist them in making proper selection of courses voca
tional rehabilitation etc 2 special courses where numbers are ade
quate which are based upon needs and interests of veterans 3 spe
cial short courses and institutes 4 library materials which would
be needed by veterans 5 assistance from other agencies Health
Department U S Employment Service Welfare Department etc
is secured to give veterans necessary help in readjustment 6 fitting
veterans into regular program

Education and Adjustment of Returning Veterans We are building
a sound program based upon a careful study of what other institutions
are doing and upon our experiences with veterans who are members
of our student body

Control This is a senior unit in the University System of Georgia
Courses The regular offerings now include courses leading to degrees in
elementary and secondary education home economics arts and sciences
business education public school music and in arts and crafts A two
year course in agriculture has been authorized by the Board of Regents
and it is probable that this course will be expanded to a fouryear course
by September 1945 Similarly the college has plans for developing a
fouryear course in health and physical education
The veteran will be able to pursue preprofessional courses grad
uates are accepted for entrance in medical dental social service and
other professional schools throughout the country

Veterans In several respects it may be said that the regular offerings of
the college provide unique opportunities for veterans The program
of the college has been based from the beginning on maintaining a
good teaching procedure a close relationship with the masses of the
population especially in rural areas The work in education based
on this principle has attracted wide attention throughout the country
and has even attracted foreign students desiring to study rural educa
tion at Fort Valley The work in home economics is similarly related
to life The work in arts and crafts features for both men and women
a development of practical production of art objects weaving wood
work basketry metal art and ceramics likely to be of great utility
in the world of tomorrow Business education represents another field
where regular and special programs will prove advantageous to vet
erans

Control This is a senior unit in the University System of Georgia
Courses Division of agriculture offers three major fields animal husbandry
horticulture and teacher training division of arts and sciences offers
two curricula leading to the degree of bachelor of science in educa
tion one prepares teachers for elementary schools the other for sec
ondary schools division of home economics offers degree of bachelor
of science in home economics training women for classroom work
and work as home demontration leaders division of trades and indus
tries offers the degrees of bachelor of science in individual education
and bachelor of science in mechanic arts with majors in industrial
education building construction and auto mechanics The college also
offers a twoyear course in stenography and typewriting and short
courses in painting and architectural drafting

Veterans Veterans will find at Georgia State College adequate oppor
tunities for education and training in many and varied fields Ample
facilities are available in all of the fouryear college courses leading to
degrees
In the arts and sciences agriculture home economics business
technical arts and allied courses students will find here unusual facili
ties that provide a chance to become proficient and of largest pos
sible service
In addition to the regular college courses there are being offered
courses in technical trades and industry that make it possible for men
on the completion of the same to go immediately into industry in
serviceable jobs Such trades and industries as shoe repairing building
construction brick laying cement masofiry refrigeration steam fit
ting plumbing laundering dairying poultry raising commercial cook
ery radio repair are all open to men who can qualify for the same
The shops at the college are equipped to offer superior training to
men who do not have college entrance requirements and would like
to prepare themselves for immediate employment1

colleges The question of giving some sort of training in social
work to veterans who do not qualify for regular admission to the
school has been brought up and is being considered
Entrance We are also considering the setting up of scattered admission
dates to make entrance into the school easier for those discharged at
various times during the year
Veterans In addition to our regular training program preparing qualified
people to do social work in group work case work family welfare
community organization etc we are beginning this summer special
courses for social work with veterans One course entitled Social
Work With Veterans is definitely being planned to begin this sum
mer Other courses dealing with various phases of the veterans prob
lem may also be taught

The School of Library Service prepares men and women for full
time positions in college and high school libraries and for positions
in public library service and offers on completion of the course the
degree of bachelor of science in library service
The School of Education provides professional training for teach
ers principals and supervisors offering to students whose main interest
is in research the degree of master of arts with a major in education
and to those whose main interest is professional leadership the degree
of master of education

Veterans Atlanta University will make its facilities available as widely
as possible to men and women returning from the various services
The organization of the university permits considerable flexibility in
programs and it will adjust itself to the needs of those seeking graduate
and professional courses offered at this institution
The university will make to returning veterans whatever conces
sions are possible without lowering the standards and impairing the
prestige of the degrees for which these men and women are candidates
The university must of course satisfy itself that the applicant is
prepared to do the work of the proposed program but will allow him
to progress as fast as his abilities will permit The present accelerated
program will be continued

with a view to taking care of veterans As a theological seminary we
are of course prepared to give training to any veterans who may be
looking forward to Christian service either in the pastoral ministry

3 Recreational Leadership Training at Morehouse through its

graduates to assume positions of leadership in such areas as Scouting
social work director of physical education and in community recrea
tional programs
4 School Administration and Teaching Morehouse offers oppor
tunities for students to train for positions as administrators and teachers
in elementary and secondary schools and in junior and senior colleges
5 Fine Arts Morehouse in cooperation with Atlanta University
and Spelman College offers excellent opportunities to men who wish
to train in the realm of art music and dramatics
6 Religious Leadership Through its School of Religion More
house offers an opportunity for training as ministers with a view to
pastoring churches or as religious education workers or for graduate
study in religion
7 Research Intellectual curiosity is encouraged so that students
at Morehouse receive that inspiration and sound training in a particular
field which urge them through advanced study to go on and develop
scholarship in that field and fit themselves for research as in biology
chemistry social sciences foreign languages music and others
Returning veterans will receive credit for service in the Army or
Navy in accordance with the recommendations of the American Coun
cil on Education
Veterans will receive at Morehouse consideration for records of
work including examinations taken with the United States Armed
Forces Institute entrance and advanced standing credit may be allowed
for such work in subjects normally accepted or required for degree
credit

READJUSTMENT ACT OF 1944
Commonly Called The G I Bill of Rights
1 Any person who served in the active military or naval service on
or after Sept 16 1940 and prior to the termination of the present war
and who shall have been discharged or released therefrom under condi
tions other than dishonorable and whose education or training was im
peded delayed interrupted or interfered with by reason of his entrance
into service or who desires a refresher or retaining course and who
either shall have served 90 days or more exclusive of any period he was
assigned for a course of education or training under the Army Specialized
Training Program or the Navy College Training Program which course
was a continuation of his civilian course and was pursued to completion
or as a cadet or midshipman at one of the service academies or shall have
been discharged or released from active service by reason of an actual
serviceincurred injury or disability shall be eligible for and entitled to
receive education or training under this part Provided That such course
shall be initiated not later than two years after either the date of his dis
charge or the termination of the present war whichever is the later Pro
vided further That no such education or training shall be afforded be
yond seven years after the termination of the present war And provided

further That any such person who was not over 25 years of age at the
time he entered the service shall be deemed to have had his education or
training impeded delayed interrupted or interfered with

tinuous parttime study or for such lesser time as may be required for
the course of instruction chosen by him Upon satisfactory completion

retraining course such person shall be entitled to an additional period or
periods of education or training not to exceed the time such person was
in the active service on or after Sept 16 1940 and before the termination
of the war exclusive of any period he was assigned for a course of educa
tion or training under the Army Specialized Training Program or the
Navy College Training Program which course was a continuation of his
civilian course and was pursued to completion or as a cadet or midship
man at one of the service academies but in no event shall the total of
education or training exceed four years Provided That his work con
tinues to be satisfactory throughout the period according to the regu
larly prescribed standards and practices of the institution Provided how
ever That wherever the additional period of instruction ends during a
quarter or semester after a major part of such quarter or semester has
expired such period of instruction shall be extended to the termination
of such unexpired quarter or semester
3 Such person shall be eligible for and entitled to such courses of
education or training as he may elect and at any approved educational
or training institution at which he chooses to enroll whether or not
located in the state in which he resides which will accept or retain him
as a student or trainee in any field or branch of knowledge which such
institution finds him qualified to undertake or pursue Provided That
for reasons satisfactory to the administrator he may change a course of
instruction And provided further That any such course of education or
training may be discontinued at any time if it is found by the administrator
that according to the regularly prescribed standards and practices of the
institution the conduct of such person is unsatisfactory
6 While enrolled in and pursuing a course under this part such per
son upon application to the administrator shall be paid a subsistence allow
ance of 50 per month if without a dependent or dependents or 75 per
month if he has a dependent or dependents including regular holidays and
leave not exceeding 30 days in a calendar year Such person attending a
course on a parttime basis and such person receiving compenseSStJD
productive labor performed as a part of their apprentice or offigjorraming V
19 LIBRARIESon the job at institutions business or other establishments shall be en
titled to receive such lesser sums if any as subsistence or dependency
allowances as may be determined by the administrator Provided That
such person eligible under this part and within the limitations thereof
may pursue such fulltime or parttime courses as he may elect without
subsistence allowance
10 The administrator may arrange for educational and vocational
guidance to persons eligible for education and training under this part
At such intervals as he deems necessary he shall make available informa
tion respecting the need for general education and for trained personnel
in the various crafts trades and professions Provided That facilities of
other federal agencies collecting such information shall be utilized to the
extent he deems practicable
n As used in this part the term educational or training institutions
shall include all public or private elementary secondary and other schools
furnishing education for adults business schools and colleges scientific
and technical institutions colleges vocational schools junior colleges
teachers colleges normal schools professional schools universities and
other educational institutions and shall also include business or other
establishments providing apprentice or other training on the job includ
ing those under the supervision of an approved college or university or
any state department of education or any state apprenticeship agency or
state board of vocational education or any state apprenticeship council
of the Federal Apprenticeship Training Service established in accordance
with Public Law Numbered 308 Seventyfifth Congress or any agency
in the executive branch of the federal government authorized under other
laws to supervise such training
