Chancellor Erroll B. Davis Jr. in his final "State of the System" address noted that the people in the University System of Georgia and the students enrolled at the 35 colleges and universities are the constant that provide it strength and stability during a trying economic period in the System's 79-year history.

"They have remained focused on our mission and on why we are here under some extremely trying conditions," Davis said in remarks to the Board of Regents during the regents' February meeting.
Eschewing a more traditional set of remarks that reviews the past year, Davis focused on the challenges facing the regents and the University System with an expected 10 percent additional reduction in state appropriations over the current and upcoming fiscal years.
The two greatest, immediate challenges facing the System are, Davis outlined, declining state resources (a net $500 million reduction in state funding from fiscal year 2009 through fiscal year 2012) and rising enrollments (up a projected 37,000 students over this same time period).

The goal this year is to lay the groundwork with the General Assembly for next year, Davis said, when "we absolutely must return to a renewed commitment to continue the historic investment Georgia has made in public higher education."
The governor's budget recommendations for the System in fiscal year 2012 did not include any of the $177 million generated by enrollment growth. "The current budget must be a one-time, special circumstance," Davis said.

economic recovery takes hold, Davis said. He cited U.S. Labor Department statistics on the difference between unemployment rates for those with less than a high school diploma 14.2 percent and those with a bachelor's degree or higher 4.2 percent.
"Once the recovery is fully in place, there is a strong case to be made that those with postsecondary education will be the ones filling the jobs of tomorrow in this country," Davis said. "That is the future and our mission is to prepare individuals for it."

On January 18, Chancellor Erroll B. Davis Jr. provided to a joint session of the appropriations committee the answer to this question, "How does your investment in higher education pay off for the state?"
Davis, in his last presentation to the Joint Appropriations Committee as Chancellor of the University System of Georgia, said that the more a person earns, the more they pay in taxes. "Note that someone with a bachelor's degree can expect to pay on average $8,900 in state and local taxes, which is almost $5,000 more than a high-school dropout."

According to the Atlanta Regional Council for Higher Education, at the bachelor's degree level, a person will earn on average $70,210 per capita and the Georgia unemployment rate will be 3.1 percent. At the high-school dropout level, the average per capita income is $28,800 and the unemployment rate is 10.6 percent.
"Over the course of someone's working life, a college graduate can expect to earn $1 million more than someone without a college degree... if you are looking to stimulate the economy, if you were looking to enhance revenues, the surest way to achieve this is by investing in education.

As a part of his brief description of the University System and what it does, Chancellor Davis talked about the three foci of the system's mission research.
Research is critical to the University System, and to the economy of the state of Georgia Davis said. The system annually attracts awards of more than $800 million. Of the system's research Chancellor Davis said, "Research is not all abstract. Much translates into the many service activities performed by this system on behalf of citizens, businesses and local governments across the state. We touch the lives of over a million Georgians through outreach that has a positive impact on farmers, on small businesses, local economic development, public health and lifelong learning."

The economic impact of the University System's 35 public colleges and universities was $12.7 billion in FY 2010. "This is the reason why the engines of this system must be continuously and adequately fueled," said Davis.

increased by 100,000 students in the last 10 years; students are taking more classes, which puts students on track to graduate in a more timely manner; and, the graduation rate for FY10 was at 59 percent, up from 56.7 percent. Davis said, "This good news is even more extraordinary given the difficult budget times. It is the result of outstanding and dedicated work by our Board, our presidents, and our hard working faculty and staff in the University System."
The Governor's recommendation reduces the FY11 budget by $112 million, which is almost a 6 percent reduction. As a part of the FY12 budget request, the regents submitted 4-, 6- and 8 percent reduction plans. The 6 percent reduction plan is now being implemented.
Due to the state's budget picture, the governor did not recommend the formula increase of $177 million for the almost 19,000 additional students enrolled during FY10. Davis said, "We understand that the state's strategy is to structurally balance the budget due to the loss of the federal stimulus funds, and there are no additional funds available, but the students are already here."
The FY12 budget recommendation from the Governor calls for an additional cut of $185 million, reducing the $1.92 billion base budget to $1.74 billion, which represents an almost 10 percent reduction for the University System.
Over the past three years, the state has ordered budget reductions from all state agencies, and the University System has participated in those cuts, Davis said. He showed the Joint Appropriations committee that over a 3-year period, the system has endured a net reduction of $550 million or almost 24 percent, but at the same time managed an enrollment increase of almost 37,000 students over the same 3-year period.
Chancellor Davis observed about the data, "More students cost more money to educate, but more importantly, to educate with excellence, to preserve access and to protect quality."
Chancellor Davis went on to note how the system is managing the 33 percent drop in state funding per full-time student. "We are managing this through increased efficiencies, productivity, innovation, and increased tuition and fee support from our students...We are working to maintain our high academic quality while preserving access to higher education for all Georgians."
The USG's capital recommendation by the governor is $81 million, an amount that is reflective of the budget situation. The majority of the funds are for maintenance and repair and renovation, which Chancellor Davis said is critical to the ongoing stewardship of the system's more than 3,000 building.
In closing, Davis took a moment to reflect on his tenure as Chancellor of the University System. "Over the past five years, I have had the opportunity to work alongside many of you through some of the most challenging periods in this state's financial history. We have a strong University System and I have been honored to represent our students, faculty and staff, and to safeguard the investment you have made. As I prepare to leave, I urge all of you to continue your support and funding in good times and bad. This support is critical for all of education for K12, for the Technical College System and the University System."

IN MEMORIAM: REGENT FELTON JENKINS
On Saturday, January 1, 2011, Regent and Vice Chairman of the Board of Regents, Felton Jenkins, passed away. Funeral services were held on January 5, 2010 at the First United Methodist Church in Madison, Georgia, where his was a member. He is survived by his wife, Julie, and their three grown children.
Regent Jenkins began his tenure at the Board of Regents after being appointed by Governor Sonny Perdue in January 2006.

"He was just the shining example of what a regent ought to be," said regents Chairman Willis Potts, who met Jenkins when both were sworn in as regents on the same day in 2006. "I just enjoyed working with him so very much. He was the kind of guy we would all aspire to be like. It's a tragic loss for the state." [Athens Banner-Herald, January 4, 2011]
Chancellor Erroll Davis shared a few thoughts on Regent Jenkins, "First, he came without an agenda. He was not ego-driven. He had no desire to be seen as important or influential. His only concern was for the students. His criticisms were never malevolent but always constructive and always well deserved...He was a man we all could admire. The term "courage of conviction" was obviously coined just for him.

"His mind was fecund with thoughts on how to improve the lot of student within our system. He lamented the lack of need-based aid. And, while a proud graduate of the University of Georgia, in the finest tradition, he was a powerful representative of all of our institutions.
"He was the quintessential Regent hardworking, always prepared, above petty politics, and dedicated to students."
Jenkins was a retired partner with the law firm of King & Spalding, where he served as co-chair of the firm's Litigation Section. He served as chair of the Georgia Justice Project and as president of the Atlanta Chapter of the American Cancer Society and the Morgan County Foundation.

Jenkins also served on the Georgia Agricultural Exposition Authority, the Georgia Appellate Judicial Selection Commission, the Georgia Judicial Process Review Commission and the Georgia Joint Study Commission on Revenue Structure.
Jenkins earned his bachelor's and law degrees from the University of Georgia, where he was chair of the Law School's Board of Visitors and secretary of the University of Georgia Foundation. He is a Life Fellow of both the American Bar Foundation and the State Bar of Georgia.

On December 30, 2010, Governor Sonny Perdue announced via executive order, the appointment of Rutledge Griffin of Valdosta as the board of regents representative from the first congressional district of Georgia.

Rutledge Griffin Jr. is the former Chairman and Chief Executive Officer of Griffin L.L.C. of Valdosta, GA., a manufacturer of crop protection & specialty chemicals founded in 1935. After the death of his father, Griffin became President and CEO (at age 26) of the family owned business. Griffin Corporation partnered in joint venture with Dupont in 1998 eventually selling its interest in the joint venture to Dupont in 2003.
Griffin serves as a co-chair on the capital campaign for the Boys and Girls Club of Valdosta and has served on the Georgia Ports Authority, Emeritus Trustee of the University of Georgia, and is past chairman of the South Georgia Fellowship of Christian Athletics.

Born and raised in Valdosta, Griffin attended Abraham Baldwin Agricultural College in Tifton, Georgia, and received a B.S. degree from the University of Georgia with a major in Agriculture and a minor in Business in 1966. He and his wife, Barbara, have three children and eight grandchildren.
Griffin term as a member of the board of regents began January 1, 2011 and ends December 31, 2017.

After the death of Regent Felton Jenkins, Governor Nathan Deal announced on January 18, 2011 via executive order the appointment of Philip Wilheit as at-large regent fulfilling the remaining term of Jenkins, which ends December 31, 2012.
Wilheit is the president of Wilheit Packaging and Marketing Images.
Regent Wilheit serves on the Georgia Department of Economic Development Commission. He is a member of Georgia. Chamber Transportation Commission and the Georgia Chamber Advisory Committee on School Board Governance.
In addition to his service on the State Board of Education from 19961999, Wilheit served for more than 40 years on the board of the Greater Hall County Chamber of Commerce with one year as chairman and more than 20 years on the Georgia Chamber of Commerce with one year as chairman. He also served as treasurer for Congressman Nathan Deal for 28 years and served as the Statewide Chairman of the Deal for Governor campaign.
Regent Wilheit received a B.A. in English from the University of the South-"Sewanee" in 1966. He and his wife Mary Hart have two adult children and three grandchildren.

BENJAMIN J. TARBUTTON III ELECTED TO SERVE AS REGENTS' VICE CHAIR
Benjamin "Ben" J. Tarbutton III has been elected by the Board of Regents of the University System of Georgia (USG) during its Feb. monthly meeting to serve as the 18-member body's vice chair. Tarbutton will serve out the term of former Vice Chair Felton Jenkins, who passed away in January.

As vice chair of the board, Tarbutton will support current chair Willis Potts. Both Potts and Tarbutton will serve in their respective position through the end of the current fiscal year, June 30, 2011.
"This is a distinct honor; one made even more so by being asked to complete the work of such a fine individual as Felton Jenkins," Tarbutton said. "I look forward to working with Chairman Potts and my fellow regents as we focus upon the very numerous and challenging issues before us."
Tarbutton was appointed to the board by Gov. Sonny Perdue in Jan. 2006 to represent the Twelfth Congressional District. His seven-year term as a regent ends on Dec. 31, 2012.

Prior to his election as vice chair, Tarbutton has served most recently as chair of the regents' Business and Finance Committee, which oversees all financial operations of the University System. He also has served as chair of both the Committee on Real Estate and Facilities and the Committee on Academic Affairs. In addition he serves on the search committee currently seeking the USG's next chancellor and has served on numerous presidential search committees and other board standing committees.
Tarbutton is assistant vice president of the Sandersville Railroad Company, where he oversees daily operations, including maintaining the infrastructure, train transportation and customer service.

He serves on the boards of directors for Sandersville Technical College, the Georgia Chamber of Commerce and on the Board of Trustees for Leadership Georgia.
Currently, Tarbutton, a 2004 graduate of Leadership Georgia, currently serves as the organization's president. Tarbutton also is a graduate of Leadership Washington County.

Tarbutton earned a bachelor's degree in management from the Georgia Institute of Technology.
He resides in Sandersville, where he and his family are active members of the Sandersville United Methodist Church.
The University System of Georgia is comprised of an 18-member Board of Regents, appointed by the Governor, and 35 colleges and universities, employing approximately 42,000 faculty and staff and serving in fall 2010, 311,000 students with a total annual budget from all funding sources of $6.5 billion.

USG ANNUAL REPORT GIVES PROGRESS ON STRATEGIC PLAN AND FOCUSES ON INNOVATION
The USG has published its annual report on Fiscal Year 2010 and
progress made during the year toward meeting the six goals of the
board's strategic plan.

Here are some of the highlights of this year's report.
During FY10, the USG saw significant growth in student enrollment; and a simultaneous decline in state appropriations. Both are related, as the slow economic recovery dampened state tax revenues and in-part encouraged individuals to return to college for additional education.
Despite the budgetary challenges, the Board of Regents and the System's institutions continued to make progress on a number of goals related to the board's Strategic Plan. Specifically, milestones were reached with respect to the System's core curriculum, teacher quality, academic advising, retention and graduation rates, distance learning, meeting the state's need for health professions graduates, STEM education, system efficiencies through Shared Services, leadership development, and energy management.

SUNTRUST FOUNDATION AWARDS $50,000 GRANT TO THE UNIVERSITY SYSTEM OF GEORGIA FOUNDATION
The SunTrust Foundation has awarded a $50,000 grant to the University
System of Georgia Foundation to implement the "SunTrust Scholars"
program at 10 Metro Atlanta University System of Georgia (USG)
institutions.

Funding received will be used to enable students facing significant financial barriers to attend each of the following University System of Georgia institutions in the Metro Atlanta area: Atlanta Metropolitan College, Clayton State University, Gainesville State College, Georgia Gwinnett College, Georgia Institute of Technology, Georgia Perimeter College, Georgia State University, Kennesaw State University, Southern Polytechnic State University, University of West Georgia.
The University System of Georgia Foundation will facilitate the implementation and evaluation of the SunTrust Scholars program.

"Educating more than 311,000 students each year is becoming increasingly challenging, especially in the tough economic times we face today," said Chancellor Erroll Davis. "With corporate partners like SunTrust, more Georgia students will have access to a college education."
In 2004, the USG Foundation developed a strategic plan to provide support for the University System goals and mission, setting a high priority on securing funding for and providing scholarships to deserving students, based on merit and/or financial need. Since that time, more than $1.4 million has been awarded to students at all 35 colleges and universities in the University System, with an additional $430,000 designated for need-based scholarships over the next three years.

The USG Foundation raised the award money through its annual event: the Regents' Awards for Excellence in Education.
This is the first grant awarded directly to the USG Foundation to provide scholarships for students attending multiple USG institutions.
One of the primary goals of the USG Foundation is to provide scholarships for students attending all USG institutions," said Foundation Chairman Ken Bernard. "We are truly grateful for SunTrust's support of the worthy effort."
The SunTrust scholars will be selected by the institution, with the scholarship funds available to begin in the Fall semester 2011. The selected students will receive full tuition plus a stipend to cover a portion

UNIVERSITY OF GEORGIA CELEBRATES 50 YEARS OF DESEGREGATION
The University of Georgia will mark the 50th anniversary of its desegregation with a series of events beginning on Sunday, January 9 and continuing through Monday, February 28. The theme of the commemoration is "Celebrating Courage" not only of the pioneering students who broke the color barrier, but of those who supported them and those who came after.

The legacy of Hamilton Holmes and Charlayne Hunter, who bravely walked on to the UGA campus on January 9, 1961 to register for classes, and of Mary Frances Early, who entered graduate school that summer, continues today as students, faculty, staff and alumni work together to build a diverse university that is welcoming to all.
The opening week of anniversary events brings back to campus some of the key figures from 50 years ago. The celebration continues over a period of 50 days, with events planned by many units of campus. Check the calendar regularly for listings.

Cow Clicker's creator, Ian Bogost, is an Associate Professor at Georgia Tech. He works in the School of Literature Communication and Culture and is also an affiliated faculty at the College of Computing's GVU Center. David J. Q. What is Cow Clicker?
Cow Clicker is a Facebook game about Facebook games. It's partly a satire, and partly a playable theory of today's social games, and partly an earnest example of that genre. You get a cow. You can click on it. In six hours, you can click it again. Clicking earns you clicks. You can buy custom "premium" cows through micropayments (the Cow Clicker currency is called "mooney"), and you can buy your way out of the time delay by spending it. You can publish feed stories about clicking your cow, and you can click friends' cow clicks in their feed stories. Cow Clicker is Facebook games distilled to their essence.

Q. Why did you create Cow Clicker?
Cow Clicker is satire, in part at least. But satire these days risks becoming mere conceptual art. The idea of the "cow clicker" arose almost involuntarily, as a playfully deprecatory name that seemed plausible enough that it might be real.
Then in July 2010, Jesper Juul invited me to take part in a game theory seminar he runs at NYU, which he provocatively titled "Social Games on Trial." Researcher and social game developer Aki Jrvinen would defend social games, and I was to speak against them.

As I prepared for the NYU seminar, I realized that theory alone might not help clarify social games--for me or for anyone in attendance. It's nice to think that "theorist/practitioners" like myself and Aki can translate lessons from research to design and back like adept jugglers, but things are far messier, as usual. The dialectic between theory and practice often collapses into a call and response panegyric. This in mind, I thought it might be productive to make an example that would act as its own theory. In the case of social games, I reasoned that enacting the principles of my concerns might help me clarify them and, furthermore, to question them. So I decided to make a game that would attempt to distill the social game genre down to its essence. Cow Clicker is the result.
Q. How has it been received? Who plays it? Have you been surprised at the reaction?

It struck a nerve, and got a lot of games, technology, and culture press as a result. I think people don't really understand themselves why the trend of social games is so popular, or why they play the games they do, or what it all means. Cow Clicker gives them a tool to think with.
At its height, over 50,000 people were playing Cow Clicker on Facebook.
Q. I understand it had a strong start last summer, is it still growing strong?
It's certainly evolved, which is a strange sensation. The game itself isn't growing like it did initially, but there are a solid group of maybe 10,000 devoted players. In that sense, I guess the joke's on me. People really play Cow Clicker, even if maybe they ought not to.
Q. Has the creation and reception of the game taught you anything unexpected?
I've had to revise and make more subtle my opinions about social games, but mostly I've learned what it's like to make and operate one of these titles. And it's an experience that's neither good nor awful in itself.
In cinema and theater, we often hear about method acting, a technique by which actors try to create the situations, emotions, and thoughts of their characters in themselves in order to better portray them. In creating Cow Clicker, I rather felt that I was partaking of method design, embracing the spirit and values and ideals of the social game developer as I toed the lines between theory, satire, and earnestness. As I've managed Cow Clicker, I have found myself watching people play, listening to feedback, and imagining changes. That process comes with its own compulsion and self-loathing.
Q. What's next for you?
This January I extended Cow Clicker into its own platform, making an open API for players to create their own cow clicking applications. It's an extension of the satire, one that targets recent technology trends like "gamification," platform plays, and app stores. Apart from cows, I've got a new book on the applications of games coming out this year with University of Minnesota Press, entitled How To Do Things with Videogames, as well as a book of philosophy called Alien Phenomenology, which deals in part with the practice of making things as a way of theorizing.
