Overview of HOPE Scholarship Recipients in the University System of Georgia
Introduction For twelve years, the state of Georgia has been recognized as having the most generous meritbased student aid program in the nation, the HOPE (Helping Outstanding Pupils Educationally) Scholarship Program.1 Having attended college on the G.I. Bill, then Governor Zell Miller wanted to institute an incentive program within the state of Georgia that would expand access to postsecondary education and encourage students to attend in-state institutions. Clearly, the number of Georgia residents benefiting from the HOPE Scholarship speaks to the success of the program. From September 1993 through July 2005, $1,720,808,041 in merit-based aid was awarded to 413,476 USG students, with funding exclusively from the Georgia Lottery.2
For the eighth consecutive year, Georgia leads the nation in providing merit-based scholarships and grants to college students. The Annual Survey Report of the National Association of State Student Grant and Aid Programs (NASSGAP) states that in the 2003-2004 academic year, Georgia provided an average of $1,506 per student, as compared to the nationwide average of $500 (see Appendix A).3 Georgia was second in "Total Aid Awards" given with 300,111 (New York had 370,657). However, when comparing the ratio of total awards given to the number of students enrolled, Georgia had a nation-leading ratio of 91.6 percent (see Appendix B).4
The HOPE Scholarship is funded entirely by proceeds from the Georgia Lottery Corporation.5 In FY2005, the Georgia Lottery posted the highest sales in the 12-year history at $2,922,332,167. This amount is $211 million ahead of the previous sales record of $2.71 billion in FY2004. The Georgia Lottery's FY2005 profits transferred over $802,083,000 to the State Treasury's Lottery for Education Account.6 This surpasses FY2004's record transfer by more than $19 million and

brings the total amount raised for educational programs in Georgia since inception to more than $7.6 billion.7
The HOPE Scholarship Program has improved accessibility to higher education for Georgia residents8. As such, it is important to monitor trends of HOPE scholars attending our institutions, as the USG strives to create a more educated Georgia. System-Wide Trends of First-Time Freshmen Since the inception of HOPE, both the number and proportion of first-time freshmen receiving HOPE has increased. The proportion of USG freshmen receiving the HOPE Scholarship has varied to some extent since 1996.9 However, the longitudinal trend has been similar across institutional sectors (see Figure 1). With the exception of research universities, all institutional sectors experienced a slight decline in the number of HOPE Scholars for the Class of 2000. This decline is attributable to Georgia Student Finance Commission's adoption of a standard core of courses included in grade point average calculations.10 In Fall 2004, 76.2 percent of first-time freshmen received HOPE in their first term. System-wide, there were approximately 7,000 more first-time freshmen HOPE scholars in Fall 2004 than in Fall 1996, reflecting a 40.2 percent increase11 (see Appendix C). See Appendix D to compare the numbers of HOPE scholars between 1996 and 2004 across all student levels.

HOPE Scholarship Status by Institutional Sector In Fall 2004, 79,419 USG undergraduates had the HOPE Scholarship, representing 38.2 percent of the HOPE-eligible population (see Table 1 and Figure 3). Variation by institutional sector is observed in the proportion of HOPE scholars within the HOPE-eligible population. HOPE scholars represent approximately one half of the HOPE-eligible population in both the research and regional university sectors, slightly over one third in the state university sector, and about one quarter in the state and two-year college sectors.

Two-year colleges experienced the largest percentage increase in the proportion of HOPE scholars by institutional sector, when comparing Fall 1996 with Fall 2004 (see Table 2). In Fall 1996, 13 percent of USG HOPE scholars were attending two-year institutions, as compared to 17.3 percent in Fall 2004. In contrast, the proportion of USG HOPE scholars at regional universities went from 16.6 percent in Fall 1996 to 13.1 percent in Fall 2004.

Over 28,000 of HOPE scholars attending USG institutions in Fall 2004 were enrolled at research universities, representing 35.5 percent of the population (see Table 3 and Figure 5). An additional 24,690 scholarship recipients attended state universities. Thus, two-thirds of all HOPE scholars within the USG were enrolled in either research or state universities.

HOPE Scholarship Status by Student Level Figure 4 illustrates that the proportion of HOPE scholars within the HOPE-eligible population varies by student level. In Fall 2004, slightly less than half (48 percent) of the HOPE-eligible freshman population held the scholarship. In contrast, one quarter of the HOPE-eligible senior population received the scholarship.

Freshmen also account for the greatest proportion of all HOPE scholars by student level. In Fall 2004, 50 percent (39,698) of all HOPE scholars were freshmen, as compared to 12.8 percent (10,145) at the senior level (see Figure 5).
