Formula Funds, Portion of MRR Funds Retained as FY '04 Budget Goes to Conference Committee

W ith just three days of the Georgia General Assembly's 40day session remaining, activity in both legislative chambers is accelerating.
During the week of April 7-11, the FY 2004 Budget cleared the House of Representatives and the Senate -- in both cases with the $88.2 million recommended by Gov. Sonny Perdue to provide for adjustments to the University System of Georgia's funding formula.
The Governor's recommendation includes $81.5 million in new money to cover increased costs associated with an overall 6.6 percent increase in credithour enrollment, and $6.7 million to cover increased costs associated with operating and main-

taining 1.6 million square feet of new square footage on the University System's campuses.
"Those operating costs are the bread and butter of our budget, and we are enormously relieved that our legislators recognize and appreciate how absolutely critical these two items are to the University System's ability to operate," said Chancellor Thomas C. Meredith.
Though there are a number of differences between the House and Senate versions of the budget and the Governor's recommendations, most of the discrepancies are relatively small.
One notable exception is Maintenance, Repair and Rehabilitation (MRR) funding for the 3,000-plus state buildings and facilities

in Georgia entrusted to the care of the Board of Regents.
Perdue had recommended providing the University System with $32 million in bonds for this purpose, but both the House and Senate reduced this amount to $20 million.
"The MRR program was developed by the state and the Board of Regents to address the

needs of Georgia's rapidly expanding, aging and highly used facilities," said Thomas E. Daniel, senior vice chancellor for external activities and facilities. "The University System's facilities are valued at $5.8 billion, so the state has considerable investment in them. The MRR funds are critical to our ability to be good stewards of that investment."

What's Next?
The budget now is under consideration by a joint Conference Committee, which has until the final day of the 2003 Session to approve it.
This afternoon (April 14), legislators voted to adjourn until Thursday, April 17 (Day 38) and then meet on Tuesday, April 22 (Day 39) and Thursday, April 24 (Day 40).
