O pen enrollment for the University System of Georgia's health benefits -- the period of time during which employees may make changes regarding their health-care coverage for the coming year -- ends this Friday, Nov. 14.
Employees who wish to change plans or the level of their health-care coverage for 2004 need to fill out a health-plan election form and submit it to their Human Resources Office.
PLEASE NOTE: Anyone currently enrolled at the "Employee + One" level now must choose between the newly created categories of "Employee + Child" and "Employee + Spouse" and fill out a form making their choice official.

Health-Care Flexible Spending Accounts
Over-the-Counter Medicine/Drugs Now Covered
T he U.S. Treasury Department and Internal Revenue Service recently ruled that the costs of over-thecounter medicine and drugs -- those available without a prescription -- are reimbursable to individuals holding health-care flexible spending accounts (FSAs).
FSAs are a tax-advantaged way to help pay for medical and/or dependent-care needs, as they allow an employee to pay for certain expenses with money withheld from his or her salary before taxes are deducted.
However, the IRS has allowed plan administrators to choose when to begin accepting claims that include over-thecounter medicine and drugs. In other words, University System employees who have -- or are interested in opening --
health-care FSAs need to check with their Human Resources Office to find out when over-the-counter medicine and drugs will become reimbursable.
Examples of reimbursable over-thecounter purchases include pain relievers, antacids and cold and allergy medicines -- items used to prevent, diagnose and treat diseases and other disorders. Purchases deemed merely beneficial to general health, such as dietary supplements, toothpaste and moisturizer, are not eligible for reimbursement. The pre-tax dollars in FSAs may only be used to cover the costs of "medical care" items.
Claims for over-the-counter medicine and drugs must include a receipt showing the date of purchase, the name of the medicine or drug and the amount paid.
