The Bulletin of Georgia Public Broadcasting's Satelli

GPB Partners
with ICLE
Georgia attorneys no longer have to travel quite so far for continuing legal education. Now, most can earn the required credits in their home communities -- by satellite.
The Institute for Continuing Legal Education (ICLE) and Georgia Public Broadcasting (GPB) have joined forces to produce CLE Around the Corner, quality legal training distributed statewide via GPB's satellite network. Since November, classes on a variety of subjects, presented by leading authorities, have been broadcast from GPB studios in Atlanta. Attorneys receive the training at 23 downlink sites throughout the state. Sites are equipped with telephones, so participants can phone in questions, and presenters in Atlanta can respond live on the air.
Courses are aired live most Fridays and re-broadcast the next Thursday. Enrollment has steadily risen, and evaluations by participants have been very positive. According to ICLE's Scott Coulter, "CLE Around the Corner is an excellent example of how Georgia's technology infrastructure can meet the needs of learners of all ages."
PPDI Goes Online
Tune in to a very special PeachStar Professional Development Institute (PPDI) on Monday, March 23, at 3:30 PM for a virtual tour of the PeachStar Education Services web site. Highlights of the site and tips on how to use it, will be demonstrated.
The program will feature a comprehensive look at the exciting new Georgia Stories History Online site. Everyone interested in Georgia history will want to watch as this site unfolds rich online resources such as newspaper articles, photographs and rare archived documents. The site parallels many topics covered in Georgia Stories, one of PeachStar's most popular and highly acclaimed video series.
The Georgia Stories History Online Web Site is already a big hit with all who have used it. Teachers and students at every Georgia school will want to discover this valuable resource for themselves, so spread the word about the March 23 PPDI. Repeat airings in March and early April are noted in Staff Development Listings in this Pipeline. (See a related story, "PeachStar on the Web" on page 19.)
GPB Executive Director Werner Rogers and Governor Zell Miller try to keep a straight face as they converse with Packy and Digger, two of the regulars on Salsa, GPB's Spanish language and culture video series for prekindergarten and kindergarten students. The Governor visited the Salsa set in November when he graciously participated in the Grand Opening of GPB's new headquarters and production facility in Atlanta.

Behind the Scenes -- On the Line with lrasshai's Audio Interactive Instructors
There is more to Irasshai than the video lessons aired on PeachStar and GPTV. The instructional package also features a
text, a web site, and a very important Audio Interaction component. Kathy Negrelli, Irasshai's Coordinator of Audio
Interaction and Grade Administration, wrote this article.
"Moshi-moshi" ("Hello?") Thus we begin our Audio Interaction (A.I.) sessions with over 5!il0 students currently enrolled in Irasshai. A.I. allows Irasshai students to converse with native speakers of Japanese. During the twice-weekly, 20-minute sessions, students demonstrate, while sitting around a speaker phone in groups of no more than six, what they have learned from the videos and textbook. "Mina-san, konnichi-wa!" ("Good afternoon, everyone!") In addition to conducting phone sessions, the six full-time A.I. staff schedule each school's session time and teacher, create materials used in A.I. sessions and assist in developing other Irasshai materials, and grade written exams. Over 30 part-time A.I. teachers also are employed, and as Irasshai enrollment continues to grow (student enrollment nearly doubled this year) we are constantly recruiting and training additional part-time staff. "Is this the Radisson Hotel?" "No, it's Japanese! Please hang up!" For A.I. sessions, A.I. teachers and Irasshai schools both dial into tollfree numbers, called "meet-me lines." When everyone calls in at the appointed time, the connection is made, and the listening and speaking practice begins. Needless to say, anyone who dials that number by mistake is very surprised. Wrong numbers are not the only possible interruptions to a smoothgoing session. Unexpected fire drills, technical difficulties with phones, long announcements over the school P.A. system, emergency school closings and other surprises occur.

However, A.I. teachers, like teachers everywhere, have learned to expect the unexpected and to handle any situation that might arise.
Of course, preparation by instructors and students is key to successful sessions. A. I. instructors begin preparing by doing what their students do: watch the appropriate video and read the lesson in the text. Then they conduct weekly dry runs of upcoming A.I. sessions, with one instructor taking the lead while others take the role of students, answering the instructor's questions and purposely making mistakes as students might in a real session.
"Ii desu ne! Mina-san, yoku dekimashita!"
("Very good! You all did very well!") A.I. grades make up 40 percent of a student's total grade in the Irasshai course, reflecting our philosophy that the ability to function in the Japanese
language is the driving force behind the Irasshai curriculum. This ability gradually develops over the two-year course, during which time students spend more time speaking and listening in their A.I. sessions than they probably would have in a larger, traditional foreign language classroom where less individual attention is possible. Frequent A.I. sessions provide students many opportunities to practice communications skills, while receiving continuous reinforcement and assessment from A.I. instructors.
Students certainly seem to enjoy their time with their denwa no sensei (telephone teachers), as evidenced in their periodic reflection sheets which are sent to the A.I. office. They realize that learning to speak Japanese is the main reason they enrolled in Irasshai. The A.I. team helps them do just that.

The physical, psychological, spiritual and financial damages of addiction burden us as individuals and as a society. Moyers On Addiction: Close To Home is a five-part series created to help viewers understand the nature of this debilitating and destructive behavior. On the programs, scientists and researchers explain why addiction is a chronic, relapsing brain disease. Viewers also discover that treatment can work and that people recover in a variety of ways, with strong support from a network of family, friends and community. The series also focuses on efforts to reach those most at risk of addiction, our young people.

Take A Step Day is designed to raise the level of public awareness about addiction and to stir individuals and communities to get involved in efforts to turn the tide against this epidemic. Life By the Numbers
Life By The Numbers, a new sevenpart series from PBS, reveals the crucial role that mathematics plays in modern, everyday life.
Hosted by actor Danny Glover, Life By the Numbers will delve into trends for the 21st century, show how math is applied to sports, and take your mind on a tour of a Math Trail, a path marked by mathematical challenges requiring calculations, clear thinking and imagination. The purpose is to help you discover how much mathematics is already a part of your life.
The seven programs are Patterns of Nature -- Mathematics helps us explore and describe basic aspects of life. Seeing is Believing -- Mathematics makes virtual reality possible. The Numbers Game -- Mathematical thinking permeates sports and often makes the difference between winning and losing. Chances of a Lifetime -- Mathematics makes sense of our lives. Shape of the World -- Geometry enables us to measure and map the spherical Earth in two-dimensions. A New Age -- Math tames the vast amount of information available today. Making a Difference-- Math education looks very different today.
Life By the Numbers is due to premiere this spring. However, when March Pipeline went to press, air dates and times were not available. The series will air on PeachStar, and if it begins before the April Pipeline, we will promote days and times on the Bulletin Board announcements that appear between PeachStar programs.
An Alaskan Wilderness
PBS, the National Park Service and the National Park Foundation join forces to take students and educators to Alaska's Bering Land Bridge National Preserve. This offering from the PBS Electronic Field Trip (EFT) series takes viewers on a journey to Northwest Alaska, a land of incredible beauty.
Over two days, March 10 and 11, for one hour each day, students and educators will travel through the Preserve exploring a rich mosaic of micro-environments. Participants also will experience the Inupiaq Eskimo culture, uniquely adapted to the harsh realities of the Arctic.
On March 10, at 1 PM (ET), PBS will feed "The Arctic World: A Rich Mosaic of Micro-Environments." This field trip will focus on issues such as ecology, biology and meteorology. March 11, at 1 PM (ET), PBS will distribute "Arctic Journey: In the Footsteps of Our Ancestors." This program will look at the rich history and culture of this part of the world. Each EFT will be approximately 60 minutes, and both programs will air live on GPB's Channel 430. Both have unlimited broadcast and off-air record rights through March 10, 1999, for public television stations or related agencies, including school systems.

Authorization & Available Channels
First... Let's back up and review. To date, the satellite equipment installed in all public schools throughout
Georgia includes a satellite dish, a Chaparral satellite receiver, a monitor, a VCR and two integrated receiver-decoders (IRDs). This package of equipment may vary slightly from school to school based on local decisions, but in most cases this is the basic equipment that has been installed.
The Chaparral receiver is used to control your satellite dish, so you may point it to different satellites in the sky. You may also use the Chapparral to receive broadcast channels that are analog signals.
The two IRDs allow you to receive up to two simultaneous signals broadcast in a digital format. The IRDs you have can receive only those digital signals broadcast in the DCII digital format. Most educational services that broadcast in a digital format use the DCII format.
Now, let's get down to the subject of "authorization." 1. Each and every IRD has a unique 16-digit ID number on the back. If you
have two IRDs, you have two ID numbers -- one on each unit. 2. For your system to be able to receive programming broadcast on a channel in
the DCII digital format, the broadcaster must "map" your unique 16-digit number into his list of IRDs authorized to receive and decode the signal. So, for our purposes, authorization is not a legal term, it is a technical term. And the term "map" is not a geographic term, it is also a technical term. 3. PeachStar Education Services has mapped all the IRDs located in all public schools in Georgia. You receive our digital signal because your IRDs' unique 16-digit ID numbers have been mapped into our Satellite Operations Center's system.
Also appearing on our satellite ... PeachStar shares mapping files with other educational broadcasters, for exam-
ple, South Carolina Educational Television (SCETV) and Louisiana Public Broadcasting (LPB). Therefore, you can receive their programming, and they can receive PeachStar's.
Like Georgia Public Broadcasting, SCETV and LPB channels are on satellite T4. GPB broadcasts on Channels 400 (GPTV), 410 (PeachStar), and 420 and 430 (for special broadcast services). SCETV broadcasts on Channels 301-332. LPB broadcasts on Channels 210 & 211.
On your IRD, you may channel up or down to any of these channels and take advantage of what these other educational broadcasters on satellite T4 are offering.

Making the Connection
Making the Connection, a satellite broadcast of the Office of Information and Instructional Technology (OIIT) of the Board of Regents, will air 1-3 PM on Friday, AprillO. Originating from the satellite uplink studio at Valdosta State University's Department of Continuing Education, the program will explain technical requirements of connecting and using computer peripheral devices in classroom and lab settings, and also offer tips on purchasing equipment.
The targeted audience is faculty and staff in the University System of Georgia, State Department of Education, and Department of Technical and Adult Education. Viewers are encouraged to participate before and during the program by submitting questions via the World Wide Web, e-mail and telephone.
The program may be videotaped and distributed for educational and informational purposes. Information from the web site may be printed and distributed. Funding for Making the Connection is made available through the Connecting Teachers and Technology Initiative of the Distance Education and Academic Innovation group within OIIT. This program is delivered in collaboration with PeachStar Education Services and Valdosta State University.
American Ideals
PeachStar Education Services, in partnership with Dystar Television, is set to begin production of a pilot for American Ideals, a civics series for 4th- and 5th-grade history classes. In the context of U.S. History, the series will explore many of the political ideals which distinguish this nation's present and past, including freedom of speech, religion, assembly and the press. Other ideals that help make up the American character such as charity and volunteerism, citizenship and the right to vote, freedom from discrimination and pursuit of the American Dream will also be covered.
The pilot program, to be tested in a number of elementary schools in Georgia and other states, will focus on "Freedom of the Press." Current plans are to complete production of the pilot in May of this year.
The American Ideals series has been in development for almost two years under the guidance of PeachStar Director Joey Baughman, Collin Siedor of Dystar Television, Dr. Glen Blankenship, former social studies coordinator for the Georgia Department of Education, Gregory Bourne of the Center for Civic Participation and Renewal, and an enthusiastic and hard-working focus group of classroom teachers. PeachStar Education Services and Dystar Television previously collaborated on the production of the award-winning Georgia Stories series.
