The People's House Black History Month
For generations Georgia students have traveled to Atlanta to tour the State Capitol. Now those visits can be even more educational, thanks to an initiative by PeachStar Education Services and the Office of Secretary of State Lewis Massey.
The People's House is a 20-minute video for students planning to tour the Capitol. The program begins by describing the construction of the building more than a hundred years ago, and follows with accounts of some of the Capitol's most dramatic historical events: fiery debates over Prohibition; demonstrations by teachers, farmers and civil rights groups; the lying-in-state of Senator Richard Russell.
Throughout is the message that this is a place where important decisions are made. Dorothy Olson, Secretary of State's office, appears in the video and says it best: "This is the citizen's house. The citizens have a voice, and this is where the voice of the people is heard."
The People's House has aired several times on PeachStar and will continue to be shown frequently. Check the Middle School/High School listings in each Pipeline for air dates and times.
A comprehensive set of lesson plans, Preparing to Visit the State Capitol, has been developed by the Secretary of State's office for use by public, independent and home schools. The materials are being distributed to curriculum directors and social studies supervisors and can be downloaded from the Secretary of State's web site at <http:/ /www.sos.state.ga.us>
Studying the lesson plans and viewing the video before going to the Capitol will prepare students for a more meaningful and enjoyable visit to this beauti- ~ ful and historic site.
PeachStar presents some old favorites and some new special programs in February highlighting Black History Month. The new programming features three one-hour documentaries offered by the Public Broadcast Service Adult Learning Service (ALS).
Mary Lou Williams: Music On My Mind features pioneer AfricanAmerican composer/arranger/pianist Mary Lou Williams, one of the most remarkable figures in the history of jazz. Music On My Mind airs Tuesday, February 10 at 11:30 AM.
As I Remember It: A Portrait of Dorothy West, an intimate portrait of writer Dorothy West, explores the forgotten role of women in the Harlem Renaissance. West, still an active writer, relates her personal memories of growing up African American, privileged and enthralled by literature. As I Remember It airs Monday, February 16 at 11:30 AM.
Mama's Pushcart: Ellen Stewart and 25 Years of La MaMa E.T.C., is a tribute to Ellen Stewart, founder of New York's La MaMa Experimental Theatre Company. This program airs Tuesday, February 17 at 11:30 AM.
These three ALS specials may be recorded and previewed free of charge. However, if you are going to retain the copy and use it in class, you must call1-800-LEARNER to purchase a site license fee.
Also featured on PeachStar this month and throughout the school year are In Black and White, Road To Freedom, Jazzmakers, and Visions of Africa. See Pipeline Middle School/High School listings for program descriptions as well as air dates and times.

Teachers Get a Vote on PeachStar Programming
For the first time ever, all teachers statewide will be able to participate in the process of previewing and evaluating instructional programming offered via the PeachStar Satellite Network during the 1998-99 school year. These evaluations will be the basis for PeachStar's purchasing decisions for the next fiscal year.
Here's How It Works: In midFebruary all superintendents, curriculum directors, staff development directors, technology coordinators and RESA directors will receive a special mailing from PeachStar. This mailing will contain
(a) a comprehensive broadcast schedule organized by grade levels and subject areas,
(b) voting/evaluation procedures for teachers and systems,
(c) a reproducible master of the evaluation form,
(d) information on electronic voting and how system representatives may claim passwords, and
(e) a sample staff development plan for approval at the system level.
Programs to be previewed will be broadcast during the first three weeks in March on channel 420. (Check the broadcast schedule mentioned in item (a) above for dates and times. If the schedule is available at press time, it will be included in the March Pipeline.) A total of approximately 30 hours of programming will be evaluated. The programs will be aired in sixhour blocks, and, for teacher convenience and taping ease, each block will be aired a total of four times.
For example, "Block A" might include all the programming relevant to elementary school math, science and social studies. Block A will be originally aired on its assigned day from 9 AM to 3 PM, and it will be
repeated that same day from 3 PM to 9 PM. Another day will be scheduled later in March to air Block A a third and fourth time, again from 9 AM to 3 PM and 3 PM to 9 PM. PeachStar hopes these multiple broadcasts will give every interested educator an opportunity to participate. (Note: A 120-minute tape recorded on SLP speed permits taping of an entire sixhour block on one tape.)
Participating systems (we hope all
180 Georgia school systems will take part) will need to appoint a representative to claim a password and tally and cast electronically the votes for their system. Passwords must be claimed by calling a special PeachStar number by Wednesday, February 25. For large school districts and RESAs, there will be multiple passwords, and those systems may want to appoint multiple representatives. Electronic voting must be completed by Friday, March 27, so all teacher votes must be tabulated prior to that date.
An incentive for participation is the offering of staff development credit to educators who preview, evaluate, vote and then utilize PeachStar programming in their classrooms. A sample staff development plan will be developed by PeachStar and provided to systems that may wish to offer SDUs to participants in the preview process. NOTE: As always, staff development plans and the awarding of SDUs must be approved by your local school system.
Media specialists, teachers and all other educators are invited to watch a special PeachStar Professional Development Institute (PPDI) on Thursday, February 5 at 3:30 PM. The PPDI will review the contents of the mid-February mailout as well as other information on the lTV screening.

IMPACT Technology Grant
For the past several years, PeachStar has partnered with the Los Angeles County Office of Education (LACOE) to provide Georgia schools with a project called TEAMS, a satellite delivered distance learning series that offers both staff development and student programming in a variety of subject areas. TEAMS has served schools across the state by bringing lessons and programming for grades K-8 in mathematics, reading/language arts, science and history/social science, plus staff development, including Technology for Teachers (for teachers of all grade levels).
The new IMPACT (IMProving A_chievement through ~onverging Iechnologies) project, a federally funded STAR Schools initiative, expands TEAMS to include other forms of technology - not just the satellite. The primary focus of Project IMPACT is to improve student instruction through a "distributed learning" model which integrates live satellite instruction with asynchronous online applications. Project IMPACT works on a multi-tiered basis which means that schools at all levels of technology readiness can participate at any time.
With the variety of technological resources available to Georgia schools, from PeachStar (available to every public school in Georgia) to the Georgia Statewide Academic and Medical System (GSAMS) and the Internet, Georgia schools have many opportunities to develop the way teachers use technology to enhance instruction.
During the remainder of the school year, look for more information on how Project IMPACT can benefit your school. For more information on TEAMS and Project IMPACT, contact Stephanie Caywood at PeachStar Education Services: e-mail <scaywood@gpb.org>; phone (404) 685-2584 or 1-888-501-8960; fax (404) 685-2556.

HELP! I Missed This Weeks
Galaxy Broadcast!
Imagine this...you are a media specialist at one of the 400 Galaxy schools here in Georgia. The Galaxy teachers and students in your school can't wait another moment to find out what is going to happen this week on their favorite Galaxy program. But ... as luck would have it, something has gone wrong! You were unable to record the program, and you fear the looks on the faces of all those Galaxy viewers at your school. Never fear, the Galaxy Top 7 list of alternatives is here!
1. Check the PeachStar Bulletin Board for a message. (If there was a technical problem, the program will be rebroadcast within 24 hours or less, and that information will be posted on the Bulletin Board.)
2. Did you know the regular PeachStar schedule includes a repeat broadcast of every Galaxy program? Check the Galaxy broadcast calendar or the PeachStar Pipeline for a schedule. (Example: Monday AND Tuesday - Snoops or Fixer Uppers; Wednesday AND Thursday - The House.) Also keep in mind -- Galaxy programs are broadcast every other week.
3. Set your VCR to record the evening broadcasts. Yes, that's right! Each day you receive a 10 AM broadcast, the same episode is broadcast at 8 PM in Spanish, and 8:30 PM in English Open Caption.

Don't Touch That Dial??
Remember that phrase from the old days when TVs actually had dials? Well, the dials may be long gone, but the ability to change channels remains with us. In fact, it has become much easier to change channels, and there are now far more channels from which to choose.
At the present time Georgia Public Broadcasting has divided its satellite transponder into four separate channels. Our channel numbers are 400, 410, 420 and 430. By using the remote control for your IRD or by using the Channel Up or Down buttons on the front of the IRD you can easily change between GPB's programming channels. In fact, we hope that you "Do Touch That Dial" and take advantage of the variety of services and programming sent to you over these channels.
Channel 400 For GPTV's open-air broadcast schedule received by home viewers. Channel 410 For PeachStar's scheduled line up of educational programming. Channel 420 Special broadcast services. Channel 430 Special broadcast services and rebroadcasts on request, if possible.
If you have a VCR for each IRD, you can even record programming on separate channels at the same time. For example, you could record a program on PeachStar (Channel410), while at the same time record (and/or view if you have a monitor) the screenings of new programs being considered for next school year as they are broadcast on Channel 430.
Hopefully you will take advantage of being able to view or record more than one channel at a time. This ability is one of the great advantages of having switched to a digital signal and equipping schools with more than one IRD. Media specialists may find it easier to take advantage of this capability if they have a VCR and monitor for each receiver. (Two IRDs plus the Chaparral equals three receivers.) If you have any questions about configuring your equipment, please call our Satellite Help Desk.

We're Number One!
PeachStar Education Services congratulates Georgia Public Television (GPTV), our colleagues down the hall, for one of their most successful broadcast events yet. Georgia high schools were a big part of that success.
On consecutive weekends in December, GPTV broadcast the state high school football playoff semi" finals and finals. Almost 2 million viewers watched all or part of the coverage.
On Friday, December 7, the football coverage made GPTV Number One in ratings among all metered public television stations in the nation. Ratingswise it was GPTV's best Friday night ever.
The following day championship football -- and championship ratings - continued, with GPTV ending up Number Two in the nation among public television stations.
The next Saturday the final games were played, and once again GPTV was a big winner -- Number Two in the public television ratings game and one of the station's best Saturday nights.
The broadcasts were a huge success for Georgia high school football, for GPTV and, as we like to say, "for viewers like you." Congratulations to all the teams and players and to everyone at GPTV who brought the excitement to our living rooms.
Note to sports fans: Look for a special article in an upcoming Pipeline on Prep Sports Plus, the GPTV series that follows current academic and athletic programs in Georgia high schools. Prep Sports Plus airs on GPTV and on PeachStar.

Early Childhood Network
PeachStar and GPB are in the planning stages of a new project that will make vast resources of helpful materials available to teachers, parents and other child-care givers in Georgia and across the nation. There are many wonderful, existing video resources designed to assist adults who care for young children. These include materials that provide instruction on how to effectively care for children as well as other programs that entertain and educate youngsters. PeachStar has just completed an exhaustive research of these videos, and, based on recommendations from a blue ribbon committee of early childhood educators who screened the materials, we have identified an extensive library representing the best of the best.
These resources are currently under consideration for purchase; those that are acquired will air on PeachStar and GPTV in the spring. Materials aired will be accompanied by guides covering program content and suggested uses.
The identification and distribution of existing quality programming is just the first step in PeachStar's long range plans to establish a comprehensive Early Childhood Network. Now that we know which needs are being met by available materials, we can begin to assess which needs are not being met. Once that assessment is completed, we will be in a position to develop and produce programming to meet those needs.
Check future issues of Pipeline for frequent updates on this important new initiative from PeachStar Education Services.
