Raising
Expectations
Georgia's Revised QCC
In November the State Board of Education (BOE) officially adopted a revision of Georgia's Quality Core Curriculum (QCC), a statewide curriculum that defines specific learning objectives -- in every subject and at every grade level -- for all Georgia public schools. The revisions to the QCC are the result of the efforts of hundreds of Georgia educators working under the direction of the Georgia School Improvement Panel established several years ago by Governor Zell Miller and State Superintendent of Schools Linda Schrenko.
The State Department of Education (DOE) and Georgia Public Broadcasting recently collaborated on the production of Raising Expectations, a 22-minute video that will help educators, parents and students better understand the revision process and what it will all mean to Georgia public schools. The video features comments by the Governor, Superintendent Schrenko, BOE Chair Johnny Isakson and many of the educators and parents who served on the revision writing teams. Specific changes in the QCC are explained.
Raising Expectations is just one element in a roll-out campaign that DOE is implementing to promote maximum statewide awareness and understanding of the revised QCC. That campaign will begin in January and continue across the state for several months. Raising Expectations will air on PeachStar several times in February and possibly in subsequent months, if DOE determines a need. The Learning Revolution
The Learning Revolution in Higher Education, a free, live satellite video conference, will be offered to Georgia colleges and technical institutes from 2:30-4 PM on January 29, 1998. This is the third of four Issues and Solutions in Higher Education programs aired during the current school year.
A learning revolution is spreading rapidly throughout higher education. Its purpose is to place learning first in every policy, program and practice. Doing so, according to the Wingspread Group on Higher Education, will require re-designing "all our learning systems to align our entire education
enterprise with the personal, civic and workplace needs of the 21st century." The Learning Revolution telecast is part of a two-year series of multiple media , events, including online chats and town meetings, designed to propel colleges into their own learning revolutions.
Satellite information, a master participant packet and other conference materials will be mailed by PBS directly to PeachStar campus contact persons. The video conference may be watched live or taped for later viewing. Participants will have an opportunity to interact with each other online before and after the telecast.

Irasshai, PeachStar's Japanese language and culture distance learning course, recently won another national award. The series was named Best Distance Learning Program, K-12, in the United States at the TeleCon XVII convention.
TeleCon awards recognize outstanding achievements in the fields of teleconferencing, broadcasting, distance learning, telemedicine, BTV and Internet. TeleCon is the nation's largest professional organization for video conferencing and distance learning education.
Now in its second year on PeachStar and GPTV, Irasshai is a two-year course that can be taken for full high school credit. Distributed nationwide, the series has experienced rapid growth with students in 19 states currently enrolled.

Galaxy in Georgia
More than 1,500 teachers in 400 classrooms across Georgia now use these acclaimed Galaxy Classroom series: Fixer Uppers (first grade science), The HOUSE (fourth grade language arts), and S.N.O.O.P.S. (fifth grade science). Most Galaxy schools in Georgia use all three curricula.
Veteran Galaxy teachers in Georgia praise the continuing positive impact the programs have on their classrooms.
"After three years teaching with S.N.O.O.P.S., the program just keeps getting better," said Pam Miller, Henry Partee Elementary in Lithonia. "I think this will be my best year yet."

One of the most important aspects of the communication business --in particular, television -- is the responsibility of the industry to educate viewers to be critical and informed about what they watch. The Atlanta chapter of the National Academy of Television Arts and Sciences (NATAS) -- the organization that presents the Emmy awards each year -- is offering middle schools in Georgia free workshops to help students become more media literate and to prepare them to make better, educated decisions about television viewing.
Ken Daniel, a NATAS officer and Executive Producer for Local Production at Georgia Public Television, will conduct the workshops. Ken has a 30-year background both as a television producer/director and as an actor in front of the camera.
This media literacy workshop will familiarize students and teachers with techniques commonly used in television to communicate and elicit responses from viewers. It is a "hands-on" workshop, where everyone will participate to demonstrate how much a part of our lives this powerful medium has become. Georgia Stories Online
If you teach Georgia History or your students are engaged in a project dealing with Georgia history, join the Georgia Stories Online Pilot Project. This web site, developed by PeachStar Education Services and the Center for Education Integrating Science, Mathematics, and Computing (CEISMC) at Georgia Tech, supports Georgia's history curriculum for 8th and 4th grades and supplements PeachStar's Georgia Stories video series.
Georgia Stories Online features: primary source materials from
archives, historical societies and libraries throughout Georgia links to additional web resources student study questions teacher versions of study questions including background on topics, activities, QCC objectives keyed to each question, and Values and Character Education Guidelines linked to specific study questions key vocabulary terms suggestions for further reading student study tips ideas for class or family field trips opportunity to post student or class contributions or link to materials on your school's web site. The pilot project will last until the end of this school year and will include information on 11 of the 107 topics covered in the Georgia Stories series. Participation in the pilot is FREE, and educators may choose the extent of their involvement. In addition to the web site, teachers are invited to participate in an online discussion group, or listserv, facilitated by a classroom teacher. The Satellite Move in Review
On December 1 GPB discontinued all broadcasting on SpaceNet 4, 1 the satellite we used most oflast year after the loss of TelStar 401. GPB's new home in the sky-- permanently and exclusively-- is TelStar 4. To allow sites ample opportunity to reposition their satellite dishes, GPB broadcast on both SpaceNet 4 and TelStar 4 during the month of November.
Information and instructions related to change in satellites was posted on the computer list serves for the Departments of Education, Technical and Adult Education and the Board of Regents. Additionally, printed information and instructions were mailed directly to all school sites in Georgia with satellite dishes and to sites outside Georgia that use our programming. PeachStar even produced a short video on "How to Reposition Your Satellite Dish" and aired it during November, while still broadcasting on SpaceNet 4.
This move to our new satellite seems to have gone well, and we hope that all sites have been able to reposition their satellite dishes with very little inconvenience. However, there may be some sites that, for whatever reason, have not yet made the switch.
So, this "Tech Talk" is dedicated to those readers who may have missed the answers to three important questions covered in past issues:
Q: Since December, I have not been able to get any sound or picture on Channel411 on my digital receiver. Is PeachStar still on the air? A: Yes. PeachStar's programming is now only on satellite TelStar 4, Channel410 on your digital receiver. You need to reposition your satellite dish from SpaceNet 4 to TelStar 4. (Also, GPTV is now on Channel 400, and Channel 420 and 430 are being used as "occasional use" channels.)
Q: We recently added a new DCII, digital receiver to our satellite equipment, but it does not seem to be receiving PeachStar's signal. Is there anything special we need to do? A: Yes. GPB needs to make sure any new digital receivers are mapped and authorized to receive our signal. There is a unique 16-digit number stamped on the back of your IRD. Please write this number down and call GPB's Satellite Operations Center (1-800-222-6006, Ext. 2529). GPB will then map your IRD into our system and this will authorize your IRD to receive our signal.

Welcome Mike Feduk
In December Mike Feduk joined PeachStar's staff as Assistant Division Director. Mike is one of the most respected and capable people in the field of distance learning and instructional television in the country. He was Senior Producer at the Nebraska Educational Television Network during the '80s and for the past seven years served as Director of Programming and Special Projects at the Satellite Education Resources Consortium (SERC) in South Carolina. Mike's proven leadership skills and impressive experience in the areas of program development, production and marketing will be a tremendous asset to PeachStar Education Services and Georgia public schools.
