PeachStar's New Home in the Sky

"This is something that never happens- but it just did." That's how Werner Rogers, executive director of Georgia Public Broadcasting, described the loss of AT&T communications satellite TELSTAR 401, the former home of PeachStar Satellite Network, Georgia Public Television, the Public Broadcasting Service and many other clients. On Saturday morning, January 11, at 6:15 AM EST, 401 inexplicably disappeared. Nobody knows what happened, but whether it was a monster solar flare, a collision , with a meteorite, a mechanical breakdown or human error, on January 17 AT&T declared the satellite permanently out of service.
That's the bad news. The good news is that PeachStar and the other divisions of GPB quickly found a new satellite home and resumed operations with minimal disruption of service. Here's a rundown:
GPTV was never off the air. An emergency backup plan has long been in place, and as soon as the satellite was lost GPB engineers implemented that plan. Using old, antenna-based technologies, GPTV was able to continue serving the state, although picture quality was slightly affected in some southern counties.
Peach State Public Radio was able to, in effect, piggyback on the GPTV signal, and they too stayed on the air statewide with one exception; our newest radio station in Demorest was out of service for two days.
PeachStar, which by its nature relies solely on satellite transmission, was off the air for almost two full school days. However, most PeachStar users continued to receive programming by other means. In some cases, for example Irasshai, tapes of programs were rushed to registered schools by mail. In other cases, such as GALAXY Classroom, programming was temporarily routed to schools via other satellites.

By the end of the day on Tuesday, January 14, GPB had acquired space on another satellite, SPACENET 4, and all our satellite services were restored. That's almost record time for finding a new "bird"- as of early February, some former TELSTAR 401 customers are still looking for a new home. How was GPB able to recover so quickly?
A number of factors were involved. First, GPB's long-standing relationship with Convergent Media Systems (CMS, the company that installed dishes at all Georgia public schools) came into play. CMS immediately offered GPB space on their transponder on satellite SB6. We didn't accept that offer right away, because we hoped we could find another satellite that was more compatible with our specific needs. But knowing the CMS option was available reduced our "desperation level" and allowed us to take the time to shop around for the ideal satellite home. At that time another of our long-time partners, the Education Management Group (EMG, provider of GALAXY Classroom, What's the Big Idea? and other programming carried on PeachStar) stepped forward and offered us half of the transponder they own on SPACENET 4. This time the configuration of the satellite - and the price were right, and we accepted EMG's offer. As soon as our new satellite was determined, PeachStar, CMS and the State Department of Education began notifying technology coordinators and media specialists around the state, providing step-by-step instructions on how to tune in to PeachStar at its new location. Georgia schools were able to find PeachStar's new satellite quickly, because of the sophistication of our state's satellite receiving equipment. Several years ago, when we installed dishes and other receiving equipment at all of our public schools, colleges and universities, adult technical

institutes and regional public libraries, the decision was made to purchase and install steerable dishes, rather than the less expensive fixed dishes that were available. The main reason was to give our educators the ability to access educational programming on roughly three dozen satellites instead of just one. Having steerable dishes also made it possible for Georgia schools to find PeachStar on SPACENET 4 simply by pushing a few buttons.
Compare that with the challenge that faces one of TELSTAR 401's other former customers, our friends in South Carolina. South Carolina Educational Television (SCETV) has long been recognized as a national leader in satellite distance learning. (In fact, they established their statewide satellite network before Georgia did, and they graciously gave us a lot of good advice that helped guide our planning.) Unlike Georgia, however, South Carolina opted to install fixed dishes at the hundreds of sites that make up their network. Now, South Carolina finally has been able to acquire space on another satellite, ORION, but it will be a long and costly time before all of the sites across their state can actually access programming from the new satellite. Technicians will have to visit each South Carolina site, one at a time, to physically move each dish to point at ORION.
"Governor Zell Miller and the Georgia State Legislature were very wise when they decided to go with steerable dishes for Georgia receiving sites," said Werner Rogers. "As a result of that foresight, our schools can easily access PeachStar on SPACENET 4, as well as all the other former stations from the old Education Neighborhood."
The Education Neighborhood? That's the nickname that TELSTAR 401 had acquired, because so many educational programmers like GPB, PBS and SCETV were located there. Now those education stations are

literally scattered to the winds, each finding a new home wherever they could. Fortunately, there's a plan to reestablish the Education Neighborhood on another satellite later this year. If all goes as planned, here's what will happen.
In May, AT&T will launch a new communications satellite, TELSTAR 501. If successfully launched, all of 501's systems will be exhaustively checked out over a period of weeks, and then, during the summer, the satellite will be ready to do business. At that point, many of the customers who are currently on TELSTAR 402 will be moved to 501. Then, (are you following this?) most of the stations that used to make up the Education Neighborhood will be moved to their new permanent home, TELSTAR 402. The main reason we're all moving to 402 is because that satellite has the same "footprint," or area of coverage, that 401 had. (That footprint is roughly from Puerto Rico westward to Hawaii.)
Now don't worry media specialists - PeachStar will remain on SPACENET 4 for the remainder ofthe school year. But when the new school year begins in August, we hope to be on TELSTAR 402 - and there we'll stay.
"This has been a challenging situation for everyone concerned, including GPB engineers who worked many long hours while we were between satellites," said Rogers. "I appreciate the help that we received from our friends at the State Department of Education, CMS and EMG. I also appreciate the patience and understanding of all our media specialists and the teachers who use PeachStar programming across the state. This unprecedented accident could have been a disaster. Instead, it became a testament to the soundness of our satellite distance learning system and a reaffirmation of our state's long-term commitment to quality instructional technology."

Solutions for Georgia Schools

This school year, three public schools in Georgia are participating in a new and unique pilot program called Solutions. Created by the Education Management Group (EMG) and co-sponsored in Georgia by Georgia Public Broadcasting, Solutions unites the capabilities of several different state-of-the-art instructional technologies into a single room. Computers with CD ROM players, satellite distance learning downlinks, the Internet, educator chat rooms, phone and fax lines and all the related software including regular textbooks and other printed materials are all woven together in the Solutions Distance Learning Classroom.
The three Georgia sites are Social Circle High School, Social Circle City Schools; Gilmer County High School, Gilmer County Schools; and Swainsboro High School, Emanuel County Schools. Obviously, Solutions Classrooms have the best chance of succeeding within school systems where there is a strong commitment to instructional technology and distance learning. Emanuel and Gilmer counties were chosen as Solutions sites because both systems have long track records using resources such as SERC, GALAXY and Integrated Science. Social Circle's new superintendent, Sonny Waller, has been a strong supporter of instructional technology throughout his career.
Six to 13 teachers have been designated Solutions teachers at each site. Teachers at each school share a Solutions Classroom, which consists of one satellite dish and receiver, 10 student computers with regular monitors, one teacher computer with a large monitor that the entire class can see, one larger monitor for videotape playback and satellite feeds, a fax machine, a telephone line, and a software library. Solutions makes use of off the shelf software produced by third party companies. There is also a growing body of EMG's custom software, developed specifically to support the Solutions textbooks and curriculum guides.
When preparing for a class in the Solutions Classroom, teachers can use

their computers to find out what is available during a particular month of the year for each subject and for each resource. For instance, the teacher could click a few buttons and access a menu that shows all of the electronic field trips that will be available during the month of March that could be used to reinforce lessons in AP Biology. Another menu shows scheduled chat room activities that a class of students studying 1860's American history might find interesting. Yet another suggests working Internet links that relate to current studies in physics or chemistry.
The potential for the Solutions Classroom is tremendous. It's a potential that is not yet being fully realized in any of the Georgia schools
or at any of the other dozen or so Solutions sites in other states. This is, after all, only the first year of what is designed to be a three year pilot program. Most of the Solutions teachers were selected just before or even after the start of the current school year, and what training there has been, was hurried and condensed. Installation of the equipment was completed at about the same time - just as school doors were opening or later - and there are still technical bugs that are being worked out. Much of the customized software is still under development. (That task should be completed by the beginning of the second pilot year, in the fall of 1997.) Another challenge to teachers: trying to find time to learn how to use the new equipment and to

plan a class that makes effective use of all the resources in the Solutions Classroom. Once a class is actually under way, behavior management becomes a concern for high school teachers not used to dividing up their students into separate groups, some at the 10 computer stations, the rest engaged in other activities.
Teachers and administrators at all of Georgia's three sites voiced concern over these issues. They also voiced determination and confidence that the problems would be worked out.
Hardware problems will be fixed with time and tinkering. Completing software development and successfully integrating software with the real needs of teachers is a more daunting challenge, but one that can also be
resolved with enough time and experience. Staff development is the biggest challenge. Few education majors receive any meaningful college-level training in the effective use of instructional technology. (Elizabeth Cravey, a Solutions teacher at Social Circle High, signed up for a course in instructional technology while working on her masters degree not too long ago - only to discover on the first day of class that it covered topics such as preparing transparencies for overhead projectors. She decided to take another course.) However, teaching teachers to use high tech instructional equipment is a recognized need that our state has already begun to address in general. We have training at RESAs and other Technology Training Centers, training is available via satellite from Peach-Star and other sources. And Governor Miller, in his fiscal year 1998 budget request, has asked for funds for more training for education majors in our college preparatory programs. More specifically, EMG has taken steps to better prepare teachers to take full advantage of the Solutions Classroom. In February, several of Georgia's Solutions teachers traveled to EMG headquarters in Arizona for extensive staff development. And staff development is available to those teachers everyday via satellite. EMG provides a

So wrote Anne Frank in her diary, just 20 days before she and her family were captured, and later killed, by the Nazis. Today, more than 50 years later, Anne Frank's diary remains a source of hope and inspiration.
Anne Frank: What Is She Saying to Us Today?
That is the question students across the state are invited to answer in a contest sponsored by the Georgia Commission on the Holocaust and the Georgia Department of Education. The contest has two divisions, students in grades 6-8 and students in grades 9-12; and there are two categories, art and writing.
Art entries can be a sculpture, drawing, painting, poster or collage.
Writing entries can be a poem, newspaper article, story, play/dialogue, research paper or essay.
For the state-level competition, only one entry may be submitted from each school, per division, per category.
Four first-place prize winners will be selected, and those students and their sponsoring teachers will win trips to the United States Holocaust Memorial Museum in Washington, D.C. Second- and thirdplace prizes will also be awarded.

Galaxy Classroom is an interactive network of more than 600 schools in the U.S., Canada, and Mexico, with the largest number of Galaxy schools right here in Georgia! Over 1,400 Galaxy Classrooms in Georgia are linked together through fax machines, e-mail, and interactive video.
Galaxy Classroom provides yearlong curricula: two in Science and one in Language Arts for elementary schools. Each of the curricula, produced in English and Spanish, features instruction around themes that are investigated through interactive satellite broadcasts of the video adventure series.

There Will Not Be A PeachStar Conference
At Clayton State This Year!
Those of you who attended our two annual conferences at Clayton State will not have to travel this year.
Those of you who could not travel and so just missed out on the information presented, will not have to miss out this year.
How can this be? Look to our teleconferences in April and May. All the information presented at our past conferences will be presented via our PPDI (see Pipeline, page 3) satellite training programs. Sorry we won't be seeing each other on that beautiful and tranquil campus, but training by satellite will save us all time and travel.

In response to your call for articles on using satellite distance learning programming in the classroom, we would like to submit the following:
Satellite distance learning programming has expanded the world of second graders at Dawnville Elementary School in the Whitfield County School System. They recently traveled via satellite to Manassas, Va., to join a group of other school children as they explored the world of migratory birds in the presentation, Migratory Birds: Finding Their Way Home. The second graders were concluding a reading unit on migratory animals, and this satellite field trip allowed them to observe migratory birds in the wild. The program was especially appropriate as Dawnville Elementary School has recently developed a bird sanctuary on campus. In preparation for this "field trip," second grade teachers used the supplementary materials provided free of charge by the Prince William Network. These materials included a map of National Wildlife Refuges and a teacher's guide with reproducible activity sheets and suggested activities to accompany the program. At the conclusion of the satellite field trip, one teacher jokingly remarked, "Never have so many traveled so far for so little!"
Adhering carefully to the copyright permission for this program, the media specialist cataloged the video tape of the field trip with the supplementary materials in a kit which was added to the school's media center permanent collection. Excursions into the world of migratory birds will be possible for future learners, also.
The varied distance learning programs available to schools throughout Georgia open viewing windows onto a wor"Id that is unfamiliar to many students. The world is brought to their classrooms via satellite programming. The best things in education can be free.

daily stream of satellite-delivered instruction for teachers who want to learn how to use any of the hardware or software in the Solutions Classroom.
EMG also sends consultants to Solutions schools on request. Pipeline sat in on one such session at Social Circle High. EMG representative Heather Ratchford, spent four hours at the school, debugging equipment, answering questions and showing Social Circle's six Solutions teachers how to better use the resources of the Solutions Classroom. All of the concerns already listed above were expressed by the Social Circle teachers, who readily acknowledged that they had not yet used the Solutions Classroom to any great extent. However, all of the six seemed sold on the concept and felt it was definitely a positive opportunity for their students. Jeff Welch, assistant superintendent at Social Circle City Schools and point man in the system's participation in the pilot, indicated his system is determined to take advantage of this resource and make Solutions work in Social Circle.
The program at Swainsboro High is a little further along than those at the other Georgia sites. This might be partly due to a serendipitous coming together of the Solutions opportunity and the school's strategic planning process. The leadership team at Swainsboro High School was meeting last summer to identify goals and objectives for their site-based professional development efforts during the '96-'97 academic year when Georgia Public Broadcasting's Education Services Division was seeking pilot schools for the Solutions Classroom. There was a perfect match between the Swainsboro team's top priority for staff development and the goals of the Solutions pilot- integrating technology into the curriculum.
The Swainsboro team agreed that this pilot project would be a perfect vehicle for them to use as one way of working toward their priority. This matching of local school goals with the goals of the project has been a contributing factor in the progress made to date during the first of the pilot.
