Week of February 6, 2006
The Legislature met on Monday, Wednesday and Thursday of this week and will return on Monday, February 13 for the remaining 24 days of the session. Highlights for the week include:
q The Senate Higher Education Subcommittee of Appropriations voted out their version of the supplemental budget which included a reduced amount of the House recommendation for the pest control program ($17,293) as well as full funding for the payroll shift correction. The full Senate is expected to vote out the amended budget on Monday, February 13.
q House Resolutions 1238 and 1239, which commend our 2005 State GOAL and Rick Perkins winners, were introduced by Higher Education Chairman Bill Hembree. Both Kimberly Wilson (GOAL) and Gerald Moody (Rick Perkins) will be recognized on the House and Senate floors at a time and date to be determined.
q The Governor's proposed "HOPE Chest" legislation, which restricts the use of lottery proceeds, has shifted to the House after falling three votes short of the needed two-thirds majority in the Senate. House Bill 1287 and House Resolution 1045 passed out of Bill Hembree's Higher Education Committee on Thursday and will now move to the full House for consideration.
q House Bill 1157, which would allow Delta and other airlines to claim tax credits under current retraining laws, passed out of the Ways and Means Committee on February 9.
q Representative Smith introduced House Bill 1294 in support of one of the department's major priorities which would allow for the carry forward of revenues from continuing education, contract training and technology fees from fiscal year to fiscal year. Further, the bill would extend the sunset provision to June 30, 2008 for the write-off of certain receivables. This bill has been assigned to the Ways and Means Committee.
q Senate Bill 480, which provides for the delegation of certain activities performed by registered professional nurses and licensed practical nurses to persons who are certified as qualified medication aides through a program conducted or approved by the Department of Technical and Adult Education, will be heard in the Health and Human Services Committee on Monday, February 13.
q House Resolutions 1081 and 1082, creating a Higher Education Finance and Formula Study Commission to review current funding

q Senate Bill 415, which will expand the HERO (Helping Educate Reservists and their Offspring) Scholarship to include surviving spouses, will be heard by the Senate Higher Education Committee on Monday, February 13.
q Senate Bill 436, another of the department's legislative initiatives which would allow for the suspension of up to two State Board meetings per year, will be heard by the Senate Higher Education Committee on Monday, February 13.
