Friday, February 3 marked the 13th day of the 2006 legislative session. House leaders spent much of the week working on the 2006 supplemental budget. Highlights for the week include:
q The House voted 159-1 on Friday to adopt their version of the 17.8 billion supplemental budget which maintained the payroll shift correction for the department as well as an additional $109,365 for a pest control certification testing program at several technical colleges.
q Senate Resolutions 738 and 739, which commend our 2005 State GOAL and Rick Perkins winners, were introduced by Higher Education Chairman Seth Harp. Both Kimberly Wilson (GOAL) and Gerald Moody (Rick Perkins) will be recognized on the House and Senate floors at a time and date to be determined.
q Senate Bill 440 (the Governor's HOPE Chest Bill), which restricts the use of lottery proceeds, passed out of the Senate on Thursday by a vote of 45 9. However, companion legislation SR 655, a constitutional amendment which designates lottery funds solely for HOPE scholarships, grants, and the pre-k program, fell three votes short of the necessary two-thirds majority on Thursday. The resolution is up for reconsideration on Monday, February 6.
q House Bill 1157, introduced by Mark Burkhalter and others, changes certain provisions regarding income tax credits for employers providing approved retraining programs which are certified by the Department of Technical and Adult Education. This legislation will allow Delta and other airlines to claim tax credits against withholding rather than income taxes.
q Representative Franklin introduced House Bill 1153, recommended changes to the HOPE Scholarship guidelines that would allow students to regain HOPE eligibility for a HOPE scholarship at the end of any quarter or semester immediately following the return of the student's grade point average to a B.
q Senate Bill 506, introduced by Don Balfour and others, establishes mandatory fees for HOPE scholarships and grants for eligible public postsecondary institutions created after January 1, 2004.
q Senate Bill 514, introduced by Robert Brown and others, would remove the mandatory freeze on HOPE fees as well as the maximum hour limitations that were recommended by the HOPE Study Commission and approved during the 2004 legislative session.

q Senate Bill 480, introduced by Renee Unterman and others, provides for the delegation of certain activities performed by registered professional nurses and licensed practical nurses to persons who are certified as qualified medication aides through a program conducted or approved by the Department of Technical and Adult Education.
q House Resolution 1048, which would create a House Study Committee on Market-Demand Skills Education in High School, passed out of the Academic Achievement Subcommittee on Wednesday and now moves to the House Education Committee for consideration. The legislation would address youth unemployment by encouraging the implementation of programs to teach marketdemand skills in high schools for students opting not to go to college.
