GDOR named as a Platinum Level Partner

The Georgia Department ofRevenue has been named as a Platinum Level Partner for its participation in the Partnership for a Smog-Free Georgia (PSG) for the 1999 ozone season.
"We ended up with an overall 55.1 % SOV rate, which means we succeeded in achieving a 22% reduction in SOV's, " said Ken Kincaid, Budget Director and 1999 DaR PSG Captain. "While that is pretty good, we can do better next season."
The Partnership for a Smog-Free Georgia (PSG) is directed by the Environmental Protection Division in cooperation with five other organizations: the Atlanta Regional Commission, the Clean Air Campaign, the Georgia Department ofTransportation, the Metro Atlanta Chamber ofCommerce and the Regional Business Coalition.

The mission ofthis voluntary, employer-based initiative is to reduce smog-forming emissions and improve air quality in the 13-county metro Atlanta non-attainment area. PSG Partners institute Smog Reduction Plans to encourage commuting and operational changes, including carpools, vanpools, teleworking, mass transit and rescheduling painting, town maintenance and fleet vehicle refueling.
The 13 counties ofthe metro Atlanta region have been designated as having a "serious" air quality problem for ground-level ozone, the major component of what is commonly called "smog".
The Partnership for a Smog-Free Georgia is an employer-based initiative which seeks to reduce levels ofOZone.

Y2K Update
You may have had questions about all ofthe changes taking place with the Departments computers. During the last year, a lot ofnew computer equipment has been corning in and out ofthe Department ofRevenue. These changes are just part ofthe Department's Y2K Remediation process.

I congratulate Jeannie Hearn, Wayne Blackwelder, and Darryl Nunnery for having been selected aswinners ofoutstanding perfonnance awards for the third quarter. By their conduct, Jeannie, Wayne, and Darryl demonstrated they really care about their work.
My sincere appreciation goes to all 1999-2000 DOR SCCP Campaign Division Coordinators and Co-coordinators -- and their volunteers -- who collectively raised more than $54,000 for such worthy causes. To raise that much money -- and still attend to your job -- require, among other attributes, organization, planning, leadership, tenacity, and dedication. Thank you, again, for being so generous. Many Georgians will be helped through your contributions.
The Y2K Remediation Program is nearing completion. With only one majormission critical system yet to be certified as ofthis writing, we've progressed tremendously over the past several months. Many employees ofDOR and other agencies and organizations contributed to our progress. Thanks to all ofyou who participated in this effort.
One last item I'd like to mention to you at this time: many employees have expressed an interest in the implementation ofalternative work schedules. I've appointed a committee to evaluate that subject and submit recommendations to me. That evaluation is underway right now.

FYI: What is the Year 2000 problem? When computer systems were built in the 1960s and 1970s, computer hardware was expensive. To reduce costs, programmers looked for ways to reduce data storage requirements. It was common for dates to be stored in databases as 6 digit fields rather than as 8 digits.
Why is this a problem now? The systems built during this period were not very user friendly, but were the ones most critical to the business operations. When personal computers became popular in the 1980s, newgraphical front ends were added to the systems, however, the underlying databases and computer programs were often retained. Not only did these old systems not disappear, they often grew in size, becoming more complicated and difficult to maintain.
Because the legacy systems ofthe 60s and 70s were not designed to run in multiple centuries, most will either produce incorrect infonnation or simply fail at the end ofthis century. Itmay not sound like much effort to fix these monsters but, in fact, it involves a great deal oftime and expense. A special "Thank You" to everyone who volunteered their services and bestowed their support for the SCCP fund raiser for the Income Tax Division, especially to our Coordinator and Co-Coordinator: Beverly Farmer and Vickie Stewart. A very special "Thank you" to our helpers, who were very dedicated in giving their time and effort, Andrea Cooper, Alan Johnston, Jennifer Smith and Josetta Springer.
Those who run away live to run another day...Beverly Bennett (Corporate Audit) and her family enjoyed three (3) days at Disney World and four days at sea on the Disney cruise ship. They had so much fun with Mickey & Minnie Mouse and the gang that they can't wait to go back. The Audit Section was invited to Betty Peacock's house for a luncheon on September 21, 1999. Betty retired in April of this year. We enjoyed seeing Betty and her husband, John. We also enjoyed the delicious food that was provided. We are hoping that we can do this again maybe next year.
Jackie Carroll (Individual Income) is a grandmother, again!!! Her son, Curtis, blessed her with her fourth grandchild, Curresheion Carroll on September 2, 1999 weighing 6 pounds 12 ounces.
Dana Goolsby, daughter of Robert M. Goolsby Director, is a freshman at Truett McConnell College in Cleveland, Georgia. She is a member ofthe Truett McConnell College Lady Dane Soccer Team. Santrice Jones, niece of Vickie Stewart (Director's Office), is a seventh grader at Peachtree Middle School in Dunwoody. She scored 98% on the ITBS Test (Iowa Test of Basic Skills) and based on her performance on the ITBS, she is scheduled to take the SAT in December. Ajob well done, Santrice!
Beverly Farmer (Director's Office) has been very busy lately. Not only did her family just move into a larger home in McDonough, but her sons baseball team for 11 and12 year olds finished the Fall season with a 5-4 record (this is playing over 500 ball). This may not seem like much to some of you, but to a bunch of kids that are accustomed to losing most of their games, this was great! Thanks not onlygo to the kids on the team and the other coaches, but to our newly acquired 151 Assistant Coach, Wes McDuffie (ISD). Thanks a million Wes! Lookout next spring, Stockbridge, here comes the Twins!

Happy Thanksgiving from our shop to yours! We are surprised that many of our co-workers were unaware that the Scanner Unit has been in operation since November 1997. Since the beginning, we have been imaging Sales and Use tax returns, Individual Income Tax returns, and Corporate 600 returns. In July we added CTA, CTR, Withholding and Motor Fuel documents. It seems as if we are constantly changing and growing with every year. For instance, did you know that we run 3 shifts, 24 hours a day during the peak season? Our images are burned into CD's just like your music. Just this past spring, they installed new software that is Y2K compliant, shortened each scanner's track by 3 feet and it only requires one operator instead of two to run the machines. Our IFP system software that used optical character recognition to help Income Tax process the last 2 years was discontinued this past spring. However, we anticipate that by 2001 we will run a new imaging process again. All of this is about progress and streamlining this efficient operation. We are excited and happy to be a part of this progressive team and invite everyone to come see Revenue's latest in imaging technology. Y'all come see us!

Delegation from China Visits Revenue

On November 4th the Department ofRevenue hosted a delegation from the People's Republic ofChina. Twenty tax officials from the Guizhou Province visited the Department ofRevenue to learn how our tax system works. They were especially interested in learning about the relationship between the Federal, State and local levels of taxation; what we tax; how taxes are collected from the citizens; how we process taxes and maintain records of taxes paid and taxes due; as well as how our audit programs work.

As part ofthe Year 2000 compliance efforts, the Georgia Department ofRevenue is rewriting the current Individual Income Tax System (UTS). The current system was remediated so that the Rewrite Project would be able to implement in phases, therefore creating minimal impact on the taxpayers. The new Individual Income Tax System is being designed to streamline the internal processes performed by the Individual Income Tax Unit. Employers are also encouraged to modifY or postpone certain operations and maintenance activities during this time so as to reduce the likelihood ofozone creation. Individuals, too, can adopt these recommendations even iftheir employer is not a PSG "Partner."
The 1999 Season in Review
The PSG network continued to grow in our second year.
With the help ofthe Regional Business Coalition, PSG was able to attract more corporate Partners, as the business com-

munity signed up to address the metro area's serious air quality problem. In addition, many more local and federal government entities also pledged to join the PSG effort. Georgia government agencies continued their efforts and consistently surpassed their mandate to reduce SOY usage by 20 percent, with reductions ofat least 30 percent in the first three months ofsmog season.

related to the 244 Washington Street

kitchen. As many ofyou know by now, the kitchen has

been found to be structurally unsound by the project engi-

neer. Upon the recommendation ofthe project team, the

Authority approved the demolition ofthe kitchen. Out-

lined below is the schedule for this project.

For Demolition



Scaffolding and shoring in the adjacent areas

for approximately four to five months.



Continued relocation ofparking in the base-

ment and sub-basement areas for four to five

months.



Continued relocation ofAudit personnel for

four to five months.



All window openings in the adjacent facilities

will be covered with plywood for protection

for four to five months.



Rebuild ofaffected areas in the Health and

254 Buildings, which will involve disruption of

normal activities in these spaces. (Rebuilding

will include parapet walls, masonry pointing

and patching, glass and glazing, and roof

repair).

After the demolition and rebuild is complete, the Georgia Building Authority plans to open a limited food service operation at 244 Washington Street, with a breakfast menu and a modest lunch menu. While we are still in the planning stages, we will keep you informed as to the progress with this project. The Magnolia Gardens at Georgia Plaza Park has opened for lunch and now provides a variety ofmenu selections.

DORIS IS COMING!
So what? Is she keyboard literate? Does she know Revenue applications? Can she calculate penalty and interest? When will she be here? DORIS is not that kind ofDoris! This DORIS is the Department 2.f Revenue Intranet (that's INTRANET not Internet) ite that should, hopefully, be up and running early next year. DORIS will be available to anyone who has a PC. It is an in-house network for Department of Revenue personnel only.
Planned for launch early next year, DORIS will provide, among other material, an up-to-date DOR telephone directory that will make contacting your peers as easy as picking up the phone. DORIS will also deliver online department news, employmentinformation, standards and procedures, statistical data, training schedules, reports and more. Other ways to use the DOR Intranet are being explored now.
Watch for DORIS early next year -- the DOR !nformation ource. It should improve communication in the Department.
