Growing GPA's Power to Promote Economic Development

T

he Port of Savannah marked a milestone with the first visit of the COSCO Development -- the largest containership to ever call on the U.S. East Coast. More than 5,000 containers crossed the GPA's docks from the single vessel, a record for Georgia's ports.

This 13,000-TEU vessel represents the future of shipping, part of a

growing trend in the ocean carrier business toward larger, more efficient

vessels. During the ship's time at dock, up to six cranes moved 10,000 TEUs,

more than half the vessel's entire volume for its maiden voyage to the East Coast.

The GPA, the International Longshoremen's Association and Ports America were able to achieve net berth

productivity of more than 220 moves per hour for the Development on a day when the Georgia team worked

a total of seven vessels, moving more than 12,000 total containers or 21,600 TEUs.

Growth is happening not only in Savannah but also at the Port of Brunswick. At Colonel's Island, more than

200 acres are in the design or development stages, bringing auto processing space to 547 acres. Twenty-four

of 50 acres purchased by Mercedes Benz were paved in May. Another 168 acres will be completed between

mid-July and November, of which 124 acres have been leased. Previously, 20 acres for vehicle processing were

completed and leased to Wallenius Wilhelmsen Logistics. The long-term plan is to add another 510 acres on the

island's south side to support auto processing, doubling the capacity for cars and heavy machinery in Brunswick.

As the Savannah Harbor Expansion Project and the Brunswick improvements progress, the Georgia

Ports Authority's ability to spur the nation's economy will also grow.

TO CREATE MORE THAN 500 JOBS IN MUSCOGEE COUNTY

Pratt & Whitney, a designer and manufacturer of service aircraft engines and auxiliary power units, will create more than 500 jobs and invest $386 million to expand its Columbus facility over the next five years.
"Pratt & Whitney has maintained a presence in Muscogee County since 1984 and this latest expansion speaks to Georgia's support for our robust aerospace industry," said Georgia Gov. Nathan Deal. "Georgia's pro-business structural framework and deep talent pool help to retain industry leaders such as Pratt & Whitney. By adding these new high-quality manufacturing jobs, Pratt & Whitney is making a significant investment in the Columbus community and we look forward to strengthening this longstanding partnership as the company continues to grow."

"We're investing heavily in our Columbus business to support the increased production and services planned for our F135 and GTF engines," said Chris Calio, president, Pratt & Whitney Commercial Engines. "This investment will ensure we have the appropriate infrastructure, tooling and trained workforce in place to provide the best products and services to our customers worldwide. The tremendous support we receive from the community and state have contributed to our success in Georgia."
Pratt & Whitney employs 34,000 individuals and supplies more than 11,000 customers worldwide. The company currently employs more than 1,200 associates at the Columbus facility.

Aviagen to invest $18M in Brooks County
Aviagen, a leading broiler breeding company, will create 100 jobs and invest approximately $18 million in a new parent stock hatchery in Quitman. The Quitman facility will be Aviagen's eighth commercial breeding stock hatchery in the U.S. and the second in Georgia. The 65,000 square-foot, state-of-the-art facility is scheduled to be completed in 2018.

FARMAX MERCHANDISE

to Invest $5 Million in Crisp County
Farmax Merchandise, a China based peanut production and exporting company, has announced plans to create more than 20 jobs and invest $5 million in a new peanut oil processing facility in Crisp County.

"As the No. 1 state in which to do business, Georgia continues to build on its strong momentum in attracting companies from around the world," said Deal.
"International partnerships such as this one stimulate the local economy and deliver superior supply chain efficiency for manufacturers," said Georgia Gov. Nathan Deal. "By locating in Crisp County, Farmax will benefit from our strong transportation infrastructure and further establish Georgia as a top state for international companies to invest in and share our success."

Qingdao Hwa-Nuts uses assembly lines for shelling, screening, grading, packing and roasting peanuts. The company serves customers in the U.S., EU, Canada, Southeast Asia, Russia, the Middle East, Australia and New Zealand.
"We are very excited, as Farmax, to be establishing our new factory in Georgia, which enables our new North American business expansion," said Bill Deng, president and CEO of Farmax. "We are also pleased with the support we have received from the state and the county to help us grow."

Farmax is a subsidiary of Qingdao Hwa-Nuts Foodstuff Co., Ltd. New jobs at the Cordele facility will include positions in production.
"Cordele and Crisp County are excited to welcome Farmax as the community's first China-based manufacturer," said Zack Wade, chairman of the Crisp County-Cordele Industrial Development Authority. "The company will be a great fit for our community because it will consume large amounts of peanuts -- one of our most abundant local cash crops."

STAR SNACKS TO CREATE 115 JOBS, INVEST $18M IN MACON-BIBB COUNTY

Star Snacks, Co. LLC, a leading manufacturer and distributor of high-quality branded nuts, trail mixes and dried fruits, will create 115 jobs and invest more than $18 million in a peanut roasting and packaging facility in Macon-Bibb County.
"We are excited about establishing our new processing facility in Bibb County," said Mendel Brachfeld, managing partner of Star Snacks.
"One of the big attractions was the Macon-Bibb County Industrial Authority team's capabilities and eagerness to make things happen. In addition, we feel very confident in the local workforce to be able to support our company."

Star Snacks will construct a 200,000 square-foot facility to source, roast and distribute peanuts grown in southwest Georgia. The newly created jobs will include positions in manufacturing and processing.

Maersk Line and Hamburg Sd Sale and Purchase Agreement Approved

FOX-MARRS NAMED PRESIDENT, CEO OF JCB AMERICA
JCB has announced the appointment of Richard Fox-Marrs as president and CEO of JCB Inc., responsible for JCB operations in North America, including sales and support for the construction, agricultural, rental, government and defense industries. Additionally, Fox-Marrs is responsible for production at JCB North America's Savannah headquarters, where the company manufactures the 3CX backhoe loader, skid steer and compact track loaders, along with the military specific High Mobility Engineer Excavator and Light Capability Rough Terrain Forklift. Fox-Marrs' appointment is effective immediately.
Fox-Marrs is a 26-year veteran of JCB. Prior to his current appointment, Fox-Marrs served as JCB North America's president of Agriculture. His previous positions included managing director of the Loadall telescopic handler business unit and managing director of JCB's global Agricultural division. Fox-Marrs work in the North American market dates back to 2001 when he was responsible for establishing JCB Agriculture in North America.

On April 28, the sale and purchase agreement for Maersk Line's acquisition of Hamburg Sd was approved by the boards of Maersk Line and the Oetker Group, owner of Hamburg Sd. The acquisition still remains subject to regulatory approvals.
Maersk Line will acquire Hamburg Sd for EUR 3.7 billion on a cash and debt-free basis. Maersk Line will finance the acquisition through a syndicated loan facility.
"Today, we have taken a decisive step towards the shared future of Maersk Line and Hamburg Sd. Our due diligence confirmed that Hamburg Sd is a well-run company with strong and highly respected brands. We have confirmed the anticipated synergies and we are convinced that our plan to maximize customer retention is the right path forward. Deal Recognizes International Trade Leaders' Statewide Economic Impact

Georgia Gov. Nathan Deal, in conjunction with the Georgia Department of Economic Development (GDEcD), presented 24 businesses with GLOBE (Georgia Launching Opportunities By Exporting) Awards at the 2017 Go Global reception.
This awards program recognizes companies that entered into a new international market in the previous year.
"The Go Global event highlights innovative businesses and the enormous impact trade has on Georgia's economy, while providing industry leaders an opportunity to network and strengthen relationships with

international partners," said Deal. "These businesses contribute heavily to Georgia's success in exports and significantly bolster the state's economy by reaching new markets. In 2016, total trade between Georgia and the world exceeded $121.7 billion, and exports exceeded $35.5 billion. The fourth annual Go Global reception allows Georgia companies to network with the state's international representatives from 11 strategic markets including Brazil, Canada, China, Chile, Colombia, Europe, Israel, Japan, Korea, Mexico, the United Kingdom and Ireland.

Subaru Debuts Ascent SUV at 2017 New York International Auto Show
Subaru of America, Inc., has unveiled the Subaru Ascent SUV Concept. The new 3-row Subaru SUV will feature an all-new turbocharged direct injection boxer engine.
The exterior design of the concept features powerful fender flares and a large, bluff grille. The interior of the concept features a flowing dashboard design and a 7-passenger configuration with center captain's chairs.
The Ascent production model will be based on a modified version of the Subaru Global Platform that debuted last year. The model will be built at Subaru of Indiana, Inc. in Lafayette, Indiana and will be sold exclusively in the North American market starting in 2018.
FORMER GPA CHAIR RECEIVES REVITALIZATION AWARD
Former Georgia Ports Authority Board Chairman James Walters has received the Georgia Cities Foundation Renaissance Award. He was nominated for the award by the city of Dublin, Ga., for his work to renovate a former bank building there. The Renaissance Award recognizes an individual or organization that has made a significant contribution to the revitalization of one or more downtowns in Georgia. Individuals and organizations from the private sector, non-profit, civic, philanthropic and academic communities are eligible to receive the award. The Renaissance Award is presented each June in Savannah during the Georgia Municipal Association's Annual Convention.

HAPAG-LLOYD FINISHES FIRST QUARTER OF 2017 WITH POSITIVE OPERATING RESULT

Hapag-Lloyd finished the first three months of the current financial year with a positive operating result, in spite of higher bunker prices. The transport volume increased by 6.8% year-on-year to more than 1.9 million TEU (prior-year period: 1.8 million TEU). While the average freight rate was USD 20 lower than in the same quarter of the previous year at USD 1,047/TEU, there were further signs of a slight upward curve compared with the past quarters. The greater transport volume and exchange rate effects pushed revenue up by 10.4% to EUR 2.13 billion (prior-year period: EUR 1.93 billion). EBITDA improved by 6.4% to EUR 131.3 million (prior-year period: EUR 123.4 million), while EBIT remained relatively unchanged year-on-year at EUR 3.5 million (prior-year-period: EUR 4.8 million). The Group net result was lower than in the first quarter of 2016 at EUR -62.1 million (prior-year period: EUR -42.8 million).

Southeast, but for America's East Coast," said

Georgia Governor Nathan Deal. "The numbers are

impressive; our customers have spoken, and the Port of Savannah is clearly the must-call port."
During the ship's 30 hours at dock, up to six cranes moved 10,000 TEUs (Twenty-foot Equivalent container Units) on and off the vessel, which translated into more than 50 percent of the vessel's entire volume for its maiden voyage to the U.S. East Coast.
With a capacity of 13,092 twenty-foot equivalent container units, the Development measures 1,201 feet long and 158 feet wide.
"The COSCO Development is the start of a new era in the East Coast container trade," said GPA Executive Director Griff Lynch. "With their shift

to larger, more cost-effective vessels, the shipping lines are gravitating toward gateway ports. The Port of Savannah is perfectly suited to handle the larger exchanges of Neo-Panamax vessels."
Lynch added: "We would like to thank the men and women of Georgia's ports, the International Longshoremen's Association and other vital members of the maritime community for their outstanding work that has made today's accomplishments possible."

time at dock, the GPA team worked a total of seven vessels, moving more than 12,000 containers, or 21,600 TEUs. The 1,200-acre Garden City Terminal features 26 ship-to-shore cranes and 146 rubber-tired gantry cranes -- more than any other U.S. terminal.
"Generation after generation have been committed to building this facility into the worldclass port it is today," GPA Board Chairman Jimmy Allgood said at a news conference to mark the event. "Those decades of dedication have made possible the work you see being achieved with speed and efficiency."
In the near future, vessels such as the COSCO

Development will be able to take advantage of deeper water as the Savannah Harbor Expansion Project (SHEP) makes additional progress. At present, dredging for the outer harbor to 49 feet at mean low water, which constitutes about half of the shipping channel, is 60 percent complete. The inner harbor project will provide 47 feet of deepwater draft when complete. Lynch thanked Governor Deal, the Georgia legislature, the Georgia delegation in Washington, D.C., and the U.S Army Corps of Engineers for their tireless efforts to ensure the completion of the harbor expansion.
"Savannah is already the load center for

trade in the U.S. Southeast, but deepening our harbor to better accommodate vessels such as the Development will make Savannah even more attractive to cargo owners," Lynch said.
A study by the U.S. Army Corps of Engineers showed that U.S. companies moving goods through Garden City Terminal will save $282 million per year once the harbor deepening is complete in 2021.
"Deeper water in Savannah will complement the new, expanded Panama Canal by reducing the expense of delivering goods to customers at home and abroad," said Allgood.

GPA Holds Tree-Planting
Sapling Replaces Tree Lost in Hurricane Matthew

In honor of national Arbor Day, the Georgia Ports Authority held a special tree-planting ceremony at Garden City Terminal to replace a historic oak lost during Hurricane Matthew last year.
"As we improve our operations and upgrade facilities, we take every step we can to preserve Georgia's historic, majestic trees," said GPA Executive Director Griff Lynch. "The 10-year-old live oak sapling we're planting today is a small example of how the GPA provides for our natural resources today and into the future."
On the 1,200-acre Garden City Terminal, the GPA protects and preserves habitats from wetlands to old growth oak trees, as part of its commitment to conduct port operations in an environmentally responsible manner.
The sapling joins a grove of about a dozen trees that are more than 200 years old adjacent to Highway 25. The oldest oaks at the port facility date to the mid-1600s.
Local arborist Shannon Baughman applauded the GPA's sustainability effort protecting trees.
"Maintaining these old-growth trees at a working port shows that it is possible for industry and the natural environment to coexist," Baughman said. "The shade these trees provide, the oxygen they produce and the carbon sequestered in their massive trunks provide longterm benefits to the area. It's exciting that the Georgia Ports Authority recognizes their value."
The GPA has a long track record of sustainable practices.
The Authority currently preserves 300 acres of natural wetlands in Brunswick, and has established 14 acres of wetlands at the Port of Savannah for its natural filtering capability, in order to protect the Savannah River. Additionally, GPA is a longtime supporter of the Caretta Research Project, which protects sea turtle hatchlings.
The GPA has transitioned its ship-to-shore cranes from diesel to electric power to reduce its carbon footprint, and in 2016, received the EPA Clean Air Excellence Award for its electric rubber-tired gantry crane program.
The eRTG program will transfer GPA's rubber-tired gantry crane fleet -- used to handle containers on terminal -- to electric power. This will virtually eliminate diesel fuel usage for these machines and reduce the terminal's diesel emissions.
High-tech lighting controls and container yard light fixtures reduce light pollution and cut energy consumption by 60 percent.
"Operating Georgia's deepwater ports sustainably is an integral part of our mission," Lynch said. "In every business decision, the Authority balances continued economic growth with being good stewards of precious natural resources."

In honor of National Arbor Day, community members joined Georgia Ports Authority officials to plant a young live oak at the Port of Savannah's Garden City Terminal. The sapling replaces a historic oak lost last year during Hurricane Matthew.

The Port of Savannah handled 8.2 percent of the U.S. containerized cargo volume and 10.3 percent of all U.S. containerized exports in CY2015.

ABOUT PORT OF VIRGINIA
The Virginia Port Authority (VPA) is a political subdivision of the Commonwealth of Virginia. The VPA owns and through its private operating subsidiary, Virginia International Terminals, LLC (VIT), operates four general cargo facilities Norfolk International Terminals, Portsmouth Marine Terminal, Newport News Marine Terminal and the Virginia Inland Port in Warren County. The VPA leases Virginia International Gateway and Richmond Marine Terminal. In fiscal year 2013, The Port of Virginia provided more than 374,000 jobs and generated $60.3 billion in total economic impact throughout the Commonwealth.

EAST COAST GATEWAY TERMINAL AGREEMENT
Georgia and Virginia to Begin Discussions
The federal government has approved an innovative agreement that allows the Georgia Ports Authority (GPA) and the Virginia Port Authority (VPA to begin discussing ways the two ports can share information in certain operational areas to position themselves as the U.S. East Coast's leading gateways for containerized cargo.
A joint application to proceed with development of the "East Coast Gateway Terminal Agreement" was filed by the ports on Feb. 24. The application set into motion a 45-day review period -- including a 12-day public comment period -- by the Federal Maritime Commission (FMC). The approved agreement encourages the exchange of information and best practices in five areas of operational and supply chain efficiencies, safety, communications and customer service.
THE FIVE AREAS INCLUDE: Cargo handling practices and terms, gate operations and access,
turn-times, staffing and infrastructure. Joint or independent acquisition, utilization and best practices relating
to operating systems and equipment including metrics relating to the repair and use chassis and containers.
Joint or independent acquisition and use of marketing materials for ocean carriers, alliances, shippers, beneficial cargo owners (BCOs)
and ocean transport intermediaries. Commercial opportunities regarding carriers. Acting as one, the GPA and VPA can meet and exchange operational information and performance criteria with carriers, shippers and other marine
terminal operators.
THE AGREEMENT DOES NOT COVER: Discussions regarding purchase or lease prices for containers or chassis.
It prohibits the ports from entering into agreements on rates, charges, terms or conditions on containers or chassis without
filing an agreement with the FMC. Joint discussions that lead to an agreement under the Shipping Act
must be filed with the FMC.
"Our industry is changing rapidly and as a result increased collaboration between ports is necessary to provide the service excellence our customers expect and deserve," said Griff Lynch, GPA's executive director. "It is clear that both Georgia and Virginia are East Coast gateway ports and this step further allows us to create jobs, economic development and improve safety. I would like to thank our respective employees and partners in the ILA as we move forward together."
"The agreement enables Georgia and Virginia to work together to find ways to become more efficient and effective, which will benefit the citizens of our respective states, as well as shippers and the carriers," said VPA CEO and Executive Director John Reinhart. "We are making significant investments at our respective ports to handle the larger vessels and cargo volumes coming to the East Coast. Now we will begin discussing how to best leverage these assets, collectively and position Georgia and Virginia as the East Coast's primary cargo gateways."

he GPA has developed and is in the process of implementing a new transportation initiative. It is a multimodal operating plan that takes into consideration the port's statewide logistics obligation, as well as a more recent role, which has evolved over

the past couple of decades, of becoming a strategic international

gateway for our entire country.

Network Georgia (the in-state plan), and the Mid-American Arc (the

out-of-state plan) were created to serve international logistics demands for all

U.S. destinations via the Port of Savannah.

We are now moving freight around the world in a post canal expansion

environment. Both canals vital to global commerce (Panama and Suez) have

recently undergone game-changing improvements that we have not seen in more

than100 years. Ships capable of carrying triple the amount of freight compared

to previous vessel limits now move through the Panama Canal. Maximum vessel

size has doubled via the Suez Canal since its expansion project was completed in

2015. As a result, freight moves more freely around our globe, between countries

and continents, than it ever has before.

At the GPA, we recognize our role as a vital link in the global supply chain for U.S. commerce. The organization is committed to facilitating international trade by building and managing a port complex that is best in class and has the capability of growing with our economy. We have invested $1 billion over the past 10 years and our capital plan includes an additional $2 billion over the next 10 years to ensure the terminal will accommodate the logistics demands for future U.S. international trade. The International Multimodal Connector (IMMC) is our game-changing answer to the world's call for moving goods faster and more efficiently. The IMMC will double Garden City Terminal's annual rail lift capacity to 1 million containers. It also will make routes running deeper into the American Heartland more attractive to rail providers by better accommodating 10,000-foot long unit trains. This $128 million investment in the supply chain future will promote the flow of containers to intermodal ramps throughout the U.S., especially into the Midwest and upper Midwest. This is what we refer to as the Mid-American Arc initiative, our commercial strategy for serving these major market areas.

GEORGIA MOUNTAINS REGION FEATURES DIVERSE ECONOMIC OPPORTUNITIES

Spread amid the splendid scenery of the foothills of the Blue Ridge Mountains, the 13 counties at the northeast edge of the state of Georgia can also tout a tall range of business opportunities, workplace advantages, and lifestyle attractions.

The region is "extremely diverse" in its economic

makeup, and has seen "steady growth" in several important

sectors, including advanced manufacturing, agribusiness and agritourism,

logistics and transportation, and the film and television industry, said Heather

J. Feldman, the executive director of the Georgia Mountains Regional

Commission, which provides planning, technical, and development assistance

to the counties, and their 38 municipalities.

Its many other attributes include a significant stretch on the South's

automobile alley, the Interstate 85 corridor that connects the Mercedes plant

in Alabama, the Kia plant in Georgia, and the BMW plant in South Carolina.

Several automotive companies, including ZF Industries, a global leader in

drivetrain and chassis technology, and IMS Gear, a specialist in transmission

technology, have built factories in Northeast Georgia to join this network.

Companies operating in the area are expected to benefit from the

Appalachian Regional Port, a GPA-operated rail terminal set to open in

Chatsworth, Ga., in 2018. The inland port model means exports can be trucked

for shorter distances and staged at the intermodal yard, where they are

loaded onto trains moving hundreds of containers in a single trip. Additionally,

by staging cargo closer to population centers, rail-served inland terminals

aid the fast delivery required by ecommerce retailers.

Interstate 985, a spur of I-85, runs up to the city of Gainesville, the county

seat of Hall County, and a nationally recognized hub for development. The area

is among the 50 fastest growing metropolitan districts in the country, and,

according to Forbes Magazine, is one of the "best small places for businesses

and careers" for the past four years.

Other locales in the Georgia Mountains Region have also lodged recent

success stories. To name just a few:

Forsyth County, where Sports Warehouse, a global retail supplier

of sports and outdoor equipment, will create 300 jobs and invest

$14 million as part of an East Coast e-commerce distribution center;

Hart County, where Lake Foods will double its workforce with

an $8 million expansion, creating 130 new jobs and introducing

a variety of different products;

And Dahlonega, where Sony Pictures will film "Hail Mary,"

a television movie about a small-town mayor who orchestrates

an elaborate hoax to save the struggling community from ruin.

In all, 47 international companies have built facilities in the region.

Georgia's Regional Commissions (RC) function as the official regional and development organizations for local governments and citizens. Each Regional Commission Council creates policy direction for the area's short- and long-term comprehensive planning and serves as liaisons between regional communities and the state government.
Another number -- 7,000,000 -- also stands out. It's the number of annual visitors, brought there by its forests, mountains, lakes, waterfalls, historic sites, museums, state parks, vineyards, the southern end of the Appalachian Trail, and, in the case of Dahlonega, gold mine.
It's a combination of natural wonders and outdoor attractions, said Feldman, that are "unique from the rest of the state."
